[Presenter] Armenian President Robert Kocharyan today held a working
meeting to discuss the current stage of reforms carried out in the
Defence Ministry. The meeting was attended by Armenian Prime Minister
[Serzh Sargsyan], Armenian Defence Minister [Mikayel Harutyunyan], the
chairman of defence, national security and internal affairs commission
of parliament and the head of the president’s administration.

Kocharyan said that the current reforms are mainly aimed at
strengthening the civilian supervision of the Defence Ministry,
as well as at increasing the effectiveness of the management and
providing the optimal use of resources.

The participants of the meeting have discussed a draft law on special
service which is planned to be adopted by the end of this year.

Kocharyan said that a great work is expected from us in the future and
instructed the participants to solve the task in line while adhering
to the deadline.

[Harutyunyan] We mainly discussed the draft law on special service
during the meeting. The draft law should be submitted to the Armenian
National Assembly for discussion. We also discussed issues concerning
the activities of the Defence Ministry. The Armenian president
instructed us to reconsider the law on the defence and informed him
of situation.

Political Landscape

The state Legislature sent more than 400 bills, including dozens
backed by area lawmakers, to the governor’s desk at the close of this
year’s legislative session last week. Here’s a look at the bills that
were introduced by local state officials earlier this year and are
now one step away from becoming laws. Gov. Arnold Schwarzenegger has
until Oct. 12 to act on the bills. Bills that were approved by the
governor before last week’s legislative deadline are not listed.

 SB 52, Career Technical Education, aims to simplify and
streamline the teacher credentialing process for career technical
education.

 SB 193, Paraprofessional Teachers, aims to increase funding
for the California Paraprofessional Teacher Training Program, which
brings classroom aides into the teaching profession through a plan
of financial and instructional support.

 SB 859, College Faculty for High School Classrooms, would
make it easier for school districts to hire qualified, experienced
college faculty from the University of California, California State
University and California community college systems, when they are
unable to recruit certified teachers to fill vacant teaching positions.

 SB 139, Nursing Education, would exempt students pursuing
a nursing career who have already earned a bachelor’s degree from
completing non-nursing courses.

SB 339, Mutual Funds, would update a statute in the Insurance Code
by allowing insurers to invest their funds in a wider variety of
investments than allowed under current law.

 SB 515, Armenian Trade Office, would extend the statutory
sunset for the privately funded California trade office in Armenia
until Jan. 1, 2010.

 SB 718, Inmate Welfare Fund, would authorize the county sheriff
to use money from the existing Inmate Welfare Fund to provide inmates
with transitional assistance services, including housing and job
placement.

 SB 910, Rosemead Boulevard, would authorize the state to
relinquish a part of Rosemead Boulevard to the city of Temple City.

 SB 280, Omnibus Education, aims to streamline various bills
dealing with teaching credentials and restore the ability of the
Carnegie Institution of Washington, which has offices in Pasadena,
to issue revenue bonds. The bill would allow Carnegie to issue bonds
through the California Educational Facilities Authority to support
the institution’s effort to build a large telescope in northern Chile.

 AB 258, Marine Debris, would require manufacturers of
pre-production plastic pellets known as "nurdles" to utilize proper
housekeeping procedures for handling and disposal of the pellets to
avoid spillage and release to the environment. The bill calls for
significant penalties against businesses that fail to take precautions
against allowing pellets to enter the storm water system.

 AB 291, Public Social Services Hearings, would extend the time
frame during which recipients of public social services can file a
complaint regarding the services to secure a hearing. Existing law
requires complaints to be filed within 90 days of the incident.

 AB 949, Burbank Gardens/Nursing Home Reform, would require
a licensed residential care facility for the elderly – prior to
transferring a resident to another facility or to an independent
living arrangement as a result of the forfeiture of a license, or
a change of use of the facility – to take all reasonable steps to
transfer affected residents safely and minimize possible trauma by
taking specified actions relating to resident notification, transfer
and relocation planning.

