Karabakh Dismisses Reports On Azeri Efforts To Set Up New Capital

KARABAKH DISMISSES REPORTS ON AZERI EFFORTS TO SET UP NEW CAPITAL

ArmInfo News Agency (in Russian)
Aug 6 2008
Armenia

A spokesman for the breakaway region of Nagornyy Karabakh has dismissed
as ridiculous reports about Azerbaijan preparing to establish a new
capital for Karabakh and populate it with Azerbaijanis.

The flights of human imagination can be funny, the spokesman for
the separatist government of Nagornyy Karabakh, Vardges Hovyan, told
Arminfo. "They came up with a new kind of amusement in Baku – they
drew a map on paper, outlined the ‘boundaries’ of Nagornyy Karabakh
at their discretion, marked some point there and announced that
‘Azerbaijan has created a new capital of Nagornyy Karabakh’," Hovyan
said. "The people of Nagornyy Karabakh will never allow Azerbaijan
to turn into reality its colonial programmes," he added.

The spokesman ruled out the possibility of ethnic Azerbaijanis
returning to Nagornyy Karabakh. "Two peoples who are enemies cannot
co-exist in one state. Azerbaijanis cannot have any hopes for
returning, just as 400,000 Armenian refugees will never be able to
return to Azerbaijan. In the best case Azerbaijanis will be able to
visit Nagornyy Karabakh as tourists," Arminfo quoted Hovyan as saying.

Armenian Trade Deficit Continues Growth During H1

ARMENIAN TRADE DEFICIT CONTINUES GROWTH DURING H1
by Diego Iscaro

World Markets Research Centre
Global Insight
August 1, 2008

Latest data show that Armenian external imbalances continued to
deteriorate during the fist six months of 2008. Indeed, according
to data from the country’s National Statistical Service reported by
ARMNIFO, the trade deficit stood at $1US.387 billion during the fist
half of 2008, as exports fell by 0.8% year-on-year (y/y) to $520US
million and the total value of imports increased by 40.3% y/y to
$1US.908 billion. Geographical trade data show that Armenia’s trade
deficit with countries from the European Union (EU) was widened by
57.0% y/y to $331US.0 million, while the deficit with other countries
of the Commonwealth of Independent States (CIS) rose by 52.5% y/y to
$433US.0 million. Furthermore, detailed data revealed that exports of
precious and semiprecious stones waned by 23.3% y/y to $82US.0 million,
while exports of rough ore rose by 25.9% y/y to $85US.0 million.

Significance:Strong domestic demand is fuelling import growth, while
export potential remains mainly dependent on the diamond trade. Global
Insight believes that these factors are likely to remain in place
during the rest of 2008. Indeed, the value of imports is set to be
boosted by a combination of robust demand for investment goods and high
international oil prices. Nevertheless, strong output growth should
result in a waning of the deficit-to-GDP ratio in 2008 as a whole.

Iranian Mediation In Armenian-Turkish Relations Remains Valid

IRANIAN MEDIATION IN ARMENIAN-TURKISH RELATIONS REMAINS VALID
By Hakob Chakrian

AZG Armenian Daily
31/07/2008

Iran-Armenia-Turkey

In its July 23 issue "Azg" daily informed under heading "Iranian
initiative in Armenian-Turkish relations" that Iranian Foreign Minister
Mannucher Mottaki while being on an official visit to Ankara on July
18 had a telephone conversation with his Armenian counterpart Edward
Nalbandian, and IRNA assessed the conversation as an initiative in
Armenian-Turkish relations.

CNN-Turk touched upon the issue while speaking of the Turkish Foreign
Minister Ali Babajan’s visit to Iran. Babajan left for Tehran to
discuss the details of the Iranian President Mahmoud Ahmadinedzad’s
visit to Turkey on August 14.

What about the mediation, CNN-Turk cited from the speech of the
Co-chairman of Turkish-Armenian Business Union Kaan Soyak, who
highly qualified this initiative of Iran. According to Soyak, Iran
wants to contribute to the development of Armenian relations with
Turkey. Though a small but influential Armenian community exists
in Iran, and Iran does not want to be impartial to the political
developments of the region.

Underlining the unprecedented "new beginning" of Armenia-Turkey
relations Soyak added, "It’s first time that the regional countries
including Iran, OSCE Minsk Group Co-chairs USA, Russia and France have
united through the common denominator of opening of Armenian-Turkish
border and settling of available issues, and they try to regulate
the relations of the two countries with joint efforts".
