Possibility of Armenian-Azerbaijani war

The Armenian Foreign Ministry does not rule out that Azerbaijan is preparing for “large-scale use of force both against the sovereign territory of the Republic of Armenia and against Nagorno-Karabakh.” The agency’s statement says that “all partners interested in stability and peace in the region” should take steps to eliminate “violations of international law by Azerbaijan and exclude manifestations of the use of force.”

The day before, Prime Minister Nikol Pashinyan also stated that Baku is creating “a media background for a large-scale attack.” According to him, as “a pretext for a new regional military escalation”, Azerbaijan claims “allegedly the Republic of Armenia has an army in Nagorno-Karabakh and that there are military transports from Armenia to Nagorno-Karabakh.” .

Political scientist Gurgen Simonyan believes that the Azerbaijani authorities have failed to establish justifiable grounds for renewed hostilities. He says that the likelihood of a new escalation was high even immediately after the signing of the November 2020 statement on the cessation of hostilities in Karabakh, and remains elevated.At the same time, the geopolitical situation today is different from the conditions which obtained three years ago. According to Simonyan

  • Turkey is unable to provide large-scale support to Azerbaijan,
  • Russia is not in a position to open a second front,
  • The Armed Forces of Armenia are in incomparably better condition than immediately after the 2020 war,
  • Baku has failed to fully compensate for the losses after the war, and Russia, due to its own problems, was not able to supply Azerbaijan with weapons in the same volume as before,
  • Iran’s Revolutionary Guard corps has been brought to the highest level of readiness for military operations on its border,
  • The United States and Europe are reacting to the actions of Baku, in addition to a decision of the Hague Court on interim measures and the rejection of Azerbaijan’s accusations against Armenia.

“There is always the possibility of a resumption of hostilities because there is no peace agreement and Azerbaijan has not abandoned its previous policy, but these risks are much lower than in 2021 and 2022,” Simonyan said.

Simonyan believes that some kind of military operation in the direction of Nagorno-Karabakh is more likely.

“Here they can play out a scenario — allegedly there was a retaliatory strike from the territory of Armenia, thus creating a pretext for themselves to attack the sovereign territory of Armenia,” Simonyan believes.

In his view, Azerbaijan is unlikely to want to go against the course of the civilized world, so he does not consider the recent visit to Yerevan by former NATO Secretary General Rasmussen accidental. The latter went to the Lachin corridor and spoke of his intention to develop close cooperation with the Armenian government and obtain political support from the European Union.

Simonyan mentions that the newly appointed US Ambassador to Armenia, Christina Quinn, also visited the same place in the Syunik region bordering Azerbaijan. He believes that such visits and statements are calculated, indeed the advance of “European policy, behind which the United States stands with all its potential.”

Simonyan believes that the United States, Europe and Iran can be deterrents for Baku and that they “will not leave a possible escalation without consequences”:

“Azerbaijan can be given the status of a state that supports terrorism, just as Russia was given this status. They can apply large-scale economic sanctions, support Armenia with military equipment. Numerous other consequences are also possible, getting out from under which will not be so easy.

Armenia is in a difficult position, Simonyan emphasizes, but it should be understood that hostilities will not be a cake-walk for Azerbaijan.

“They are pursuing a policy of extortion for maximum benefits, holding us at gunpoint. This is blackmail, not a real intent of attack.”

According to Simonyan, if they nevertheless decide to start hostilities in Baku, it will be difficult not only for Armenia, but Azerbaijan too must “expect hard times.” He does not think that “in the end Baku will win.”

In Saudi Arabia, master Tauasif bint Hamid bin Muqbil al-Unzi defended a thesis on the topic of the Armenian Genocide with distinction, reaffirming the historical fact that the Armenian Genocide really happened. She also spoke about the reasons behind the denial of this fact by some states.

She defended her master’s thesis on “Great Britain’s policy regarding the Armenian massacres of 1915” at the Department of History and Civilization, Faculty of Sociology, King Saud University, Riyadh.

In a conversation with ARMENPRESS, Tauasif bint Hamid bin Muqbil al-Unzi spoke about the motives for choosing the topic, the process and results of the study.

