‘Worse than coronavirus,’ lawmaker calls for crackdown on drug trafficking citing national security threat

YEREVAN, APRIL 25, ARMENPRESS. A senior Member of Parliament of Armenia is calling for stronger measures in combating drug trafficking which he described to be a national security threat.

“Perhaps we don’t fully understand the present-day situation in Armenia. We don’t realize that a very serious percentage of teenagers are drug addicts,” MP Armen Khachatryan, the Deputy Chairman of the Parliamentary Committee on Defense and Security Affairs warned at a parliament session.

“We don’t realize that this poses a serious national security risk. And our reforms, laws, words about the bright future would be in vain if drugs were to continue spreading at this rate. We don’t realize that this is a lot more dangerous and worse than the coronavirus [pandemic],” he said.

He called for stronger measures in combating drug trafficking.

The lawmaker even suggested introducing a new employment regulation in the public sector, requiring employees to pass a drug test once or twice a year or face termination in case of refusing to do so.

Deputy Minister of Internal Affairs Arpine Sargsyan told lawmaker that 2023 is a year of combating drug trafficking.

Cabinet approves new voluntary military service option for women

YEREVAN, APRIL 21, ARMENPRESS. The Cabinet approved on Friday the Defense Ministry’s bill on introducing a new voluntary military service option for women.

If the bill gets final approval in parliament, women will be enabled to join the military for a 6-month service.

The recruits will serve in the training military bases.

Servicemembers will receive a 1,000,000 AMD remuneration upon completion of the 6-month service.

Furthermore, after completing the 6-month term, recruits will have the chance to sign up for contractual military service for 5 years under the Homeland Defender option, Defense Minister Suren Papikyan explained at the Cabinet meeting.

In turn, Prime Minister Nikol Pashinyan said that this move is part of his administration’s concept of having a professional army.

“At first glance it may seem otherwise but this is actually a step for having a professional army, because we are enabling women to voluntarily join the military and serve for 6 months. This isn’t going to be a walk in the military base, this will be a normal military service. As a result, there’ll be citizens who will go back to their civilian lives after being discharged and will be listed in the reserve of our military. Some of them will want to enlist into professional service, and they will join the army and will start serving contractually. I am speaking about active duty combat service,” Pashinyan said.

The bill is expected to enter parliament during the current session, thus, if passed, the service option will be available during the upcoming winter conscription.

It’s already been nearly four months that Azerbaijan is illegally blockading the Lachin Corridor, ignoring the February 22 binding ruling of the International Court of Justice and the clear demand by the international community to fulfill it, Armenian Foreign Minister Ararat Mirzoyan said at a joint press conference with OSCE Chairperson-in-Office, Foreign Minister of North Macedonia Bujar Osmani on April 13.

“With the blockade of Lachin Corridor, the terror, as well as other actions aimed at making the Armenians of Nagorno Karabakh forcefully leave their homes, Azerbaijan seeks to implement a coordinated policy of ethnic cleansing in Nagorno Karabakh. I want to especially underscore that the International Court of Justice has stated the presence of direct threats of irreversible damages to the rights of Armenians under the Convention on Elimination of all Forms of Racial Discrimination,” FM Mirzoyan said.

FM Mirzoyan repeated that in this situation, unimpeded access of international humanitarian organizations into Nagorno Karabakh and the deployment of an international fact-finding mission to Nagorno Karabakh and Lachin Corridor can have important significance to end the fake narratives generated by Azerbaijan, to prevent the aggression, end human sufferings and establish stability in the region.

Mirzoyan also mentioned the violations of other terms of the 9 November 2020 trilateral statement by Azerbaijan.

“Azerbaijan refuses to return all Armenian prisoners of war and civilians held as hostages, by continuing false trials against them,” FM Mirzoyan said.

He added that along with refusing to ensure the return of IDPs and refugees to Nagorno Karabakh under the supervision of the UNHCR as envisaged under the 9 November statement, Azerbaijan is populating the Armenian settlements that have gone under its control with Azerbaijanis.

By displaying explicit disregard for fundamental principles of international law, Azerbaijan continues belligerent rhetoric and hate speech, threatening with renewed aggression and seriously jeopardizing regional stability, the Armenian FM added.

The United Nations’ highest court – the International Court of Justice (ICJ) – ordered Azerbaijan on February 22 to “take all steps at its disposal” to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions. The Lachin Corridor has been blocked by Azerbaijan since 12 December 2022.

