YEREVAN, 17 JANUARY, ARMENPRESS. Russia is concerned that the OSCE Minsk Group Co-Chairs are not able to visit Karabakh, ARMENPRESS reports Alexander Lukashevich, Russia’s Permanent Representative to the OSCE, said at an online briefing.

“We are concerned that the Co-Chairs have not yet been able to visit the region, to get acquainted with the situation, to outline concrete measures to assist the parties in establishing contacts between citizens, to resolve humanitarian issues,” Lukashevich said.

He hoped that the visit will take place in the near future.

Referring to the situation in Nagorno Karabakh, Lukashevich noted that despite some incidents, due to Russia’s efforts, it was possible to maintain stability in the region in general. According to him, the stabilization of the situation allowed to address other issues, such as the unblocking of roads, discussions on the “3 + 3” platform, etc.

Representatives of the Armenian Classroom and School Improvement Project are gathering school supplies in Yerevan. This time, they have put together furniture that will go to a school in Aparan, in Armenia’s Aragatsotn region.

The Armenian Classroom and School Improvement Project was initiated by Suren Sarkisov, an Armenian from the US who runs an IT company. Education is crucial for Sargisov and he wants to give Armenia’s children the opportunity to succeed. His organization is collecting donations in the diaspora to provide a more interactive type of education for children in Armenia’s schools.

CSTO to take anti-drug trafficking measures at Afghanistan border

YEREVAN, JANUARY 15, ARMENPRESS. The Collective Security Treaty Organization (CSTO) will hold three phases of anti-drug trafficking operations at the border with Afghanistan, the organization’s Secretary General Stanislav Zas told Rossia 24.

He said the CSTO has a range of activities planned for 2022, such as military security and fight against terrorism.

“These are measures of fighting against the illegal circulation of narcotics. This subject is especially important on the backdrop of the recent events in Afghanistan. Here we plan three stages of anti-drug trafficking measures,” Zas said.

The Secretary General said the programs were formed by taking into account the situation in the CSTO area of responsibility, as well as the decisions adopted at the CSTO summit in Dushanbe and the priorities declared by Armenia, its member-state and current holder of the CSTO Chairmanship.

Four killed in renewed clashes between Armenia and Azerbaijan

Armenia reports three soldiers killed, two wounded, and Azerbaijan one soldier killed following fresh border clashes.

The fighting took place on the Gegharkunik-Kalbajar section of the Armenia-Azerbaijan border and began on 11 January. 

Both countries accused the other side of opening fire first and breaching the ceasefire. The Armenian Ministry of Defence also accused Azerbaijan of using artillery and suicide drones.

The Armenian Ministry of Foreign Affairs has framed the incident as a ‘manifestation’ of the ‘continuous encroachments of Azerbaijan on the territorial integrity of Armenia’. The Azerbaijani Foreign Ministry, meanwhile, has blamed the ‘political-military leadership’ of Armenia for the ‘bloody provocation’.

According to the latest statement from the Azerbaijani Defence Ministry released on 12 January, the Armenian military fired upon Azerbaijani positions on the night of 11 January and the morning of 12 January with ‘small arms and large-calibre machine guns’. No further deaths or injuries were reported. 

On 10 January, authorities in Nagorno-Karabakh reported that the Azerbaijani military fired at ‘civilians and civilian objects’ in the Martuni (Khojavend) region. 

According to a recent report by the International Crisis Group, 94 people, including one Russian peacekeeper, have been killed in Nagorno Karabakh and on the Armenia-Azerbaijan border since the 10 November 2020 ceasefire agreement that brought an end to the Second Nagorno-Karabakh War.

YEREVAN, JANUARY 10, ARMENPRESS. The case of former Minister of Defense of Armenia Davit Tonoyan, Chief of General Staff Artak Davtyan, former Chief of General Staff Stepan Galstyan and 4 others has been sent to court, ARMENPRESS reports the Prosecutor’s Office informs.

It is mentioned that the preliminary investigation of the criminal case investigated by the NSS Investigation Department revealed that high-ranking officials of the Armed Forces, abusing their official position, with the preliminary agreement with the owner of “Moston Engineering” company, accepted a total of 4232 pieces of outdated ammunition, which had been denied in the past for not meeting technical requirements.  

It turned out that the above-mentioned persons, in order to eliminate the existing obstacles for concluding the contract for the purchase of ammunition and to give a legal look to their actions, matched the technical description of the ammunition with the technical description of the given item kept at the Defense Ministry, indicating in it untrue data on the supply of ammunition through factory boxes to the central warehouse of the N military unit of the Ministry of Defense. Moreover, the mentioned ammunition was acquired at a price almost twice as expensive as the previous purchase of ammunition from the same batch, which is an embezzlement of particularly large amount of money, over 4.6 million USD.

The indictment has been submitted to the Yerevan Court of First Instance.

