The delegation led by US Assistant Secretary of State for European and Eurasian Affairs Karen Donfried visited the Armenian Genocide Memorial on June 18 accompanied by RA Deputy Foreign Minister Paruyr Hovhannisyan and U.S. Ambassador to Armenia Lynne Tracy.

The guests were welcomed by the Deputy Scientific Director of the Armenian Genocide Museum-Institute Edita Gzoyan, who presented the story of the 3 khachkars placed in Tsitsernakaberd Park and dedicated to the memory of the Armenians who perished during the ethnic cleansing of the Armenian population within Azerbaijan at the end of the last century. Edita Gzoyan also touched upon the historical and legal aspects of the Artsakh issue, and presented Azerbaijan’s anti-Armenian actions and propaganda.

Edita Gzoyan also introduced to the guests the history of the creation of the Armenian Genocide Memorial.

Karen Donfried laid a wreath at the Genocide Monument, and then the members of the US delegation laid flowers at the Eternal Fire and observed a minute of silence in memory of the innocent martyrs of the Armenian Genocide.

Mirzoyan to Aliyev: ‘Karabakh Issue Still Exists’

A day after President Ilham Aliyev of Azerbaijan overtly threatened war against Armenia if it continued to oppose a proposed land corridor through Armenia, Foreign Minister Ararat Mirzoyan blasted Aliyev saying that his “destructive” assertions call into question Baku’s commitment to peace in the region.

In remarks made at an international conference in Baku, Aliyev also threatened Armenia, and any international entity, if they continue to insist that the Karabakh conflict has not been settled, claiming that with the 2020 war conflict was settled, hence there is no place called Karabakh.

In an interview with Armenpress on Friday, Mirzoyan responded to Aliyev’s statement and when asked to comment about the Azerbaijani leader’s accusation that Armenia was not being sincere in the peace process, Mirzoyan said that Azerbaijan must take “practical and sincere steps” toward that end.

“It is also obvious that for the success of these efforts, it is necessary to address the entire set of existing problems that have caused the conflict in order to find a solution acceptable to all parties. In this context, the statements made by official Baku that Nagorno-Karabakh conflict has been solved are at least not understood or, moreover, cast doubt on the sincerity of the Azerbaijani authorities’ intention to achieve peace,” Mirzoyan told Armenpress.

‘No matter what statements are made, the Nagorno-Karabakh issue will continue to exist as long as the issues of security, sufficient guarantees for the protection of all rights of the Armenians of Artsakh, and the status of Nagorno-Karabakh arising from them are not addressed. In the modern world, the situation created by the use of force cannot be the solution to a problem,” added Mirzoyan.

“The assertion that as a result of the use of force even Nagorno Karabakh does not exist, does not speak about the constructiveness of Azerbaijan. Needless to say that this, of course, corresponds neither to the de-facto reality, the most important part of which is the existence of Artsakh Armenians in Artsakh and the presence of Russian peacekeeping forces to ensure their security, nor the November 9 trilateral declaration, which stopped the war and clearly defines the existence of Nagorno Karabakh,” explained Mirzoyan.

“The same can be said about the statements of the Azerbaijani authorities on the non-existence of the OSCE Minsk Group Co-Chairs. First of all, no one has suspended it or can suspend the international mandate of the Co-chairs to contribute to the political settlement of the Nagorno Karabakh conflict without the relevant decision of the international institute defining it. In that case, it is incomprehensible that if the parties really want to negotiate sincerely—to find mutually acceptable solutions, to achieve a stable, comprehensive peace—then why should those talks not take place in the OSCE Minsk Group Co-chairs’ format? A format which has the clear support of the international community and not using its experience and potential is simply not logical and reasonable,” said Mirzoyan.

Armenia’s top diplomat reiterated Yerevan’s commitment to fulfilling the provisions of the agreements between Russia, Armenia and Azerbaijan, and said that Armenia has entered the talks in “good faith.”

“The process would advance more smoothy if there are no statements by Azerbaijan about extraterritorial corridors, which have nothing to do with the trilateral declaration of November 9, as well as with the commitments assumed by the [other] statements,” said Mirzoyan.

