More than two years since signing the 2020 trilateral statement, Azerbaijan still refuses to release all Armenian prisoners of war and captive civilians in violation of the terms of the agreement, Armenian Foreign Minister Ararat Mirzoyan said at the April 28 joint press conference with French Foreign Minister Catherine Colonna.

“Despite Armenia’s readiness to solve the existing problems through constructive negotiations, Azerbaijan continues the occupation of the sovereign territory of the Republic of Armenia and aggressive actions, which are provocative and contradict the statements adopted with results of the meetings in Prague and Sochi,” FM Mirzoyan said, noting that the 1991 Alma-Ata Declaration has a fundamental role in the context of these statements and Armenia remains fully committed to the declaration.

FM Mirzoyan said that Armenia is committed to the efforts for establishing stability in the region. He said that Armenia continues negotiations with Azerbaijan around the peace treaty draft.

“I must underscore that the imperative of resolving all existing issues without force or the threat of force is crucial for comprehensive and lasting settlement, and addressing the issues of the rights and security of the people of Nagorno Karabakh under an internationally guaranteed format of dialogue,” FM Mirzoyan said, adding that Armenia sincerely expects France’s continuous strong involvement and efforts in these issues.

PM Pashinyan seeks public questioning into war, plans to reveal details on not signing truce in October 2020

Prime Minister Nikol Pashinyan said on April 18 that he wants his questioning in the parliamentary ad hoc commission investigating the circumstances of the 44-Day War to be public. He said he plans to reveal why he didn’t sign a document on ending the war on October 19th, 2020, which the Russian President Vladimir Putin also spoke about.

“We’ve agreed, and assumed obligation, that I must be heard in the investigative committee,” Pashinyan said in parliament when asked by MP Vahagn Aleksanyan.

“I’m asking the commission chairman Andranik Kocharyan whether or not the opposition will come. He says he doesn’t know, that perhaps they won’t. Well, all right, let’s say we came, people would say that the opposition wasn’t there, they came and discussed all by themselves and left,” Pashinyan said.

He added that discussions are underway to find an option for the questioning to be public.

“The foreign ministry raises its issues here, the interior ministry too. I’m thinking, if I come and speak at the commission, and my speech gets classified top secret and is kept in a safe, the opposition will boycott and people will say it was a cover up,” he said, adding that he realizes the risks.

The EU’s Armenia mission needs a holistic rethink

A few days ago, armed clashes led to several Armenian and Azerbaijani servicemen being killed or injured on the Armenia-Azerbaijan undemarcated border.

After the incidents the EU made a declaration urging the intensification of negotiations on the delimitation of the border, saying that it “continues to stand ready to support this process”.

But the recent EU monitoring mission to Armenia (EUMA) evidently did not provide full deterrence for a possible flareup, given these recent shootouts.

In February 2023 the EU deployed this EUMA civilian mission to defuse the risk of a new Armenia-Azerbaijan conflict.

According to the EU Council, the mission is going to “contribute to stability in the border areas of Armenia, building confidence on the ground, and ensuring an environment conducive to normalisation efforts between Armenia and Azerbaijan supported by the EU”.

The problem is how this mandate of normalisation efforts can be realised when the mission was not accepted by Azerbaijan, who saw it as a biased operation. The mission was considered by Armenia as deterrence against Azerbaijan; nevertheless, it is not mandated to contain potential Armenian attacks or provocations against Azerbaijan. Which is why Azerbaijan didn’t accept it.

Furthermore, Azerbaijan actually feared that the EU monitoring mission, which was not attached to the Armenia-Azerbaijan peace process, would simply be used by the Armenian side to procrastinate on negotiations.

These fears came true, unfortunately, as the negotiations are stuck. So, the EU seems to want to play the peace-maker card, without starting from the right step — which is an equal acceptance by both sides. This is a difficult start to work for peace negotiations.

The negotiating process therefore needs to see some proactive and more balanced approach from the EU Council, retaking the leadership that Charles Michel had in May 2022, when he called the president Ilham Aliyev and prime minster in Brussels to restart peace negotiations after the last meetings in August 2022 and in October 2022.

But it all should start first of all with the orderly removal of Armenian illegal military troops in Karabakh region, that have forced Azerbaijan’s approach by setting up the Lachin corridor blockade, in order to preserve its security against Russia’s illegal help with arms smuggling, including land mines.

In an echo of the situation in Georgia, it is important the guarantors act outside the information war and propaganda used by Russia.

This in order not to alienate Azerbaijan from the EU, and keep on the good path of the EU’s 2010 report on the need for a EU strategy for the South Caucasus, on finding lasting solutions to the conflict, as well as supporting the continued economic and political integration of the three South Caucasus countries with the EU.

A more assertive role for the EU would mean a renewed, broad, and more effective political strategy in a region in the clutches of Moscow — which does not seem to point to the purely objective aim of regional stability.

