Defense Minister Safar Abiyev said on Friday that the frequent shooting
on the Armenia-Azerbaijan frontline has heightened the tensions.

Abiyev expressed his regret that the frequent ceasefire violations
by Armenia of late have caused casualties in the Azerbaijani army.

“The breaches have become regular. Another soldier of ours died in
the line of fire on Thursday,” he said.

SABINE FREIZER: KARABAKH CONFLICT NOT FROZEN

/PanARMENIAN.Net/ Sabine Freizer, Caucasus project director for
the International Crisis Group, said March 28 in Washington that
the Nagorno Karabakh conflict is not a frozen conflict. “There are
still people being killed regularly,” she underlined. As many as 19
people, including eight civilians, have been killed in cease-fire
violations over the past month, following inconclusive peace talks in
Rambouillet, she said. As many as 90 people were killed in 2005. She
said renewed warfare does not seem imminent but could be triggered by
“an unraveling” along the tense, heavily armed confrontation line.

Many of the Armenian-occupied towns outside of Nagorno Karabakh
have been destroyed and would require substantial rebuilding,
Freizer said. The region is especially sensitive because of its
geography. Renewed fighting in Nagorno Karabakh potentially could
involve Russia, Iran, the Republic of Georgia and Turkey, Freizer said,
reported Trend news agency.

In the evening of March 28 the AN-12 cargo plane of Felix Avia Company
crashed 40 km south of Tehran. The plane landed in Tehran, unloaded,
and flew to the city of Sharja, UAE. But the crew of the ship had to
land halfway. Gayaneh Davtyan, the head of the press service of the
Civil Aviation under the Government of Armenia, informed the cargo
plane met a flight of birds and was forced to land. The birds appeared
in the engines of the plane, and the crew was forced to an emergency
landing. Besides the six members of the main crew there was a standby
crew of six members. The plane was to carry out another flight from
Sharja but after the landing the 12 people on board hardly left the
ship on time, for the plane ignited and burnt down.

According to the press service of the Civil Aviation, Felix Avia is
registered in the Republic of Armenia and transports goods by cargo
planes only. The accident happened during a charter flight.

PRESIDENT’S PRESS SECRETARY DISPROVES PUBLICATION OF “KOMERSANT” NEWSPAPER ABOUT COMPENSATING RISE IN GAS PRICE

Mar 25 2006

YEREVAN, MARCH 25, NOYAN TAPAN – ARMENIANS TODAY. Victor Soghomonian,
the RA President’s Press Secretary disproved the information of the
“Komersant” newspaper, according to what Russia agreed to compensate
the rise in the gas price by selling armament to Armenia at low
prices. “I must say that I have read today’s publication of the Russian
“Komersant” newspaper with surprise,” Mrs. Soghomonian mentioned
in the interview to the Noyan Tapan correspondent. “I cann’t reason
why the authors of the publication made such imaginary insistences
and then made conclusions going far away. But, however, I consider
necessary to probably say that this article in today’s publication of
the “Komersant” newspaper where it is said that as a compensation for
raising the tariffs for the Russian gas, Armenia will buy armament
from Russia at low prices, has no connection with the reality,”
the RA President’s Press Secretary emphasized.

EU to Become Engaged in South Caucasus

EU TO BECOME ENGAGED IN SOUTH CAUCASUS

Lragir.am
25 March 06

Apparently, the EU is going to enhance its efforts in the Karabakh
conflict zone. The report of the International Crisis Group, which
upholds deeper engagement of the EU in the settlement of the South
Caucasian conflicts, is not accidental. The head of the General
Department of Information under NKR President Alexander Grigoryan
believes that as long as the OSCE Minsk Group deals with the
settlement, the efforts of all the other organizations will not be
effective. `The EU is deeply interested in having stability in its
adjacent territories to be able to use the resources of these
territories, particularly, the Azerbaijani oil and gas. I think the EU
can work out a program of assistance to the reconstruction of the
post-conflict territories.

Most probably, in the counseling report a buffer zone is concerned,
which is not inhabited. It might be related to possible tensions
caused by the nuclear program of Iran. Although, I think, tensions in
the region are probable.

