Today the officials of the Customs Committee of Armenia and Russia
signed a document for conducting more clarified export of alcoholic
drinks. The deputies of the Customs Committee of Armenia and Russia
Gagik Khachatryan and Leonid Shornikov signed the document.

After the signing ceremony G. Khachatrayn answered to the journalists’
questions and said that the sides made some arrangements to exchange
in formation about the alcoholic drinks export and the problems rose
during it.

Besides, the sides made another arrangement to build second road to
transmit Armenian goods by "Caucasus" port.

AN INTERVIEW WITH NKR MINISTER OF FOREIGN AFFAIRS

On March 15th NKR President Bako Sahakian met with the stuff of
Ministry of Foreign Affairs. Our interview with NKR Minister
of Foreign Affairs Georgy Petrosian was round these and last
political events. – During the meeting of the NKR President with
the ministry’s stuff was underlined, that the ministry should
not only be engaged in the functions connected with the foreign
policy and negotiating process, but also it should be involved in
other spheres of the country’s vital activity. We ask to detail
the frameworks of your forthcoming activity. – The meeting was
very useful and effective. New approaches of NKR President Bako
Sahakian towards the foreign department were specified. Actually
we were offered to use a new format. We knew two primary problems –
negotiating process on peace settlement of Karabakh conflict and our
active work in the question of international recognition of NKR.
During the meeting one more interesting sphere was outlined for
us: it was systematization and comparison of all other departments’
works acting in NKR, having a relation to foreign economic relations.
The other important theme concerned information policy. Serious debate
concerning the form of realization and systematization of this policy
was developed. I think, this conversation will be still continued,
but actually before the MFA a task has been set to work out a new form
of relations with other organizations engaged in that sphere, which
will give a great result. The third question concerned expansion
of our representations abroad. For solution of this problem a new
format of activity, structural changes in the MFA are required.
– On March 14th General Assembly of the UN discussed the offer of
Azerbaijan connected with Karabakh conflict settlement. Please your
comments on the given question. – I think, a rather absurd case
took place, when the offer of Minsk Group, that it is impossible
to represent unilateral offer to the UN, was rejected by Azerbaijan
and as a result a very important thing took place. Azerbaijan set a
task, as a result 39 countries voted for that offer, and about 150
countries abstained or voted against (basic countries of the European
Union were among them). Co-chairs of OSCE Minsk Group also voted
against. I think, Azerbaijan has got a distinct signal, that forms
of unilateral pressure do not pass. This is the first. The second,
I think, that Azerbaijan has tried to prove its own people, that
it can appear before the society in such form. But important thing
took place: Azerbaijan has once again testified, that is against
peace settlement and is partial to achieve its purposes by a method
of pressure. And from that viewpoint our ministries of either RA,
or NKR have rather serious tasks. Actually NKR President has set a
task before us: to conduct a more active foreign policy.

And it concerns our two republics. Azerbaijan, making use of the
innerpolitical situation created in Armenia, realizes a complex
program. It is seriously concerned about recognition of Kosovo’s
independence by a number of countries and takes any step to prove first
of all its people and then the world community, that the precedent
of Kosovo does not extend on Karabakh, completely ignoring the fact,
that negotiations have proceeded for years, the axis of which is our
status. If we follow intently the step of Azerbaijan: to continue
to keep Armenia in a blockade, to organize constant provocation
in Azerbaijan-Karabakh contact line, to make an information war,
we’ll see, that Azerbaijan is in panic and anxiety caused by the
fact, that it has reached a deadlock. By results of the UN’s votes,
actually Azerbaijan has suffered the next defeat, though it tries to
prove its people, that it is a moral victory. Certainly, it doesn’t
mean, that it will not leave any influence. It will leave. Therefor,
a task is set before us, not to give a counter-attack, but to go
more steadily by own way. – Is it possible to compare the step of
Azerbaijan in the UN with its encroachment on border? – It once again
shows the aims set before this country’s management: it hasn’t turned
out well to compromise Karabakh by an attack and to celebrate its moral
victory. It tried in the UN to influence on the world community and it
actually again failed. and the latter was much bigger stroke for him.
– What influence have Armenian last weeks’ events on the country’s
international image and in that context whether they can affect
on Karabakh conflict settlement? – The post-election situation of
republic of Armenia is sorrowful. Taking the opportunity, I condole
with the families of victims. Any serious disagreement, which occurs
in a country, affects negatively on this country. I think, that last
steps of Azerbaijan have been caused by these events, when the moment
has come to reap the biggest fruits. – Whether intensity created
recently in the contact line is connected with innerpolitical situation
of Armenia or with forthcoming presidential elections of Azerbaijan,
which will be in autumn? – Of course, I have noted in the beginning,
that Azerbaijan makes a complex program – to try to take advantage
hastily of the created situation connected with recognition of Kosovo
and innerpolitical situation of Armenia. Coincidences are obvious. On
March 1st in Erevan post-election actions took place, during which,
unfortunately, there were also victims.

