Speaker of the Turkish Parliament Koksal Toptan sharply criticized
those who have launched apology campaign, Cihan news agency reported.

"Those who apologize accuse Turkey of an event that did happen in
past and they apologize for this guilt," Toptan said.

Around 200 Turkish academics, writers and journalists launched
a website issuing an apology to the Armenians regarding the 1915
incidents and calling for people to sign on in support. Over 5,000
people have registered on the website, Turkish media reported.

Armenia and Armenian lobby worldwide state that in 1915 the Ottoman
Empire, Turkey’s predecessor, committed genocide against Armenians
living in Anatolia. Armenians striving to make their statements
recognized worldwide have strengthened their propaganda of the
so-called genocide in several countries and have achieved recognition
of the "Armenian genocide" at several Parliaments.

Toptan recalled that over 40 Turkish diplomats were killed by Armenians
in 1980s. "Who will apologize for their murder?, he asked.

Toptan said Turkey does not have past to be ashamed of and added that
they are ready to introduce all historical documents on this issue.

Turkish Premier Recep Tayyip Erdogan said on Wednesday that he did not
accept or support the campaign recently launched by a group of Turkish
intellectuals and academicians aiming to apologize to Armenians for
the incidents of 1915.

"They might have committed such a crime themselves, as they
are apologizing now. Republic of Turkey does not have such a
concern. One can apologize if there is a crime necessitating such
an apology. Neither my country, nor my nation has such concerns,"
Erdogan said, replying to questions following his meeting with
Bulgarian President Georgi Parvanov in Istanbul.

Erdogan said that it was unacceptable to support such a campaign just
because it was launched by intellectuals. "I personally do not accept,
support or participate in this campaign," he said.

Erdogan also said that he could not understand the approach of the
intellectuals, adding that such kind of initiatives could only create
chaos and destroy peace. "I find it unreasonable to apologize when
there is no reason," he said.

Erdogan commented on an Iraqi reporter’s throwing his shoes at the
U.S. President George W. Bush as well.

Noting that he did not approve such an attitude, Erdogan said,
"Expression and thought are the greatest powers of a journalist. I
wish that journalist could have pushed Bush with those qualities".

Briefing reporters on his meeting with the Bulgarian president,
Erdogan said they had quite fruitful talks during which they mainly
discussed economic and commercial matters.

ArmInfo. The owners of mining companies have enough financial buffer
to wait out hard times of the world economic crisis, Prime Minister
of Armenia Tigran Sargsyan said in an interview with Golos Armenii
newspaper.

"It is not a secret that metal prices were much higher than their
business-programs envisaged when they had launched activity. This
means that over the last three years they received extra profits",
the premier said referring to the poll conducted by the National
Statistical Service to reveal the profitability of various economic
sectors. Tigran Sargsyan said that the government is currently
negotiating with the owners and demands fulfillment of their social
obligations to the staffs. However, it is also important for the
revenue services to fulfill their obligations to the enterprises and
payback VAT, which will contribute to creating financial buffer, the
premier said. He mentioned that the government discusses development
programs with the owners, including with government involvement if
necessary. Falling of the world metal prices due to the economic
crisis has led to reduction of mining production in Armenia as well
as job axing and reduction of salaries.

ArmInfo. The durable unfavorable situation in the world economy and its
deepening has caused deceleration in the growth rates of export from
Armenia, particularly, in Jan-Oct 2008 the export growth rate was
practically equal to zero. Despite the maintenance of the growth of
import to Armenia, the import growth rates are expected to decelerate
due to demand reduction in the domestic market. This is recorded in the
Protocol of the December 2 sitting of Board of the Central Bank of
Armenia (CBA), the CBA press-service told ArmInfo.

At the same time, the growth rates of private transfers to Armenia
slowed down in October. In this connection, the CBA Board thinks that
international organizations’ forecasts about cumulative risks due to
worsening of prospects for Russia’s economy development will mostly
affect money transfers. The matter also concerns the forecast of the
International Monetary Fund which says that the economic growth of
Russia will fall to 3% in 2009.

According to the National Statistical Service of Armenia, the foreign
trade turnover grew by 31,5% in Jan- Oct 2008, and dropped by 3,4% in
October having totalled 1381.8 bln AMD, or $4520.4 mln. Export fell by
15,6% in October 2008, but grew by 0,9% as compared with October 2007,
having totalled 287.7 bln AMD ($941.2 mln). Import increased by 0,1% in
October 2008, and by 42,8% as compared with October 2007, having
totalled 1094.1 bln AMD ($3579.2 mln).

