YEREVAN, DECEMBER 6, ARMENPRESS: The National Assembly of Armenia
has endorsed today a proposal by president Robert Kocharian to extend
the stay of a small Armenian contingent in Iraq for another 12 months.

rmenia has in Iraq a 46-member non-combat contingent comprising truck
drivers, sappers and medics, who are serving in the Shia-populated
area as part of the Polish led-multinational force. Armenian servicemen
are volunteers rotated every six months.

Presenting a draft memorandum on prolongation of the Armenian troops
presence in Iraq to the lawmakers yesterday defense minister Serzh
Sarkisian said besides adding to the efforts of bringing stability to
Iraq it adds also to Armenia’s international standing and strengthens
trust in its armed forces.

Policy Armenia will be granted 21 million euros against 17 million
which was given this year.

Armenian Deputy Foreign Minister Armen Bayburtyan said that wholly the
ENPI (European Neighbourhood and Partnership Instrument) budget during
the period of 2007-2013 provides 12 billion euros for realization of
programs, which is on 32% higher the current budget.

The Deputy Minister mentioned that the ENPI budget for Eastern Europe
would make up 3.64 billion euros. The countries of Mediterranean
Sea will get 3.34 billion euros. Speaking on Armenia-EU Action Plan
he pointed out that in Armenia priority-driven reforms concern to
the strengthening of political structure, assistance to economic and
social development, to establishment of civil society and to regional
co-operation and conflict solution. Answering to the question why in
the budget of 2007 the Armenian government has not foreseen means for
eurointegration, Mr. Bayburtyan said, that Action Plan was approved
on September 13 and just there was no time for the inclusion of the
above mentioned elements in the budget, IA Regnum reports.

at the moment, said Oleg Bliznyuk, ArmenTel’s newly appointed Director
General. In his words, presently the expert commission is examining
the interaction of various elements available at the market but the
final decision has not been taken yet.

"Anyway I am hopeful that reason will dominate," he resumed. Oleg
Bliznyuk also remarked that VympelCom is not afraid of
competition. "There were cases when the company entered developed
markets with 5-6 operators functioning but managed to succeed," he

Iberian Resources Ltd says first gold has been poured from its 80
percent owned Lichkvaz gold project in southern Armenia.

The company said this was a further step in its stage 1 project.

Other progress in stage 1 to date includes recruiting a management
team, commencing commissioning of the full gravity circuit, installing
additional milling capacity, installing a floatation circuit,
commencing and increasing production at the Terterasar underground
mine, commencing open cut mining at the Lichvaz-Tey deposit and
commencing an additional mine at Lichvaz-Tey.

The company expects the full gravity circuit to be commissioned in
three months.

Progress to date in stage 2 of the project includes commencing a
study into mechanised mining, commencing CIL plant design, early
test work indicating that 97 percent of gold reports to cyanide,
finalising site selection, commencing land acquisition, commencing
a hydrological study and setting the future production target at
between 100,000 and 150,000 ounces per anum.

Iberian Resources said it was in a strong financial position, had
more than 1.7 million ounces of gold resources and was positioned to
grow rapidly.

GUAM COUNCIL OF FOREIGN MAKES STATEMENT CONDEMNING SO-CALLED "REFERENDUM" IN NAGORNO-KARABAKH

The GUAM Council of Ministers of Foreign Affaires expresses its
serious concern over a so-called "constitutional referendum" in
the Nagorno-Karabakh region of the Republic of Azerbaijan, Foreign
Ministry Press center told.

The Council emphasizes that holding the so-called "referendum"
violates the Constitution of the Republic of Azerbaijan as well as
relevant norms and principles of the international law, APA reports.

"Thus, it will have no legal effect and the results of the so called
"referendum" will be considered as null and void."

The Ministers underline that the so-called "referendum" interferes
with an ongoing peace process, is designed to impose a fait accompli
situation in the region and misleads the international community.

The GUAM Council stresses that such an act runs contrary to the
universally recognized standards and values of democracy, rule of
law and human rights.

Any constitutional document envisaging a self-rule for the population
of the Nagorno-Karabakh region can only be elaborated through a
legal, democratic and peaceful process with a full, equal and direct
participation of the entire population of the region consisting of
the Armenian and Azerbaijani communities.

"The GUAM Council of Ministers of Foreign Affaires calls on the OSCE
participating States and other international organizations to condemn
such an illegal act and to support the ongoing efforts aimed at finding
a peaceful resolution of the conflict on the basis of the territorial
integrity of Azerbaijan within its internationally recognized borders."

