Reports outline modern physics research from V.H. Babayan and colleagues

"The elastic and viscous properties of vortex lattice in ceramic
YBaCuO are studied by the measurements of ac response U in the cavity
of the hollow cylinder placed in the magnetic field H aligned along
the cylinder’s axis. It is observed that the U(H) dependence is
reaching saturation with increase of magnetic field," scientists
writing in the International Journal of Modern Physics B report.

"We interpret this effect by nonlocality of the vortex lattice elastic
constants. Based on the analysis of the response dependence on
excitation frequency, we conclude that vortex lattice deformation
vector decreases at higher frequencies. The amplitude-frequency
characteristics of the response indicate that vortices perform over
damped oscillations," wrote V.H. Babayan and colleagues.

The researchers concluded: "The estimated damping coefficient value
exceeds the evaluation by Bardeen-Stephen theory."

Babayan and colleagues published their study in International Journal

YEREVAN, JANUARY 22, NOYAN TAPAN. Following the publication of the RA
Constitutional Court’s decision on Armenia-Turkey protocols, some
Armenian political figures are trying to pretend to be innocent before
Turkey by saying that it was a domestic decision and will not affect
relations between the two countries. Member of the "ARFD" faction of
the RA National Assembly Artsvik Minasian made this remark during the
January 22 debate. In his words, such behavior of these persons
minimizes the importance and force of the Constitutional Court’s
decision. "If we continue in the same spirit and not demand mandatory
execution of the CC decision from our state bodies, then naturally,
the Turks will stop the clamor they have raised and they will ratify
the protocols after a short delay," A. Minasian predicted.

In the opinion of member of "Republican Party of Armenia" faction
Gagik Melikian, the CC decision had the effect of a cold shower on the
Turks trying to use a language of preconditions with the Armenian
authorities. He said that Armenian officials have repeatedly stated
that the aim of the protocols is to establish diplomatic relations and
open the border, which was affirmed by the Constitutional Court as
well.

Besides, according to G. Melikian, no country has so far agreed with
Turkey’s claim that Armenian-Turkish relations are linked with the
Karabakh problem. "Turkey will not succeed in linking these two issues
together, and it will be compelled to ratify the protocols, just as it
was compelled to sign them," the NA deputy said. He assured those
present that the Republic of Armenia will never give up Western
Armenia’s territories and the Armenian Genocide recognition process
and will not accept the Treaty of Kars.

"The opposition as well as the "Heritage" party has a lot to think over
the strategy", – the head of the "Heritage" party Armen Martirosyan
said speaking about the inner policy and the future development
of Armenia.

According to A.Martirosyan in case of using correct strategy, the
criticizing attitude that our society possesses, can serve a basis
for real processes. However such kind of processes the head of the
party does not see yet.

"This prove the additional parliamentary elections that took place on
January 10, on which the society had a very passive participation",
– A. Martirosyan stated.

On this occasion A. Martirosyan mentioned that he doesn’t want to
comment on whether the elections were normally held or not. By his
words "the terrors and the beating that existed on the election’s day
once again remind that the speeches about tolerance have no connection
with the reality."

Armenian National Judo Team To Take Part In World Cups

/PanARMENIAN.Net/ Men’s Judo World Cup will be held January 29 to 31
in Tbilisi (Georgia). As the head coach of Armenian national judo
team Artur Gevorgyan told a PanARMENIAN.Net, the Armenian team is
already preparing for the Cup.

"We have started our training camps since January 16 at the sports
complex of Abovyan and will continue trainings until January 26. Then
in 2 days we will travel to Tbilisi, " Artur Gevorgyan said.

According to head coach, Armenia will be represented by 10 judo
athletes at Men’s Judo World Cup.

Anush Hakobyan (52 w/c) is also training at the sports complex
of Abovyan, she will take part in the Women’s World Cup in Sophia
(Bulgaria) from January 29 to 31.

Judo, meaning "gentle way", is a modern Japanese martial art and
combat sport, that originated in Japan in the late nineteenth century.

Its most prominent feature is its competitive element, where the
object is to either throw one’s opponent to the ground, immobilize or
otherwise subdue one’s opponent with a grappling maneuver, or force an
opponent to submit by joint locking the elbow or by executing a choke.

Strikes and thrusts (by hands and feet)-as well as weapons defences-are
a part of judo, but only in pre-arranged forms (kata) and are not
allowed in judo competition or free practice (randori).

Ultimately, the philosophy and subsequent pedagogy developed for judo
became the model for almost all modern Japanese martial arts that
developed from "traditional" schools. In addition, the worldwide spread
of judo has led to the development of a number of offshoots such as
Sambo and Brazilian Jiu Jitsu. Practitioners of judo are called judoka.

TEHRAN (ISNA)-Iran’s President Mahmoud Ahmadinejad said regional and
global developments are benefiting independent and justice seeking
countries.

In a meeting with former Armenian President Robert Kocharian in Tehran,
Ahmadinejad called for implementing bilateral projects as well as Iran
and Armenia’s active and influential role in regional developments.

"Those who had plotted against us have been weakened, but
justice-seeking nations and governments are growing."

Robert Kocharian on his part stressed Iran-Armenia relations and
said the two countries enjoy massive potentials to grow bilateral
and regional ties.

Armenian President Serzh Sargsyan will hold meetings in Moscow with
his Russian counterpart Dmitry Medvedev on Monday on ways to deal with
the consequences of the world financial crisis and the Nagorno-Karabakh
settlement issue.

