YEREVAN, SEPTEMBER 10, ARMENPRESS. The 74th session of the UN General Assembly (UNGA 74) will open on Tuesday 17 September 2019. The first day of the high-level General Debate will be Tuesday, 24 September 2019. The Prime Minister of Armenia will also participate.

The President-Elect of the 74th session is H.E. Mr. Tijjani Muhammad-Bande, of Nigeria, was elected on 4 June 2019. Professor Tijjani Muhammad-Bande has had an outstanding career as a scholar and diplomat. As Nigeria’s Permanent Representative to the United Nations, he worked with colleagues from all regions of the world to achieve common objectives. He served as the Vice-President of the General Assembly during the 71st session.

This year, in addition to the general debate, world leaders will participate in five summits or high-level meetings to boost action on climate change and accelerate progress on sustainable development, aimed at securing healthy, peaceful and prosperous lives for all.

The high-level week (23 – 27 September) provides a unique opportunity to demonstrate the value of multilateralism and highlight increased ambition and accelerated action on UN priorities, under the tagline “Action for People and Planet: 1 Week – 5 Summits – 17 Goals.

Climate Action Summit 2019 (23 September)

The UN Secretary-General is convening a summit, under the slogan “A Race We Can Win. A Race We Must Win,” to mobilize political and economic energy at the highest levels to advance climate action for the implementation of the Paris Agreement and many of the goals of the 2030 Agenda for Sustainable Development, ARMENPRESS was informed from the UN Office on Yerevan.

High-level Meeting on Universal Health Coverage (23 September)

The first-ever High-level Meeting on Universal Health Coverage convened by the President of the General Assembly will launch new efforts to provide access for all to affordable, inclusive and resilient health systems. 

Sustainable Development Goals Summit (24 – 25 September)

Development through the multilateral treaty framework, addressing social, economic and environmental challenges, and work towards peaceful and inclusive societies and a clean planet for sustainable development.

High-level Event on the 30th anniversary of the Convention on the Rights of the Child – CRC30 (25 September)

The high-level commemorative event will take place in the Trusteeship Council Chamber at UN HQ. The CRC30 Report on Changing Childhoods: 30 years back, 30 years ahead will be launched in November.

Amulsar Operator, Environmental Auditors Clash

YEREVAN (Azatutyun.am)—A British-American mining company has accused a Lebanese-based consultancy of misleading the Armenian government about the environmental risks of its project to develop the Amulsar gold deposit in southeastern Armenia.

In a statement released late on Friday, the company, Lydian International, also challenged the government to name rival mining firms that have allegedly helped to disrupt the multimillion-dollar project.

“The Government of Armenia has said publicly that Lydian and the Amulsar Project have been the subject of a campaign by rival mining companies providing support to opponents of the Amulsar Project … When will the Government of Armenia identify the rival mining companies conducting this campaign, how much has been paid to oppose the Amulsar Project and who has been paid?” read the statement.

It apparently referred to Prime Minister Nikol Pashinyan’s comments made during an August 19 video address to the nation.

Pashinyan suggested that some of the other mining companies operating in the country have sponsored environmentalists’ campaigns against Lydian in an effort to scuttle the Amulsar project. He said they thus hope to avoid spending large sums of money on complying with “unprecedentedly high environmental standards” which the government is planning to enforce in Armenia’s entire mining industry.

Pashinyan signaled his government’s plans to allow mining operations at Amulsar, citing the written findings of an environmental audit of Lydian’s project conducted by ELARD, a consulting firm contracted by the government in February.

ELARD submitted a 200-page report on the Amulsar project to Armenia’s Investigative Committee earlier in August. The committee cited the report as concluding that toxic waste from the would-be mine is extremely unlikely to contaminate mineral water sources in the nearby spa resort of Jermuk or rivers and canals flowing into Lake Sevan.

According to the law-enforcement agency, ELARD found greater environmental risks for other rivers in the area but said they can be minimized if Lydian takes 16 “mitigating measures” recommended by ELARD. Lydian expressed readiness to take virtually of all those measures.