“As for Azerbaijan’s efforts to draw parallels between the Lachin corridor and the regional transport routes to be unblocked, they obviously cannot have the same status, at least arising from the provisions of the trilateral declaration signed on November 9, 2020, which clearly defines the status of the Lachin corridor,” explained the foreign minister. “Nagorno Karabakh and the Nakhichevan Autonomous Republic have different statuses, different neighborhoods, different security environments. Accordingly, their relations with Armenia and Azerbaijan cannot be identical.”

Mirzoyan said that Azerbaijan is delaying the process of unblocking transport links, adding that Yerevan is for that process through the provisions of the agreements that stress “the sovereignty of the countries and jurisdiction over roads.”

Earlier on Friday, Mirzoyan met with Secretary General of the Council of Europe Marija Pejčinović Burić who is in Yerevan. The two reportedly discussed the settlement of the Nagorno Karabakh conflict, the consequences of the aggression against Artsakh in 2020, and the issues of normalization of relations between Armenia and Azerbaijan.

“I particularly emphasized the fact that by attempting to resolve the Nagorno Karabakh conflict by the use of force in 2020, as well as by invading the sovereign territory of Armenia, Azerbaijan has grossly violated its commitments undertaken when ascending to the Council of Europe, and this must be properly addressed by the Council of Europe and its member-states,” Mirzoyan told the visiting secretary-general.

He said that on the road to establishing peace and stability in the region, “addressing of the Nagorno Karabakh conflict is fundamental, which should include the provisions of ensuring the security and all the rights of the people of Artsakh, and final determination of the status of Nagorno Karabakh.”

“The people of Artsakh have the same rights as everyone and the fact of being in the conflict zone cannot deprive the Armenians of Artsakh of their universal fundamental rights,” added Mirzoyan.

He also discussed the humanitarian issues that have arisen as a result of the 2020 war, specifically the return of Armenian prisoners of war, who are being held captive in Azerbaijan.

“The humanitarian issues resulting from the aggression unleashed against Artsakh—the return of Armenian prisoners of war held in Azerbaijan and the humanitarian access to Artsakk—remain unresolved, the politicization of which is unacceptable,” Mirzoyan told the Council of Europe president.

“The Anti-Armenian and warmongering rhetoric, physical and psychological terror against the civilian population are unacceptable in the same way,” said Mirzoyan.

“We believe that the Council of Europe, its relevant bodies and leaders should be more determined, at least when it comes to the issues of Armenian prisoners of war and the humanitarian access to Artsakh, and put their utmost effort so that the the interim decisions of the European Court of Human Rights, PACE Resolutions and the provisions of the memorandum of the Commissioner for Human Rights issues on November 8, 2021, are being respected,” Mirzoyan added.

ArmInfo. U.S. Assistant Secretary of State for European and Asian Affairs Karen Donfried, who visited Baku on June 15-16, briefed a group of journalists Thursday  evening, Turan reports. 

In her opening remarks and during her answers to questions, she  limited the range of topics. These included issues of regional  security and cooperation, the war in Ukraine, and Azerbaijan’s role  and importance in these processes.

As opposed to other high-ranking U.S. diplomats, Donfried lectured  rather than responded to the questions posed. She tried to use  general phrases, avoiding specifics.

Reporting about the fruitful meeting with President Ilham Aliyev, she  did not disclose its content. When asked by Turan whether she had  discussed facts of violations of freedoms and human rights, Donfried  avoided giving a clear answer as saying that fundamental freedoms are  a priority for the US.

There have been recent threats from various Russian political circles  against Azerbaijan, including a call for a nuclear strike against its  oil infrastructure. Will the U.S. be ready to help Azerbaijan in case  of such aggression? This was also met with an evasive response, the  essence of which was that the aggression against Ukraine was  unprovoked, it was terrible, and Azerbaijan was right to provide  moral and humanitarian support to Kiev.

