Human rights activist slams ‘disgraceful’ police report on fatal shooting in Armenian village

Human rights activist Ruben Melikyan has denounced the “disgraceful” police report regarding the deadly shooting in Nigavan, a village near the town of Aparan in Armenia’s Aragatsotn Province, on Sunday evening.

Politik.am reported that the shooting took place following a conflict between relatives of a lawmaker from Nikol Pashinyan’s Civil Contract party as well as a cousin of Deputy Governor of Aragatsotn Edgar Parvanyan and a group of young men, who allegedly insulted Pashinyan.

Seven victims of the shooting were taken to various hospitals, where two of them died.

The police said the conflict was of “purely domestic nature” and had no political overtones.

“The disgraceful police report is enough to cast doubt on the entire course of the investigation, as the “undesirable” versions (a political subtext) are denied, while the “desired” circumstances (the use of a hunting rifle, not a machine gun, Civil Contract supporters were allegedly not involved) are confirmed,” Melikyan wrote on Facebook.

OSCE Minsk Group hardly has any prospects – Alexey Malashenko

ArmInfo. The OSCE Minsk Group’s further activities hardly have any prospects, Alexey Malashenko, Senior Researcher at the Institute of World Economy and International  Relations of the Russian Academy of Sciences (IMEMO), said in an  interview with ArmInfo. 

“I consider the statements on the OSCE Minsk Group co-chairmanship  made by Karen Donfried and Maria Zakharova in this context. This is  nothing but intricate diplomatic swordplay in the present strained  geopolitical situation. Nothing else should be expected at the  current stage,” he said. 

On June 22, Karen Donfried, U.S. Assistant Secretary of State for  European and Eurasian Affairs, stated in Yerevan that, despite the  broken off contacts with Russia, the USA was willing to continue  cooperation in settling the Nagorno-Karabakh conflict within the OSCE  Minsk Group.

In response, Maria Zakharova, Spokesperson for the Russian Ministry  of Foreign Affairs expressed her doubts about the sincerity of that  statement. According to her, if Washington and Paris really  appreciated thee Minsk Group, they would not have disregarded the  mandate approved by all the member-states. 

In this context, Mr Malashenko believes that all the latest talks  about the OSCE Minsk Group are an “artificial political agenda” both  for Washington, Paris and Brussels and for Moscow. And this agenda  enables the parties to convey certain messages to each other in the  best-case scenario or, in the worst-case scenario, seriously damage  the opponent’s international reputation. 

“In fact, fierce rivalry is taking place for mediation in settling  the Armenian-Azerbaijani problems now.  And the West is seeking to  gain the upper hand in the Nagorno-Karabakh peace process. And  neither party is capable of thinking of what the OSCE Minsk Group’s  activities could be. Clearly, it is causing damage to the peace  process itself, and the lack of results is evidence thereof. And to  resolve the current situation the mediators should abandon the policy  of escalating the regional region,” the expert said.

Will Artur Vanetsyan run for mayor of Yerevan?

The Homeland Party has not yet discussed the participation of its leader, Artur Vanetsyan, in the Yerevan mayor elections.

On Wednesday’s interview with Armenian News-NEWS.am, party spokesman Sos Hakobyan commented on rumors that Artur Vanetsyan will quit his parliamentary seat and run for Yerevan City Council seat.

There is still time for that, according to the spokesperson. It is not even clear yet whether these elections will be regular or extraordinary. “So at the moment we are busy with other things. We’re working on a strategy where the mayoral election is not a priority. There are no discussions and decisions on this yet,” Hakobyan said.

If the capital’s elections are regular, they should be held in September next year.  

Strengthening link between workforce and education an ongoing imperative – deputy minister

Competitive workforce is one of the most important preconditions for the development of the economy of the country and the community, therefore, the government of Armenia has set development of human capital, creation of jobs, and targeted and social development as a priority, Deputy Minister of Labor and Social Affairs Ruben Sargsyan said during the Armenia Workforce Development Activity first national conference in Yerevan.

He said the ministry has adopted a policy of continuous development of human capital aimed at boosting labor and high-productivity employment.

“The ministry’s new draft strategy highlights more the conscious choice of profession, the promotion of employment, as well as the introduction of career development and effective training systems”, the deputy minister said, adding that the employment strategy will be adopted this November-December and will consist of several components.

