Hamparian: “Our North Star remains the survival, security, and viability of the Armenian nation”

Editor’s Note: The following keynote remarks were offered by Armenian National Committee of America (ANCA) executive director Aram Hamparian at the ANCA San Francisco-Bay Area Hye Tahd evening on March 11, 2023. 

Forgive me today for starting with some philosophy. A favorite quote: “If you have a ‘why’ in your life, you can bear almost any ‘how.’” Friedrich Nietzsche – Twilight of the Gods.

From 130 years ago. Still true today. Certainly for us Armenians. Facing realities that are almost too much to bear.

Thankfully, each of us has a “why.” Why we are who we are. Why we do what we do. Why we are here today.

Each of us has a story. Some you have shared, well-known to family and friends. Others you’ve kept in your heart. Let me tell you part of mine, one that I have never shared.

About three years ago, I got a call from Bege Koroghlian – a dear family friend – asking if I was going to the AYF Olympics in Providence. I said I was.

Her husband was my AYF “Arsen” chapter advisor – a humble and selfless servant, a respected mentor to a generation of New Jersey youth. A good man. Good father. Good Armenian. An inspirational leader – through his work, his example. I remember him driving us to countless meetings, games and seminars. A dozen kids bouncing around his Lincoln Continental like marbles in a cigar box.

He arrived early, stayed late – and in the days before cell phones – never left our hall, our church, our practices until each and every junior was safely on their way home. He died at 41, leaving behind his wife and their four children.

At AYF Olympics, Bege came to me and said: “Aram, I’ve kept something for 40 years, and I want to give it to you.” 

And she took from her pocket this ring – her husband’s ring, with the seal of the Tashnagtsoutioun – a party both Vaghinag and I swore our lives to – and she handed it to me. It’s been with me ever since. That’s part of my “why.”

All of our “whys” – in this room, this community, this country, our diaspora, and our homeland – add up to who we are. Why you are here tonight and present in the life of our people. Not just as consumers of Armenian culture, but producers of Armenian identity. Not just in the wagon, enjoying the ride. But out front – charting our path – shoulder to the wheel.

Authors of Armenia’s future.

This is true today – here, around the world and across generations. As a second army of the Armenian nation. Now – in many ways – as a foreign ministry for the Armenian people. For diplomacy is more than accepting terms of surrender.

We must forthrightly tackle the concrete realities of our situation, but NOT from our back foot – relentlessly appeasing and conceding. Playing the transactional “game” when our enemies are waging existential war against our very place on the planet.

If “land for peace” worked, the loss of Western Armenia, Nakhichevan, three-quarters of Artsakh, and now sovereign Armenian soil would surely have met this test. Delivered peace for our time – for all time. But it hasn’t. Because each loss – each surrender – has only encouraged our enemies to press for more.

In this dangerous environment, our North Star remains the survival, the security and viability of our nation.

All our actions align with this single purpose. With our dedication to the proposition that our generation will not witness, will not permit the loss of Artsakh. Of Syunik. Of Armenia.

For it is a fiction to believe Artsakh can be surrendered to save Armenia. That Syunik can be ceded to save Yerevan. Today, the frontlines of the Armenian Cause stretch around the world.

A few weeks ago in LA, I gave a thematic speech about the inner struggle for the soul of our nation. Today, I will offer more programmatic remarks about the political battles we are waging to protect our homeland and heritage.

In Washington, the “how” is as challenging as it’s ever been. We are facing the fundamental fact that US policymakers, all their talk aside, are losing no sleep over our loss of Artsakh.

In the context of the Ukraine war – Russia, Iran, NATO, Caspian oil and all the rest – the general direction of developments in the South Caucasus align with the interests and ambitions, however misguided, of our foreign policy establishment, in government, think tanks and among their media allies. We see this, most fundamentally, in America’s artificial parity, which is, in actuality,  a pro-Azerbaijani policy

This is nothing new to us. In many ways it mirrors our Armenian Genocide struggle. Outright hostility disguised as neutrality. Pro-Turkish apologists and Caspian oil profiteers parading as honest brokers. This flawed policy cascades down, informing practices across American government agencies, from diplomacy and defense to humanitarian aid.

The evidence is clear: Countless Azerbaijani acts of aggression over a quarter century that have been answered with generic US calls on all sides to refrain from violence. It’s a free pass for Azerbaijani aggression. Worse, it’s a green light for Azerbaijani escalation.

