Armenian MP: Azerbaijan taking negotiation process out of OSCE Minsk Group format

MP Hayk Mamijanyan, the secretary of the opposition With Honor parliamentary faction, on Tuesday commented on the cancelled meeting of the Armenian and Azerbaijani foreign ministers in Stockholm.

The meeting was expected to be held on the sidelines of the Organization for Security and Co-operation in Europe (OSCE) Ministerial Council, but Baku called it off following an Armenian parliamentary delegation’s visit to Artsakh.

Speaking to reporters in the parliament, Mamijanyan attributed the decision to cancel the meeting to Armenia’s weak position in negotiations.

The opposition MP noted that Azerbaijan’s long-held dream is to transfer the discussions of the Artsakh issue to a different platform, with the process aimed at questioning the efficiency of the OSCE Minsk Group.

“It can be stated that Azerbaijan torpedoed the process in general. It is also obvious that the Azerbaijani side is taking the negotiation process out of the Minsk Group format, which is unacceptable to Armenia,” the lawmaker said. 

Chicago celebrates ARF’s 131st anniversary

GLENVIEW, Ill. – The Chicago “Christapor” Gomideh organized a series of events on November 20-21 to mark the 131st anniversary of the founding of the Armenian Revolutionary Federation (ARF), including educational lectures, a community celebration and a memorial service.

The weekend began with the Gomideh sending a video message to the community marking the organization’s founding and promoting a message of unity in demanding justice and accountability from Armenia’s authorities. The message, delivered by Gomideh representative Hagop Soulakian, called on the community to remain active and vigilant.

On Saturday, November 20, the Gomideh arranged for special ARF-related lessons to be presented to the students of the Taniel Varoujan Armenian School. In addition, Gomideh members prepared and served lunch to the student body as well as teaching staff, faculty and school board members, continuing a long-standing tradition that was only recently broken in 2020 due to the pandemic.

The educational component of the day began with Anoush Bargamian leading art classes for the kindergarteners and students in lower elementary. Students celebrated the ARF’s birthday by doing rubbings of blocks with raised Armenian words such as Union (unity) and freedom (freedom) and learned about their meaning and how the ARF has fought for these values. They also created the ARF coat of arms by fashioning its individual elements out of paper and then assembling them together. During the lesson, Bargamian discussed the significance of each component of the coat of arms, conveying the message of what the ARF stands for and how the organization is based on a diverse membership united to work for a common cause.

Greg Bedian made a presentation to grades 4-7 and teachers’ assistants on the topic of “The ARF Then and Now.” Bedian spoke about how the mission and methods of the ARF have evolved over its 131-year history while the ARF has stayed true to its core value of pursuing justice. He demonstrated how seven critical events, such as the takeover of Armenian churches by Tsarist authorities, the establishment of Armenia’s first independence and the creation of the modern diaspora forced the ARF to adopt new approaches and tactics.

On Saturday evening, an “agoump” night was held in Shanasarian Hall in the Armenian Community Center marking the ARF’s 131st anniversary. The event was co-sponsored by the Chicago ARF, Armenian Relief Society (ARS), Armenian Youth Federation (AYF), Hamazkayin and Homenetmen. This was the first evening event held inside the community center since the advent of the pandemic. Attendees enjoyed the opportunity to share dinner and socialize with friends and family while listening to Armenian music. Gomideh representative Armen Papazian delivered brief remarks, discussing the many challenges facing the Armenian nation today and thanking community members for their ongoing support of the ARF. In honor of the ARF’s 131st anniversary, over $8,000 was raised, both during the event and online. The funds will be split evenly to benefit the Lebanese Armenian community and the Armenians of Artsakh.  

On Sunday, November 21, a special requiem service was held by Der Vahan Kouyoumdjian at Armenian All Saints Apostolic Church in memory of the soldiers who perished during the 44-day war as well as those that were killed in recent attacks, and for the deceased members of the Chicago “Christapor” Gomidehoutyun. Following church services, the Ladies Guild prepared a traditional madagh memorial dinner to honor the fallen soldiers and ARF members. 