Asked about prospects of the Karabakh settlement and the development  of energy cooperation between Azerbaijan and the West, she voiced an  appeal for peaceful coexistence and the Azerbaijan’s large role in  the energy security of Europe and the region.

Summing up the meeting results, it can be concluded that the purpose  of the regional visit of Karen Donfried is much wider than the raised  issues, and the message that Washington wants to convey to the  countries of the South Caucasus is as follows

1) It is obvious for the South Caucasus countries that the prospects  for their well-being and sovereignty largely depend on the resolution  of local conflicts and above all in Karabakh. In this case, the West  should not be excluded as mediators.

2) In this case, one can count on collective and effective assistance  from the West.

3) The Biden administration has become more active in the South  Caucasus region, and regular visits of senior Washington officials,  personal communication between Secretary Blinken and the leaders of  the three countries, and messages from President Biden himself bear  witness to this.

4) Facts of violations of human rights and freedoms, while remaining  a priority, take a back seat to this case, and will not be the  subject of pressure from Washington.

5) The U.S. intends to prevent Ukraine’s defeat, and seeks to  maximize the coalition of countries in support of Kiev.

Another important conclusion is that, in contrast to the Trump  administration, the current U.S. leadership does not want to let the  situation in the South Caucasus go unchecked.

For official Baku, this is a favorable outcome, as it allows a  balance between Moscow and Washington.  However, improving relations  with the U.S. would require an improvement in democracy and a softer  stance on the Karabakh issue.

The Prime Minister attached importance to the close cooperation and permanent dialogue between the Armenian parliament and the OSCE PA. Nikol Pashinyan referred to the democratic reforms being implemented in Armenia and stressed the important role of the international community in their effective implementation. Margareta Cederfelt highly appreciated the cooperation with the Armenian parliamentary delegation, noted the latter’s dynamic activity in the Assembly. She welcomed the democratic reforms of the Republic of Armenia and highly assessed the holding of the snap parliamentary elections in accordance with international standards in 2021.

At the request of the OSCE PA President, the Prime Minister referred to the domestic political situation in Armenia, the processes taking place in the South Caucasus, and presented the situation around Nagorno Karabakh.

The Prime Minister highlighted regional stability and peace and stressed the need for an adequate response by the international community to provocative statements and actions undermining regional stability, as well as to the steps aimed at destroying Armenian cultural heritage in areas that have passed under Azerbaijani control.

At the same time, Prime Minister Pashinyan stressed the need for a comprehensive settlement of the Nagorno-Karabakh conflict within the framework of the OSCE Minsk Group.

YEREVAN, JUNE 9, ARMENPRESS. Foreign Minister of Russia Sergei Lavrov visited the Armenian Genocide Memorial in Yerevan to pay tribute to the memory of the victims, the Armenian Foreign Ministry said.

Sergei Lavrov arrived in Armenia on a working visit on June 8.

Russia in favour of full normalization of Armenia-Azerbaijan ties: Lavrov

YEREVAN: Russia will help normalise relations between Armenia and Azerbaijan, Russian Foreign Minister Sergei Lavrov said.

Lavrov stressed the importance of continuing to push ahead the process of normalising Armenia-Azerbaijan ties during a joint press conference with his Armenian counterpart Ararat Mirzoyan after their meeting on Thursday as per reports.

“We all believe, in my opinion, that the process is moving forward. It’s possible that a faster approach would be preferable “Russia would attempt to contribute to the process in every way possible, said the visiting Russian Foreign Minister. He praised the Armenia-Azerbaijan Line Commissions’ efforts to demarcate the border, stating Russia is willing to provide consulting assistance in this regard.

Meanwhile, Russian Foreign Minister Sergei Lavrov pledged that any agreement to improve economic and transportation communications in the South Caucasus will fully respect Armenia’s sovereignty. 

For his part, Mirzoyan praised Russia’s contribution to sustaining peace in the Nagorno-Karabakh region.  He said that Armenia is interested in reactivating the Minsk Group Co-Chairmanship of the OSCE (Organisation for Security and Cooperation in Europe).

Lavrov arrived in Armenia on Wednesday for a working visit.