The Organizing Committee of the Second International Medical Congress of

to the 30th of June 2007. The venue of the Congress will be at the historic
Armenia Marriott Hotel on Republic Square in downtown Yerevan. We anticipate

Besides developing medical science in Armenia the international partnership

Health, Mother and Child Health, Public Health/Tobacco Control, Medical
Education, FMF, HIV/AIDS, Nursing, Dentistry, Oncology, Primary Health Care,

There will be a focus on medical education and the session will be lead by
the newly elected Rector (Dean) of the Medical School, Professor Gohar

The third day of the conference is entirely dedicated to Diaspora-Armenia

Diseases 2006. Hot Topics on Immunizations and Antimicrobials. November 5-7

Prices Of Food Commodities Grow By 3.8% In Armenia In December 2006

PRICES OF FOOD COMMODITIES GROW BY 3.8% IN ARMENIA IN DECEMBER 2006 ON NOVEMBER 2005

YEREVAN, DECEMBER 4, NOYAN TAPAN. A 3.8% inflation was registered in
the Armenian food commodity market in November 2006 on December 2005,
and a 7.8% inflation in November 2006 on November 2005. According to
the RA National Statistical Service, a 2.1% rise of food commodity
prices was registered in the country in November on October 2006,
which was mostly conditioned by 4.6-24.1% growth in prices of eggs,
fruit, vegetables, potato and fish products. The 24.1% inflation
in the commodity group of fish products in November on October 2006
was the result of a 36.7% and 29.3% rise in the prices of smoked and
fresh white fish respectively. A 36.4% inflation was registered the
vegetable and potato commodity group in November 2006 on November
2005. During the indicated period, the rise in the price of onion
made 8.7%, of cucumber – 10.2%, cauliflower – 12.8%, cabbage – 20.4%,
garlic – 40%, carrot – 52.2%, tomato – 53.9%, beet – 57.7%, potato –
72.5%. A 13.2% inflation was registered in Armenia in the vegetable
and potato commodity group in November on October 2006, which is the
result of the growth in prices of onion – 13.2%, green pepper – 33.4%,
eggplant – 36.7%, cucumber – 55.7%, and tomato – 2.3fold. Prices of
beet, carrot, garlic and potato grew by 6.4-12.7% in the indicated
period. The 25.6% inflation in the fruit commodity group in November
2006 on November 2005 was mainly due to the growth in prices of apple –
35.7%, pear – 43.5%, watermelon – 1.8fold, melon – 2.1fold and peach
– 2.3fold. A 9.2% growth in fruit prices was registered in November
on October 2006, mostly due to the growth in prices of pear – 9.2%,
apple – 12.6%, grapes – 31.7%, peach – 46.5%, watermelon – 87.3% and
melon – 54.3%. At the same time, there was a 2-30.4% decline in prices
of tangerine, lemon, pine-apple, orange and banana in the country.

The average price of eggs grew by 21.2% in November 2006 on
November 2005 and 4.6% on October 2006. A 0.1-1.1% growth in prices
of butter, vegetable oil, other products, confectionery, bread
products, milk products, coffee, tea and cocoa was registered in
the country in November on October 2006. In the indicated priod,
the prices of granulated sugar and meat products declined by 1.9%
and 1% respectively, while the prices of soft and alcoholic drinks
and cigarettes remained at the previous month’s level.

Relations between Armenia and Russia are strategic; they are
essential for the maximum security of Armenia and have bilateral and
multilateral significance, says a draft national security strategy
under consideration at the Armenian parliament.

"The multifaceted relations are based on the similarity of long-term
strategic interests of Armenia and Russia," Defense Minister and
National Security Council Secretary Serzh Sargsyan quoted from
the draft.

"Armenia views military cooperation with Russia as an important
factor of the neutralization of external military threats. The
Armenian-Russian military union within the regional security system
of the Collective Security Treaty Organization (CSTO) plays a major
role in the preservation of the military and political balance in the
South Caucasus and international relations at large," the draft runs.

Yerevan wants to receive clear-cut international guarantees of
non-aggression and security of Karabakh residents, and will accept
Karabakh settlement formulas, which will rule out the Karabakh
subordination to Azerbaijan, the draft says.

An interdepartmental commission will consider the document and submit
it to the government in spring. The strategy will be the core of
specific programs.

"RA Presidnet has clearly presented his stance on the Karabakh issue
from very high platforms. It is for sure that there has never been
any shift either in the position or in the format of activity. The
President’s positions remains unchanged," said Garnik Isagulyan,
Assistant to RA President on National Security Issues, excluding the
hearsay that a non-beneficial agreement for Armenia was signed during
the latest meeting between the Presidents of Armenia and Azerbaijan.

According to him, the forthcoming Constitutional Referendum in NKR
proves once again that it a more full-fledged and democratic state
than some other countries in the region. "The world also recognizes
that the Nagorno Karabakh Republic is a full-fledged state, and
imposing something to it is very difficult and can have unpredictable
consequences," the Adviser underlined.

Garnik Isagulyan is confident that there is no political struggle
in Armenia, since "the political forces have not comprehended that
for leading a firm struggle they should come forth with alternative
platforms."

Speaking about the National Security Strategy of Armenia, the Adviser
noted they tried to create a document that would proceed from our
reality and which clearly formulates the internal and external threats,
challenges and the mechanisms for countering these. Garnik Isagulyan
said that after investigating the experience of 30-40 countries, it
became clear that that we need to have strategy rather than law. "In
this changing world we need to respond very rapidly and implement
corresponding changes, therefore for assuring flexibility we needed
to elaborate a strategy, Mr. Isagulyan said.