To be sure, it was paramount that the EU would profit from Moscow’s loss of credibility globally and regionally to undermine its hold and implement a much needed and hoped-for holistic strategy and vision in the South Caucasus, which is conducive to peace.

Nonetheless, what seems an unbalanced pro-Armenian bias can represent a gift to Moscow’s imperialistic designs and holds tight an important peripheral European area in need of international management in order to ensure peace.

Therefore, should the EU start from the guarantee of the territorial integrity of Azerbaijan respecting its internal citizens (including the Armenian citizens of Karabakh) it would represent a great step for the legitimacy of the EU as real mediator.

If the EU steps out of its ideological bubble and works to safeguard the internationally-codified concept of territorial integrity, first of all clarifying that the separatists have no space when we comply with the state authority of Azerbaijan, it would prove that the arbitrary use of “separatism” for revanchist reasons is not acceptable.

Therefore, the legitimacy of secessionists (like the ones currently weaponised by Russia in Donbass, Transnistria, Abkhazia, and South Ossetia — internationally recognised as part of Ukraine, Moldova and Georgia respectively), cannot be accepted as it would create a dangerous precedent for any kind of self-aggrandisement and block any peace effort that is based on international law and national sovereignty.

In a time of tension between two different regional security strategies, represented by the EU and Russia, it is not advisable to carry on with nebulous outdated formulas in favour of the Russian ally, Armenia, with the feeble hope that this would eventually mean the longed-for disentanglement from the Russian clout.

The Azerbaijani concerns and rights should be finally addressed if the EU aims at reaching a comprehensive solution.

Recently it was revealed how the Iran-Armenia-Russia axis is collaborating against Ukraine.

Armenia seems to serve as a hub to supply sanctioned (including military) goods that support Russian aggression in Ukraine and provides the direct connection between Iran and Russia. Can the EU accept Armenia’s deepening economic and military ties to Russia and therefore constitute nothing but a Russian outpost in the region, along with the breakaway regions in Georgia?

Only Armenia’s real internal push for a change of course, from a de facto pro-Russian to a pro-EU country, will close the road to Russian sphere of influence in the region, and even the risk of another conflict that the West can’t afford without paving the way to more Russian meddling.

Not only that, it would risk stopping profiting from Azerbaijan’s balancing approach to international relations, and the generous investment opportunities the EU needs in order to proceed with energy diversification and the needed step-by-step supplanting of the Russian alternative.

This calls for a new reappraisal in the face of the new scenarios and challenges. The holistic approach cannot be ambiguous in nature. It has to be practical and in accordance with strategic concerns to be addressed. The EU, true to its vocation, should not give the impression that revanchism has a place in the international world order.

Pashinyan: We are ready to withdraw troops to safe distance along Armenia-Azerbaijan 1991 border

The situation since March 30 at the Tegh village section of Armenia needs a detailed examination, including evaluating our actions in terms of actions to protect that part of the state border from the beginning. This was stated by Prime Minister Nikol Pashinyan at Thursday’s Cabinet session of the Armenian government.

“At the same time, I must record that Azerbaijan’s actions at that section are provocative and contradict the statements adopted at the meetings held on October 6, 2022 in Prague and on October 31, 2022 in Sochi.

“In terms of the political assessment of the border situation, I believe that the message disseminated by the EU the previous day, where the border line of 1991 is emphasized, is important. It’s about the administrative border that existed between the Armenian SSR and the Azerbaijan SSR, which was transformed into a state border on December 21, 1991 by the Almaty Declaration. That border line must be respected, the EU statement notes.

“It emphasizes the withdrawal of the armed forces of both sides from that border line to a safe distance as a reliable guarantee of the stability of the situation. Armenia is ready to go to such a measure along the entire border line of Armenia-Azerbaijan in 1991. We express our readiness in this regard since 2021, and such an action stems from the logic of the Prague quadrilateral and the Sochi trilateral agreements,” said the Armenian PM.

He added, however, that such a solution is hindered by Azerbaijan’s destructive approach.

“Azerbaijan systematically demonstrates its practice of not fulfilling the agreements reached on international platforms. This is the case with the issue of the release of [Armenian] captives, this is the case with the maintenance of the ceasefire regime and the non-use of force and the threat of force, on which the written agreement was reached on October 31, 2022 in Sochi, this is the case in the matter of the Lachin corridor’s illegal blockade, which Azerbaijan continues despite also the February 22 decision of the highest international court instance, the International Court of Justice. But in case of not fulfilling the court’s decision, there are internationally defined mechanisms, and our efforts should be focused on the implementation of those mechanisms,” the Armenian premier stressed.

4 Armenian, 3 Azerbaijani soldiers killed in Tue. clashes

TEHRAN, Apr. 11 (MNA) – Four Armenians and three Azerbaijanis were killed in clashes between the border guards of the two countries on Tuesday.