Deputy Minister of Education, Science, Culture and Sport Artur Martirosyan said the strengthening of connection between workforce and education is the continuous imperative in any country of the world. “Our task is to reach the point that the investments being made in education to have their direct affect also on the country’s economic life. There is an inter-agency stable dialogue in terms of enhancing the education-workforce link”, he said, adding that in 2021 the government of Armenia approved the state criteria for general education which is offering new content solutions, including introduction of a professional orientation institute in all schools of the country which will provide students with an opportunity to choose their future profession.

In his turn Deputy Minister of High Technological Industry Gevorg Mantashyan said that their ministry is open to all those people who want to participate in the country’s technological change. “Not only the abilities, but also knowledge are important. Making great changes is difficult alone”, he said.

Armenia Workforce Development Activity (AWDA) is a five-year program, designed to provide the youth and women with the opportunities to improve their skills in line with labor market needs and find employment in the fields of ICT/high-tech, agriculture, tourism and hospitality. The program is funded by the US Agency for International Development and will be implemented by Enterprise Incubator Foundation with Armenian National Agrarian University, Fund of Armenian Relief and CIVITTA Armenia.

One killed in Yerevan explosion

According to preliminary data, one person was killed and another was injured in the wake of an explosion in Yerevan on Saturday afternoon, the Armenian Ministry of Emergency Situations reported.

The incident occurred at 3/6 Arin Berd Street.

One fire and rescue squad of the ministry was dispatched to the scene.

It turned out that the explosion occurred in the area of Vellar Group LLC.

No other details were immediately available.

The Artsakh issue will exist until security, rights and status are addressed – Foreign Minister

The Government of the Republic of Armenia has repeatedly proved its readiness to make efforts for the establishment of long-term stability and peace in the South Caucasus, Foreign Minister Ararat Mirzoyan told Armenpress.

The comments come after the President of Azerbaijan Ilham Aliyev accused Armenia of being insincere in the process of achieving peace.”

“At the same time, it is obvious that these efforts cannot be one-sided, Azerbaijan must also take active and sincere steps in this direction. The establishment of peace cannot be the result of the efforts of one side alone, and peace talks cannot be based on the proposals of one side only,” Minister Mirzoyan said.

“It is obvious that for the success of these efforts, it is necessary to address the whole set of existing issues that have caused the conflict. In this context, the statements made by official Baku about the settlement of the Nagorno-Karabakh conflict are at incomprehensible or question the sincerity of the Azerbaijani authorities’ intention to achieve peace. Whatever statements are made, the Nagorno-Karabakh issue continues to exist until the issues of the security of the Armenians of Artsakh, sufficient guarantees for the protection of all rights of the Armenians of Artsakh, and the status of Nagorno-Karabakh arising from them are not addressed. In the modern world, the situation created by the use of force cannot be the solution to a problem,” the Foreign Minister added.

“The assertion that as a result of the use of force even Nagorno Karabakh does not exist, does not speak about the constructiveness of Azerbaijan. Needless to say that this, of course, corresponds neither to the de-facto reality, the most important part of which is the existence of Artsakh Armenians in Artsakh and the presence of Russian peacekeeping forces to ensure their security, nor the November 9 trilateral declaration, which stopped the war and clearly defines the existence of Nagorno Karabakh,” Mirzoyan said.

“The same can be said about the statements of the Azerbaijani authorities on the non-existence of the OSCE Minsk Group Co-Chairs. First of all, no one has suspended it or can suspend the international mandate of the Co-chairs to contribute to the political settlement of the Nagorno Karabakh conflict without the relevant decision of the international institute defining it. In that case, it is incomprehensible that if the parties really want to negotiate sincerely, to find mutually acceptable solutions, to achieve a stable, comprehensive peace, then why should not those talks take place in the OSCE Minsk Group Co-chairs’ format? A format which has the clear support of the international community and not to using its experience and potential is simply not logical and reasonable,” he noted.

Commenting on Ilham Aliyev’s claims that the Armenian side is delaying the process of unblocking the region, the Foreign Minister said: “We have always stated that we are interested in opening all the transport and economic infrastructures in the region. This is evidenced by the trilateral statements adopted by the Russian mediation on January 11 and November 26, as well as the agreements reached in Brussels.”