The ARF established its first Gomideh in Chicago in 1896, only six years after the ARF was founded in Tiflis in 1890. Over the years, Chicago has been home to several Gomidehs based in various parts of the city. These Gomidehs were instrumental in the creation of libraries, community centers, schools and churches. The “Christapor” Gomidehoutyun was formed in 1959 upon the merging of the Chicago “Dro” and “Vahan Navasartian” Gomidehoutyouns.

YEREVAN, DECEMBER 2, ARMENPRESS. On December 1st Lilit Makunts, Ambassador of the Republic of Armenia to the United States of America, held a virtual meeting with Senator Edward Markey (D – Massachusetts), the Armenian Embassy in the USA said in a statement on social media.

Interlocutors dwelled upon regional security environment and in this context Ambassador Makunts presented the position and assessment of Armenia.

Ambassador Makunts emphasized the comprehensive settlement of the Nagorno Karabakh conflict within the mandate of the OSCE Minsk Group Co-Chairmanship and informed about the ongoing processes in that direction.

Ambassador Makunts stressed the need for the unconditional repatriation of Armenian prisoners of war held by Azerbaijan. In that regard Senator Markey expressed readiness to work in the Senate to facilitate the release of prisoners of war.

YEREVAN, NOVEMBER 17, ARMENPRESS. The Ministry of Foreign Affairs of Armenia has informed the President of the United Nations Security Council about the November 16th attack of Azerbaijan on Armenia’s sovereign territory, MFA spokesperson Vahan Hunanyan said in a statement, in response to the questions of media outlets.

“The Armenian Foreign Ministry has already informed the President of the UN Security Council about the current situation. We would like to note that the use of all tools of international law and diplomatic practice is being considered for protecting Armenia’s territorial integrity and sovereignty”, he said.

The spokesperson also added that Armenia is in direct and multi-level contact with its ally Russia. Mr Hunanyan reminded that yesterday the Armenian Prime Minister and the Russian President held a telephone conversation during which Nikol Pashinyan presented the situation to Vladimir Putin. “In this context, the leaders of the two countries discussed the possible joint steps the implementation of which is enshrined by a bilateral legal-contractual base and is in accordance with the allied relations”, Vahan Hunanyan said.

Armenia local elections: Incumbent mayor clear leader in Kapan city, preliminary results say

According to preliminary results of Sunday’s local elections in Kapan, Armenia, serving mayor Gevorg Parsyan, who heads the electoral list of the opposition Shant Bloc, is in the clear lead.

Parsyan posted the preliminary results on Facebook, according to which the Shant Bloc has received 1,222 votes, whereas the ruling Civil Contract Party (CCP)—532 votes.

The CCP electoral list in Kapan is headed by the majority “Civil Contract” parliamentary faction MP, painter Davit Danielyan.

3+3 format on Karabakh: The best way forward

TEHRAN – With tensions in the South Caucasus subsiding by the day, diplomatic contacts between the countries of the region take on a renewed importance in terms of avoiding misunderstanding.

Over the past few days, several meetings and phone conversations were held between officials and diplomats from the Republic of Azerbaijan, Armenia, Russia, and Iran, marking a remarkable rise in diplomatic interactions involving the key stakeholders of the South Caucasus region.

Of all the statements resulting from these interactions, remarks by Deputy Prime Minister of Russia Alexei Overchuk during his visit to Armenia stood out as the most important development in the region.

Overchuk met with Armenian Prime Minister Nikol Pashinyan and discussed a number of issues, particularly the situation in the Nagorno-Karabakh region. 

It seems that the most important issue discussed by Overchuk and Pashinyan was the opening of transit links in the region, especially those connecting Azerbaijan with the Nakhichevan Autonomous Republic.