“I am ambitious and eager to delve into controversial historical issues such as massacres and atrocities, which are often avoided by historians due to their sensitivity. My interest in studying these topics stems from the following reasons:

Firstly, there is a scarcity of critical analytical studies specialized in Britain’s policy towards the Armenian Genocide of 1915.

Secondly, there is a lot of debate and mystery surrounding the motives behind Britain’s stance on the Armenian Genocide of 1915, which necessitates clarification and interpretation based on sources.

Thirdly, I am interested in exploring this complementary topic to previous studies that focused on European history, which has had a lasting impact to this day. It is important to interpret it objectively for future generations.

Fourthly, Britain’s contemporary relevance and leadership in important historical events during that time cannot be ignored, as it played a prominent role more than any other neighboring country.

Finally, there are numerous important documentary materials related to Britain’s policy towards the Armenian Genocide of 1915, and their connection to most aspects of this policy, especially military attaché and officer correspondence”, she told ARMENPRESS.

The purpose of her study is to uncover Britain’s policy towards the Armenian Genocide of 1915. The study has several objectives, the most important of which are:

– Clarifying whether the Armenian Genocide of 1915 is attributed to the Ottoman Empire during the reign of Sultan Abdul Hamid or the members of the Union and Progress Party.

– Tracing the historical policy of the Ottoman Empire towards the Armenians.

 – Identifying the motives that led Britain to take a stance towards the Armenian Genocide of 1915.

– Revealing and documenting Britain’s policy towards the Armenian Genocide of 1915 in both its political and military aspects.

According to Tauasif bint Hamid bin Muqbil al-Unzi, the study is based on a critical analytical historical approach that aims to observe, analyze, and criticize historical events to understand their course. It relies on documents to analyze them and interpret the reasons behind the events and positions taken, and then criticize them.

The author attaches importance to the thesis since it sheds light on a significant historical event and its impact on international relations. It also provides insight into the policies of major powers towards human rights violations and their role in shaping the world order.

“One of the most significant findings is that it is difficult to attribute the Armenian Genocide solely to the Ottoman Empire or the Union and Progress Party. This is due to two fundamental reasons:

Firstly, there were a series of minor massacres committed by some Ottoman Empire sultans before the occurrence of the major genocide during World War I.

Secondly, there was a Turkish nationalist tendency towards non-Turkish ethnic groups since the days of the Ottoman Empire, which was characterized by superiority. This tendency continued until the Union and Progress Party came to power.

Secondly, the international intervention to protect Christian ethnic groups from the oppression of the Ottoman Empire was based on political pretexts. The ethnic groups that had a cause or demand for self-determination and independence paid the price for this intervention peacefully in their geographical and historical regions.

Thirdly, British motives towards the Armenian Genocide can be summarized in two important factors:

Firstly, the strategic motives, as the Armenian issue’s continuity for Britain may have caused other European countries competing with it to refrain from intervening in Egypt and its attempts to impose protection on it. The strategic location of Armenia enables Britain to control the trade routes that connect it to Asia, reaching India, which may create many competitors for it, such as France and Russia. This motive led Britain to take a position towards the Armenian Genocide in 1915/1333 AH.

Secondly, the natural resources that Armenia is characterized by, which made Britain take a motive and position towards the Armenian Genocide, as well as the Armenian crisis since its inception. Britain also aimed to counter Russian competition in the region, which would affect British areas of influence and, therefore, its domination in general”, she says.

Speaking about political motivations behind the Armenian Genocide, the author of the thesis notes,

“The British motivations towards the Armenian Genocide were not impulsive, but rather had strategic and political roots that shaped their varied reactions towards the crisis. The governing principle of all these motivations was the application of the end justifies the means principle, according to the requirements of the international political circumstances.

The deeper political motivation, which is considered the cornerstone of Britain’s stance towards the Armenian Genocide of 1915, was not to be challenged by any of the great powers in the region and to dominate the scene by adopting complex and thorny issues such as the Armenian issue. This policy left the issue to become more complicated through the policy of ebb and flow towards this crisis, and never sought to achieve independence for the Armenians or to find a radical solution for them.