Of course, with this state of things, when Russian forces are
stationed in Georgia and Armenia, the U.S. mobile forces may be
deployed in Azerbaijan, and for the EU, which is not present in the
region, it will not be easy to take action against rising
tensions. Therefore, I think, in the nearest future the engagement of
the EU will be indirect and will be confined to counseling reports
without any pressure,’ said Alexander Grigoryan.

The head of the Political Department of the NKR Ministry of Foreign
Affairs Irina Beglaryan said the Ministry of Foreign Affairs shares
the intention of the international community to prevent fully-fledged
wars near the borders of Europe. `In this context we endorse every
effort to establish peace and stability in the South Caucasus and to
settle the Karabakh conflict.

The aspiration of the European organizations is clear: to become more
deeply engaged in the settlement of the South Caucasian conflicts to
guarantee their own security. However, the mechanisms offered in the
report of the International Crisis Group are not applicable, for they
do not reflect the essence of the Karabakh conflict,’ said Irina
Beglaryan. As a positive aspect of the report the foreign ministry
official points out the engagement of the unrecognized countries of
the South Caucasus in the EU integration processes, as well as
parliamentary dialogue.

As to the participation of the EU Special Representative in the talks
under the auspices of the OSCE Minsk Group, it will, on the one hand,
bring a fresh breath into the talks, and on the other hand, will
decentralize efforts.

`At the same time, I would like to state that no format of the
mediators will compensate for the absence of NKR, directly involved in
the conflict, in the talks,’ said Irina Beglaryan.

Zardusht Alizade: There Is No Hope for `Imposed Peace’

25.03.2006 00:43 GMT+04:00

/PanARMENIAN.Net/ `With extrapolation of the current situation to the
future without taking into account the possibility of a miracle, the
future of the South Caucasus seems sad,’ Azeri political scientist
Zardusht Alizade stated in an interview with PanARMENIAN.Net. `Without
the settlement of the Nagorno Karabakh conflict on the basis of a
compromise our nations and states will keep on hostility,’ he
noted. In his words, no regional or continental integration will break
through the strong redoubt of national myths and corporate interests
of the ruling elite. `There is no hope for `an imposed peace’
either. Over the availability of conflicts the waters in the South
Caucasus are troubled and economic and geopolitical fish is easily
caught here,’ Alizade added.

Dallakian on Alexan Haroutiunian’s Initiative Re Govm’t TV Programs

VICTOR DALLAKIAN: ALEXAN HAROUTIUNIAN’S INITIATIVE ADDRESSED AGAINST
OPPOSITION AT PRESENT STAGE

YEREVAN, MARCH 24, NOYAN TAPAN. The initiative of Alexan Haroutiunian,
the Chairman of the Public Television and Radio Company Council of
Armenia to take from the NA regulations-law the demand of broadcasting
programs concerning the Parliament is addressed against the opposition
at the present stage. Victor Dallakian, the Secretary of the NA
“Ardaroutiun” faction expressed this opinion at the March 24
briefing. “So, the opposition has a small opportunity to express
itself on live broadcast, they make an attempt to deprive it of that
opporitunity as well at the pre-electoral stage,” Dallakian
mentioned. But, according to him, “the problem is more fundamental.”
In his opinion, the future Parliament must have a clear issue
concerning broadcasting the state official programs on a TV and
radio. This practice is used particularly is Sweden, where separate
programs concerning the activity of the Parliament, Government,
judicial and other state bodies are broadcast on such a channel.

Touching upon the current developments of the inner-political life,
the deputy mentioned that he is sorry for the happened with Artashes
Toumanian, the former head of the RA President’s staff. He respects
A.Toumanian and considers him to be serious, completed
politician. “And from the political viewpoint, I suppose the one that
happened to him to be a political vandalism and retribution. If
Artashes Toumanian had problems with laws, one must touch it upon
within the period of time he was the head of the President’s staff,”
Victor Dallakian emphasized. As for the discussion of the case of
disputing the legality of building processes of the Yerevan center at
the Constitutional Court, in Dallakian’s opinion, this was
dramatized. According to him, an attempt is made to make legal with
the help of the Constitutional Court the actions taken place by
violating the Constitution acted before. Victor Dallakian treats
calmly to former RA Internal Affairs Minister Vano Siradeghian’s
interview expected in the March 25 issue of the “Haykakan Zhamanak”
(Armenian Time) daily, what is in essense former Minister’s
“appearing.”

