INVESTIGATION COMMITTEE SENDS ANTI-CORRUPTION PLAN TO RUSSIAN PRESIDENT

The Investigations Committee of the Russian Prosecutor General’s Office
has submitted a blueprint for countering corruption to a presidential
anti-corruption working group, a committee spokesman said on Wednesday.

"The blueprint outlines… the general principles of government policy
in countering corruption… domestic and international experience
in fighting corruption, and mechanisms for its implementation,"
said Vladimir Markin.

Russian President Dmitry Medvedev, a former lawyer, has made the
fight against corruption one of his main goals since taking office
in early May.

He has headed a new anti-corruption council and has also given
instructions to draw up a national action plan to counter corruption.

Markin said Russian legislation still lacked a clear-cut definition of
corruption and should therefore be brought in line with international
legal practice and the provisions of those international treaties
and conventions that Russia had signed.

"To achieve these goals, the blueprint provides for an array
of measures designed to enhance the ‘transparency’ of executive
agencies… and take effective action as regards citizens’ complaints,"
he said.

The committee also proposes a system of incentives and safeguards for
individuals who have provided reliable information about corruption,
as well as mechanisms ‘stimulating anti-corruption behavior’ among
civil servants.

The chief justices and judges of the vacant positions in the Court
of Appeal and the First Instance Court must be appointed till June
20, 2008.

According to the Constitution, Karabakh must have a three-tier judicial
system which consists of the First Instance Court, the Court of Appeal
and the Supreme Court. The highest court is the Supreme Court which
includes the Constitutional Court and the Court of Cassation which
will start operating from June 1, 2009.

"One of the guarantees of the independence of the judicial power will
be the Council of Justice which will replace the amorphous Magistrate
Council," said the adviser to the NKR president Volodya Osipyan in
an interview with the Azat Artsakh.

The creation of the new judicial system will start from the
establishment of the Court of Appeal. According to the law, there
will be one Court of Appeal which has 6 judges and the chief justice,
whose jurisdiction will include the entire republic.

>From July 1, 2008 the First Instance Court of Kashatagh will be
dissolved, and the NKR First Instance Court will be reorganized into
the NKR First Instance Court of Common Jurisdiction. The first instance
court will have chief justice and 9 judges.

The plenary session of the Group of States against Corruption
(GRECO)will start in Strasbourg today and will continue through June
13th. First and Second Round Compliance Report on Armenia will be
presented at the session.

The head of the Armenian delegation at GRECO, Deputy Chief of the
State Tax Service adjunct to the Government of the Republic of Armenia
Arthur Osikyan told Armenpress that Armenia has mostly met the 24
commitments of the organization.

GRECO has appointed two independent experts as rapporteurs, who work
out final assessment report. In compliance with the statute of the
organization, the draft Compliance Report has been submitted to the
Armenian Government for the latter to present its own remarks.

All GRECO participating states pass the assessment round and receive
recommendations. Georgia has received 25 recommendations, Latvia –
28, Poland – 26, Romania – 28 and Slovakia – 36.

RUBEN VARTANYAN, 70, Music Director of the Arlington Philharmonic
and internationally known maestro, died at his home in Arlington on
Wednesday, May 7. The cause of death was a cerebral hemorrhage.

Maestro Vartanyan had been an Arlington resident since arriving in
the area in 1988. He had served as the music director of the previous
Arlington Symphony for 13 years, and took the helm of the Philharmonic
when it was created in 2005.

Born in St. Petersburg, Russia to musical parents, Vartanyan spent
his early childhood in Armenia. At the age of ten, he enrolled in
the Central Music School in Moscow, and later entered the Moscow
Conservatory of Music where he earned a degree in piano performance
and a Ph.D. in Opera and Symphony Conducting. From 1980 through 1988,
Maestro Vartanyan was the conductor of the renowned Bolshoi Opera in
Moscow, leading more than 500 performances.

