ARMENIAN MPs AND INTERNATIONAL EXPERTS START DISCUSSING AMENDMENTS TO ARMENIA’S ELECTORAL CODE

Today Armenian MPs and Venice Commission experts have started
discussing draft amendments to Armenia’s Electoral Code.
All parliamentary forces except Justice opposition bloc are taking
part in the discussions.
Speaker of the Armenian Parliament Tigran Torossyan says that the
discussions were constructive and specific. The sides discussed
6 points Armenia’s political forces have failed to agree on,
particularly, the procedure of appeal against election results and
voting. Tomorrow the sides will sum up the proposals made today and
will submit the document for the Armenian Parliament’s approval within
a month.
The member of the Venice Commission Gael Martin-Micallef (France)
says that the document has been substantially improved but there
are still many unacceptable and moot points. The Venice Commission
has made 13 recommendations, particularly, on the order of electoral
commission formation.
Concerning Justice bloc’s recalling its signature under the document
Martin-Micallef says that he was unaware of it, he has just learned
the news and deeply regrets at it.

YEREVAN, SEPTEMBER 27, ARMENPRESS: Justice minister David Harutunian
told the parliament today that president Robert Kocharian has suggested
that Armenia walk out of the CIS Economic Court.
Harutunian explained that Armenia joined the CIS Economic Court in
1993 and throughout its 13 year membership it neither acted as a
plaintiff nor as a defendant.
“Over these 13 years we had a representative in the CIS Economic Court,
but after analyzing its performance we have arrived at a conclusion
that the Court has failed to perform what it was supposed to do and
actually it plays no role in settling economic disputes among CIS
members,” he said. A parliament committee on foreign relations has
backed the proposal.

YEREVAN, September 26. /ARKA/. Azerbaijan has lost even a moral
right to propose its protection and guaranteed future to the people
of the Nagorno-Karabakh Republic (NKR), RA Foreign Minister Vardan
Oskanyan stated at the 61st General Assembly of the United Nations
(UN) in New York.
He stressed that Azerbaijan treated the NKR population, citizens of
Azerbaijan, in an immoral and irresponsible way.
Far from the NKR, in public places, Azerbaijan allowed Armenian pogroms
to be committed, shelled Armenians and caused over 300,000 of them
to leave their homes, unleashed a war and, after being defeated and
signing a cease-fire agreement, began obliterating all the signs of
Armenians’ presence in Azerbaijan’s territory, Oskanyan said.
And the fact that, a decade after the cease-fire regime was
established, the Azerbaijani side annihilated Armenian cultural and
historical monuments in Nakhichevan, where no Armenian can be found
now, testifies that Azerbaijan has not changed its policy during this
period, Oskanyan said.
He also stated that no one can accuse the Armenian side of being
biased – Azerbaijan is not ready for interested in the negotiations.
Nevertheless, having turned down two previous proposals for a
compromise made over the last right years, Azerbaijan will not assume
the responsibility for rejecting a peace program on the negotiating
table. This is the reason why they are resorting to any means to
force Armenians into turning this program down. However, Armenian
clearly stated its consent to each of the fundamental principles of
the document on the negotiating table.

on September 21 and finishes July 14, Armenian Ambassador to France
Edvard Nalbandyan stated at a news conference in Yerevan. In his
words, it is symbolic that events start on the Independence Day of
Armenia and finish on the Republic Day of France. “The events will
open with a concert of Charles Aznavour in Yerevan with participation
of Presidents of both countries Kocharian and Chirac. The closing
will be in Paris in September 2007.
The Ambassador underscored that events of this type evidence the
high level of relations between the two countries. Edvard Nalbandyan
also told about a number of events to be held in Paris, specifically
those marking the 15th anniversary of Armenia’s independence in Paris
are to start on October 10. “A governmental delegation of Armenia,
led by PM A. Margaryan, will take part in a conference, which will
discus matters of decentralization of economic cooperation.
Representatives of the Chambers of Commerce and Industry will meet
in November, while Armenia will take part in the World Agricultural
Exhibition in Paris,” Nalbandyan said.

depart for Strasbourg to participate in the PACE winter session,
delegation member, chair of the standing parliamentary commission for
foreign relations Armen Rustamian told a PanARMENIAN.Net reporter. In
his words, the session participants will discuss establishment
of a European center for rehabilitation of victims of ethnic
cleansings. This issue directly regards Armenia, where the refugees
who suffered from ethnic policy of Azerbaijan live. The session will
also focus on national minority issues, the Kosovo settlement and
some other European problems,” Armen Rustamian said. The Armenian
delegation will return to Yerevan October 7.