Visit of Dartmouth conference co-chairs to region symptomatic

DeFacto Agency, Armenia
March 23 2006

`VISIT OF DARTMOUTH CONFERENCE WORKING GROUP CO-CHAIRS TO REGION IS
QUITE SYMPTOMATIC’, ARAM G. SARGSYAN BELIEVES

The Co-Chairs of the working group on Nagorno Karabakh within frames
of the Russian-American Dartmouth Conference for the regional
conflicts Harold Saunders and Vitaly Naumkin intend to visit
Azerbaijan, Armenia and NKR. March 27-28 they will visit Baku, March
29-30 – Yerevan, and then the Co-Chair will leave for Stepanakert. To
note, the forthcoming visit is the first in the history of the
Dartmouth process on Nagorno Karabakh that began in October 2001. A
member of the Armenian delegation, RA Democratic Party leader Aram G.
Sargsyan told about the goals and program of the Co-Chairs’ visit.
– What is the principal goal of a visit of the Co-Chairs of the
working group on Nagorno Karabakh within the frames of the
Russian-American Dartmouth Conference?
– During 4-5 years the working group on Nagorno Karabakh within the
frames of the Russian-American Dartmouth Conference worked to secure
any agreement with the three parties – delegations of the Azeri,
Armenian and Nagorno Karabakh public. The talks’ first rounds were
very complicated, as the sides mainly exchanged mutual claims. We
reached a consensus concerning the Framework Agreement’s text only by
the eighth – ninth round of the negotiations. At first the text was
titled `Framework Agreement on the Peaceful Process in the Region of
Azerbaijan, Armenia and Nagorno Karabakh’. Later, in the course of
the ninth round, the Azeri party requested that an expression `in the
region of Azerbaijan, Armenia and Nagorno Karabakh’ should be
withdrawn.
In my onion – actually, other participants of the dialogue on
Karabakh share this viewpoint as well – we have attained a very
important outcome. First, it is the only format of the talks with the
Karabakh party’s participation. That is to say, for the first time
during the whole history of the Karabakh issue settlement the three
parties have reached a consensus on the fact that only peace process,
and yet full-scale, involving general public, can result in a stable
peace in the region. I am absolutely sure that the very approach is
correct and long-term, as the search for a political solution of the
Karabakh issue, in my deep conviction, is a deadlock. I am aware of
the fact that after everything done by the OSCE Minsk group, so many
meetings conducted between the Armenian and Azeri Presidents, it is
quite difficult to deny it even from the psychological point of view.