And on March 3-4 armed forces of Azerbaijan waged an attack. We
demanded from the co-chairs of OSCE Minsk Group to carry out an urgent
monitoring in the contact line. Azerbaijan didn’t allow the group to
pass its territory.

Again a proof, which tries to strain the relations, the result of
which, in my opinion, from psychological viewpoint is very bad for
Azerbaijan. I don’t exclude, that for decision of innerpolitical
question and an out put from undisturbing condition Azerbaijan will
keep intensity. We take corresponding steps for informing the OSCE
acting co-chairs. And we also expect, as we have noted in special
statement of the MFA, the OSCE will give a political estimation
about these events. I think, that the visit of Mr A.Kasprzhik to the
contact line will give bases to estimate more objectively, instead of
as always putting an equal-sign, accusing both parties. This case is
rather absurd. We’ve very precisely told, that if OSCE doesn’t give a
political estimation about this event, so with that it will encourage
Azerbaijan, which will give a free to its aspirations. In the end,
what is more important in that region, if not peace? We want peace
not because we are weak, but because it is profitable for all. Were
the victims, which Azerbaijan had in the contact line, necessary
for their parents? What problems do they solve today? Territorial
integrity? Tries to put pressure?

They will get an adequate pressure against the pressure. And it should

ArmInfo. ‘As a result of discussions in UN, Azerbaijan suffered
the next defeat in fact, though it tries to present it to its own
people as a moral victory. I think that an extraordinary event took
place: despite OSCE MG warnings that a one- sided document cannot
be presented to UN, Azerbaijan did it. 39 countries voted for the
Resolution and about 150 countries (among which EU countries are) were
either against or abstained from voting. OSCE MG cochair-countries
also voted against. I think that Azerbaijan was clearly signaled that
the methods of unilateral pressure will not do>, NKR Foreign Minister
Georgy Petrosyan said, when commenting on adoption of the Resolution
on Nagorno Karabakh by UN General Assembly to the "Azat Artsakh"
republican newspaper, ArmInfo special correspondent in Stepanakert

G. Petrosyan said that "Azerbaijan has proved once again that it
is against peaceful settlement and advocates force method of the
problem solution". He also said that Baku "is seriously concerned over
recognition of Kosovo independence by a number of countries and it
tires to prove, first of all, to its people and the world community,
that Kosovo is not a precedent for Karabakh, ignoring the fact that
the negotiating process, the key principle of which is our status, has
been underway for many years already" Asked is Azerbaijan’s initiative
to UN connected with intensification of the NKR and Azerbaijani Armed
Forces on the contact line, G. Petrosyan replied: "It has shown once
again what task was fulfilled by Azerbaijani authorities – discredit
Karabakh by attack, gain a moral victory, put pressure on the world
community through UN. In fact, the tasks turned out to be unfulfilled.

Moreover, it has become a greater strike for Baku".

The minister did not rule out that Azerbaijan will support tension to
solve the internal political problems. "We undertake adequate steps,
informing OSCE MG cochairmen. And, as it was noted in the Foreign
Ministry’s special statement, we expect that the OSCE will give
a political assessment to these events. I think that the visit of
Andrzej Kasprzyk to the contact line will give grounds for objective
assessments. This incident was extraordinary. We have clearly claimed
that if OSCE does not give a political assessment to these events,
it will encourage Azerbaijan to be more free in its ambitions",

Baku. Mahbuba Gasimbayli-APA. Azerbaijan National NGO Forum discussed
the resolution on Occupied Territories of Azerbaijan in UN General
Assembly, MP Azay Guliyev, Chairman of National NGO Forum stated
that adoption of the resolution in UN General Assembly was successful
for Azerbaijan.

