/PanARMENIAN.Net/ U.S. warplanes have violated Iranian airspace in
the southwestern oil-rich province of Khuzestan, Al-Alam Arabic
language news satellite channel quoted a local military chief as
saying on Sunday.

"Two U.S. aircraft trespassed into Iranian airspace northwest of (the
southwestern port city of) Abadan before flying southwest into Iraq,"
a local Revolutionary Guards commander in Abadan identified only as
Colonel Aqili was quoted as saying on the channel’s website.

"The planes left white vapor trails, attracting the local people’s
attention," he said, without elaborating on when the alleged incursion
took place.

The incident happened close to Iran’s border with Iraq, where the US
and British military are deployed in force.

The U.S. is in a mounting diplomatic confrontation with Iran over
its uranium enrichment and Western suspicions that Tehran is bent on
developing nuclear weapons, a charge vehemently denied by Iran.

Washington says it wants a diplomatic solution to the nuclear
stand-off, but it has never ruled out a military option.

Tensions have spiked since Iran’s seizure on March 23 of 15 British
marines and sailors for allegedly entering Iranian waters.

Iran says the Britons illegally entered its territorial waters while
London insists they were in Iraqi waters on an anti-smuggling patrol
under UN mandate, News24 reports.

YEREVAN. April 2 (Interfax) – Russian Foreign Minister Sergei Lavrov
will pay an official visit to Armenia on April 3, a source in the
Foreign Ministry’s press service told Interfax on Monday.

Lavrov will conduct negotiations with President Robert Kocharian,
head of the Armenian Apostolic Church Garegin II, and Acting Foreign
Minister Vardan Oskanian, he said.

Lavrov will lay flowers at the Armenian genocide memorial in Yerevan.

He will also deliver a lecture and meet with professors and students
of Yerevan State University on April 4, the Armenian Foreign Ministry’s
press service said.

The 15th anniversary of the establishment of diplomatic relations
between Russia and Armenia will be marked on April 4.

Ruben Kochar Works On Two, "Narek" and "Such Things" Feature Films

YEREVAN, APRIL 2, NOYAN TAPAN. Film director Ruben Kochar at the same
time works on two new, "Narek" and "Such Things" feature films of the
Armenian-American joint production. Shooting works of the director’s
"Such Things" film has already started with financing of the Blue Line
American film organization and the Film Critics’ Union of Armenia, and
the "Narek" film is still at the preparatory stage.

Ruben Kochar stated about it at the March 31 meeting at the "Urbat"
club. In the director’s words, consequences of films of a group of
famous directors, Luc Besson, Quentin Tarantino and others, on the
youth will be presented in the "Such Things" film. "The real life is
absent in those films, heroes communicate in the virtual world what
brings with it an unreal and confused state in their souls," the
author mentioned. Hovhannes Babakhanian will play one of the leading
parts of the film: it will be a role of a clergyman who also lost his
belief in the virtual life and left the church. R. Kochar mentioned
that works being done on the film will finish in this September, and
the premierre will take place in the U. S.

The director also stated that the "Narek" feature film is still at the
preparatory stage: the scenario is being changed, the actors’ staff is
not defined yet. "This film is of much importance for me as Grigor
Narekatsi is an exclusive phenomenon. His personaliy and works are a
guidebook for me. My goal is to present the mystery and importance of
Narekatsi’s belief in this word full of ordeals," the author said.

"Narek" will be shot in Armenia, and if it is possible in Turkey as
well.

The sudden death of Armenia’s Prime Minister Andranik Margaryan, 55,
on March 25 has set off red flags amongst veteran Armenia-watchers,
some suggesting foul play. Whatever the cause, the politician’s death
resulted in overnight changes for the fragile Armenian democracy and a
host of other issues including the European Community’s quest for
energy security in the Caucasus region and enforcement of
international sanctions aimed at Iran.

With Presidential elections approaching, Margaryan was increasingly
seen as a viable alternative to the powerful Defense Minister Serge
Sarkisyan, an ally of current President Robert Kocharyan, who is
moving toward the completion of his term of office. Both men come from
Nagorny Karabakh, an enclave inside the territory of neighboring
Azerbaijan. Armenia’s armed seizure of this area in the 1990’s remains
a volatile point of contention with Azerbaijan, a flash point in the
Caucasus that continues to destabilize the region and slow down
cooperation in economic development.

Prime Minister Margaryan assumed office in 2000, following the murder
of his predecessor. He had lately leaned toward addressing the
consequences of Karabakh’s occupation to the Armenian economy. This
conflict prevents Armenia, among other things, from enjoying normal
relations with powerful neighbors such as Turkey and of course
Azerbaijan, specifically precluding the option of Armenia’s serving as
a transit country for Caspian oil and gas.

Margaryan’s position conformed with the EU’s wishes to resolve the
conflict and ensure a higher degree of energy security in the area, a
stance strongly opposed by Armenia’s President and Defense Minister,
both of whom had been guerilla fighters in Karabakh, steadfastly
rejecting any compromise with the Azerbi demands.