I believe the new ideas should be thoroughly transformed in a
peaceful process on the Karabakh conflict settlement. It is not only
my own viewpoint, those participating in the talks within the
Dartmouth Conference frames, who approved the draft Framework
Agreement, share my opinion as well. The Co-Chairs of the working
group on Karabakh Harold Saunders – the former U.S. Deputy State
Secretary, an experienced diplomat, and Vitaly Naumkin – President of
the Center for Strategic Studies, a famous politologist, as well as
their assistants Philip Stewart and Irina Zvyaginskaya, will arrive
in the region in the near future. The principal goal of the visit is
propaganda of the draft Framework Agreement on the peaceful process
and seconding efforts of representatives of the three countries’
public.
– What is the visit’s program?
– It is a very short visit: 27-28 they will be in Baku, 29-30 – in
Yerevan, March 31 – April 1 the delegation will visit Stepanakert. We
plan to conduct `a round table’ with the Armenian experts’
participation in Yerevan. Meetings with leaders of the RA political
parties have been scheduled. A meeting with the Armenian delegation
taking part in the talks within the Dartmouth Conference frames is to
be held. The official meetings are not ruled out; however, the issue
is being coordinated with RA Ministry of Foreign Affairs. A meeting
with Chair of the Permanent Parliamentary Commission for Foreign
Issues Armen Rustamyan has already been charted. Harold Saunders and
Vitaly Naumkin will also participate in a press conference. I would
like to note that it is the visit’s preliminary program; it is quite
possible that modifications may be made in it.
-The Dartmouth process on Karabakh has been lasting for five years.
However, only now the working group Co-Chairs Harold Saunders and
Vitaly Naumkin found it necessary to visit the region. How can you
comment on the fact? In your opinion, is the forthcoming visit
connected with the failure of the Armenian and Azeri Presidents’
Rambouillet meeting?
– First of all, the visit is conditioned by the fact that, as I have
already mentioned, we have finally reached a consensus in the course
of the ninth round of the talks for such a long period of time.
However, undoubtedly, I link the visit with the Kocharyan-Aliyev
Presidents’ meeting in Rambouillet. I should say that the OSCE Minsk
group is quite well informed of the steps being undertaken by our
working group. RF MFA and the U.S. State Department follow the
process very actively. Our working group on Karabakh is a sort of a
model group that elaborates possible levels of consent between the
nations. During a year we published the draft Framework Agreement in
press several times. I suggested (not directly, but via mass media)
that the Armenian authorities should consider the issue. However,
representatives of the leadership have not responded to my proposal.
Meanwhile, the Nagorno Karabakh authorities have treated the document
very positively.
– Has the Azeri leadership reacted upon the project?
– I have no information on the reaction to the draft Agreement in
Baku. However, everyone knows that Azeris sing just one song –
`Return our territory to us’. I consider the coming visit is not
occasional and connect it with the talks in Rambouillet. The
Rambouillet meeting is not just failure, it is fiasco. Each party
insists that the territory belongs to it. Unless there is retreat
from the positions, we will not manage to find a solution. And yet
the deviation is not likely to take place. Our proposal on a
full-scale peace process presumes a number of other decisions as
well. For instance, it supposes economic cooperation, which, in the
end, cancels out all the conflict situations. The subjects’
collaboration in large-scale economic programs will itself result in
change of the situation. It means that if it is profitable for us to
cooperate with Karabakh, we will cooperate, if for Karabakh it is
more profitable to cooperate with Azerbaijan from economical
viewpoint, Karabakh can consider the possibility of collaboration
with Azerbaijan. Now I will try to formulate an idea – the subjects
belonging to various levels, having one level of partner relations.
It may become a long-range direction, if official leadership pays
attention to it. The Co-Chairs wish to assist us in the ideas’
propaganda and support the idea of a peaceful process.
– What do you expect of the Co-Chairs’ forthcoming visit? Will the
visit yield any result in the Karabakh conflict settlement?
– I do not wish to believe the visit has some super tasks. I think in
the present situation it is a very symptomatic visit. For instance,
the OSCE Minsk group Co-Chairs visit the region twice-thrice a year.
The working group Co-Chairs’ arriving testifies to the fact that
there appeared something new in the process within the frames of the
Dartmouth Conference. I wait for the public to more seriously treat
the new manifestations. To shape public opinion is the most important
issue. In this case we will get strong incentive to turn the Karabakh
conflict settlement process and move in a new direction. From this
point of view a meeting of the RA authorities with the working group
Co-Chairs will be very useful. If the process is considered to be
parallel to the one within the OSCE Minsk group frames, there is a
distinctive line in it – qualitatively new approaches. One may not
adopt them, however, I believe, it is worthy to familiarize oneself
with them. -0-

ARMENIAN TO BE INCLUDED IN RUSSIAN GENERAL EDUCATION

/PanARMENIAN.Net/ Russia will promote studying and spread of the
Armenian language as an ethno-national component of the Russian
general education system.

Armenian NA Vice-Speaker, Co-Chair of the Armenian-Russian
Interparliamentary Commission Vahan Hovhannisyan stated it, when
speaking of the outcomes of the 10th session of the Armenia-Russia
Interparliamentary Commission. In his words, the respective wording
is included in the final protocol of an interparliamentary meeting
in Moscow March 14.

“This is of huge importance for Armenian schools of Moscow and south of
Russia,” Hovhannisyan remarked. At that he emphasized that both parties
should be interested in enhancing the role of the Russian language in
Armenia. “If Russia want to promote spread of the Russian language,
it should provide for respective financing, as in case of the English,
German or French languages,” he remarked.