Europe’s far right unites around Russia and Armenia

Connections between the Kremlin and Europe’s far right have become a topic of great debate in recent years. Despite this, the far right’s extensive support for Armenia in last year’s conflict in Nagorno-Karabakh largely went unnoticed by the continent’s media.

Vladimir Putin’s Russia has become a focal point for mobilising the extreme right in the West. At the same time, Moscow has castigated the Euromaidan revolution as a “putsch” that brought “fascists” to power in Ukraine. The Kremlin effectively subcontracts contacts with fascists, Nazis and populists to satellite political forces, such as the National Bolshevik Rodina (Motherland) Party or Orthodox oligarch Konstantin Malofeev.

A sinister outgrowth of Russia’s cultivation of extreme right parties and movements in Europe is the appearance of their members in Armenian-occupied territories in Azerbaijan and Russian-occupied Donbas in Eastern Ukraine. Paradoxically, intelligence services in the West have largely ignored these mercenaries, who are far larger in number than those who travelled to Syria to join ISIS. Far right terrorism is a growing threat to western democracies and in the US is more of a threat than radical Islam. This was made clear during the coup attempt in Washington on January 6th. Most European legal systems punish mercenaries travelling to fight for ISIS but not for Russian proxy groups.

Hundreds of Europeans who have travelled to join Russian proxy forces in Armenia and Ukraine have largely gone unnoticed. The influx of foreign fighters into Eastern Ukraine “mirrors that of young Muslims from Britain and other parts of Europe travelling to the Middle East to fight in its wars”.

Armenia and the Donbas have attracted a mix of fascist and Stalinist mercenaries who share common ground regarding their pro-Russian and anti-­Western platforms. Greeks, Hungarians, over 100 Serbs, French, over 100 Germans, Spaniards, Finns and Armenians have all fought alongside Russian proxies in the Donbas. It appears that 20 mercenaries from the French fascist organisation Continental Unity, formed in support of Syrian President Bashar al-­Assad by suspected Serbian war criminal Vojislav Šešelj, have also been active in the Donbas.

The French extreme right have travelled to the Donbas and formerly occupied Azerbaijan to fight for Russia and Armenia respectively. Marc de Cacqueray-Valménier, leader of the violent neo-Nazi Zouaves Paris, an organisation closely related to the fascist group Action Française, travelled to the Donbas sometime after 2014. He also travelled to Armenia during last year’s Second Karabakh War. As Cacqueray-Valménier travelled to the country in October 2020, he posted a picture of himself holding a Kalashnikov rifle and wearing a uniform with an Armenian flag and SS Totenkopf. At the same time, Armenia – much like Russia – was welcoming extreme right parties from Europe such as the AfD (Alternative for Germany), whose representatives travelled to Karabakh with Armenian government officials and ruling party MPs.

Cacqueray-Valménier created a “Brigade of Foreign Volunteers” to fight for Armenia in the Second Karabakh War. The presence of these foreign mercenaries, including Kurds, only revealed Yerevan’s duplicity in accusing Turkey of allegedly bringing mercenaries to fight for Azerbaijan.

Cacqueray-Valmenier’s Zouaves Paris resembles another French neo-Nazi group, Génération Identitaire, which was banned in spring 2021 for violent attacks and racism. Violence at a December rally in support of the far-right populist nationalist Éric Zemmour was instigated by the “Zouaves” against the left-wing organisation SOS Racisme. The French justice ministry is currently hoping to ban the far right organisation Zouaves Paris.

Five days after the rally Zemmour, who did not condemn the violence, travelled to Armenia for a four-day visit. He was accompanied by another extreme right ally, Movement for France President Philippe de Villiers. Zemmour’s visit to Armenia was designed to gain votes from the world’s third largest Armenian diaspora group, which involves half a million people in France. The French Republican Party’s presidential candidate Valérie Pécresse, whose views do “not differ much from Zemmour”, visited Armenia this week with a similar anti-Turkish and anti-Azerbaijani message. Zemmour has successfully made immigration and Islam the two central issues for all presidential candidates, including President Emmanuel Macron, in the 2022 election campaign.

Zemmour is clearly an opportunist, as he opposed legislation in France that penalised genocide denial, arguing that it was a threat to free speech. The legislation was also strongly supported by the Armenian community. Like all extreme right French politicians, Zemmour is, according to French Justice Minister Éric Dupond-Moretti, a Holocaust denier. This makes Zemmour an uncomfortable ally of Armenians, who have always claimed the genocide committed by the Ottoman Empire against them during the First World War is analogous to that of the Holocaust. Zemmour supports the rehabilitation of war-time French collaborator Marshall Philippe Pétain and claims that the collaborationist Vichy regime “saved” French Jews. Zemmour also believes the Nazis were less intolerant than Muslims.