In early December the CBA Board decreased the refinance interest rate
by 0.5 percentage points to 7,25%, the rates on deposits and lombard
credits are fixed at 4,25% and 10,25% respectively.

Even before he moves into the Oval Office, Barack Obama may be on a
collision course with a country that carries great weight in Middle
East negotiations, has considerable influence throughout Central Asia
and is close to Russia, according to a report from Joseph Farah’s G2
Bulletin.

That country is Turkey, which also has taken initiatives to mediate
indirect peace talks between Syria and Israel.

In recent weeks, Turkish Prime Minister Recep Tayyip Erdogan also has
offered to be a mediator between the incoming Obama administration and
Iran.

"We are the only capital that is trusted by both sides," Erdogan
said. "We are the ideal negotiator."

In addition, Turkey is in a strategic location as an energy corridor
for oil and natural gas pipelines from Azerbaijan to the West.

While Turkey appears to be a position to help with some of Obama’s
biggest upcoming foreign policy challenges, the relationship may be
off to a rocky start, because Obama has described as "genocide" the
deaths of up to 1.5 million Armenians in 1915 at the hands of the
Ottoman Empire.

In a May letter to the Armenian National Committee of America,
then-Sen. Barack Obama wrote, "I share your view that the United
States must recognize the events of 1915 to 1923, carried out by the
Ottoman Empire, as genocide. ¦We must recognize this tragic reality."

The Republic of Turkey, which succeeded the Ottoman Empire, does not
accept the word "genocide" to describe events at that time.

The issue isn’t new. In October 2007, Congress prepared to take a vote
on a resolution that would have officially recognized as genocide the
1915 event.

The Bush administration, however, opposed such a vote due to the
potential of damaging relations with Turkey, a NATO ally.

The Turkish government reacted strongly against the prospect of
passage of such a resolution.

It threatened to cut off critical supplie routes through Turkey for
the U.S. war effort in Iraq and Afghanistan. It also threatened to
close the strategic U.S. air base at Incirlik.

While the resolution would not have been binding on U.S. foreign
policy, it could have damaged an already seriously strained
relationship with Turkey.

Human Rights, announced the spokesman of NKR National Assembly Ashot
Ghulyan during a two-day conference on human rights organized in NA
of Nagorno Karabakh.

The conference was devoted to the 60th anniversary of international
day of human rights and to the adoption of Constitution in NKR. The
General Prosecutor Aghvan Hovsepyan and the President of Constitutional
Court Gagik Harutyunyan were also present at the conference.

R.Agayev / Medzamor nuclear power plant, despite of the agreement on
partnership between Armenia and E.U. and participation of the country
in the ‘East partnership’ project, which envisioned its closing,
to be dismantled if only new nuclear power works to be constructed
in the territory of Armenia.

"Closure of the Nuclear Power Plant, in Armenia’s view does not mean
giving up the nuclear option. As such, the possibility to build a
new nuclear site with one of the nuclear powers," Licinia Simao,
an expert on the South Caucasus countries, said.

The annual meeting of the Armenia- EU Council of collaboration
took place in Brussels on Dec. 9, In course of the meeting the
Foreign Minister Armenia Eduard Nalbandyan presented the steps on
implementation of Action plan within the framework of the European
neighborhood policy undertaken by Armenia. According to him,
the implementation of the program is a priority direction of the
collaboration between Armenia- EU, one of purposes of which appears
providing safety of Armenian nuclear power plant and implementation
of the program of building of new plant.

E.U insisted on immediate closing of Medzamor nuclear power plant
and stated that the plant did not meet up-to-date nuclear safety
demands. The U.S., France and Russia have already voiced their
preparedness to assist Armenia to replacement Medzamor nuclear power
plant to a new one.

Medzamor nuclear power plant was designed by Soviet specialists and it
consists of two blocks, which were put into operation respectively in
1976 and in 1980. By the special decision of the USSR government the
plant was stopped after the December earthquake of 1988. On Nov. 5
1995, after 6 years and 5 months of conservation, the second block
of the plant was repeatedly neglected, in the process of restarting
Russian specialists took active part.

