AW: What kind of an Armenia are we aiming for and how?

The future plans for Armenia and Artsakh, presented below, were articulated by Ishkhan Saghatelyan at the May 9 gathering of the Resistance Movement at France Square in Yerevan. Saghatelyan, the representative of the Armenian Revolutionary Federation (ARF) Supreme Body of Armenia and vice chair of the National Assembly, has made additional remarks over the past few days, where he has clearly stated that the popular uprising is not an attempt at a power grab, as portrayed by the current authorities. It is a movement borne out of the many indignations suffered by Armenia and Artsakh over the past few years, a direct consequence of the treasonous policies and actions of the current authorities. Neither is the removal of the current authorities the end goal. It is merely the beginning of a long overdue national reconciliation, enforcement of territorial integrity and provision of safety for all citizens, re-establishment of our national values and rejection of policies based on fear, defeat and upholding of our enemies’ interests ahead of our own. Most importantly, the ARF states in no uncertain terms that the unsavory elements of the previous regime have no place in Armenia’s future. We have a cadre of young, educated, capable and patriotic Armenians who can lead us toward a better future and a stronger and more unified Armenian nation.

The end of Vichy Armenia is near, and we have a long road ahead of us, one that we must travel together in Armenia, Artsakh and the Diaspora. Once and for all, we must show our collective strength and not allow our enemies, as skillful as they may be, to divide us. Our strength is in our unity and in our steadfast belief in a shared and bright future.

The month of May holds a special place in our modern history, where we celebrate the first liberation of Shushi on May 8, Victory Day on May 9 and the independence of the first Republic of Armenia on May 28 following 600 years of foreign rule. Let this May bring a renewed spirit of hope, reconciliation, patriotism and optimism to our nation.

Fellow Armenians:

The independence of Armenia and Artsakh are under threat, a direct result of the anti-national, weak and treacherous actions and policies of the current administration.

It is incumbent upon us to right this ship and to bring Armenia and Artsakh back from the edge of the precipice. Are we capable of doing so? The answer is a resounding yes. How will we do so? We will build a strong Armenia with a unified effort rooted in security, solidarity, stability and progress.

To do so, we must remove the current administration and replace it with a government that will:

  • Bring to an end Turkish-Azeri attacks and incursions by modernizing the common security systems of Armenia and Artsakh. This effort will be based on working with strategic partners, rebuilding Armenia’s Armed Forces and improved international diplomacy.
  • Reaffirm the rights of the people of Artsakh to security and self-determination guaranteed by the Republic of Armenia, commitment to protect Artsakh from any status that would place it within Azerbaijan and formation of reliable land access between Armenia and Artsakh to prevent any enclave status. Active steps will be taken based on the 1994 OSCE format to reinstate the negotiation process.
  • Prevent any effort toward provision of corridors under the guise of unblocking communication roads at the expense of Armenia’s sovereignty and territorial integrity.
  • Not implement any border demarcations under Azeri force or threat of force.
  • Exclude any agreements in the Armenian-Turkish relationships that will question the realities of the deportations and genocide of the Armenian nation, as well as Armenia’s right to her spiritual and cultural heritage.
  • Give priority to issues related to food security and state reserves.
  • Consider the return of Armenian POWs and all hostages as an issue of utmost importance and urgency.
  • Carry out policies professionally with clearly articulated standards to overcome the state of crisis in the management system. We will eradicate populism, lies, deceit, inaction, irresponsibility and all overt and covert manifestation of corruption from the management of the affairs of the state. We will promote hard work and diligence, development of a healthy state and a national mindset and individual and collective responsibility. We will form a new functional and effective state management structure. We will prioritize the revival of the agriculture and culture ministries, in addition to the law enforcement system to fully serve our citizens. The accomplishments of the policies established for the welfare of our citizens, in both rural and urban areas, will be used as the success criteria for evaluation of state officials. Economic growth must be directly reflected in increasing standards of living, providing stable revenue growth. The citizens’ credit and debt load must not deprive them of the opportunity for a dignified life.

Fellow Armenians, we will restore internal solidarity and achieve our immense pan-Armenian potential by eliminating deepening hatred, division and indifference. We will reject the low moral standing of the past and the present and will shield the nation from destructive shocks and reverberations.