He emphasized that Armenia has been involved in the discussions in good faith and added that the process would have been much smoother if there were no statements by Azerbaijan about extraterritorial corridor, which have nothing to do with the trilateral declaration of November 9, as well as with the commitments assumed by the statements I mentioned.

“As for Azerbaijan’s efforts to draw parallels between the Lachin corridor and the regional transport routes to be unblocked, they obviously cannot have the same status, at least arising from the provisions of the trilateral declaration signed on November 9, 2020, which clearly define the status of the Lachin corridor. Moreover, Nagorno Karabakh and the Nakhichevan Autonomous Republic have different statuses, different neighborhoods, different security environments. Accordingly, their relations with Armenia and Azerbaijan cannot be identical,” the Foreign Minister stated.

“I would like to emphasize again that the November 9 declaration envisages unblocking of all infrastructures in the region, while Azerbaijan is delaying in taking steps in this direction. We are ready for unblocking the region within the framework of the agreements on the preservation of the sovereignty of the countries and jurisdiction over roads, and the recent talks between the Deputy Prime Ministers of the two countries in Moscow followed this logic,” he concluded.

Armenian Shushi city of Artsakh to become venue for Azerbaijan conference on cooperation with Turkey

The Azerbaijani authorities on Wednesday will hold another international conference in the Azerbaijani-occupied Armenian city of Shushi in Artsakh (Nagorno-Karabakh).

The event, entitled “Azerbaijan-Turkey strategic alliance is a source of peace and stability for the Caucasus and the region” and dedicated to the first anniversary of the “Shusha (Shushi) Declaration,” will be attended by state and government representatives of Azerbaijan and Turkey, as well as leaders of Turkey’s ruling Justice and Development Party and Azerbaijan’s ruling New Azerbaijan Party, APA reported.

Azerbaijani President Ilham Aliyev’s message to attendees of the conference will be read at the event.

Then panel discussions will be held on issues arising from the “Shusha Declaration.”

Indian Orchard church to host Father’s Day picnic

Claudia Muradian-Brubach remembers going as a child with her parents and siblings to the St. Gregory Armenian Apostolic Church’s annual Father’s Day Picnic; she enjoyed beginning summer and seeing other church community members they hadn’t seen in a while.

“It’s a great time to spend outdoors with our church family, enjoying each other’s company, talking, laughing, dancing and enjoying great Armenian food,” said Muradian-Brubach, a lifelong member of the community who has served on the Board of Trustees for more than 10 years and is a member of the board that organizes the picnic each year.

This year St. Gregory Armenian Apostolic Church will sponsor its annual Father’s Day Picnic on

June 19 from noon to 5 p.m. on the church grounds at 135 Goodwin St., Indian Orchard.

The picnic has been an annual tradition at the church for more than 50 years. “The fathers in the church community may have started it long ago as way to get everyone’s families together and have a fun outdoor gathering where they would cook for everyone,” Muradian-Brubach said.

The picnic will feature favorite Armenian dinners including shish kebab, losh kebab and chicken kebab dinners and baked goods. There will be a raffle, Armenian music and dancing and outdoor activities.

Haig Arakelian and his young sons will perform the music.

“We are so happy to have this traditional event back after a 2-year hiatus due to the pandemic,” Muradian-Brubach said. “We would love for everyone to come out and join us for a great day of wonderful food, music and fellowship!”

There is no admission fee. Proceeds from the sale of food will be used for church programming.

Armenia joins European Archeology Days event

For the first time Armenia has joined the European Archeology Days event to be held on June 17-19 in archeological excavation sites across the country.

The European Archeology Days have been held since 2010 and are coordinated by the French National Institute for Preventive Archaeological Research (INRAP).

During the three-day event, visits will be organized to archeological sites, archeological research centers, which are usually closed to the public. Archaeologists will present the details of their work. A number of entertainment and educational events – excavations, exhibitions, courses, restoration of the finds – are also expected within the framework of the event.

The Institute of Archeology and Ethnography of the National Academy of Sciences of the Republic of Armenia, the Research Center for Historical and Cultural Heritage, the Historical-Cultural Reserve-Museum, the Historical Environment Protection Service SNCOs and the Erebuni Historical-Archaelogical Museum-Reserve have joined the event.