"Dmitry Medvedev and Serzh Sargsyan will continue the conversation
they began in Moscow in October 2009 and discuss prospects of dealing
with the negative implications on our economies," a source at the
Kremlin told Interfax.

Between January and November 2009, Russian-Armenian trade turnover
reached $642.71 million, which is 21.5% less than it was in 2008,
the source said.

The meeting will also address "the implementation of the current
joint projects in the oil and gas industry, nuclear energy, and
infrastructure programs," the source said.

The meeting will also address Nagorno-Karabakh, the source said.

"In light of Russia’s mediation in the Nagorno-Karabakh settlement and
the trilateral meetings between the presidents of Russia, Armenia and
Azerbaijan, which have become regular, the presidents will discuss the
prospects of continuing the negotiation process and the possibilities
of achieving a compromise," the source said.

The two presidents will also discuss regional issues, the source said.

"They will check the clocks on the most vital issues relating to the
functioning of the Commonwealth of Independent States (Russia chairs
the CIS this year), the Collective Security Treaty Organization,
and the Eurasian Economic Community, in which Armenia has observer
status," the source said.

A 39-year old Armenian male, Vagram Khachatryan, was arrested in
downtown Moscow. According to the police, the foreigner managed to
live for an entire year in Moscow being unemployed. The criminal lived
on the money of women he seduced and robbed. He would never meet his
victims again

"The cunning seducer, who gained his riches at the expense of women,
was arrested by the police in Kitai-Gorod district of Moscow," said
Alexander Pasechny, the head of the district investigative department.

The man would meet young women, give them a few compliments and
then immediately propose. While women were collecting themselves,
shocked by the proposal, the thief would get into their pockets
and purses. If a woman was fooled, the criminal would take her to
a downtown café to tell her more about him. The couple would come
to the café, looking like people in love who dropped in for a cup
of coffee. The police watched two surveillance recordings from the
café where two victims were robbed.

"Vagram was very courteous with his victims. He would help them to
a table, give them their purse, make an order and sit next to them
gently hugging them by their shoulders. A conversation would never
be long. He would suddenly get up and leave without paying. Later,
the potential bride would have to pay the bill, but would find out
that there was no wallet or cell phone in her purse. Personnel of
the café would call the police for the girls.

Fortunately, the "ex-groom" was arrested not far from the café where
he was getting ready to become a "groom" for his next romantically
inclined victim.

The police found out that two female Muscovites became victims of the
charming thief. They lost their belongings in the same café within a
week. During an interrogation, the victims indicated that the arrested
was indeed the criminal they suffered from. During the search of the
suspect, the police found the items that belonged to the victims.

So, 2009 was quite intensive and active process to resolve the Karabakh
conflict, Armenian Foreign Minister Edward Nalbandian said in an
interview with Liberty radio station, Tert.am reported. According
to Nalbandian, it is important to preserve the last year’s positive
dynamics. It is meaningless to accelerate the process artificially.

The minister said that the progress was observed in the rapprochement
of Azerbaijani and Armenian sides. But it is not enough to speak
about cardinal changes. "If we have an opportunity to maintain this
positive dynamics, which was in 2009, it will be possible to bring
closer the perspective of the conflict’s settlement," he said.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. –
are currently holding the peace negotiations.

The International Film Festival Rotterdam (IFFR) has announced the
line-up for the VPRO Tiger Awards Competition. The festival’s 39th
edition runs January 27 – February 7, reports ScreenDaily.com.

The competition, which is open to first and second features, includes
five world premieres and its first contenders from Georgia, Levan
Koguashvili’s Quchis Dgeebi (Street Days), and Costa Rica, Paz
Fabrega’s Agua Fria De Mar (Cold Water of the Sea). The films will
compete for three prizes of $21,525 USD (15,000) and the winners will
be announced on February 5.

IFFR 2010 will open on January 27 with a screening of Park Chan-ok’s
Paju. This year the festival is expecting to play host to about 250
filmmakers, more than 2,500 industry professionals and 350
journalists. The full program will be revealed on January 21.

Hovhannes Galstyan’s Bonded Parallels is also included in this year’s
Bright Future program. According to the festival’s official site:
`This Armenian film tells of forbidden love and its consequences. The
two `bonded parallel’ stories of the film provide a close look at two
different societies in entirely different time frames, and in doing so
bring unexpected historical similarities to the surface.’

The screening of the film in this year’s festival will mark its
European premier.

/PanARMENIAN.Net/ The Åuropean Bank for Reconstruction and Development
(EBRD) forecasts 1.3 to 1.5 per cent economic growth in Armenia,
said Valeriu Razlog, head of EBRD Yerevan RO.

"Our forecasts for the Armenian economy in 2010 are a little more
optimistic than assessments made by the government. We forecast 1.3
to 1.5 per cent GDP growth in Armenia this year, which is slightly
different from the government’s estimations," he told a PanARMENIAN.Net
reporter.

The EBRD does not expect surge of inflation in Armenia this year.

According to Mr. Razlog, the rate of inflation in 2010 will be within
the limits set by the Central Bank of Armenia.

The European Bank for Reconstruction and Development (EBRD) is an
international financial institution that supports projects in 29
countries from central Europe to central Asia. Investing primarily in
private sector clients whose needs cannot be fully met by the market,
the Bank promotes entrepreneurship and fosters transition towards
open and democratic market economies.

The EBRD is the major investor in Armenia. Its 2009, investments
totaled USD 150 million against of the USD 75 million in 2008. So far,
EBRD has invested over 335 million euro in the country’s economy for
implementation of over 70 projects.