We are swimming upstream against policies that need to be fundamentally reversed. This is not a time for fine-tuning. What we need is a turning of the tide.

On all of these fronts – from stopping US military aid to Azerbaijan to sending US humanitarian aid to Artsakh – we may not get everything we work for, but we will surely have to work for everything we get.

What we do get will be earned – out in the open. Not in the shadows – behind closed doors at State, NSC, Defense. But under the bright light of public scrutiny.

Working with our community, Congress and our coalition partners.

– Breaking Azerbaijan’s 90-day blockade of Artsakh.
– Enforcing Section 907 and stopping all US military assistance to Azerbaijan.
– Sending desperately needed US humanitarian and development assistance to Artsakh.
– Blocking US rifle sales to Azerbaijan, rejecting F-16 transfers to Turkey and investigating Azerbaijani war crimes.
– Elevating Armenia’s security to the very top of the US-Armenia bilateral agenda.

These are our hard challenges – there are no shortcuts or quick fixes. That work takes place here – in the Bay Area – and across America. City by city, district by district, state by state. We must act with confidence and courage, passion and persistence.

I told the KZV Armenian School kids yesterday. We are hosts, not guests in this house. Owners, not tenants, of America. Fully American. Fully Armenian.

And we follow our own moral compass. Consistent with our Armenian national aspirations and the very best of our American democratic traditions. No one – foreign or domestic – sets a ceiling on our advocacy. No one waters down, or walks back our aspirations.

There were times when Yerevan backed off of Armenian Genocide recognition, baited by false Turkish promises, but we never did. And we were right.

Today, Artsakh’s independent status is not at the top of Yerevan’s agenda – but it remains on ours. And this will never change. For we are not asking America for favors. We’re Americans exercising our Constitutional rights.

Folks ask, what side are you on? East or West? Left or right? Democratic or Republican? I confess. We do take sides: the Armenian side. We’re not the DNC or the RNC. We are the ANC.

It took far too long, but we finally put America on the right side of the Armenian Genocide. We must now do the same on Artsakh. This is a battle for our time and for coming generations.

And so, as I close, I want to underscore for you how seriously we take our many investments in that future. The trees we plant, knowing we will not be around to sit in their shade.

We make these long-term investments because the battles we wage today, as urgent as they are, will not be our last.

I started with a quote, and I’ll end with one by one of my favorite Americans – A. Philip Randolph:

“At the banquet table of nature, there are no reserved seats.
You get what you can take, and you keep what you can hold.
If you can’t take anything, you won’t get anything, and if you can’t hold anything, you won’t keep anything.
And you can’t take anything without organization.”

For us – as Armenians – that organization is the Armenian National Committee of America.

Speakers of Parliament of Armenia, India discuss crisis resulting from closure of Lachin Corridor

YEREVAN, MARCH 14, ARMENPRESS. Speaker of Parliament of Armenia Alen Simonyan met with the Speaker of Parliament of India Shri Om Birla within the framework of the 146th Assembly of the Inter-Parliamentary Union in Bahrain.

The priorities of the need to cooperate on bilateral and multilateral platforms between the two countries were discussed, the parliament’s press service reported.

Both sides highlighted the further deepening and strengthening of the inter-parliamentary relations as an important direction of Armenia’s foreign policy.

The parties stated the opportunities of parliamentary diplomacy, pointing out the Friendship Groups. Speaker Simonyan said that he is looking forward to the creation of the Friendship Group with Armenia in the Parliament of India.

“Armenia is interested in the development of mutually beneficial cooperation in different directions, including the defense, trade, transport and communication, health, agriculture, culture, science and education, information and high technologies, tourism and other spheres,” the parliament’s press service quoted Alen Simonyan as saying. He underscored that the presence of several thousands of Indian students in Armenia greatly promotes the cultural, ethnic and religious diversity.

Issues related to the security in the region were also discussed. The crisis resulting from the closure of the Lachin Corridor and the need of its solution was also discussed.

Speaker Simonyan noted that from May 12, 2021 the armed forces of Azerbaijan violated the territorial integrity of the Republic of Armenia three times and illegally invaded the sovereign territory of Armenia. He said that Armenia highly appreciates the position of the Ministry of Foreign Affairs of India that the Azerbaijani military should be withdrawn from the sovereign territory of the Republic of Armenia.