It became clear that international colonial competition had a negative impact on the Armenian people. Hence, the Armenian issue clearly demonstrated the conflicting interests of the major European powers in a way that made their agreement against the Ottoman Empire unattainable. Therefore, we found that positions varied from time to time towards the Armenian crisis.

From Britain’s political stance, it became clear that they used the Armenian issue as a pretext to intervene in the affairs of the Ottoman Empire with irregularity and according to their political and military interests. They pushed the Armenians to bear the tragedies of war and benefited from those tragedies, leaving them to their miserable fate. It is evident that the British press and public opinion played an active role in the crisis, forming a pressure factor on British politicians. They had varied reactions due to the influential public opinion within Britain, which reached the point of adopting some Armenian newspapers’ publications.

It became clear from the British military position towards the Armenian Genocide that the British viewed Armenia as a strategic location that should not be dominated by rising great powers such as Russia. Therefore, Armenia was geographically a gateway for Britain to achieve its interests and cut off the road for the Russians who were aspiring for economic and political domination towards the Middle East and India.

The clarity of Britain’s deep strategy towards the Ottomans was to make them drown in the largest number of crimes and then use them later for political blackmail and other purposes. One of the results of Britain’s policy towards the Armenian issue was the occurrence of the Armenian Genocide during World War I in 1915, which resulted in the dispersion of Armenians around the world.

The important and influential role of embassies during World War I, especially military attachés, led to deep intelligence efforts that created many strategic opportunities and contributed to achieving the interests of the Allied forces, led by Britain.

There was a well-organized arrangement years before the trials by the Allied powers regarding the trial of many war criminals, including the Turks. Although the war itself was a crime, during World War I, it seems to me that the classification of massacres and atrocities as war crimes emerged due to their heinousness.

One of the most important results of Britain’s policy towards the Armenian Genocide was the entry of the United States into World War I”.

Noting that the massacre did indeed occur historically, the author adds that the denial arises due to the involvement of multiple superpowers in this heinous incident. Therefore, they cannot admit to it because of this entanglement.

Speaking about Armenia, Tauasif bint Hamid bin Muqbil al-Unzi noted that Armenia is one of the oldest regions in the Middle East, stretching from the western shores of the Black Sea to the eastern shores of the Caspian Sea and the Mediterranean. The Armenian ethnicity can be traced back to the Indo-European race, and they are considered one of the oldest peoples in western Asia. Some claim that they are descendants of Japheth, the son of the prophet Noah, and that Hayk is the father of the Armenians. He was the first to establish a state in Armenia, called the Haykian state, and was blessed with a son named Armen or Armenak. The Armenians were named after him.

“To obtain scientific material, several scientific expeditions were conducted between 2019 and 2021 to a number of countries where Armenian communities exist. These communities are descendants of those who fell victim during the First World War genocide. These countries include Lebanon, the Arab Republic of Egypt, and the United States of America. I faced many difficulties during my trips, especially in Lebanon, where I visited the Haigazian University in Beirut and met with Armenian professors and specialists in politics and history. The most prominent of them was Dr. Antranik Dakessian, who provided me with support. I also went on a scientific trip to Egypt, where I visited the Armenian Studies Center in Cairo, Armenian national committee office and met with Dr. Armen Mazloumian, the head of the Armenian National committee of Egypt, who provided me with all the support I needed. During my scientific visits, I had the opportunity to meet Christian clerics from different sects and visit historical Armenian cemeteries. Despite the difficulties I faced during my travels, I was determined to gather as much scientific material as possible to shed light on the rich history of Armenia and its people.

Overall, the Armenian people have a rich history and culture that deserves recognition and respect. It is important to acknowledge the atrocities they have faced and work towards justice and reconciliation”, the author of the thesis concluded.

Fourth round of peace treaty talks underway between Armenia and Azerbaijan

YEREVAN, MARCH 16, ARMENPRESS. Armenia has received new proposals from Azerbaijan around the peace treaty, Prime Minister Nikol Pashinyan said Thursday.

“I’d like to inform you that we have received new proposals from Azerbaijan around the peace treaty. Thus, we are entering the 4th round of the talks on the draft treaty. We will discuss and present our observations soon. We remain committed and will not deviate from the peace agenda,” the PM said at the Cabinet meeting.