Fellow Armenians, we would like to address a question that has been raised often during the course of our rallies. The question pertains to the appearance of unacceptable and unsavory individuals in the rallies who have held positions of power previously. With the direct involvement of the Diaspora, the holy Armenian Apostolic Church and other national structures, we will formulate internal and external agendas to face our pan-Armenian challenges.

To formulate such a power, it is necessary to:

  • Create a national consensus temporary government. This means that responsible political forces will undertake the collective responsibility to formulate a unique state management national collective that will prevent the centralization of power under one person.
  • After the removal of the current administration, we will publish the names of 250 renowned specialists, who will serve as the pillars of our management system and state administration structure over the next few years. They will not be required to have any party affiliation, loyalty to any one person, or any _expression_ of obedience or submission to any entity or individual. These individuals will not be beholden to anyone, nor will they be prone to such behavior. You know many of them, as they serve among us. They have been and are fighting in the name of our nation’s freedom, strong statehood, Artsakh, empowerment and driving the Turks out of our country. They are all in the thick of it at the Square, on the streets or in the free press. They are real patriots and professionals whose activities will be a source of pride for any state system in any country.
  • Remove the ability of the Prime Minster to make sole decisions on matters of significant importance. The Prime Minister can only make decisions on matters of defense and security with unanimous support from the Security Council. The Prime Minister’s authorities will be limited and replaced with actual parliamentary management mechanisms. Pass new laws regarding the Security Council and government structure and activities.
  • Urgently structure the Armed Forces high command, strengthen the diplomatic corps and bring back the professional cadre and minimize political appointments.

The role of the temporary government will be to:

  1. Immediately form a senior political and professional negotiation team that will negotiate with Azerbaijan, and if needed Turkey, based on our national and state interests with a clear and well-developed plan, as opposed to the existing pro-Turkish approach hampered with fear and defeat. The negotiation team will not lower the bar. It is noteworthy that any reduction in the role of the Russian peacekeepers stationed in Artsakh is inadmissible.
  2. Reduce the atmosphere of hatred in the country with consistent steps, where people will not be persecuted for their political views and the rule of law will apply to everyone, regardless of status.
    Armenia will once again become an attractive destination for investments, and Yerevan once again will become the capital of all Armenians.
    -Upon stabilization of the situation (presumably in one to one-and-a-half years), free, fair and competitive extraordinary elections will be held. 

Removal of the nation-destroying authorities will consist of an initial dual power status, followed by the removal of the current administration. Dual power is already in effect, whose manifestations are:

  1. The formulation of a far-reaching consolidated effort supported by different segments and structures.
  2. It is clear both inside and outside Armenia that the current Prime Minister has neither the legal standing nor the capacity to make new concessions on behalf of the nation.
  3. The current authorities are already trying to cover up their treasonous plans under public pressure.
  4. The current authorities’ sole power lies in the brutality of the police force.
  5. The country is in a state of crisis, as the 2021 elections have not resulted in any meaningful gains.
  6. We can clearly state that all conditions for the removal of the current authorities are in place.

It is impossible for the current authorities to halt the popular movement.

To that end, our goals are to:

  1. Establish that actual people’s power is based at the Square.
  2. Realize that the current authorities are powerless in the face of the people’s anger and indignation. In other words, the people have full control over the discourse and can dictate their will by closing and opening what they want, when they want. This will effectively remove the current Prime Minister from power, in which case his resignation will only be inevitable.

What is needed for this? Only one thing, dear compatriots. Increase the size of the disobedience demonstrations, the number of the participants and become masters of the situation.

I submit to all political forces in Armenia, Artsakh and the Diaspora, the public, professional circles, capable individuals, spiritual, cultural, educational, business, IT, military, and to all that Armenia is ours. If we stand shoulder to shoulder, we can solve any problems. This is not a political party struggle. There are no authorized groups or people. This a popular uprising in the name of our dignity, our national identity, in the name of a just, strong state of solidarity with her citizens, and in the name of Armenia and Artsakh. Trust, participate, and we shall be victorious.




Police detain ex-Armenian MPs at opposition protests

Armenia’s riot police used force to detain former MPs Armen Ashotyan and Naira Zohrabyan, among others, during peaceful protests demanding Nikol Pashinyan’s resignation in Yerevan on Tuesday.

Armen Ashotyan, the deputy head of the Republican Party of Armenia (RPA), wanted to lay flowers at the Genocide Memorial at the intersection of Teryan and Isahakyan Streets in the city center, but officers of a special police unit forced him into a police van.

