RA NATIONAL ASSEMBLY FEBRUARY 28 SITTINGS FAIL DUE TO NO QUORUM

YEREVAN, FEBRUARY 28, NOYAN TAPAN. RA National Assembly February 28
sittings failed due to no quorum. As a result, holding of NA-government
question and answer scheduled for evening also failed.

At least 66 MPs should have been registered for starting the sitting,
while 23 deputies were registered at 12:00 and the number of registered
deputies increased only by two within three hours determined by
NA Regulations.

The last sittings of NA regular four-day session are scheduled for
March 1.

On February 22, Tesaket Club hosted representative of ARF’s Supreme
Body, Chairman of the National Assembly’s Standing Committee on
External Relations, Co-Chair of the Armenia-EU Inter-parliamentary
Cooperation Committee Armen Rustamian.

Rustamian commented on the further development of the Karabagh
movement that started 19 years ago and answered the journalists’
questions on the upcoming elections and dual citizenship.

The wave of the powerful movement that started in Stepanakert in
1988 soon reached Yerevan, the Freedom Square, and turned into a
pan-national movement.

19 years have passed since this extraordinary expression of national
unity.

Rustamian believes the events of 1988 were a pan-national renaissance
that started a new page in the history of the Armenian nation when
we created the Third Republic and had one of our greatest victories –
the Artsakh war. This was a serious step on the way of creating a Free,
Independent and United Armenia.

Rustamian believes only issues of national importance were discussed
in those days and this is why they united people. The government was
formed on the basis of national goals. However, the process of further
formation of the new regime deviated from the initially defined issues
and was not carried out in a consistent and responsible manner. This
is why, according to Rustamian, today we have our state but it is
not fully free and independent, and not yet fully united.

"We have a lot to do in this respect. The free Armenia we imagine
is truly democratic and the government is formed through perfect
elections.

Unfortunately, there is no tradition of elections that would comply
with international standards in Armenia. And this is the number
one issue – we should learn from the experience of the past years,"
Rustamian noted.

The goal of uniting Armenia is not yet fully accomplished either. The
incoming government that will be formed after the elections this year
and in 2008 will have to face this issue. Rustamian is sure that the
Karabagh conflict will have to finally be solved with participation
of all parties involved.

Negotiations in which not all the parties are participating cannot
be considered adequate. They can merely be viewed as consultations,
meetings or exchange of opinions.

Armenia is participating in the negotiations with a clearcut position
– as long as the Nagorno Karabagh Republic is not internationally
recognized, Armenia is representing the latter’s interests. Armenia
fully supports all of Nagorno Karabagh’s positions.

However, even though Armenia is representing Nagorno Karabagh,
Armenia cannot fully replace it because there are issues that are
under Karabagh’s sole jurisdiction, such as for instance the issues
of status, security guarantees, return of territories and refugees,
etc. Rustamian noted that these issues cannot be settled without taking
into consideration the Nagorno Karabagh Republic ‘s official position.

Rustamian believes that by engaging in the Karabagh issue Armenia
prevented the genocide that Azerbaijan was planning to commit in
Nagorno Karabagh.

Sumgait was an example of such intentions, and similar incidents would
have recurred had the volunteers from Armenia not come to support their
fellow Armenians. It is obvious that Artsakh cannot be returned into
the territory of a state that has implemented aggressive anti-Armenian
policies aimed at a genocide and still does not reject such policies.

Rustamian believes it is absurd to speak about Azerbaijan’s territorial
integrity including Karabagh. "The whole world should understand that
Armenia was and still remains the guarantor for the Karabagh people’s
right to self-determination," he noted.

Rustamian believes these is one factor in the Karabagh settlement
process that we tend to overlook: this is the international community
with whom we should seriously work to ensure that it comes to a
condition that it will recognize Nagorno Karabagh people’s right to
self-determination. Armenia should work in this direction like it
works towards international recognition of the Genocide.

Rustamian also commented on ARF’s participation in the upcoming
elections noting that the party’s proportional list is not finalized
yet. It is now under discussion and will be publicized once it is
completed.

