Economist argues in favor of vesting anti-corruption fight in special body

YEREVAN, August 8. /ARKA/. An Armenian economist said today that the Police and other law-enforcement bodies should hand the fight against corruption to a special anti-corruption body. Atom Margaryan, the head of the Center for Innovative and Institutional Research, argued that although the fight against corruption in recent months has been effective, it is not institutionalized.

Speaking at a news conference Margaryan said Armenia’s Constitution provides for the formation of a universal anti-corruption body. In his view, that body should become the spearhead in the fight against corruption instead of Police and the National Security Service.

In early July, Armenian Prime Minister Nikol Pashinyan unveiled that more than 20 billion drams (about $42 million) of unpaid taxes were recovered as a result of an active fight against corruption and the shadow sector.

Margaryan said today that making all citizens of the country, in addition to senior government officials, declare their income and expenditures would be instrumental in cutting corruption scale. He also believes that the fight against corruption must be addressed by preventive measures.

At the same time, he noted that the elimination of corruption schemes and bringing businesses to the network can affect prices. In particular, according to him, a number of local companies, owned by pro-government officials, were allowed not to pay taxes in full, which could not but affect the prices of many produces.

In general, Margaryan believes that the macroeconomic situation has been showing a positive trend despite the latest shocks and structural changes. However, fundamental problems in macroeconomics continue to persist, in particular, high unemployment rate and low investment activity.

“Investors are currently waiting for institutional changes and the legitimization of power after the parliamentary elections,” he said. -0-

ENCINO—“We are at the service of the Diaspora,” said Armenia’s new Diaspora Minister Mkhitar Hayrapetyan on Sunday during a luncheon at Ferrahian School’s Dickranian Hall where at the invitation of the Armenian Revolutionary Federation Western US Central Committee representatives of its sister and affiliate organization, welcomed the minister on his first official visit to Los Angeles.

Hayrapetyan was greeted with thunderous applause by the luncheon attendees that included representatives of the Armenian Relief Society, the Homenetmen, the Armenian Youth Federation, ARF Shant Student Association, the Armenian National Committee of America-Western Region, the Hamazkayin, the Board of Regents of the Prelacy Armenian Schools, members of the L.A-based ARF Gomidehs, as well as representatives of the Prelacy, its Executive Council and the Catholicosate of the Great House of Cilicia Central Executive Council.

Western Prelacy Vicar General Bishop Tokom Donyan led the luncheon in a prayer, following which ARF Western US Central Committee’s political chairman Avedik Izmirlian welcomed the minister.

I his brief remarks, Izmirlian stated that the ARF had called for the creation of a Diaspora Ministry since the early days of Armenia’s independence and pledged his organization’s support for the advancement of the mission and activities of the ministry under its new minister and staff.

He welcomed the changes sweeping Armenia after this spring’s Velvet Revolution and said that the government’s pledges to institute social justice and advance the people’s socio-economic status is not only a vital part of reforms needed in Armenia but are also key tenets of the ARF.

Izmirlian also stressed the need to steer Homeland-Diaspora relations in a direction that will benefit the entire Armenian Nation and in pledging the ARF’s and its affiliate organizations’ resources at the disposal of the ministry, underscored the ARF’s mission of strengthening Armenia’s statehood.

In his turn, Hayrapetyan stressed that the Diaspora Ministry’s main objective is to work with all organizations and individuals with the Diaspora, adding that the ministry wanted to become a resource for communities and individuals and to foster efforts in strengthening the institutions in the Diaspora.

Saying that the ministry will no longer be an institution that awards medals and accolades, in reference to his predecessor’s practice of such awards, Hayrapetyan highlighted the important work that needed to be done in various spheres in Diaspora communities, among them assessing how best to assist educational institutions in different Diaspora communities.

“We welcome your input and participation in all facets of work with the ministry. Our doors are open to all of you,” said Hayrapetyan.

He, however, did say that important data was lacking in contributing to the effective approaches needed for the ministry and expressed hope that in due time such critical information will be culled to enable both the ministry and the communities to effectively chart a collaborative course for activities.

Hayrapetyan said that he spoke on behalf of Prime Minister Nikol Pashinyan and the entire Armenian government in expressing his gratitude to those gathered at the luncheon and the in general the Armenian-American community for its continues support of Armenia and the crucial role that it plays in advancement of the nation.

He said he was looking forward to meeting organizational representatives and individuals who are engaged in this process.