“Let’s continue the action,” Ashotyan said, addressing the protesters.

Naira Zohrabyan, who represented the Prosperous Armenia Party in the parliament, was also forcefully detained in the same place. She started chanting “Armenia without Nikol!” from the police car.

Anti-government demonstrations resumed in Yerevan early on Tuesday morning, with opposition activists blocking more than 50 streets in the capital.

PM Pashinyan to pay working visit to Brussels

President of the Artsakh Republic Arayik Harutyunyan issued a congratulatory message on Victory, Shushi Liberation and Artsakh Defense Army Day celebrated on May 9. His full statement is provided below.

“Dear compatriots,

Dear veterans of the Great Patriotic and Artsakh Liberation Wars,

Respected generals, officers, and soldiers of the Defense Army,

May 9 has left its mark in the history of the Armenian people as a symbol of its freedom-loving and indomitable spirit, courage and heroism, boundless love for the Motherland, devotion, and self-sacrifice.

During the Great Patriotic War, our ancestors, along with other peoples of the Soviet Union, fought selflessly against fascism, the greatest evil against mankind.  We are proud that Artsakh has also had a significant contribution to carving the victory, every third of its population went to the front, giving numerous heroes of the USSR, marshals, admirals, and commanders.

The future generations continued the heroic traditions of their ancestors, building a regular army from volunteer groups 30 years ago, successfully carrying out the military operation in Shushi, and liberating the ancient Armenian fortress town.

However, today Shushi is in captivity again, like hundreds of our sanctuaries and settlements, which are being destroyed and vandalized by Azerbaijan. Their goal is to completely eliminate the Armenian trace and the Armenians themselves, violating all the norms and principles of international law.

These days the security of Artsakh is ensured by the Russian peacekeeping contingent together with our Defense Army. We are deeply grateful to our friends for being by the people of Artsakh and for supporting us in every way.

On behalf of the authorities of the Artsakh Republic and on my own behalf I extend my heartfelt congratulations on these precious and cherished holidays and pay my respects to the memory of all our martyrs who dedicated their lives to the defense of the Motherland, to their families and relatives. For the sake of the sacred memory of our heroic grandfathers, fathers, and sons, and for the sake of the generations to come, Artsakh must always be Armenian and impregnable.

US Secretary of State tests positive for COVID-19

YEREVAN, MAY 5, ARMENPRESS. US Secretary of State Antony Blinken tested positive for COVID-19, State Department Spokesperson Ned Price said in a press statement.

“Secretary of State Antony J. Blinken tested positive for COVID-19 this afternoon via a PCR test. The Secretary is fully vaccinated and boosted against the virus and is experiencing only mild symptoms”, Ned Price said, adding that the Secretary has not seen President Joe Biden in person for several days, and the President is not considered a close contact according to guidelines by the Centers for Disease Control and Prevention (CDC).

“The Secretary will isolate at home and maintain a virtual work schedule. He looks forward to returning to the Department and resuming his full duties and travels as soon as possible”, the spokesperson said.

Recently Secretary Blinken met with Armenian Foreign Minister Ararat Mirzoyan in Washington D.C., Swedish Foreign Minister Ann Linde and Japanese National Security Advisor Akiba Takeo.




All issues must be solved in constitutional field – Russian MFA on current domestic political situation in Armenia

YEREVAN, MAY 6, ARMENPRESS. The ongoing protests in Armenia are the country’s internal affair, and Russia is interested in the stable, peaceful and secure development of its ally, Russian Foreign Ministry Deputy Spokesman Alexey Zaitsev said at a press conference.

“We believe that all domestic political issues must be solved exclusively in legal and constitutional field, in accordance with the democratic procedures. As for connecting the ongoing developments with the Armenian-Azerbaijani settlement process, as we understand, the talk is not about the attitude of the opposition towards the trilateral agreements reached, but about the perception of this of that statement of the leadership of Armenia”, he said.

Alexey Zaitsev said that Russia is always committed to actively assisting the settlement of the relations between Armenia and Azerbaijan, first of all through the implementation of all the provisions of the 2020 November 9, 2021 January 11 and November 26 trilateral statements, as well as through the signing of the peace treaty between Yerevan and Baku.

Turkey denies FlyOne Armenia overflight permit

The Turkish aviation authorities have denied FlyOne Armenia airline an overflight permit for flights to European countries through its airspace.  