Margaryan’s position also flew in the face of the current President’s
policy of energy cooperation with Iran, which often skirted
international sanctions and the EU approach to Iran that Margaryan
also supported. Observers report that Magaryan and his family have
recently received a spate of threatening phone calls and letters,
along with others in his Republican Party of Armenia, demanding his
resignation as President and head of the party.

There is also talk in Armenia that Margaryan had compromising
documents regarding corruption in the armed forces, illicit real
estate dealings by top military brass and illegal expenditures by the
defense establishment which he intended to make public before the
upcoming Parliamentary election scheduled for May 12th.

Turkey opened a restored ancient Armenian church in the east of the
country on Thursday as part of its efforts to heal ties with Armenia
that have long been poisoned by their common bloody past.

The ceremony follows a 1.9-million-dollar (1.4-million-euro)
restoration of the Church of the Holy Cross on the island of Akdamar —
Akhtamar in Armenian — in the middle of a vast lake in Van province.

Turkish officials have hailed the restoration of the 10th century
edifice as a step towards reconciliation with Armenia, though it will
not function as a religious site.

A 20-member Armenian delegation, led by Deputy Culture Minister Gagik
Gyurjian, attended Thursday’s ceremony as guests of Turkish Culture
Minister Atilla Koc.

Bilateral contacts are rare between the two neighbours who have no
diplomatic relations and whose border has remained closed for more
than a decade. Turkish and Armenian officials usually meet on the
sidelines of international gatherings.

The head of Armenia’s Apostolic Church, Karekin II, however declined
Ankara’s invitation to attend because the restored church was being
converted into a museum and the ceremony would be a non-religious one.

Turkey has so far ignored calls by the Armenian community to place
a cross on the church’s dome and treats the edifice as a historical
monument rather than a place of worship.

In an address to the gathering, Patriarch Mesrob II, the spiritual
leader of Turkey’s tiny Armenian community, urged the Ankara government
to allow periodic services at the church, which he said would help
Turkish-Armenian reconciliation and boost regional tourism.

"A religious service to be held once a year, for example, and a
subsequent festival on Akdamar would draw people scattered throughout
the world to this island to pray," the patriarch said. "Thus, I hope,
steps can be taken that will one day establish the atmosphere of
dialogue between the two peoples that has so far eluded us."

The patriarch said that he had sent a letter to Prime Minister Recep
Tayyip Erdogan to that effect.

Queried by reporters on the patriarch’s request, Koc said the issue
was not in his jurisdiction.

The Church of the Holy Cross was built between 915 and 921 during the
reign of Armenian King Gagik I of Vaspurakan and is considered one
of the most prominent examples of Armenian architecture from that era.

It was abandoned after World War I when, Armenia claims, up to 1.5
million Armenians perished in systematic deportations and killings
by the Ottoman Turks.

Turkey, the successor of the Ottoman Empire, categorically denies
claims of genocide and says thousands of Turks and Armenians were
killed in civil strife during 1915-1917 when Armenians took up arms
for independence in eastern Anatolia and sided with Russian troops
invading the crumbling empire.

Much to Turkey’s ire, many countries have recognised the killings
as genocide.

The dispute has strained Turkish-Armenian ties.

Ankara recognised Yerevan’s independence in 1991 but no diplomatic
relations were established because of Armenian efforts to have the
killings internationally acknowledged as genocide.

In 1993, Turkey also shut its border with Armenia in a show of
solidarity with its close ally Azerbaijan, which was at war with
Armenia over the Nagorny-Karabakh enclave, dealing a heavy economic
blow on the impoverished nation.

Timid efforts at Turkish-Armenian reconcilitaion suffered a setback
in January when journalist Hrant Dink, one of Turkey’s most prominent
ethnic Armenians, was shot dead in Istanbul by an ultra-nationalist
teenager.

A senior Armenian delegation is in eastern Turkey for the reopening of a
1,100-year-old Armenian church restored by the Turkish government.
The move is being seen as a positive gesture by Ankara to help overcome the
animosity following the mass killings of Armenians by Ottoman Turks in 1915.

The two countries have no formal diplomatic ties.

Located on the small island of Akdamar in Lake Van, the pink sandstone
church has undergone 18 months of renovation.

New projects

The building, which has now reopened as a museum, had long been left empty
and neglected, its intricate wall carvings crumbling.

In a move described by Turkish Prime Minister Recep Tayyip Erdogan as a
positive step, the government spent $1.5m (£763,000) on its restoration.
The 20-strong Armenian delegation of architects, engineers and
archaeologists is headed by Deputy Culture Minister Gagik Gyurjyan.

Mr Gyurjyan said they were not in Turkey just to witness the renovation of
the church, which was built between 915-921.

"We think we can discuss new projects regarding the future," he said,
according to Turkey’s Anatolia news agency.