 AB 1013, Weapons/Nuisance Eviction, would authorize prosecutors
to bring eviction actions against gang members who use their residences
to stockpile illegal weapons and ammunition.

 AB 966, Senior Citizen ID, would require the Department of
Motor Vehicles to include with every notice of renewal of a driver’s
license that is mailed to a licensed driver, a notice that a person
who is 62 or older may be issued, free of charge, an identification
card bearing the notation "Senior Citizen."

 AB 1307, Public Employee Benefits, would allow individuals
employed by a company that contracts with the California Public
Employees’ Retirement System to contribute to the program.

 AB 1427, Developmental Disability Services, would create a
pilot program to provide greater compensation and training for direct
support workers who provide services to the developmentally disabled.

 AB 1484, Model State Trademark Law, would repeal the
Trademark Law and would enact the Model State Trademark Law to
expand the information required to be provided with an application
for registration of a mark to include, among other things, a drawing
of the mark and three specimens of that mark as it is actually used.

 AB 1539, Terminally Ill Prisoners. Under existing law, a
state prisoner who is diagnosed with a disease that would lead to
death within six months and whose release is deemed not to threaten
the public safety may have his or her sentence recalled and be
resentenced. Existing law additionally sets forth grounds under
which the court has discretion to find that a prisoner is eligible
for resentence or recall.

AB 1539 would extend those provisions for early release to prisoners
who are permanently, medically incapacitated and whose release is
deemed not to threaten public safety.

OCCASION OF INDEPENDENCE DAY

YEREVAN, SEPTEMBER 21, ARMENPRESS: President of
Armenia Robert Kocharian addressed to Armenians on the
occasion of the Independence Day.
`Your Holiness,
Dear Compatriots,
Distinguished Guests,
I congratulate all those present and our entire
nation on the occasion of Independence Day.
The reestablishment of our statehood was an
exceptional historic event in the life of the Armenian
people. The determination of our people to build a
free, democratic and prosperous state was expressed
during the referendum on independence. This
determination has been evolving through the next
sixteen years, and numerous challenges have been
honorably prevailed over down the road.
Armenia of today is developing steadily. It can be
stated with confidence that our economy is on the
rise:
* Thousands of new jobs are being created,
* Income of the people grows considerably, poverty
reduces gradually, life standard improves,
* Thousands of our compatriots, who left the
country, are coming back to live a better life,
* Middle class is taking shape.
I am optimistic about Armenia’s future,
comprehending at the same time that there is still a
lot to be done, that there is a great potential to do
it, and that our people deserve better lives.
We are obliged to double our efforts to build a
modern and efficient statehood. That is why it is
necessary to continue with the reforms, deepening
their social aspect.
We intend to continue our support for the
subsistence of the Nagorno Karabakh Republic since
only matured statehood can provide for the security of
the people of Artsakh. The recently held presidential
elections in Nagorno Karabakh manifested the united
covet for independence, faith in their statehood and
willpower to defend it.
The Parliamentary elections of Armenia demonstrated
the trust of people in the current policies. I am
confident that the upcoming presidential elections
will also be conducted in accordance with
international standards, in the atmosphere of great
confidence. Consistent continuation of the chosen
political course is an important guarantee of
Armenia’s stability and progress.
Dear Compatriots:
Today Armenia is dependably protected by our Armed
Forces. On this festive day it is our solemn duty to
pay tribute to our fallen heroes. For today’s peaceful
life they paid with great efforts and with their
lives. Our unfailing Army is the source of pride for

Party’ Aram Karapetyan had bought 25 percent of shares of `Zaruhi’ LLC
publishing-house. The LLC published Russian `Argumenti i facti’,
`Komsomolskaya Pravda’, as well as Armenian `True Right’ magazines.