“We are willing to work with any organization and individual who are ready to roll up their sleeves and work to advance Armenia,” said Hayrapetyan.

Organizational representatives briefly discussed the mission of their organization’s and briefed the minister about the ongoing projects each group has undertaken in Armenia, all of them expressing hope to advance those efforts, with the support of the Diaspora Ministry and the people of Armenia.

Hunchakian Twenty Gallows commemorated in Pasadena

Massis Post – On Sunday, July 15, the Commemoration of the 103rd anniversary of the 20 Hunchakian Gallows was held in Pasadena Ca.

The event organized by the SDHP “Paramaz” chapter of Pasadena took place at the Giragos Hall of the St. Gregory Armenian Church.

Among the attendees and guest were Primate of the Western Diocese, Archbishop Hovnan Derderian, Arch. Vatch Hovsepian, members of the Central Committee of the SDHP and the Executive Body of USA, the chairman and members of the Regional Committee of the Liberal Democratic Ramgavar Party, representatives of AGBU, chairman of the Istanbul-Armenian Union, Armenian media representatives and large number of party members and supporters.

The evening started with the national anthems of the United States and the Republic of Armenia and the anthem of SDHP. After master of ceremony Mrs. Taguhi Arzumanyan’s emotional opening, remarks were delivered by the “Paramaz” chapter chairman Diran Jerejian.

A message in English was delivered by “Gaidz” Youth Organization and Armenian Council of America member Vahan Khodanian.

The main speaker of the day was member of the SDHP Central Committee Giragos Tutunjian, who was invited from Canada. In his comprehensive speech, he made an assessment of the activities of the Hunchakian Twenty’s in pursuit of their goal of establishing a free and democratic Armenia. The speaker stated that few short years later, their goal became a reality at the battlefields of Sardarabad, which was followed by the establishment of the first Armenian Republic,

Mr. Tutunjian greeted the victory of the People’s Revolution in Armenia, touching upon the participation of the SDHP in the movement. He expressed the party’s support for the current leadership of Armenia and its readiness to work with Prime Minister Nikol Pashinian’s government in pursuit of social, economic and political reforms in the homeland.

Archbishop Derderian in his short remarks blessed the 20 Gallows and their followers.

During the evening, an artistic program was presented with the participation of the ‘Nor Serount” Cultural Association dance group, Taguhi Arzumanyan, who recited a poem written by her on the occasion of the 100th anniversary of the Armenian Genocide, well known singers Harut Hakobian, Araxia Amirkhanyan and Arno Mkrtchian who all performed national and patriotic songs.

The celebration was closed in an enthusiastic atmosphere, with the singing of “Hunchakian Enk Menk”.

Latin American and European football stars came together  in Armenia’s capital Yerevan on July 8 for a Legends Match.

Participating in the match were Rivaldo, Hernán Crespo, Luis Figo Gabriel Batistuta, Dida, Cafu, Ivan Zamorano, Juliano Belletti, Serginho, Youri Djorkaeff, Jari Litmanen, Hristo Stoichkov, Demetrio Albertini, Ludovic Giuly, Kakha Kaladze, Ryan Giggs and others.

Armenia’s long-time goalkeeper Roman Berezovsky and legendary footbller Khoren Hovhannisyan played for the European team managed by Paolo Maldini. Ronaldo took charge of the Latin American team.

Figo scored the opener in the 7th minute, but it was to be cancelled by Batistuta a minute later. Javier Saviola and De Rosario scored in the 53rd and 61st minutes respectively to give a two-goal lead to Latin America.

Youri Djorkaeff’s stunning goal in the 64th minute was unable to save the Europeans from defeat as De Rosario and Beebto added two more close to the end of the match to make it 5-2.

The fixture was organized by Russia-based Armenian businessman Arthur Soghomonyan – the owner of the Armenian Yerevan FC (previously Pyunik).

Armenia’s Prime Minister Nikol Pashinyan was watching the match.

 

Museum-institute staff: We call on people to avoid unnecessary speculations

The Armenian Genocide Museum-Institute staff worries about the situation around the institution. We hope that every Armenian realizes the importance of the establishment. The Armenian Genocide Museum-Institute is a pan-national, state-of-the-art apolitical structure. So, referring to recent publications in the media, and especially on social networks, we call on them to abstain from unnecessary speculations.

It is worth mentioning that in recent years, due to the joint work of the directorate and the staff, the Armenian Genocide Museum-Institute has gained pan-Armenian and international recognition and authority. During these years, the collection of the Institute has been replenished with many valuable museum pieces, and scientific achievements have been recorded. So, we look forward to not ignoring the aforementione and showing a reasonable position.