During his international career, in addition to his time as Bolshoi
Opera conductor, Vartanyan was also the music director of the National
Symphony of Bolivia. He was the first assistant conductor-in-training
under the legendary Herbert von Karajan at the Vienna State Opera
and Vienna Philharmonic Opera.

More recently, in addition to his tenure with the Arlington Symphony,
Maestro Vartanyan was the music director of the National Lyric
Opera Company in Washington, D.C. and conducted the Williamsburg,
Va. Symphonia. He has held conducting seminars at the Shenandoah
Conservatory and at George Mason University, and has taught a number
of private students in the D.C. area.

The last concert he conducted was with the Arlington Philharmonic
on March 9th, 2008. He became a U.S. citizen, and once expressed that
"This is a country that I love immensely. This is my country forever."

YEREVAN, FEBRUARY 11, NOYAN TAPAN. The mayor of Yerevan Yervand
Zakharian considered as irresponsible the RA presidential candidate
Artur Baghdasarian’s recent statement that the prices of lands in
central Yerevan were established at a lower level than their cost price
at the auctions organized by the mayor’s office. The mayor explained
at the February 11 press conference that the mayor’s office is obliged
to establish the reserve price of lands to be auctioned at 50-70%
of the average market price.

According to him, control of these prices is done by the State
Committee of the Real Estate Cadastre.

In response to the question about whether the large-scale work done
in Yerevan by the mayor’s office in 2007 had a PR purpose for the
RA presidential candidate Serge Sargsian, Y. Zakharian replied that
this work was done within the 2004-2007 programs on socioeconomic
development of Yerevan and has no relation to PR of this candidate
for presidency.

HRAZDAN, DECEMBER 5, NOYAN TAPAN. The opening ceremony of the Aarhus
environmental protrction information center took place in Hrazdan, a
regional center in Kotayk marz, on December 5. The center was opened
with the assistance of the RA ministry of environmental protection
and the RA ministry of education and science.

In the words of the head of the OSCE Yerevan Office Ambassador
Sergei Kapinos, the center will help strengthen the capacities of
the sides dealing with environmental problems and promote their
cooperation. "Such centers play an important role in environmental
protection education, they also ensure a democratic procedure of
decision-making by organizing public hearings and encouraging the
public’s participation at the local level," he said.

"The Aarhus center will be an instrument for the local authorities to
inform the population about environmental problems, use international
experience and work out safe environmental programs," the regional
governor of Kotayk marz Kovalenko Shahgaldian said.

NT was informed by the OSCE Yerevan Office that the ninth Aarhus
center will open in Gyumri (Shirak marz) on December 12.

The exchange shops may have reached a criminal arrangement but the
regulation of the financial market is out of the powers of the Economic
Competition Protections State Committee (ECPSC), ECPSC press secretary
Armine Udumyan told Panorama.am.

The Central Bank interpreted the sharp depreciation of the American
dollar during the weekend as a consequence of idleness of the stock
exchange. During Saturday and Sunday, some exchange shops have made
only one-sided deals. Zaruhi Barseghyan, press secretary of the Central
Bank (CB), told Panorama.am that CB knows such cases and checks have
started long ago. The results have not been summed yet and the checks
continue. CB urges the citizens not to exchange money on the weekend.

Before the weekend, one dollar was exchanged at the rate of 308-313
drams. One day later the rate was 290-300 drams and at some places it
reached 280-295 drams. Yesterday the stock exchange recorded a new hit
– sales and purchase totaling 25 million 690 thousand drams. Experts
say the developments are connected with the international financial
market. Some say under these conditions the targeted inflation rate
will go up by 2 percent.

arms race and restrain their belligerent rhetoric and instead renew
efforts to find a negotiated settlement for the Nagorno Karabakh
region, says a report issued by the International Crisis Group.

Nagorno Karabakh: Risking War, the latest report from the International
Crisis Group, examines the dangers of ignoring the conflict both for
the region and for the wider international community.