Four Armenian soldiers have been killed and six others wounded, Armenia’s Defense Ministry said in a statement while putting the blame on the Azeri side for the provocation. 

Meanwhile, the Defense Ministry of Azerbaijan said in a statement that three Azerbaijani servicemen were killed in the Tuesday clashes with the Armenian side, while putting the blame on the Armenian side for initiating the clashes.

“As of 8:30 p.m., the situation on the frontline is relatively stable. In case of any change in the situation, the Ministry of Defense will issue a statement,” read a statement issued by Armenia’s  Ministry of Defense.

On the other hand, the Azerbaijani side’s ministry said “On April 11, at about 16:20 (GMT +4), units of the Armenian armed forces from positions in the direction of Digh settlement of Goris district, subjected to intensive fire from various weapons on the positions of the Azerbaijani army in the Lachin direction.”

YEREVAN, April 10. /TASS/. The Armenian Defense Ministry on Monday night detained an Azerbaijani serviceman on the territory of the country, the search for another one continues, according to the ministry’s statement.

“On April 10, between 1 a.m. and 2 a.m. (2 a.m. and 3 a.m. Moscow time – TASS), a serviceman of the Armed Forces of Azerbaijan was found and arrested in the territory of the Republic of Armenia,” the statement said.

According to the Azerbaijani servicemen, he was accompanied by another soldier. The Armenian military continue to search for him.

Cavusoglu Says Discussed With Lavrov Normalization Of Ties Between Armenia, Turkey

Turkish Foreign Minister Mevlut Cavusoglu said on Friday that he discussed with Russian Foreign Minister Sergey Lavrov the normalization of ties between Ankara and Yerevan and the conclusion of a peace agreement between Azerbaijan and Armenia

“We also discussed the normalization of Ankara’s relations with Yerevan, as well as the situation in Transcaucasia. We hope that a comprehensive peace agreement will be concluded between Armenia and Azerbaijan, which will contribute to stability in the region,” the Turkish minister added.

The sides also discussed the situation in Libya, stressing the importance of uniting disparate groups into a single security force, the minister added.

French President Emmanuel Macron arrives in China for three-day state visit

YEREVAN, APRIL 5, ARMENPRESS. French President Emmanuel Macron has arrived in China for a three-day state visit in which he hopes to dissuade Xi Jinping from supporting Russia’s invasion of Ukraine while also developing European trade ties with Beijing.

“China is the only country in the world capable of having an immediate and radical impact on the conflict, in one direction or the other,” the Guardian quoted an official from the French president’s office as saying of the war in Ukraine.

Paris sees China as a possible “gamechanger” in the war: able to tip the balance in a positive way through potential dialogue on conditions for an end to the conflict, or in a negative way if Beijing were to increase support for Russia and provide arms.

But Macron wants to stand firm on the issue of Ukraine while taking a pragmatic French stance – described as “another path” from the directly confrontational tone often heard from the US, an official said.

The French president’s visit, his first to China since the Covid pandemic, will include more than six hours of time with Xi, between meetings and banquets.

Key issues under discussion will be the Ukraine war and the rebalancing of trade links after stringent zero-Covid regulations, as well as the climate crisis and renewable energy. There will also be talks on renewing cultural links and travel, as Paris wants to encourage Chinese tourists back to France.

Macron will be joined for part of the visit by the European Commission president, Ursula von der Leyen.

A delegation of 60 business leaders, including the bosses of Airbus and EDF, are traveling with Macron.

Sports: Turkey recover to beat Armenia 2-1 in Euro qualifier

ISTANBUL, March 25 (Reuters) – Turkey’s Orkun Kokcu and Kerem Akturkoglu secured a 2-1 comeback victory against Armenia on Saturday, giving the visitors a winning start to their Euro 2024 Group D qualifying campaign.

Turkey went behind to an own goal in the 10th minute when Armenia’s Kamo Hovhannisyan fired in a cross from the edge of the penalty area and Ozan Kabak’s outstretched leg knocked the ball past his goalkeeper Mert Gunok in the 10th minute.

Kokcu equalised in the 35th with a long-range shot into the corner of the goal just beyond Armenia keeper Arsen Beglaryan.

Akturkoglu put the visitors ahead in the 64th minute when Enes Unal took a quick free kick in his own half, putting the winger through to fire the ball into the corner of the net.

Turkey, who reached the Euro 2008 semi-finals, are looking to make up for a disappointing performance at Euro 2020 when they lost all three games and scored one goal.

YEREVAN, MARCH 24, ARMENPRESS. The development of relations with China is extremely important for Armenia, Foreign Minister Ararat Mirzoyan said on March 24.

“The strengthening of relations between Armenia and China is extremely important for us. As you know, China is interested in developing logistic routes, infrastructures, including the Middle Corridor in various corners around the world, and especially in our region. We are also interested in being part of such projects logistically,” FM Mirzoyan told lawmakers during the parliamentary foreign relations committee hearings.