However, ELARD experts offered a different interpretation of their report during a video conference with Armenian government officials and lawmakers moderated by Pashinyan on August 29. They said that they cannot definitively evaluate the Amulsar project’s potential impact on the environment because Lydian had submitted flawed and incomplete information to the Armenian authorities.

Armenian environmental activists said the experts’ latest statements substantiate their long-standing assertions that the Amulsar project is too dangerous for the country’s ecosystem. According to one of those activists, Anna Shahnazaryan, those statements mean that some Armenian officials sided with Lydian to give Pashinyan inaccurate information about the issue.

“State bodies must now investigate to find out whether the Investigative Committee or others have done a bad job in this process or whether Lydian has continued to mislead [the government,]” Shahnazarian told RFE/RL’s Armenian service.

Lydian charged, however, that it was the ELARD consultants who mislead Pashinyan.

“While Lydian welcomed ELARD’s rightful conclusion about the lack of impact on Lake Sevan and the Jermuk water source, yesterday’s regrettable performance by ELARD reveals more about an apparent lack of capacity to review and analyze complex details of more than 20,000 pages of professional studies provided to them by leading global experts than it does about Lydian or the Amulsar Project,” said its statement.

“ELARD’S comments during yesterday’s call regarding available data appear to be about a ‘wish list’ of what they would have preferred to be able to review,” it added. “When asked, ELARD did not give any reference to any industry standards that Lydian did not comply with.”

Lydian again argued that its environmental impact assessments submitted to the authorities had been certified by more authoritative Western environmental consultancies. The company also stressed that it had been granted the mining license in line with Armenian law and has been “illegally deprived” of its ability to mine gold at Amulsar since June 2018.

In July 2018, Pashinyan instructed the Investigative Committee to launch a criminal inquiry in order establish whether a government body that issued Lydian’s operating license in April 2016 broke any laws or regulations. The committee said it has no evidence of such violations when it publicized the ELARD report on August 16. The head of the law-enforcement body, Hayk Grigoryan, and the man leading the inquiry, Yura Ivanyan, stood by that conclusion during Thursday’s video conference.

Still, it emerged on Monday that the Investigative Committee has launched an internal inquiry into the impartiality of Ivanyan’s actions. A spokeswoman for the committee pointed to a media revelation that Ivanyan is related to Aramayis Grigoryan, who was Armenia’s environment minister at the time when Lydian won the license. She said the committee will clarify whether this fact influenced the Amulsar probe.

Azerbaijani press: Religious monuments in occupied Azerbaijani lands subject to vandalism

The Baku International Center for Interfaith and Inter-Civilizational Cooperation under the Caucasus Muslims Office issued a statement, Trend reports on Aug. 23.

"The United Nations declared August 22 a memory day for victims of acts of violence based on religion and faith,” the statement said. “While condemning acts of violence on any basis, we support people who have been subjected to violence because of religious belief and express solidarity with them."

The Center is ready to cooperate with political, social, scientific and religious institutions with the intention of preventing and resolutely suppressing any cases of violence based on religion and faith.

"There must not be a threat of violence due to religious belief in the 21st century in the civil world,” the statement said. “It is extremely important to ensure freedom of religion and belief, which are natural human rights. Violence, threats in this sphere are unacceptable.”

“The facts of committing terrorist acts during worship in mosques, churches, synagogues, other religious temples are disgusting and cause anger,” the statement said. “The attacks on Coptic pilgrims in Egypt, the situations in Palestine, Syria, Afghanistan, Libya, terrorist attacks in religious temples in New Zealand, Sri Lanka, Pittsburgh and other places intensify polarization of civilizations."

“While revering the memory of the victims of acts of violence based on religion and faith, we must not forget that such cases, along with the extermination of people, include the destruction of tangible and intangible cultural heritage,” the statement said.