GCC’s Armenian Engineers & Scientists of America Club Sets Ambitious Goals for the Semester

El Vaquero News recently interviewed the Armenian Engineers & Scientists of America (AESA) Club president at Glendale Community College (GCC) about their goals for the semester. The president discussed aligning AESA GCC’s objectives with the national AESA organization, growing membership, guiding members through volunteering and internships, and upcoming events such as guest speaker sessions and the “prototype project.” “Teams will work together to solve a challenge presented… a product which will solve the problem at hand.”

The president, Eli Asadoorian, is in his final semester at GCC, majoring in either aerospace engineering or mechanical engineering, depending on where they transfer. This semester, the club aims to grow its membership and guide members in gaining experience through initiatives that support Armenia, Artsakh, and diasporan communities. To achieve this goal, Asadoorian wants to create a network of students, industry professionals, and professors, benefiting from the exchange of knowledge and supporting Armenia’s continued statehood through technological advancement and STEM based projects.”We believe in the power of unity and the exchange of expertise, and we’re committed to fostering a strong network that will drive positive change for Armenia and its people, both at home and across the globe.”

Beyond creating networks for fellow members, AESA also plans to host several events, including guest speaker sessions featuring industry professionals and academic professors. If there is enough interest, the club will also launch a “prototype project,” where AESA members will form teams based on their personal and professional interests to solve a challenge presented by AESA GCC. By the end of the semester, each team will complete a proposal for a prototype product addressing the given problem. 

The president has been committed to helping Armenia for many years, but only during the second Artsakh War did they realize the importance of being part of making a difference. They believe that AESA contributes to global efforts to support a strong and safe Armenia, and they are dedicated to growing the organization and its impact.

Armenia to open three new cancer centers in 2023

YEREVAN, APRIL 12, ARMENPRESS. The Pediatric Cancer and Blood Disorders Center of Armenia (under the R.H. Yolyan Hematology Center) plans to launch new services in 2023 which will be of “important significance” for the entire country, Professor Gevorg Tamamyan, the Head of Pediatric Cancer and Blood Disorders Center of Armenia, Chairman and Professor at Department of Pediatric Oncology and Hematology of Yerevan State Medical University, CEO of the Immune Oncology Research Institute told ARMENPRESS.

“The first center will be opened this month, the Center of Cancer Survivors, which will be a meeting point for all children who’ve completed treatment. They will continue to be monitored in this specialized center and will receive both medical and psychological-social assistance,” Tamamyan said.

The Hereditary Cancer Predisposition Clinic will also be opened this year. It is under development with support from the Children’s Health Foundation. The Youth and Adolescent Oncology Project is also in progress. Tamamyan described this program as “unprecedented” for Armenia and noted that even many developed countries don’t have such programs.

The Children’s Immunology Clinic will also be opened in 2023.

Leading researchers and doctors from around the world will gather in Yerevan, Armenia on May 19-21 for the SIOP (International Society for Pediatric Oncology) Asia XV Annual Congress.

Parliament Speaker Calls Talk of Putin’s Arrest “Absurd”

The leadership of Armenia’s parliament signaled on Monday that Yerevan was in no hurry to ratify the controversial Rome Statute that would make Armenia a member-state of the International Criminal Court, which issued an arrest warrant for President Vladimir Putin of Russia.

Parliament Speaker Alen Simonyan said that the parliament has not held any discussions on the issue of ratifying the statute, which last week was deemed by the Constitutional Court to not contradict with Armenia’s Constitution.

The parliament leader told Armenia’s Public Television Sunday night that Armenia does not need to rush the matter.

“We have cases of crimes against humanity committed during the Armenian Genocide and Karabakh wars, and it [the ICC] is a necessary tool for Armenia. But we have always behaved as an ally, and we have not taken any special steps against Russia,” said Simonyan, referring to the court’s arrest warrant for Putin.

He said any discussion about Armenia arresting Putin is “absurd.”

“It [talk of arresting Putin] is absurd,” Simonyan said. “We have always behaved in an allied manner and have been correct in our relations, which allows us today to criticize some of Russia’s actions, which are at least incomprehensible to us. We have always behaved as the right ally and we have been honest with all our partners. There is no need to add a political context to the matter.”

He added that the Russian officials, with whom he is in contact, have not even raised this issue, stressing that it is not appropriate to raise such an issue in the case of Armenia, because Armenia has always behaved honestly and in the spirit of allied relations with the CSTO and all other international partners.