Karabakh Liberation Organization (KLO) has prepared a document under
title “National plaform for regulation of Nagorno-Karabakh conflict
emerger is result of Armenia’s aggression against Azerbaijan”. The
presentation ceremony of the platform was held On September 25,
Trend reports.
Presenting the document, the Chairman of KLO Akif Nagi noted that
this project was approved by the Board and Council of Old People,
and was forwarded to the High Assembly for confirmation.
The National Platform was confirmed at the meeting of the High Council
held om September 24. Nagi stressed that Azerbaijani community
should express a united position on Nagorno-Karabakh and support
this conception.
Nagi spelled out that KLO the occupied Azerbaijani lands can be
released only through military way. “We will present the program to
all social-political organizations and observe what organization will
join us. Each organization should make a choice where to be situated –
with patriot forces or traitors,” Nagi pointed out.
KLO was created on January 28, 2000 to organize a public fight
to release Karabakh from Armenian invadors. KLO brings together
outstanding representatives of intellectuals, refugees and internally
displaced persons, youths, veterans of war, retired officers and
other social layers of population. At present, KLO has 74 departments.
The representatives of KLO function in Turkey, Iran, Russia, Sweden,
Germany, France, Canada, Estonia, Iraq and other countries. KLO
possesses more than 10,000 members.

Ramiz Malikov, the spokesman for the Azerbaijani Defense Ministry,
informed Trend an Azerbaijani soldier has died as a result of an
armistice breach in the Armenian-Azerbaijani frontline on 21 September.
The ceasefire was broken in the area of Yusifjanly Village in the
Agdam District.
Vusal Seyidaliyev, a resident of the Khachmaz District, north
Azerbaijan, is to be buried on 22 September.

On September 22-24 Pan Armenia EXPO 2006 will be held in Yerevan in
the framework of the third Armenia-Diaspora forum. The director of the
Development Agency of Artsakh A. Avagian said the agency has rented
and laid out a stand for presenting NKR. “Considering the number
of participants, and the variety of spheres presented, I think it
will be useful for NKR companies to participate in it. Later it will
provide greater possibilities for increasing the market and promoting
business relations with the Diaspora,” said A. Avagian.
This expo will involve IT, tourism, health services, food processing,
innovative technologies, building, industries, mining industry,
education and science. The products produced in NKR will also be
presented in Toronto, Canada. In 2005 the members of the Board of
Armenian Businessmen of Canada visited Artsakh. Together with the
Development Agency of Artsakh they visited different companies and
proposed them to take part in the expo Made in Armenia in Toronto,
Canada in early October. The purpose of this event is to present the
economic possibilities of Armenia and Artsakh in a larger environment
to facilitate the outlook for new partners, new investments, and new
markets. We learned from the director of the DAA that the products,
including canned food, natural juice, shoes were sent to Canada.
Alcohol drinks will not be included in the expo. Besides, brochures
with information on traveling and business in Artsakh were sent.
Armenia, Russia embark on readmission project elaboration

MOSCOW, September 22. /ARKA/. Armenia and Russia have embarked on
readmission project elaboration, Russian Immigration Control Agency’s
Deputy Chief Leonid Tantsorov told ARKA News Agency on Friday.
He said the project elaboration is still at initial stage and expressed
hope for signing the agreement.
Tantsorov thinks that the agreement will make easier migration
relations and processes between the two countries.
Earlier, Armenian Migration Agency’s official Gagik Yeganyan said
that readmission agreements are planned to be signed with ten European
countries soon.
Armenia has already signed readmission agreements with Switzerland

where the program of the Year of Armenia in France was presented,
the Year was declared open in some French provinces. To note, the
program includes some 500 events in 125 towns. September 18 Armenian
Ambassador to France Edvard Nalbandyan and Saint Etienne Mayor Michel
Thiollière gave a press conference for several hundreds of reporters,
deputies, community heads, politicians and representatives of the
Armenian community. The program of events was announced. Within the
next several days the Year of Armenia will start in other French
provinces, reported the RA MFA press office.