The program of promising development of the electric power sector
of Armenia was developed in two basic versions – nuclear and
nuclear-free. In 2006 Armenia declared that the period of operation
of the Armenian station would be completed in 2016. Armenia, after
signing of the Action plan within the framework of the program of new
European neighborhood policy, was bound to shut the obsolete station
within the shortest possible periods.

"It has always been E.U. policy to have Medzamor closed. EU policy,
which doesn’t commit Armenia," Nicolas Tavitian, Director of Inside
Europe, an Armenian think-tank in Brussels, said to Trend News
via e-mail.

However, the replacement of the Medzamor nuclear power plant will be
possible to modern one.

Observers consider closing of the obsolete plant in Armenia not only
the matter of time, but also an issue of collaboration with one of
nuclear powers; it is most probably with Russia.

The plant in Armenia would not be shut, because now it ensures with 40%
of needs of Armenia for the electric power and now it is irreplaceable,
Vladimir Yevseyev, the senior scientific worker of the Institute of
World Economics and International Relations, said.

This is only basis for the relatively economic independence of Armenia,
but even additionally energy resources must supply to this plant. "
Armenia will not close its nuclear station under the pressure of
West", Yevseyev said to Trend News. "The discussion can deal with
the construction of new plant, and I think that Russia would want to
participate in this process".

Russia is well placed to take the lead in cooperating with Armenia,
since it controls important stakes in the Armenian energy sector
already. "This would mean another strategic asset for Russia in the
Caucasus and would greatly undermine the attempts of the EU and the
US to expand foreign policy options for the countries of the region,"
Simao, a candidate at the University of Coimbra, told Trend News
via e-mail.

But Russia must clearly understand that it is not the one, who is
ready to participate in the possible project, Yevseyev said. The U.S.,
apparently, France, have demonstrated readiness to contribute their
will to assist the project, " Russia is not only partner, which is
ready to participate in the project, but it hopes that tender on
construction will give precisely to it", Yevseyev said.

According to estimation of experts, the replacement of Medzamor by
a modern one will take place not earlier than in 2012.

According to Yevseyev, the construction of new plant can be expected,
when the complete production of the resource of existing plant
occurs. "This will occur already to 2012-2015, and then the need
for a new plant will occur, which has higher criterion of safety and
respectively completely is arranged the West," Yevseyev added.

According to Tavitian , the financial crisis, which began in the
U.S. in summer and touched world financial markets, will not influence
on construction of a new plant in Armenia.

According to experts, irreparable ecological catastrophe can take place
while the Medzamor nuclear power plant continues operating. The plant
does not meet the up-to-date standards of electric plants, Ali Aliyev,
the Azerbaijani export on ecology issues, believes.

The plant is located in the very earthquake-hazard region, where the
strongest earthquakes constantly occur

"In the case of earthquake the Medzamor nuclear power plant will not
be able to conceal itself, which is provided in contemporary plants,
and this will lead to the ecological catastrophe", Aliyev, the head
of the Geological and Ecological Department of the Ecology Ministry
of Azerbaijan, said to Trend News. Armenia is a small country, where
there are no places for burying of emissions from the plant. The
supply of electric power from Turkey and Azerbaijan could be stand
as an output from the alley. "If Armenia had good relations with its
neighbors, country would need no plant", Aliyev said.

The concerns on the European side are with security of the facilities
and with assuring that Armenia finds energy alternatives. The model
of construction of the nuclear power plant is similar to Chernobyl and
the plant is located in an active seismic area, making the possibility
of an accident extremely high," Simao said.

Last Sunday hundreds of students gathered at Northrop Auditorium,
donning black caps and gowns, to celebrate their monumental
achievement: graduation.

After walking the stage and collecting our diplomas, it became clear
that we were not simply joining the rest of the tax-paying population,
but also that we are now responsible to control our own future —
and that of our world.

I thought it would be appropriate for my last column of the semester
to let someone else speak — someone who has consistently been the
voice of those who lost theirs.

Ellen Kennedy has worked tirelessly as the interim director for the
Center for Holocaust and Genocide Studies to motivate young citizens
to become involved in human rights advocacy.

The following are her personal stories of how young people, just like
us, have made amazing strides against international injustices. Take
these stories and be inspired. Make a call. Change the world for
the better.