Russia last week issued a stern warning to Armenia about the ratification of the ICC statute, emphasizing that the warrant issued for Putin was illegal. The Russian foreign ministry spokesperson Maria Zakharova also said that the ICC matter was discussed with Moscow’s Armenian partners.

The parliament speaker said that the ratifying of the ICC statute would be “a negative step toward Russia, the meaning and usefulness of which I do not understand.”

“There are many countries that have ratified it, and Armenia should not be on the forefront of this matter. Yes, we are dissatisfied with some of Russia’s reactions and actions, and we have many issues that we need to discuss, but at the same time, in my subjective opinion that it would not be right to take such a step today,” added Simonyan.

The delegation led by Laurent Wauquiez visits Armenian Genocide Memorial Complex

On March 31, the delegation led by the President of the Auvergne-Rhône-Alpes region of France, Laurent Wauquiez visited the Armenian Genocide Memorial, accompanied by the Deputy Foreign Minister of Armenia Paruyr Hovhannisyan and Ambassador Extraordinary and Plenipotentiary of Armenia to France Hasmik Tolmajyan, ARMENPRESS was informed from the Armenian Genocide Museum-Institute.

Harutyun Marutyan, director of the Armenian Genocide Museum-Institute, welcomed the guests and presented the history of the creation of the memorial complex. He also referred to the three khachkars erected in the Tsitsernakaberd area in memory of the Armenians who died in the massacres organized by the Azerbaijani government in the cities of Sumgait, Kirovabad (Gandzak), Baku at the end of the last century, and the stories of the five freedom fighters of the Artsakh war buried in front of Hushapat, stressing the link between what happened and the Armenian Genocide.

The members of the delegation from France laid flowers on the khachkars and graves, paying their respect to the memory of the victims of the anti-Armenian policy implemented by the Azerbaijani authorities.

Mr. Laurent Wauquiez laid a wreath at the monument commemorating the victims of the Armenian Genocide, then the guests placed flowers near the eternal fire and honored the memory of the innocent victims of the Armenian Genocide with a minute of silence.

Mr. Laurent Wauquiez stressed that the warm Armenian-French relations have a centuries-old history and that France should do everything to prevent another genocide against the Armenians.

Harutyun Marutyun thanked Mr. Wauquiez for standing by Armenia.

At the end of the visit, the French delegation was also in the Park of Remembrance, where Laurent Wauquiez watered the silver fir tree he had planted in 2019.

Rep. Schiff and 35 bipartisan lawmakers urge Biden administration to sanction Azerbaijan for Artsakh blockade; ongoing anti-Armenian aggression

Rep. Schiff was joined by a bipartisan group of 35 US House members in rejecting Senior Advisor for Caucasus Negotiations Lou Bono’s statements taking US sanctions against Azerbaijan off the table.

WASHINGTON, DC – Congressman Adam Schiff (D-CA) was joined by a bipartisan group of 35 US House members in calling on the Biden administration to “use all tools at its disposal to ensure the safety of the people of Artsakh,” including cutting aid and imposing sanction on Azerbaijan, which continues its over 110-day blockade of Artsakh, reported Armenian National Committee of America (ANCA).

The Congressional letter, backed by the ANCA, comes in response to a public statement by the recently appointed US point person on Armenian-Azerbaijan issues, Louis Bono, who ruled out US sanctions against Azerbaijan. On March 8, during his first official visit to Armenia and over 80 days into Azerbaijan’s Artsakh blockade, Bono announced, “This is not a time for sanctions… Sanctions would be counter-productive. It’s not even under consideration at this point.”

“Senior Advisor for Caucasus Negotiations, Mr. Louis Bono’s reckless statement, taking Azerbaijani sanctions off the table, sets the stage for a second Armenian Genocide, by sending a green light to the corrupt Aliyev regime to continue their blockade and anti-Armenian aggression,” said ANCA Government Affairs director Tereza Yerimyan. “We appreciate Rep. Schiff and his bi-partisan colleagues’ leadership on this letter calling for concrete US action – including cutting aid to Azerbaijan and imposing sanctions – to break the 100-plus day Artsakh blockade.”

In closing, the signatories affirm that: “The United States, the President of the United States, the U.S. State Department, and entire Administration must use all tools at its disposal to ensure the safety of the people of Artsakh, now and in the future, including cessation of financial support to Azerbaijan and imposition of sanctions.”