The competition, which has largely taken the place of friendlies in the international calendar, is an important one for Scotland – it is how they qualified for Euro 2020 and qualification for the next European Championships is a possibility from this tranche of Nations League fixtures.

The competition involves 55 countries and will run alongside qualifying for the European Championship in 2024. The idea for a Nations League was first mooted in 2011, before being adopted in March 2014. The main aim of the Nations League tournament is to give teams more competitive matches.

Nations League rankings will decide the make-up of the draw pots for the European Qualifiers while providing teams with another entry route into the European Championships.

Teams will have more competitive matches against teams of a similar ranking to them – aiming to result in more competitive, and hopefully entertaining, encounters.

Armenia come to Scotland buoyant after defeating Republic of Ireland in what is considered a shock in matchday one. Stephen Kenny’s side was beaten 1-0 in Yerevan.

Scotland will be without Lyndon Dykes who has withdrawn, his place could be taken by Ross Stewart. Doubts remain over Nathan Patterson’s fitness. Ryan Jack withdrew from the squad before defeat by Ukraine, replaced by Allan Campbell, while Kieran Tierney’s injury forced his omission from Steve Clarke’s selection options.

Scotland’s recent run of eight games without defeat ended by Ukraine, however they are without a win in their last three games – but Armenia have won two of their last three matches, having defeated Montenegro in March.

After Hampden they meet again in Yerevan on June 14.

Scotland have never played Armenia before so the two matches within the space of the next week will prove to be the first and set the tone for the teams match-ups going forward.

Most recently Rangers were in Armenia to face Alashkert in the Europa League play-off last year.

Opposition MP: Reforms in Armenian army are slow or nonexistent

MP Tigran Abrahamyan, who represents the opposition With Honor (Pativ Unem) bloc, claims the promised reforms in the Armenian army are slow or lack at all.

In a public post on Facebook on Friday, the lawmaker highlighted that after the 2020 war in Artsakh, Azerbaijan set up four new military units of special forces, known as commando units under the model of the Turkish military as part of its army reforms.

According to the Azerbaijani media reports, they were fully trained at Turkish training grounds or other facilities intended for the training of special troops.

“It is envisaged that in the future some of these units will be trained in Azerbaijan with Turkey’s active involvement. I will talk about the army corps and military units of border troops created and restructured separately,” Abrahamyan said.

“Meanwhile, Armenia’s defense minister still talks about private canteens opened three years ago, servicemen go missing at the border in unknown circumstances, troops are on duty in tents in some key border areas and reforms in the military are slow or nonexistent because the minister does not like it. Unfortunately, this series could be continued,” the MP noted, rejecting the authorities’ statements on an “era of peace”.

During her visit to Buenos Aires, Director of ARMENPRESS news agency Narine Nazaryan was hosted by local Armenian community and media organizations, discussed the mission of the media in strengthening ties between the homeland and the Diaspora and the need to intensify coverage of the life of the Armenian communities around the world.

Narine Nazaryan and Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to Argentina Hovhannes Virabyan first visited the Armenian Cathedral of St. Gregory the Illuminator in Buenos Aires, where the clergy addressed a prayer to God on the occasion of the guest’s visit from Armenia. They were then received by Archbishop Gisak Muradyan, Primate of the Diocese of the Armenian Apostolic Church in Argentina and Chile, wishing the Armenian state news agency good luck in its patriotic mission.

The meeting was attended by the President of the “Armenian Center” Carlos Vardi Manukyan, churchmen, members of the Board of Trustees. The role of the “Armenian Center” with its 100-year-old biography was greatly emphasized in the community life.

Narine Nazaryan presented the agency’s work in recent years, both in terms of content diversification, the use of wider dissemination tools, the introduction of new languages, coverage of community structures and coverage of events in the Armenian communities around the world. Emiliano Lomlomdjian made a very strong observation, emphasizing that the Armenian communities of different countries should be active in cooperation with each other, in the coverage of each other, citing as an example the active involvement of “Nor Sevan” in the coverage of the Armenian community in Istanbul.