Emanuel Margaryan, press secretary of the `New Times Party’ answered
to the questions of `A1+’, whether these magazines might become Aram
Karapetyan’s microphone during the pre-election period.

`Aram Karapetyan intends to sign similar agreements not only with
printed media, but also with electronic media’, answered Emanuel
Margaryan.

Is it possible that the relations between Hayk Babukhanyan and Aram
Karapetyan got better due to this deal? To remind, in a dispute
between Hayk Babukhanyan and Hrant Khachatryan, the head of the `New
Times Party’ supported Hrant Khachatryan.

Emanuel Margaryan noticed: `The deal was of commercial character and
has nothing in common with human relations’. Although Margaryan did
not elucidate the details of the deal, he informed that an official
letter had been sent to all shareholders of `Zaruhi’ LLC, who would be
introduced to the details of the deal tomorrow.

By the way, it was useless to try to hear the comments of Hayk
Babukhanyan on this issue since his phones were disconnected.

On September 21, on the occasion of the 16th anniversary of Armenia’s
independence, the Armenian National Movement is having a celebration at
the Armenia-Marriot hotel. As informed to panorama.am by the party’s
press spokesman, Karen Karapetyan, nearly all of the opposition
representatives are invited to the two-hour event, with the exception
of the three ruling parties, the Republicans, Prosperous Armenia,
and Dashnaktsutyun.

We note that Gurgen Arsenyan, of the United Workers party, is also
invited.

To the question as to why representatives of the ruling parties
are not invited to an event celebrating the country’s independence,
Karapetyan answered, "They are the ones bearing the responsibility
of the illegalities currently plaguing the country."

The speaker assured us that Levon Ter Petrosyan would be present at
the event. But as to whether he will break his long-lasting silence,
Karapetyan had difficulty answering: "I think only he can answer
that question."

"Anything that does not promote the resolution of the Karabakh conflict
is dangerous for the OSCE Minsk Group activity," Russian Co-Chairs
Yuri Merzlyakov declared, commenting on the threats from Azerbaijan
about resumption of war.

"Everyone knows that there are threats to restart the war. In
our last statement we expressed our opinion about these threats,
which do not promote the conflict resolution. Anything that does
not help resolve the conflict is dangerous. This is our attitude,"
Yuri Merzlyakov concluded.

to Karabakh was acquaintance with the President of NKR.

"The meeting was fruitful, and we need to think on what we discussed,"
Russian Co-chair Yuri Merzlyakov said after the talks with NKR
President Bako Sahakian.

French Co-chair Bernard Fassier said it was an interesting and positive
meeting, and they think they will promote and develop cooperation
with the NKR government. "Apparently, it is important to have Nagorno
Karabakh representatives at the table once, and the sooner it happens
the better," he said.

"We did not set this format but it is time to change it," he added.

U.S. mediator Matthew Bryza agreed with his colleague and emphasized
that the onset of the new political season in Armenia and Azerbaijan
does not mean the talks will be halted.

For his part, NKR President Bako Sahakian said the Karabakh side
asserted its commitment to a peace settlement and a constructive
dialogue.

"We discussed the format of the talks and agreed that the current
format is not effective. We talked about the participation of Armenia
and emphasized that we trust Armenia. Moreover, we are grateful for
its efforts in support of NKR. However, for a logical conclusion of
the talks the full-right participation of NKR is necessary," he said,

The World Chess Championship has moved the venue for its opening
ceremony after unrelated protests in front of the legislative
assembly here, organisers told Xinhua. "They suddenly told me about
these changes Wednesday morning," said Paola Becerra, organiser at
the host hotel. The championship has attracted the world’s eight
best chess players including Russia’s Vladimir Kramnik and India’s
Vishwanathan Anand, the world’s top two players. Other big-name
contestants include Hungary’s Peter Leko, Armenia’s Levon Aronian,
Israel’s Boris Gelfandare and Russians Alexander Grischuk, Alexander
Morozevich and Peter Svidler.