Rustamian stated that the list will not carry any surprises or
unexpected names. Answering the question who will be in which position
on the list Rustamian noted that this is not a difficult task for the
ARF since such questions do not cause any internal party conflicts
within ARF.

number of international organizations to observe the
Armenian parliamentary election scheduled for May 12,
2007, reports the RA NA press office. Invitations were
addressed to the Parliamentary Assembly of the Council
of Europe, the OSCE Parliamentary Assembly, the
European Parliament and the CIS Parliamentary
Assembly.

Hrant Dink’s murder Turkish Historian Taner Akcam publishes his book
"A Shameful Act: The Armenian Genocide and the Question of Turkish
Responsibility". During the discussions of the book Professor Akcam
talked about the 1915 Armenian Genocide that claimed the lives of over
one million Armenians. He told how the Ottoman Turks responded to the
charge that they were committing genocide and how the current Turkish
government describes what happened. Independent French corespondent
Jean Eckiyan told the PanARMENIAN.Net journalist that the talk was
hosted by the Armenian Cultural Organization of Minnesota.

YEREVAN, February 20. /ARKA/. Armenia’s Foreign Minister Vardan
Oskanian congratulated the Editor-in-Chief of Armenian newspaper and
the staff of Lebanese Armenian Azdak ("Signal") on the 80th anniversary
of the newspaper.

"Azdak" started when the Armenian diaspora was experiencing hard
times of formation and made great contribution to protection and
development of Armenian life, says the FM’s letter of congratulation.

>From the beginning and up to now the editorial staff of Azdak, even
in unbelievable conditions, has showed will, vigor and courage and
ensured the uninterrupted publication of the newspaper, Oskanian said.

According to him, any periodical issued in Diaspora is something more
than just a mass media outlet: it performs an educational and cultural
mission to preserve the national traditions, the Armenian language
and Armenian upbringing. Azdak accomplishes its mission fully and
devotedly through its everyday efficient efforts, Oskanian said. He
pointed out the diversity in Azdak’s coverage of local, regional and
international events and particularly events taking place in Armenia.

According to Oskanian, the most important achievement of the newspaper
is the provision of the latest important news and information, which
is being then used by other diaspora media outlets.

Armenia’s FM also appreciated the newspaper’s contribution to
improvement of relations and development of partnership between
Armenia and Diaspora.

The 80th anniversary of Azdak is a remarkable event for its readers
as well, since on the newspaper’s pages they keep their finger on
the pulse of the past, present and the future of the Armenian people,
Oskanian said.

YEREVAN, FEBRUARY 20, NOYAN TAPAN. At the February 20 special sitting,
the RA National Assembly adopted in first reading the package of
amendments and additions in the RA Criminal Procedure Code and several
laws, which is conditioned by the necessity to bring the RA Criminal
Procedure Code and these laws into line with the RA Constitution.

The purpose of the proposed amendments and additions is to clarify the
powers of the RA Court of Appeal, improve the quality of complaints
filed to the RA Cassation Court through introduction of the institution
of lawyers accredited at the RA Cassation Court and the institution
of court sanctions, as well as through introduction of the new order
of appealing against interim court acts.

Le cinema armenien, de 1927 a 2007, sera a l’honneur a Marseille a
partir du 2 mars dans un festival unique en France avec 200 projections
et des retrospectives consacrees a des metteurs en scène d’origine
armenienne comme Robert Guediguian et Atom Egoyan.

"Dans le cadre de l’annee de l’Armenie en France, nous avons voulu
mettre un coup de projecteur sur ce cinema très riche mais aussi
meconnu", a explique un des co-organisateurs du festival, Julien Dikran
Harounyan, egalement president de la Jeunesse armenienne de France.

Tous les cinemas de Marseille, le centre de creation culturelle
La Friche de la Belle de mai et le cinema Le Miroir, rouvert pour
l’occasion par la municipalite dans le complexe de La Vieille Charite,
proposeront des projections de films armeniens durant trois mois.

La soiree d’ouverture, le 2 mars a La Friche, se tiendra en presence
du metteur en scène francais d’origine armenienne Robert Guediguian
et de certains de ses acteurs fetiches comme Jean-Pierre Daroussin
et Ariane Ascaride.