“Such acts of violence, along with physical damage, also cause moral damage to people,” the statement said. “These acts pursue the insidious goal of destroying monuments of religious and spiritual heritage that has been formed over millennia, as well as eradicating cultural traditions. Thus, the destroyed religious and spiritual monuments must be considered as victims of acts of violence on the basis of religion and faith."

The acts of aggression against Azerbaijani monuments in the occupied Azerbaijani territories were also described in the document.

"Religious and spiritual monuments of our people on the ancestral Azerbaijani territories occupied as a result of the Armenia-Azerbaijan conflict are subject to such vandalism and are destroyed,” the statement said.

“Unfortunately, in many cases, spiritual and moral values are not taken into account in the globalizing world, due to political claims and economic interests, which leads to double standards in the protection of human rights,” the statement said. “For example, instead of eliminating the causes of the migrant flow amid the tragic incidents in the Middle East, anti-humane behavior, racist and aggressive behavior are demonstrated towards internally displaced migrants, which can be characterized as an act of violence on the basis of religion and faith.”

According to the document, peaceful coexistence, understanding and humanism are indisputable values required for establishing peace and justice.

"Today, joint, sustainable cooperation of the presidents, public and religious leaders is important in solving the problem of preserving peace, as well as suppressing terrorism, xenophobia, anti-Semitism, Islamophobia, extremism and radicalism, establishing stability and tranquility in the world,” the statement said.

“When making crucial decisions on a global scale, there is a need for religious and moral evaluation, edification and consultation of wise religious leaders,” the statement said. “From this point of view, it is important today to introduce a multicultural lifestyle to the globalizing world to prevent national, racial, religious extremism."

"All religions reject violence and cruelty,” the statement said. “While appealing to all political and religious leaders of the world, we, members of the Baku International Center for Interfaith and Inter-Civilizational Cooperation, urge them to intensify efforts for the sake of preserving peace and stability by using the opportunities of inter-religious, intercultural cooperation. We consider important the joint cooperation of the presidents, public and religious leaders to eliminate all these phenomena."

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno-Karabakh and the surrounding districts.


Start-up programs’ presentation organized in Yerevan with participation of big entrepreneurs

Presentation of Start-up programs was organized in Yerevan with the participation of entrepreneurs from China, India, Vietnam and Iran.

The event was organized by Canada’s York Entrepreneurship Development Institute and Yerevan branch of Russia’s Plechanov University of Economics.

“I hope this is an occasion not only to serve the knowledge received during the event in the favor of the people and the country but to work out future plans with joint programs,” Armenia’s economy minister Tigran Khachatryan said.

He stressed that it is important for the program to succeed in Armenia.

“If it has succeeded in Canada it may succeed in Armenia as well and as Canada manages to combine the best minds of the world in Armenia as well we may built such platform,” the minister said.

Director of Yerevan branch of Russian Plechanov University of Economics Tamara Vardanyan said the event was initially planned to be conducted in Moscow but after the developments in Armenia the chairman of the YEDI Marat Ressin decided to move it to Armenia to express his support to the developments taking place in the country.

“This program gives an exclusive opportunity to the authors of new ideas, new programs for them to get tools to bring them to life,” she said.

ARGENTINA (Prensa Armenia)—Garo Paylan and Ebru Günay of the Peoples’ Democratic Party (HDP) of Turkey delivered strong statements during a conference at the National Congress of Argentina on Wednesday.

“The same genocide against the Armenians 105 years ago could be repeated today against the Kurds,” stated Garo Paylan. “I am very grateful for Argentina’s recognition of the Armenian Genocide. Many countries recognized it, but did this stop our pain? We will achieve justice when the Turkish Parliament recognizes the Armenian Genocide,” added the Paylan. “Only a truly democratic Turkey will recognize the genocide against the Armenian people.”

Ebru Günay said that the HDP party has gender parity and that those accused of gender violence or those who exercise polygamy are not allowed to participate in it. “We are fighting for women in a region where patriarchy is very strong,” noted Günay. “It is very difficult to fight for the rights of different peoples in an almost fascist environment.”