At the same time, PM Pashinyan warned the international community that despite the terms of the 9 November 2020 statement Azerbaijan still hasn’t released Armenian POWs and is still occupying sovereign territories of Armenia which it took as a result of aggressions in 1994, 2021 and 2022.

Germany is concerned about the unstable situation on the border of Armenia and Azerbaijan and the worsening humanitarian situation in Nagorno-Karabakh. German Chancellor Olaf Scholz announced this Thursday during the joint news conference with visiting Armenian Prime Minister Nikol Pashinyan in Berlin.

Also, Scholz emphasized that Armenia and Azerbaijan go step by step to a long-term solution. The Armenian Prime Minister briefed the German Chancellor on the latest developments in Nagorno-Karabakh.

“The status quo cannot continue, and a long-term solution must be found for the good of the people. From this point of view, it is necessary to reach a peaceful resolution from the point of view of the territorial integrity of Armenia and Azerbaijan, as well as of the right to self-determination of the residents of Nagorno-Karabakh. Moreover, all these principles are equal,” said the chancellor.

Germany supports the respective mediation efforts by European Council President Charles Michel. Scholz emphasized that Germany has done this by also sending German personnel as part of the EU civilian mission to Armenia. Moreover, that mission will be headed by a German federal police officer.

Also, Chancellor Scholz considered the exchange of views between Armenian PM Pashinyan and Azerbaijani president Aliyev in Prague and Munich as an encouraging step for the resolution of the conflict.

YEREVAN, FEBRUARY 23, ARMENPRESS. The Union of Armenians of Ukraine awarded the Active Figure of Diaspora Order to Gevorg Petrosyan, the Consul General of Armenia in Odessa, Ukraine, AnalitikaUA.net reports.

The award was bestowed by the Head of the Union of Armenians of Ukraine Vilen Shatvoryan on February 22.

The event was attended by consuls general of countries represented in Odessa, representatives of the Union of Armenians of Ukraine, including the representative of the union in Kherson Tigran Mkrtchyan, the union representative in Kropivnitsky Tigran Khachatryan, Odessa community leader Tigran Harutyunyan, the Armenian Ambassador to Ukraine Vladimir Karapetyan, the Prelate of the Diocese of Ukraine of the Armenian Apostolic Church Bishop Markos Hovhannisyan and others.

The award was in recognition of Petrosyan’s productive work for strengthening and developing the Armenian-Ukrainian relations, the union said.

‘Veterans of Armenia’ to Expand Its Successful Programs In 2023

“Veterans of Armenia” announced that it is looking to expand some of its most successful projects in 2023 and reported on its activities in the past year.

For many soldiers and their families life will never be the same after the Artsakh war of 2020. The war may be over but the effects that it has left behind are everlasting. For many Veterans, it is challenging to re-acclimate back into civilian life, their families and communities. It is even harder if they were wounded and/or are struggling with PTSD.

Veterans of Armenia is a non-profit organization that has deployed numerous programs to ensure that all Veterans in Armenia get proper medical care, therapy, and opportunities to get back into society.

The VOA financed the reconstruction of a residential facility

In 2022, The Veterans of Armenia spent more than $322,000 on services and programs that offer a comprehensive approach to veterans needs at all stages of post-war; family life, career, education and community reintegration.

The VOA offered coordinated PTSD treatment for Veterans and their family members in group and individual settings in all 10 provinces of Armenia and Artsakh.

The Swim Project provided an opportunity for amputee Veterans to participate in competition and physical rehabilitation with fellow compatriots.

Through the Soldier to Scholar Program, several Veterans were granted scholarships to pursue higher education.

The Artsakh Karate Project provided employment for Veterans and an avenue for their children to train in martial arts within their community.

In addition to services, the VOA helped redesign and rebuild 9 homes through a program they call Homes 4 Heroes. The homes are customized to meet the specific need of a veteran and his family. Improving a Veteran’s living space improves mobility and independence. It is the goal of the VOA to make sure that Veterans feel empowered and are able to take control of their lives.