The average rating of the eight players is 2,752 points, making
this one of the strongest chess events of all time. There is no real
favourite, which guarantees exciting games.

The championship will be played in a double round-robin, meaning
each player will play twice against all his seven opponents, once
each with white and black pieces. The games will be transmitted live
through the Internet and will be analysed by grandmasters.

Serbia snatched a last-gasp equalizer in Lisbon last night to keep
alive their hopes of qualifying for Euro 2008.

After 178 minutes of ineptitude and frustration, just when Serbia’s
qualification hopes looked to be dead and buried, and the players’
wives and girlfriends thought they were free to start making plans for
next year’s summer holidays – anywhere except Austria and Switzerland –
the unthinkable happened. Serbia scored.

The hero of the hour was in the unlikely form of Lokomotiv Moscow
right-back Branislav Ivanoviæ. In the dying seconds, team captain
Dejan Stankoviæ drifted in a free-kick from the right, causing panic
in the Portuguese penalty box. In the ensuing melee, the ball broke
to Ivanoviæ who drilled the ball past keeper Ricardo to send the
visiting fans into raptures.

However, the early signs had not boded well. From the opening whistle,
the Portuguese took the game to the visitors, who had started with
only one man up front.

Despite earlier rumours to the contrary, Valencia forward Nikola ~Nigiæ
started on the bench, leaving Milan Jovanoviæ as the sole striker.

In the eleventh minute, the home side won a free-kick on the edge of
the penalty area, some twenty-five yards out. Simao Sabrosa stepped up,
and sent an exquisite curling shot inside keeper Vladimir Stojkoviæ’s
right-hand post to put Portugal one up. It looked like it was going
to be a long night.

Ten minutes later, things could have got even worse.

Jose Bosingwa, who was making hay down Serbia’s left flank, broke
free again, and whipped in a tantalizing cross. Nuno Gomes rose
heighest in the box, only to see his header crash off the post. The
resulting rebound fell to Nuno Maniche ten yards out, who sent the
ball goalwards, but by now Stojkoviæ had found his bearings, and
pulled off a great save to keep the visitors in the match.

Serbia, by now virtually encamped on the edge of their own
eighteen-yard box, and with as shots raining in on their goal, somehow
managed to cling on until half-time, and Javier Clement was able to
regroup his charges.

In the second half, he made a bold decision. He took off the
out-of-sorts Milo~Z Krasiæ and Zoran To~Ziæ, and brought on Marko
Panteliæ and ~Nigiæ, changing to an attacking 4-3-3 formation. If
nothing else, ~Nigiæ’s arrival gave the team and the visiting fans
alike a boost.

The swap almost brought benefits immediately. The big striker caused
Ricardo to spill a cross from the right, which fell to Jovanoviæ on
the volley ten yards out. Sadly, the young striker sliced his shot,
and the ball flew harmlessly into the stands behind the goal.

This was to set a pattern for the second half, as the home side began
to pull more men back, in a bid now to hang for a 1-0 victory. And
though Serbia looked more threatening than they had in the opening
period, Portuguese manager Scolari’s tactics seemed to be paying off,
as they were unable to put the home goal under any serious threat.

And it was then, two minutes from time, with Portuguese fans heading
for the exits, confident that their side had done enough, that Ivanoviæ
had his moment of glory.

Drama was to follow after the final whistle when an unseemly scuffle
broke out along the touchline, TV pictures showing Scolari striking
Ivica Dragutinovic on the chin, after an argument. UEFA will
undoubtedly be looking further into the incident

While it was not the result of the night – little could match
Scotland’s triumph in Paris – few can argue that Ivanoviæ’s goal was
the footballing equivalent of getting away with murder. The draw,
together with the 1-1 draw in Helsinki between Finland and Poland,
means the Eagles still have their Euro 2008 destiny in their own hands,
and can go into next month’s clash with Armenia with heads held high
and all guns blazing.