"This proved just position of Azerbaijan," he said. Guliyev expressed
his gratitude to the countries voting for the resolution and regretted
that OSCE co-chair countries – the US, France and Russia voted against
the resolution.

Management Board of the Forum Rauf Zeyni presented the statement on the
resolution on the behalf of the body. The statement says that the OSCE
co-chair countries’ positions on the resolution shadow continuation of
their activity. Authors of the statement call Azerbaijan Government
to refuse mediation of OSCE MG and carry out urgent discussions with
OSCE. MP Gular Ahmadova, member of the Forum addressing the meeting
stated that OSCE MG ended in a fiasco and the Forum should appeal
to the President. Attendees considered that appeal to the President
was acceptable.

international organizations in connection with Azerbaijani soldier
Mukhtarov Yagub Allahverdi, 20, who was captured by Armenian
servicemen in March this year, necessary actions are being taken,
says the statement issued by the State Commission on Prisoners of War,
Hostages and Missing Persons. The statement says that representatives
of Armenian office of the International Committee of the Red Cross
(ICRC) visited Mukhtarov several times, concerned themselves with
his detention conditions and health.

The other part of the statement covers the criticism of the activity
of the State Commission on Prisoners of War, Hostages and Missing
Persons by media. According to the statement, Azerbaijani mass media
and NGOs are to be blamed for Samir Mammadov’s state after he was
captured and for his choosing the third country.

The State Commission states that the body is taking all necessary
measures for releasing all captives, as well as Yagub Mukhtarov and
the information will be released when necessary.

"Taking all this into account, the State Commission on Prisoners of
War, Hostages and Missing Persons recommends mass media to serve the
common interests and not to release unchecked and groundless reports,"
the statement says.

ARMENIAN MINISTER CRITICAL OF AZERI-SPONSORED UN RESOLUTION

Armenian Foreign Minister Vardan Oskanyan has criticized the
Azerbaijan-sponsored UN General Assembly resolution onthe Nagornyy
Karabakh conflict, Armenian Public TV has reported.

This resolution is hypocritical, will not benefit Azerbaijan and will
confuse the international community, Public TV quoted him as saying.

At the same time, he said that the UN resolution is a message aimed
at making Azerbaijan understand the moods of the international
community. It shows that the international community supports the
package that is currently on thenegotiating table and prioritizes the
principle of self-determination and the territorial integrity of
states, thetelevision quoted him as saying.

The OSCE Minsk Group co-chairs – the USA, France and Russia – voted
against the resolution on the situation on theoccupied Azerbaijani
territories at the UN General Assembly in New York. Over 100
countries abstained from voting, 34countries voted for and seven
against the resolution. None of the member countries of the EU backed
the resolution,Armenian Public TV said.

Armenia’s Sargsyan says seeks dialogue with opposition

Armenia’s Prime Minister and President-elect Serzh Sargsyan hopes he
will be able to establish a constructive dialogue with the opposition
led by Levon Ter-Petrosian.

"If Levon Ter-Petrosian [ex-candidate for the presidency] will
continue to reject the Supreme Court’s decision [confirming the
legitimacy of Sargsyan’s victory in the presidential election] and
regard me as a bandit and a leader of the Mongol-Tatar yoke, I will
treat him adequately," Sargsyan said in a televised interview on
Thursday.

"If he changes his view, I will change mine," the premier said,
adding that he has been meeting with various politicians, including
those in the opposition, since March 2.

"I have held more than 30 meetings with leaders of various political
movements in opposition," Sargsyan said.

Armenian authorities are responsible for events that took place om
March 1. Newly elected president of Armenia, acting prime minister
Serzh Sarkisyan made the statement while speaking in national TV live
broadcast on March 13.

Serzh Sarkisyan reminded that he repeatedly warned that such scenario
was possible, and almost all candidates spoke about it in the election
campaign. "But we failed to prevent it, which makes us responsible for
what happened," he said. At the same time, Sarkisyan is convinced,
it is not timely now to evaluate, what side is more to blame. It is
time to think about how to deal with the consequences.

Commenting on the question about the police being prepared enough
for the events of March 1-2 and often acting just silly, Sarkisyan
remarked that the facts were just another evidence that the police had
not initially been prepared to suppress the protesters. He admitted,
at the same time, that the police was not sufficiently equipped,
in many respects worse than the army.

The authorities did their best to prevent the clashes, he asserted.