"Armenia and Azerbaijan have failed to resolve the Nagorno-Karabakh
conflict, even though the framework for a fair settlement has been
on the table since 2005. A comprehensive peace agreement before
presidential elections in both countries in 2008 is now unlikely but
the two sides still can and should agree before the polls to a document
on basic principles, which if necessary clearly indicates the points
that are still in dispute. Without at least such an agreement and while
they engage in a dangerous arms race and belligerent rhetoric, there
is a risk of increasing ceasefire violations in the next few years.

By about 2012, after which its oil revenue is expected to begin to
decline, Azerbaijan may be tempted to seek a military solution. The
international community needs to lose its complacency and do more to
encourage the leaderships to prepare their societies for compromise
and peace," he report says.

"Azeri and Armenian leaders have failed to engage their constituents
in discussion of the merits of peace. The European Union (EU), the
U.S. and Russia have not effectively employed political and economic
pressure for a settlement. The anticipated focus on domestic politics
in Yerevan and Baku as well as several of the Minsk Group countries
in 2008 means that even the incremental diplomatic progress that has
been made could well be lost."

"Oil money has given Azerbaijan new self-confidence and the
means to upgrade its armed forces. It seems to want to postpone
any peace deal until the military balance has shifted decisively
in its favor. Yerevan, which itself has done surprisingly well
economically, has also become more intransigent and increased its
own military expenditures. It believes that time is on its side,
that Nagorno Karabakh’s de facto independence will become a reality
increasingly difficult to ignore. Playing for time is dangerous for
all concerned, however. The riskiest period could be around 2012, when
Azerbaijan’s oil money is likely to begin to dwindle, and a military
adventure might seem a tempting way to distract citizens from economic
crisis. Important oil and gas pipelines near Nagorno Karabakh would
likely be among the first casualties of a new war, something Europe
and the U.S. in particular have an interest in avoiding."

"The wider international community, not just Minsk Group co-chairs,
should coordinate efforts to impress on Baku and Yerevan the need
for progress, specifically early agreement on a basic principles
document. Nagorno-Karabakh needs to be put at the centre of relations
with both countries. The EU special representative in the region should
become more active on the issue, and the EU should use the first
reviews of its action plans with both countries to promote conflict
resolution and the development of transparent, credible institutions
which can underpin peace efforts. Engagement is needed now to avoid
the danger of war in a few years," it reads.

"The international community needs to take the threat of war
seriously," says Magdalena Frichova, Crisis Group Caucasus Project
Director. "The risk of armed conflict is growing, and the dangers of
complacency enormous."

"The international community needs to pressure hard for peace," says
Sabine Freizer, Crisis Group’s Europe Program Director. "Conditionality
should be used with financial aid instruments, and active diplomacy
should focus both sides on the costs of continued stalemate and
confrontation, which far outweigh those of an early compromise."

Baku, 6 November: Turkish President Abdullah Gul said [on] Tuesday
[6 November] Turkey and Azerbaijan have implemented great commercial
and strategic projects.

"I hope that great and strategic projects between Turkey and Azerbaijan
increase," told Gul.

Gul and Azerbaijani President Ilham Aliyev held a press conference
after their tete-a-tete meeting in Baku on Tuesday.

Gul stressed that Turkey wishes to see a peaceful solution to the
Upper Karabakh problem within the territorial integrity of Azerbaijan
and a solution based on international laws.

Gul indicated that Turkey’s reform process and entry negotiations
with the European Union would continue. No-one should doubt Turkey’s
reforms and determination to continue entry negotiations with the EU,
noted Gul.

President Gul stressed that projects such as the Baku-Tbilisi-Ceyhan
and Baku-Tbilisi-Erzurum pipelines have been realized. "We hope to
complete soon the Baku-Tbilisi-Kars railway," underlined Gul.

Meanwhile, Aliyev indicated that Azerbaijan supports all decisions
Turkey has taken in the fight against terrorism.

Aliyev added that all baseless Armenian allegations against Turkey
must be ended.