On 27.06.2018, Vachagan Ghazaryan was charged within the framework of the criminal case being investigated by the Special Investigation Service of the Republic of Armenia for committing publicly dangerous acts under Article 314.3, Part 2 and Article 310.1, Part 1 of the RA Criminal Code.


As reported by the press service of the CSI, on 27.06.2018, an investigator of the Special Investigation Service of the Republic of Armenia submitted a petition to the Court of General Jurisdiction of the city of Yerevan, V. For choosing detention as a preventive measure against Ghazaryan.


On 28.06.2018, the court granted the petition, and V. Ghazaryan was detained.


Ghazaryan is suspected of committing crimes under Article 310.1 and Part 2 of Article 314.3 of the RA Criminal Code: illegal enrichment, as well as submitting false information in the declarations provided for by the RA Law on “Public Service” and concealing the information to be declared.


Let’s remind that on May 29, 2018, the first deputy head of the State Security Service of the RA National Security Service, the head of the bodyguard of the former RA President Serzh Sargsyan, General Vachagan Ghazaryan (Serzhi Wacho) and his wife Ruzanna Beglaryan, as of the day of termination of the position, submitted their property and income declaration to the ethics committee of high-ranking officials.


Thus, Vachagan Ghazaryan declared one apartment in an apartment building and 6 non-residential areas of an apartment building as movable property. Ghazaryan declared a “RANGE ROVER Supercharged 5.0” car as a movable property.


As of the day of his termination, Vachagan Ghazaryan’s funds amounted to 11 million drams, 9,500 dollars, and 12,500 euros. From January 1 of this year until the day he was terminated, Ghazaryan had 2 million 520 thousand 773 drams of income, which was generated from his salary.


Vachagan Ghazaryan’s wife, Ruzanna Beglaryan, has no movable or immovable property, according to the declaration. His funds amounted to 25 million drams, 29 thousand dollars and 17 thousand 400 euros. Ruzanna Beglaryan’s income was 3 million 240 thousand drams, which was generated from the rent payment.


Let’s remind that yesterday Vachagan Ghazaryan after being detained, during a personal search, he presented the contents of the bag in his hand at the time of leaving “Unibank” CJSC, which contained 120 thousand US dollars, as well as 436 million AMD.


Earlier, the Investigative Committee issued a message informing that as a result of the searches conducted in the “Yans” club, which actually belongs to Ghazaryan, a criminal case was initiated regarding the cases of submitting false information in the declarations or hiding the information subject to declaration, illegal enrichment. According to the CC, Ghazaryan’s wife is also the actual owner of “Yans” club, “Selena” LLC, but V. Ghazaryan, who is a high-ranking official, did not submit the declaration of his property and income to the ethics committee of high-ranking officials in accordance with the law.


Vachagan Ghazaryan’s house was also searched, where quite a lot of money was found: 35 million drams, more than 1 million dollars, 230,500 euros, expensive watches and cars. But there were no notes in Ghazaryan’s and his wife’s declarations regarding particularly large funds and valuables found during the search.” The case was sent to the CSI according to subordination.

168: Prosecutors file criminal case on possible murder as search ops for missing child enter 10th day

As part of a standard procedure, prosecutors of Ararat province have filed a criminal case on possible murder since it has been already 10 days that the 14-year-old child, Hayk Harutyunyan, is missing, prosecutors said.

The ministry of emergency situations earlier said that search operations continue in the Ayntap community of the province.

Rescuers, police officers and volunteers are involved in the search.

The boy, Hayk Harutyunyan (pictured in the photo above), a local of a village of Ararat province, has gone missing on June 8. The 14-year-old suffers from autism.

According to reports, he was wearing a green T-shirt and shorts.

Anyone having any information about the whereabouts of the boy is urged to contact police by dialing 911.

Yerevan Foundation director, City Hall official arrested

Director of Yerevan Foundation Ashot Ghazaryan and deputy head of Yerevan’s Davitashen district Khachatur Kirakosyan have been arrested, the national security service (NSS) confirmed.

“Yes, I am confirming that the director of Yerevan Foundation and deputy head of the Davitashen district have been arrested,” head of the NSS press center Samson Galstyan told ARMENPRESS.

The arrest comes one day after NSS agents raided the office of Yerevan Foundation in the City Hall of the capital.