Eight-year-old Freya Slocumb first heard about the genocide in Darfur
while listening to University alumnus Luke Walker give a homily during
Mass at their Minneapolis church.

Sitting in a pew with her mother, she listened to Walker speak about
what was happening in the Darfur region of Sudan , the first genocide
of the 21st century where approximately 400,000 innocent people had
been murdered.

Turning to her mother, Freya said: "Mom, this isn’t right. We have
to do something." And she did. Freya decided to make jewelry called
"sacrifice beads" to sell as a fundraiser, and so far this little
8-year-old girl has raised almost $600 to be donated to the Genocide
Intervention Network.

In her Dec. 3 blog entry, Freya wrote, "My mom told me that Obama
picked someone for the U.N. who is very against genocide. Her name is
Susan Rice . She wants the situation in Darfur to end, just like I do,
and she’ll be someone Obama will listen to. … I am so excited that
maybe the end of this will be soon."

Emma Weisberg, 16, is a junior at Edina High School . She organized
a citywide showing last year of "The Devil Came on Horseback ,"
a documentary about the Darfur genocide, that more than 350 people
attended.

This year, Emma and her friends arranged for Dr. Ashis Brahma — the
only doctor caring for 27,000 Darfuris in a refugee camp in Chad —
to speak in Edina in February.

Anna Donnelly , 22, graduated from the University last Sunday,
writing her honors thesis about human rights atrocities.

She often speaks to high school classes, church groups, and civic
organizations about genocide, as well as organizes fundraisers and
lobbies her elected officials to prevent genocide.

Two weeks ago she worked with the City Council of Hopkins, Minn.,
to divest the city’s portfolio from companies that are complicit with
Sudan’s genocidal government. And this spring she’ll be a University
Human Rights fellow, developing educational resources about Darfur
for Minnesota teachers.

Mark Hanis, 26, is the founder and executive director of the Genocide
Intervention Network in Washington, D.C.

Supervising a staff of 20 people and overseeing STAND, a student
anti-genocide coalition , Hanis has empowered thousands of people to
take action against the genocide in Darfur.

An 8-year-old, a 16-year-old, a 22-year-old and a 26-year-old;
ordinary people yet extraordinary. They’re all standing up to make
a difference. Young people have gotten engaged around the issue of
genocide prevention in unprecedented ways.

The question is: Why do young people care? Many people have never
even heard of Sudan or Darfur, or thought about the nightmare of
genocide. But there are important reasons why every single one of us
should — indeed, must — care.

The Torah, the Bible and the Quran all exhort us not to stand by
when the blood of our neighbor is spilled. Freya wrote on her blog,
"I am one person. I may never have the chance to do great things. I
can only offer to God the things I can do."

Impunity allows evil to flourish. Adolf Hitler said to his generals,
before sending death squads into Poland, "Go, kill without mercy
… Who remembers the annihilation of the Armenians?"

The United States has signed and ratified the Genocide Convention
. It was passed in the United Nations 60 years ago, and it’s been
the law of our land for 20 years. We have a legal responsibility to
prevent and stop genocide.

Genocide breeds insecurity in the region, the continent and the
world. Genocide is a threat to our national security, according to
The Genocide Prevention Task Force.

When we see an accident, we call 911. When we know about genocide
we should call the anti-genocide hotline, 1-800-GENOCIDE, which
automatically connects all Americans to their representatives,
senators and the White House.

Freya, 8, is doing all she can. Let’s help Freya — and help all the
innocent people in Darfur who are targeted in the first genocide of
the 21 century.

French Deputies At Armenian Parliament

FRENCH DEPUTIES AT ARMENIAN PARLIAMENT

Today the spokesman of National Assembly of Armenia Hovik Abrahamyan
received French deputies and the chairman of France-Armenia relative
group. They have been invited by the NA Chairman Hovik Abrahamyan
to take part in the ceremonies of the massive earthquake of December
7, 1988.

H. Abrahamyan said that inviting them to Armenia he would like to
express the feeling of gratitude towards French people for their
support and assistance to Armenians.

Regarding the development of Armenian-French business communication,
H. Abrahamyan said that some French companies, in particular,
"Perno-Rickar", "Violla", "Sore" and "Orange" run business in Armenia.

During the meeting the officials talked about the cooperation of
Armenian and French deputies in PACE and other questions.