The Veterans of Armenia is expected to expand several of its successful programs in 2023. They have seen an overwhelming demand for Homes for Veterans, PTSD therapy and scholarships, especially in rural and underserved regions of our motherland.

The VOA says by further developing these programs, they’ll be able to allocate additional resources, more efficiently, complete projects and serve more Veterans and their families.

They continue to call on the community for donations to help facilitate their programs while also seeking new projects and collaborations with other non-profits.

Edgar Sargsyan “confessed to the prosecution team that he was never a California lawyer,” according to a motion filed late Monday night

An attorney for an FBI agent accused of selling national security secrets to the Armenian underworld successfully argued for an emergency continuance in the blockbuster trial slated to begin Tuesday after prosecutors dropped a bombshell in disclosing its star witness, an admitted mobster, paid a colleague to take the California bar exam in his name.

Edgar Sargsyan, who ran Pillar Law Group from a Rodeo Drive office, “confessed to the prosecution team that he was never a California lawyer,” according to the motion written by Steven Gruel, who is defending former FBI agent Babak Broumand. The late Monday night admission is the latest twist in a winding case mired in Hollywood-style turnabout.  

 Sargsyan, a prolific political fundraiser from Calabasas who moved in tony Beverly Hills circles, paid Henrik Mosei, a former partner at Pillar Law, $20,000 a month to study for the bar exam and even procured a fake California driver’s license to present to bar officials, Gruel said.  In February 2015, Mosei drove to a Sacramento bar testing location “to use the phony identification documents to fool the test’s security system,” then “intentionally smeared his fingerprint,” at the testing location, the motion states. 

When Mosei passed the grueling exam, Sargsyan was so ecstatic he gave him a Rolex watch, the filing states. Months later, the duo and another partner, Art Kalantar, drove to the Bay Area to have Sargsyan sworn in as a California attorney. Sargsyan admitted to prosecutors that he said at the time, “this secret must die” with the three partners.   

Sargsyan, a cooperating witness currently at the center of multiple federal prosecutions—including the convictions of a former Glendale narcotics detective and a federal Homeland Security Investigations agent, along with a sprawling billion-dollar biofuel scheme run by an Armenian crime lord and his partners in a Mormon polygamist cult—hid his California Bar fraud from the government because “he was concerned his wife would find out” he wasn’t really a lawyer. 

The wild confession that came on the eve of Broumand’s federal trial also portrays the entire Pillar Law Group as a hotbed of corruption. Sargsyan pleaded guilty to running a massive credit card scheme that ran up millions of dollars in debt in the names of J-1 visa holders, but on Monday night he also admitted he was cutting his partners in on 20 percent of the profits, Gruel says.

Sargsyan also told the government his “partners misused client trust account funds by borrowing from the funds,” according to the motion.  

Mosei is still practicing law in Glendale while Kalantar maintains a practice in Beverly Hills. Mosei even represented Sargsyan in a civil lawsuit brought by the reputed boss of the Armenian Mafia, Levon Termendzhyan, who claims Sargsyan, his former (phony) attorney embezzled millions of dollars and a private plane from him.  Sargsyan, his lawyers say, began feathering his nest for retirement after Broumand looked up his client’s name in top secret FBI databases and learned he was at the time the target of a federal investigation. Prosecutors confirm that one of Broumand’s corrupt acts on behalf of his Armenian underworld employers was looking up Termendzhyan’s name and using it to try and pass Sargsyan off as a confidential FBI informant who was providing intel on fellow mobsters. 

 Messages left for Mosei and Kalantar by LAMag on Tuesday were not immediately returned. It’s unclear if Monday’s revelations will affect Sargysan’s cooperation deal with the government, but Gruel said the U.S. Attorney’s witness should be remanded into custody for his lies.

“Apparently a criminal cooperator can lie for over 5 years to the Los Angeles United States Attorney with impunity,” Gruel wrote. “Certainly the California State Bar and the California State Attorney General need to be contacted to fully investigate the admissions of state bar fraud and stolen client funds.”

Sargsyan, he adds, remains a free man and given the new criminal charges he could be facing for lying to the government he should be considered a flight risk.

Broumand’s trial is now slated to begin Sept. 20. The US Attorney’s Office declined to comment.