Over 50,000 advocates responded to the ANCA’s call to support the Congressional letter through the action portal. Earlier this week, participants of the ANCA Rising Leaders program participated in the Lucine Kouchakdjian Capitol Hill day, during which they visited with over 400 Congressional offices in support of the Schiff-led letter and a number of pro-Artsakh/Armenia priorities including securing passage of the anti-blockade resolution (H.Res.108), cutting military aid to Azerbaijan and increasing aid to Artsakh.

Congratulations on your appointment as Senior Advisor for Caucasus Negotiations at the Department. As you know, we are at an inflection point for the region, Armenia and Artsakh.

As such, it is imperative that we leverage every opportunity to reiterate strong United States engagement to ensure a swift end to Azerbaijan’s blockade of the Lachin Corridor and lasting peace in the region. Your appointment and visit to the region this month sent an important signal that the United States is still engaged and wants to play a critical role in ending the conflict.

However, we are deeply concerned by your reported comments during the trip ruling out the use of economic and diplomatic sanctions against Azerbaijan for their clear aggression. It was reported that you stated, “this is not a time for sanctions … it’s not even under consideration at this point.”[1]  As 120,000 innocent people remain deprived of their basic rights in Nagorno-Karabakh (Artsakh) for a third month, due to a blockade that the International Court of Justice (World Court) has ordered Azerbaijan to lift,[2]  this is not the time to take any tools off the table.

Since December 12, 2022, Azerbaijan has imposed a blockade of the Lachin Corridor, the only road connecting Artsakh to Armenia. The effect has been devastating to the population, rendering 120,000 individuals without access to food, medical supplies, consistent gas and electricity, and essential human rights such as freedom of movement. Tens of thousands have been left without heating amid plummeting winter temperatures, which forced schools to close and deprived children of access to education. Plainly speaking, it’s a humanitarian disaster.

Azerbaijan is once again weaponizing basic human necessities to further degrade already strained living conditions for the Armenians living in Artsakh. Despite the February 22 World Court decision ordering Azerbaijan to “take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions,”[3] Azerbaijan continues to try to leverage this humanitarian crisis of its own making to seek concessions from Armenia.

Azerbaijan’s actions are a direct violation of the trilateral ceasefire statement of November 9, 2020 [4] , which outlines an obligation to guarantee the secure movement of citizens, vehicles, and cargo in both directions through the Lachin Corridor. The events of March 5, when Azerbaijani armed forces attacked a NagornoKarabakh police passport and visa directorate patrol car, killing three officers and wounding another, further underscore the need to end the blockade immediately and hold Azerbaijan accountable.

These are only the most recent examples of Azerbaijan’s belligerence, which has followed a well-documented pattern of war and provocation against Armenia and Artsakh, motivated by the bombastic rhetoric of President Aliyev and his regime. We have long passed the time for continued appeasement of Azerbaijan.

The United States, the President of the United States, the U.S. State Department and entire Administration must use all tools at its disposal to ensure the safety of the people of Artsakh, now and in the future, including cessation of financial support to Azerbaijan and imposition of sanctions. We cannot allow Azerbaijan’s policy of aggression and intimidation to continue.

Greece and Armenia sign military cooperation program for 2023

The "Greece-Armenia Military Cooperation Program" was signed for the year 2023 on Tuesday by the Director of the Directorate of International Relations of the Hellenic National Defence General Staff (GEETHA), Brigadier Vasilios Tsami, and the Director of the Department of Defence Policy and International Cooperation of the Ministry of Defense of Armenia, Mr. Levon Ayvazyan.

The program for 2023 includes 21 activities, of which 15 will take place in Greece and 6 in Armenia, and concern:

  • Joint training of Special Forces – Special Operations Forces.
  • Co-training on Electronic Warfare.
  • Participation in the Multinational Training Centre for Peace Support Operations.
  • Exchange of experiences and lessons in Air Defence Systems.
  • Staff exchange and visits to schools and multinational schools, as well as seminars.
  • Staff meetings and talks on matters of mutual interest, with special emphasis on the field of Military Intelligence.
The signing of the Program confirms the strong military ties of the two countries and further strengthens the operational capabilities and the level of interoperability of their Armed Forces, contributing to the strengthening of the role played by Greece and Armenia in ensuring stability and security in the wider region.