Outre une integrale Robert Guediguian et Artavazd Pelechan, le festival
presentera aussi des films de Sergueï Paradjanov, "une figure cle de
l’histoire moderne des images", selon la revue Les Cahiers du cinema,
co-organisatrice du festival, et du Canadien d’origine armenienne
Atom Egoyan (Ararat, le Voyage de Felicia…).

Le premier film muet armenien, "Namous", inedit dans les salles de
cinema, sera projete en clôture a l’Opera de Marseille. La bande
originale du film sera interpretee simultanement par des musiciens.

Les organisateurs ont travaille directement avec le centre national
du cinema armenien a Erevan, obtenant ainsi des films et documentaires
inedits en France, ont-ils indique.

"La programmation evoquera la memoire, qu’elle soit perdue ou
retrouvee", a indique le coordinateur des programmes, Philippe Berard,
en evoquant les massacres d’Armeniens par les Turcs entre 1915 et 1917.

Forte de 80.000 personnes, la communaute armenienne de Marseille est
la première de France.

February German Foreign Minister Frank-Walter Steinmeier will visit
Azerbaijan, Trend was told from the German Embassy in Azerbaijan.
The visit falls in the framework of the regional visit to the countries
of the South Caucasus. February 19 Mr. Steinmeier intends to hold
negotiations with Azerbaijani President Ilham Aliyev and Foreign
Minister Elmar Mammadyarov, as well as President of the state oil
company Rovnag Abudalaev. In the second half of the year the Minister
wil leave Baku for Tbilisi.

The OSCE Minsk Group Co-Chairs urge the parties to the Karabakh
conflict to refuse from initiatives, including those in the framework
of the UN General Assembly, which can harm the positive developments in
the negotiation process achieved during the last months.

The joint statement notes that on 14 and 15 February Co-Chars of the
OSCE Minsk Group Yuri Merzlyakov, Bernard Fassier and Matthew Bryza met
in Paris at the presence of the Personal Representative of the OSCE
Chairman-in-Office Andrzej Kasprzyk. The Co-Chairs expressed hope that
the parties will not miss the opportunity they have achieved during the
last few months of negotiations, and the Foreign Ministers of Armenia
and Azerbaijan will meet in the near future to eliminate the
disagreements on the basic principles of the future peace treaty.

Technical Inspection of Means of Transport in Armenia From 2008

TECHNICAL INSPECTION OF MEANS OF TRANSPORT TO BE IMPLEMENTED IN ARMENIA
FROM 2008 BY LICENSED COMPANIES

YEREVAN, FEBRUARY 16, NOYAN TAPAN. The RA Government affirmed at the
February 15 sitting the order of holding compulsory technical
inspection of means of transport in the RA. It is defined by the
document that compulsory technical inspection of means of transport is
implemented at the production basis of legal bodies or individual
entrepreneurs licensed in correspondence with the RA legislation, by
usage of means of technical diagnosis. The RA Ministry of Transport and
Communication, according to the order fixed by the RA law "On
Licensing" implements licensing of ones carrying out the technical
inspection and the control towards fulfillment of the licence
conditions. The Government affirmed by another decision the order of
licensing of the activiy of holding technical inspection of means of
transport in the RA and the types of licence. As Andranik Manukian, the
RA Minister of Transport and Communication stated after the sitting,
licensed companies which will be chosen by the competitive order,
termless, will implement the technical inspection starting from the
next year. The competition will be announced in May. It is envisaged
that 5 licensed companies will function in the republic. A.Manukian
mentioned that the companies must fulfill a number of demands for
getting the licence. Particularly, they must have territory of 1500
square km for placing lines for technical inspection and territory of
180 square metres for the construction. It was mentioned that there are
302 thousand 552 means of transport in the RA territory. According to
preliminary accountings, one line may serve 5200 cars a year. Cost of
one line makes 37-170 thousand dollars. It was mentioned that the
technical inspection of cars of below 5 year production will be held
once in two years, of cars implementing regular transportations will be
held twice a year, inspection of other cars will be held once a year.
A.Manukian also stated that the RA Public Services Coordinating
Committee defines tariffs for the technical inspection.