Garo Paylan and Ebru Günay are participating in a tour in South America that includes Uruguay, Argentina, Chile and Brazil. They met with Uruguayan Vice President Lucia Topolansky and former President Jose “Pepe” Mujica between August 13 and 14.

As ARMENPRESS was informed from Armen Grigoryan’s Office, Patrushev is scheduled to meet with Prime Minister of Armenia Nikol Pashinyan and Secretary of the Security Council Armen Grigoryan. During the visit, working discussions will also be held between the Security Council Offices of the Republic of Armenia and the Russian Federation.

The fire that broke out Sunday nearby the Armenian Genocide Memorial in Yerevan, the capital city of Armenia, has been put out.

But 20 hectares of vegetative cover has been burned up as a result of this fire.

Four water trucks and 67 rescuers took part in firefighting, which was led by Emergency Situations Minister Feliks Tsolakyan.

Baku / 09.07.19 / Turan: The Ministers of Foreign Affairs of Armenia and Russia discussed the settlement of the Karabakh conflict among other things at the OSCE ministerial meeting in Slovakia, Armenian media reported today.
 
There is nothing special in this message, considering that yesterday Mnatsakanyan was in Karabakh, where the local leadership was assured that Yerevan does not intend to make concessions in the matters of settlement and the decisive word for Karabakh.
 
This information is also nothing new, if not for nervousness in Karabakh itself, where they no longer hide their displeasure with the policies of the Nikol Pashinyan government.
 
The situation is skillfully exacerbated by fake reports of Pashinyan"s readiness to "surrender" Karabakh (letter from Pashinyan addressed to NATO Secretary General Stoltenberg), persecution of those who criticize Pashinyan"s actions (resignation of the head of "Karabakh Security Council" Vitaly Balasanyan) and the dismissal of a number of high-ranking military in Karabakh.
 
Against this background, the "Karabakh Security Service" issued a statement that it would take decisive measures against attempts to "violate the constitutional order".
 
This warning was heard 10 days before the end of the collection of signatures, which was initiated by the former "commander of the Nagorno-Karabakh forces", Samvel Babayan. He is trying to take part in the election of "President of Karabakh", which will be held in 2020. However, now he cannot be a candidate, as he has not lived in Karabakh for the last 10 years. Therefore, Babayan initiated the collection of signatures to amend the legislation in order to eliminate this restriction.
 
Samvel Babayan conducts active agitation, convincing people that they hinder him, because they are afraid. But the most interesting thing is that Babayan threatened that if they (local authorities) interfered with him, he would bring his supporters to the streets.
 
The warning of the "Security Service" indicates that the authorities in Karabakh will not allow Babayan to power.
 
At the same time, in the media controlled by the authorities, information is published that Samvel Babayan intends to provoke unrest and destabilize the situation. This is done in order to resolve the issue of the Karabakh settlement in the format of the transfer of Karabakh under the mandate of Russia.
 
It should be noted that part of the political forces of Armenia and the population of Karabakh support Babayan. In particular, the influential Dashnaktsutyun party intends to begin consultations on the nomination of a single candidate. There is an opinion that Dashnaks will bet on Babayan. -02B-

Art: Exhibition of artworks by Georgy Frangulyan opens at Erarta Museum

An exhibition named “The Solid Line” opened at Erarta Museum  on Friday to showcase famous sculptor Georgy Frangulyan’s indoor sculptures featuring different styles and materials.

As the Museum website reports, Georgy Frangulyan creates indoor and monumental sculptures using a wide range of materials including bronze, marble, wood, ceramics and glass, as well as drawings and paintings.

A distinctive feature of Frangulyan’s creative method is his constant search for new figurative solutions reflecting and organizing the surrounding space. At the same time, the sculptor subscribes to the opinion that the monumental nature of artworks lies not in their physical dimensions, but in the spatial idea that underpins them. If architecture and sense of scale are present, the artwork itself can be of any size.

The exhibition will be open until October 2019.