During the meeting, Pashinyan complained that “Azerbaijan is trying to impose its perceptions on the commission” tasked with following up on the statements of November 9 and January 11, which refer to the unblocking of all transport and economic ties in the region.

“Armenia should get road and railway communication routes through Azerbaijan; Azerbaijan should receive railway and road communication routes through Armenia, including one connecting Azerbaijan to the Nakhichevan Autonomous Republic,” Pashinyan told Overchuk, according to ARMENPRESS.

The Russian official, in turn, pointed to the transport links in the region and said that Azerbaijan and Armenia, together with Russia, have reached a “very good understanding” of the links. 
 
Overchuk then uttered something for the first time in public: the links would be under the jurisdiction of countries using them. 

“The roads remain under the jurisdiction of the countries through which they pass,” he said. 

This has once again raised alarm bells in Tehran which has repeatedly warned that it accepts no change in the international borders in the Caucasus region.

The Russian official did not openly say that the transit links between Azerbaijan and Nakhichevan would be under the jurisdiction of Baku. But it goes without saying that Azerbaijan would be the first country to use them. So, did Overchuk mean that Armenia would give away its border with Iran? There is no clear answer yet. 

And this ambiguity is another reason for Russia, as the lead mediator in the region, to work closely with all countries involved in the Caucasus region, including Iran, which shares borders with both Azerbaijan and Armenia and is concerned that changes in Armenia’s southern border would come at an irreversible geopolitical cost for it. 

This may explain Iran’s quick diplomatic moves on Saturday to get support from the region’s stakeholders for reviving a regional platform called 3+3 format that includes Azerbaijan, Georgia, and Armenia and their three big neighbors- Russia, Turkey, and Iran. 

The format was proposed by Russia in early October but has since been shelved. Iranian Foreign Minister Hossein Amir Abdollahian expressed support for the format during his Saturday phone conversations with his Russian and Azerbaijani counterparts.  

During conversation with Russian Foreign Minister Sergei Lavrov, Amir Abdollahian said, “Iran supports regional talks in the format of 3+3 or other formats upon which all sides agree in order to resolve the disputes in the region and to expand regional cooperation.”

He reiterated this message in the conversation with Azerbaijani Foreign Minister Jeyhun Bayramov, underlining that “Iran supports regional talks in the format of 3+3 or other formats and believes regional problems can be resolved using regional mechanisms.”

But despite the Iranian insistence, differences between Azerbaijan and Armenia are being addressed in a trilateral format rather than the 3+3 one. And the trilateral formant seems to have not ensured the interests of all the stakeholders. 

Overchuk said he held 8 meetings with his Azerbaijani and Armenian counterparts, with the last meeting being held on October 22. “Based on these data, after the 8th session of the joint working group held on October 22, it seems to us that we will reach concrete solutions,” he said. 

And these solutions have apparently resulted in giving Azerbaijan full control over Iran-Armenia borders.

YEREVAN, NOVEMBER 3, ARMENPRESS. The candidacy of former Deputy Prime Minister Tigran Avinyan is under discussion for the position of Member of the Board of the Zangezur Copper Molybdenum Combine, the Chief of Staff of the Prime Minister’s Office Arayik Harutyunyan said.

“Yes, it is under discussion,” he said, when asked to comment on rumors that Avinyan is being considered for the position.

“He is a member of the political team. And there must be people who would best represent Armenia’s interests in that organization.”

U.S. Congressman Frank Pallone, co-chair of the Congressional Caucus on Armenian Issues, on Wednesday held an online meeting with Artsakh State Minister Artak Beglaryan.

They discussed the urgent need for humanitarian aid to Artsakh, Pallone said in a tweet.

“Met with Artsakh State Minister Artak Beglaryan and we discussed the urgent need for humanitarian aid to Artsakh. The U.S. must also push the Minsk process forward to achieve a settlement that keeps Artsakh Armenian,” he wrote.