The airline is therefore canceling all flights to Lyon and Paris until June 10.  

Meanwhile, the Yerevan-Istanbul-Yerevan flights will be carried out as scheduled.

FlyOne Armenia will provide further updates on the resumption of flights. It apologizes to passengers for the inconvenience this may cause.

The company offers to change the date of the flight or get a full refund.

Azerbaijani press: Armenia sees new political escalation in run-up to normalization with Azerbaijan

For a long time, the Armenian leadership attempted to ignore new realities in the region by refusing to accept Azerbaijan’s peace proposals in the hope of resuming negotiations under the auspices of the OSCE Minsk Group co-chairs.

However, the Minsk Group’s demise denied official Yerevan this opportunity. The conflict between the co-chair countries of the Minsk Group over the events in Ukraine buried all hopes for the resumption of this format, especially since the co-chairs were unable to propose anything new that reflected modern realities.

Simultaneously, during a recent meeting in Brussels, Pashinyan’s government finally accepted Azerbaijan’s peace proposals and agreed to begin negotiations to reach a peace agreement, open transport corridors, and delimit and demarcate borders. All of this has resulted in a rapid escalation of Armenia’s internal political situation.

Pashinyan’s decision, predictably, elicited a mixed reaction in Armenia. The parliamentary opposition, represented by the blocks “Armenia” and “I Have Honour”, as well as representatives of separatists, the foreign diaspora, NGOs and associations, former diplomats and officials, and a number of representatives of the Armenian Apostolic Church, categorically opposed the start of peace talks with Azerbaijan, normalization of relations with Turkey, and the opening of transport corridors.

The next anniversary of the 1915 events, which is used by radical Turkophobes to present territorial, moral, and material claims to Turkey and Azerbaijan, prompted the start of protests against the current Yerevan authorities. For a long time, Armenian radicals have used this date to hold mass demonstrations and marches under the banners of retribution and revenge. They seize every opportunity to smear Azerbaijan and Turkey in the eyes of the international community, accusing them of racism and “armenophobia” through racist propaganda and erroneous interpretations of historical events.

For many years, Armenian politicians have used the events of 1915 to justify their territorial claims to neighboring states. It is worth noting that Turkey has repeatedly offered to open archives and form a joint commission to investigate the history of those tragic events, but Armenia has rejected these offers each time, demanding unconditional recognition of Turkey’s responsibility for them.

It’s interesting how Armenian society always treats April 24 as a “day of mourning”, but on that day, all demonstrations and marches of Armenians are held with Turkophobic slogans and calls for vengeance. This year, at the initiative of the foreign diaspora and opposition leaders, they added slogans condemning the government’s policy and Pashinyan personally, accusing them of betrayal and readiness to surrender “Artsakh”.

Thousands of people who marched with torches through the streets of Armenia and other countries found themselves embroiled in an internal political struggle for power. Toward the end, the organizers of the procession burned the flags of Azerbaijan and Turkey on the square in Yerevan, as if to symbolize their desire to fight to the end for the capture of foreign territories.

For several days now, the Armenian opposition has been organizing marches and pickets to demand the overthrow of the prime minister. At the same time, the Armenian law enforcement agencies switched to preventive measures to prevent anti-government demonstrations.

The situation in Armenia day by day resembles very much of the events of 1998-1999 when the first president Levon Ter-Petrosyan was ousted from power for being ready to sign a peace agreement to withdraw troops from the occupied Azerbaijani territories.

Armenia is constantly trying to delay the implementation of trilateral statements. While Azerbaijan has already built almost a third of the railway and road of the Zangazur corridor, Armenia has done almost nothing in this direction.

There is no doubt that the new intra-political escalation in Armenia has begun to exacerbate the country’s already tense situation, but Armenia has only one way out of this situation: to take concrete steps toward normalizing relations and signing a peace agreement with Azerbaijan.

3 new cases of coronavirus confirmed in Armenia

YEREVAN, APRIL 28, ARMENPRESS. 3 new cases of COVID-19 were confirmed over the last 24 hours, bringing the cumulative total number of confirmed cases to 422,858, the Armenian Healthcare Ministry said.

No new deaths were recorded and the death toll stood at 8,622.

216 people recovered (total recoveries: 410,814).

2,546 tests were administered (total tests: 3,045,254).

As of April 28 the number of active cases stood at 1,739.