"Our experts can co-operate in many areas including archaeology,
architecture and industry."

Border closed

But relations between the two countries remain tense.

Turkey closed its border with Armenia in the 1990s to support Azerbaijan in
its dispute with Armenia over Nagorno-Karabakh.

To get to Akdamar, Armenian officials have had to travel via Istanbul or
Georgia.

Armenians say 1.5 million of their people were killed in a genocide by
Ottoman Turks during World War I, either through systematic massacres or
through starvation.

More than a dozen countries, various international bodies and many Western
historians agree that it was genocide.

Turkey says there was no genocide. It acknowledges that many Armenians died,
but says the figure was below one million.

CONDOLENCE VISIT TO THE ARMENIAN CONSULATE ON THE DEATH OF PRIME MINISTER

The Consulate General of Armenia in Los Angeles designated
Wednesday, March 28, to accepting condolences on the death of Prime Minister
Andranik Margarian.

Prelacy Religious Council Chair Very Rev. Fr. Muron Aznikian and
Executive Council Vice-Chair Dr. Hagop Der Megerdichian visited the
Consulate on Wednesday afternoon, where they were met by Consul General
Armen Liloyan and Consulate officials, and expressed condolences on behalf
of H.E. Archbishop Moushegh Mardirossian, Prelate, as well as Prelacy
Clergy, Executive Council, delegates, and educational institutions. They
also requested that the Consul General convey their sympathies to the
leadership of Armenia and to the late Prime Minister’s family. Upon
departing, the Prelacy representatives also signed the condolence book.

Earlier in the week, upon hearing the sad news of Prime Minister
Margarian’s death, a letter of condolence was sent to the Consul General on
behalf of the Prelate and Religious and Executive Councils.

On Sunday, April 1st, special prayers will be offered in all
Prelacy Churches in memory of the Prime Minister.

"Unlike other political figures of our reality, Andranik Margaryan
reached the age of political maturity in the soviet period. He actively
participated in the national revival. The existence of such people
is a must in our reality as future generations are inspired by such
people," says Hrant Khachatryan, leader of the CRU.

He assumes that Andranik Margaryan’s untimely decease will affect
on the NKR conflict settlement as well as the collaboration of RA
conflicting political forces.

"We were able to find a common language despite our discords and
disputes. In my opinion, the Republican Party suffers the greatest
loss. It is not strange that people speak of the prime minister’s
merits today. Andranik Margaryan was able to reconcile various forces,"
Hrant Khachatryan adds.

Paruyr Hairikyan, leader of the Union for Self-Determination, assumes
that Andranik Margaryan’s greatest merit was that he was a member of
the board of the National United Party (NUP).

The party had five members and was criticized for the practical goals
it pursued. Prime Ministers are still to come; I don’t want to refer
to Andranik Margaryan’s qualities as a prime minister. Member of NUP’s
board is more significant than all the prime ministers taken together.

Today is a national mourning day in Armenia – the country bids its
farewell to RA Prime Minister Andranik Margarian, who died from heart
attack on March 25 in his flat.

By RA President’s decree, the state flags of Armenia are lowered
today on the buildings of all the Republic’s Ministries, Departments,
the regional administrations, the Yerevan City Hall and the foreign
diplomatic representations in Armenia. A civil funeral for the
deceased Prime Minister was held the day before in Andranik Margarian’s
flat. The President of Armenia Robert Kocharyan, RA Parliament Chairman
Tigran Torosian, the Secretary of the National Security Council under
RA President, Armenia’s DM Serzh Sarkisian were present at the funeral.

The burial of Andranik Margarian will be held today at 3:00 PM in
the capital Pantheon after Komitas.

Russian and Armenian Churches To Be Built in Yerevan and Moscow

RUSSIAN AND ARMENIAN CHURCHES TO BE BUILT IN YEREVAN AND MOSCOW

YEREVAN, MARCH 26, NOYAN TAPAN. According to an agreement reached
between the Yerevan and Moscow Mayors, the delegation headed by Moscow
Mayor Yuri Luzhkov arrived in Yerevan on March 23. As Noyan Tapan was
informed by the Information and Public Relations Department of the
Yerevan Mayor’s Office, the Mayors discussed problems relating to the
process of the 2003-2007 cooperation programs between the two capitals
during the meeting taken place at the Yerevan Mayor’s Office, on the
same day. In Y. Zakharian’s words, all the agreements reached till now
were implemented, and the friendly and partnership relations are
gradually widened not only between the two countries, but also between
the two capitals. The Yerevan Mayor mentioned that agreements on
many-sided cooperation were reached in the last year both between
Moscow Northern administrative region and Yerevan community of Avan
and Moscow Central administrative region and Yerevan community of
Kentron. Besides, a number of city building, educational and cultural
joint programs were implemented. According to an agreement reached
between the two Mayors, a Russian church will be built in Yerevan and
an Armenian church will be built in Moscow.