The central themes that unite the European mercenaries and politicians who have travelled to Armenia and Ukraine are their anti-American and pro-Russian stance regarding international relations. France’s far right National Rally (formerly the Front National), like all of Europe’s extreme right populists and fascists, has strongly supported Russia’s occupation of Crimea. Armenian nationalists and governments have also supported Crimea’s “self-determination” and used it to justify their claims that Karabakh should become part of Armenia.

Zemmour is even more pro-Russian than Le Pen. Zemmour has a “natural affinity” for Russia: “My first reflex is to defend Russia… I am for alliance with Russia. I think that it would be the most reliable ally, more than the Americans, more than the Germans, more than the English.” “When we were with Russia, we won wars, when we were against Russia, we lost wars.”

Russia’s goal of undermining NATO and the EU by encouraging division is the same strategy that was pursued by the Soviet Union. In order to advance this goal, Russia has developed an alliance between its proxies in Armenia and Donbas and an eclectic mix of fascist, racist, antisemitic and Stalinist politicians and mercenaries in Europe. Given the Kremlin’s promotion of the cult of Stalin in Russia, as well as far right nationalism both at home and abroad, it is clear that the Kremlin is the real supporter of fascism and Stalinism in Europe.

The ruling force is in a life-or-death struggle for power – Artur Ghazinyan

Opposition lawmaker Artur Ghazinyan commented on Facebook the situation occurred in Vardenis and Parakar communities of Armenia where after the local elections the ruling force members impede the formation of the local administration and inauguration of the elected heads from opposition. 

“The ruling Civili Contract party is engaged in life-or-death struggle for posts in Vardenis and Parakar communities, ignoring the votes of the local residents. The logic of the actions by police officers is imperceptible as they fail to provide legitimate grounds and justifications for not allowing elected mayors and members of the councils to enter the Mayor’s office. In this fight for the posts and power the followers of Nikol are pawns deprived of self-respect second to nonce,” wrote Ghazinyan.

Turkish press: Armenia to lift embargo on Turkish goods from January

The Armenian government said Thursday it has decided to lift the embargo on Turkish goods from Jan. 1. Armenia originally imposed the blockade after Ankara supported Azerbaijan during the Nagorno-Karabakh conflict last year.

“A decision was made not to extend the embargo on the import of Turkish goods into the country,” the economy ministry said on Facebook.

Turkey and Armenia announced recently that steps toward normalization are being taken and that charter flights between the two countries would soon resume.

On Dec. 15, Turkey appointed Serdar Kılıç, a former ambassador to the U.S., as its special envoy to discuss steps for normalization with Armenia. Three days later, Armenia appointed its special representative for dialogue with Turkey, National Assembly Deputy Speaker Ruben Rubinyan.

Ankara also announced Moscow will host the first meeting between the two countries’ special envoys, however, no date is yet set.

The borders between the two countries have been closed for decades and diplomatic relations have been on hold.

Armenia and Turkey signed a landmark peace accord in 2009 to restore ties and open their shared border after decades, but the deal was never ratified and ties have remained tense.

Relations between Armenia and Turkey have historically been complicated. Turkey’s position on the events of 1915 is that Armenians lost their lives in eastern Anatolia after some sided with the invading Russians and revolted against the Ottoman forces. The subsequent relocation of Armenians resulted in heavy casualties, as massacres carried out by militaries and militia groups from both sides increased the death toll.

Turkey objects to the presentation of the incidents as “genocide” but describes the 1915 events as a tragedy in which both sides suffered casualties.

Ankara has repeatedly proposed the creation of a joint commission consisting of historians from Turkey and Armenia and international experts to tackle the issue.

During the Nagorno-Karabakh conflict, Ankara supported Baku and accused Yerevan of occupying Azerbaijan’s territories.

There are already candidates for Diaspora Affairs Commissioners in foreign countries – Sinanyan

No appointments of Diaspora Commissioners have been made in foreign countries so far, but there are already candidates, ARMENPRESS reports High Commissioner for Diaspora Affairs of Armenia Zareh Sianayan said in his annual press conference, referring to the recently adopted draft law on the establishment of the institution of Diaspora Affairs.

“We do not have commissioners appointed yet; we have candidates. At the moment we are in the planning stage of how to geographically divide the countries or territories in order to achieve our goal,” Sinanyan said.

Referring to the goal, he noted that the commissioner’s office is a small body, it is much smaller than a ministry, even if they ever reach the number of employees of the ministry – 90 or more, it will not be enough to cooperate with more than 7 million Diaspora fully, efficiently, on time, deeply.

“That number cannot ensure the opportunities we can ensure if we have representatives on the ground. Therefore, by having a commissioner in the community, we can provide presence on the ground, a person who will be involved in the Armenia-Diaspora partnership, who will be an influential person, acceptable to the majority of the community. There will be people who are ready to work, support us, strengthen the Armenia-Diaspora ties”, Sinanyan said.