"Allegations stating that the protesters were suggested to hold their
actions only on the square of the Dynamo Sport Complex and the railway
station square, are false. Officers of the law-enforcement agencies
asked the protesters to proceed to the square before the Matenadaran
Institute of Ancient Manuscripts. But the offer was rejected since it
was when Levon Ter-Petrosyan had already issued instruction to deploy
the rally before the French embassy. Then they set up barricades there,
and did not follow appeals of the police to avoid illegal action,"
Sarkisyan accounted.

Answering the question on whether guns were used against the
protesters: "No, not against the protesters. We are speaking here of
people who performed plunder, and of armed people," Serzh Sarkisyan
explained. He stressed the strict distinction between armed people
and protesters. The country’s legislation contains regulations on
cases in which law enforcement officers have the right to use weapons,
he has reminded.

Sarkisyan observed that in a regular situation, his victory and
following merger of political forces could become a holiday. But the
post-election events smashed not only the election process, but the
people and the country.

Commenting of the question about whether employees of law-enforcement
agencies are going to be prosecuted, Sarkisyan has emphasized that
all facts are being examined in criminal proceedings. "Not a single
innocent person will be held accountable, but all the guilty will be
punished," he said.

In the presidential election of February 19 in Armenia, prime minister
Serzh Sarkisyan was elected head of state. According to official CEC
data, he received 52.82% of ballots. Opposition candidate Ter-Petrosyan
followed him with 21.5% of votes.

Radical opposition headed by Levon Ter-Petrosyan organized protest
rallies, demanding that new election be held. On March 1, in a clash
of a protesters with the police, eight people were killed, according
to official data. The riot has been stopped after a state of emergency
was declared in Yerevan.

Constitutional Court of Armenia has confirmed victory of the
governmental candidate Serzh Sarkisyan.

Yerevan, 12 March: Armenia has assured NATO that regardless of the
recent events in the country, the implementationof defence reforms
will continue without any obstacles.

Members of the Armenian delegation stated about this at a meeting
with the NATO secretary general’s specialrepresentative for the South
Caucasus and Central Asia, Robert Simmons, the press service of the
Armenian ForeignMinistry told Mediamax news agency.

Armenia’s progress report on the Planning and Review Process (PARP)
of the Partnership for Peace programme andnew Partnership Goals was
discussed at a session of NATO’s Political-Military Steering Committee
on 10 March inBrussels.

Simmons was briefed on the legal and other basis for the moves taken
by the Armenian authorities. The NATO secretary general’s special
representative voiced hope that the situation will stabilize as soon
as possible and stated aboutthe alliance’s readiness to develop and
expand ties with Armenia.

YEREVAN, March 13. /ARKA/. The Converse Bank, ACBA-Credit Agricole
Bank, Araratbank, Ardshininvestbank and Armeconombank are the top
five leaders of ARKA’s fourth quarterly press-rating in 2007.

The Armenian press was active in covering activities of Armenian
banks in October-December 2007 (214.4% increase compared with the
corresponding period in 2006). The share of negative press-signals
was 3.4% in 2007 against 4.4% in the reporting period.

The increase of information on the following headings was as follows:
General (from 38.7% to 49.8%), Banking Activities in Figures
(15.5%-17%), Customers and Service (3.7%-5.1%), Banks’ Economic
Forecasts and Opinions (5.9%-6.5%).

The share of the heading Bank Development Policy decreased from 26.2%
to 21.6% in the period under review.

In general, information on banks increased in the fourth quarterly
period of 2007.

In the reporting period, the ACBA-Credit Agricole Bank was the
leader on two out of five main headings: General (with 104.96 index),
Customers and Service (with 40.96 index). The Converse Bank was the
most active in reporting information about the Bank Development Policy
(with 251.16 index) and Banks’ Economic Forecasts and Opinions (with
23.04 index).

The Ardshininvestbank ranked first in covering information about the
Banking Activities in Figures (with 99.97 index).

Six banks covered information on the above-mentioned headings in the
fourth quarterly period of 2007 against five banks in the corresponding
period in 2006.

The press-rating of the ARKA News Agency is based on the
financial-economic indicators of Armenian banks and media coverage
of banking activities. ARKA believes the more active is the press
coverage of the banks, the more effective are banking activities.

The subject of the ARKA News Agency’s analysis is the actual
information on banks, not advertisement.