Armenian Minister of Defense meets with former Secretary-General of NATO Anders Fogh Rasmussen in Yerevan

YEREVAN, MARCH 13, ARMENPRESS. Minister of Defense Suren Papikyan on March 13 met with the former Secretary-General of NATO, founder of Rasmussen Global international political consultancy firm Anders Fogh Rasmussen and other representatives of the firm.

At Rasmussen’s request, Minister Papikyan presented the latest regional developments and the resulting situation, the defense ministry said in a read-out.

A number of issues related to regional security were discussed.

Canberra: Kylea Tink MP Signs Joint Justice Initiative In Support of Australian Recognition of Armenian, Assyrian and Greek Genocides

CANBERRA: Kylea Tink MP has joined a growing cohort of Members of Parliament and Senators to have signed the Joint Justice Initiative’s Affirmation of Support document calling on Australia to recognise the 1915 Genocides of Armenians, Assyrians and Greeks perpetrated by the Ottoman Empire.

Tink was elected as the Federal Member for North Sydney at the 2022 Australian Federal Election, replacing staunch advocate for the cause of Genocide recognition, Trent Zimmerman. Tink vowed to continue her predecessor’s support and advocacy for issues of importance to her local Armenian-Australian community.

Since her election to the Federal Parliament, Tink has joined the Australia-Armenia Inter-Parliamentary Union (Friendship Group), declared her support for the rights to self-determination of the Armenians of Nagorno Karabakh through her membership of the Australian Friends of Artsakh network, and rose in the Federal Parliament to condemn Azerbaijan’s illegal invasion of the sovereign borders of the Republic of Armenia in 2022.

Michael Kolokossian, Executive Director of the Armenian National Committee of Australia (ANC-AU), applauded Tink’s addition to the signatories of the Joint Justice Initiative.

“Ms Kylie Tink has been a vocal supporter of the local Armenian-Australian community since her election to the Federal Parliament, and we look forward to continuing our work with her. We also thank her for her principled stance,” said Kolokossian.

The Joint Justice Initiative has so far announced the support of Scamps, Kristy McBain MP, Senator Rachel Siewert, Susan Templeman MP, Adam Bandt MP, Senator Janet Rice, Steve Georganas MP, Michael Sukkar MP, Senator Louise Pratt, Warren Entsch, Andrew Wilkie MP, Julian Leeser MP, Michelle Rowland MP, Senator Paul Scarr, Tony Zappia MP, Senator Sarah Hanson-Young, Senator Hollie Hughes, Senator Rex Patrick, Mike Freelander MP, Senator Larissa Waters, Senator Pat Dodson, Josh Burns MP, Senator Andrew Bragg, Bob Katter MP, Sophie Scamps MP with a promise of more announcements to come.

On 25th February 2020, over 100 Federal Australian parliamentarians, diplomats, departmental officials, political staffers, academics, media and community leaders were treated to cultural performances, food, wine and brandy, as well as the historic signing of a Memorandum of Understanding, which affirmed that the signatory public affairs representatives of the three communities were jointly committed to seeing Australia recognise the Turkish-committed Genocides against the Armenian, Greek and Assyrian citizens of the Ottoman Empire during World War I. The Joint Justice Initiative currently has over 35 signatories in Federal Parliament.

Quadrilateral meeting of the Foreign Ministers of Russia, Iran, Turkey and Syria is being discussed

YEREVAN, MARCH 7, ARMENPRESS. Russian Deputy Foreign Minister Mikhail Bogdanov stated that the meeting of the Foreign Ministers of Russia, Syria, Turkey and Iran is being prepared, ARMENPRESS reports, citing the Iranian IRNA agency.

“We work in that direction. The quadrilateral meeting of the Foreign Ministers of Russia, Iran, Turkey and Syria is currently being prepared. I can say that we have agreed not to disclose details so far, not everything is so easy,”Mikhail Bogdanov said.

It should be reminded that in December, the first talks between the Turkish and Syrian Defense Ministers took place in Russia since 11 years ago. In 2011, a civil war in Syria began. Turkey, which before this conflict, maintained close relations with Damascus, positioned itself against Syrian President Bashar al-Assad. Since then, Turkey’s relations with Syria are not so smooth. However, in recent weeks both sides, as well as some media outlets, began to talk about the possibility of normalization of relations.

Who will mediate?

The incident in the zone of responsibility of Russian peacekeepers involving the death of policemen from the unrecognized NKR and Azerbaijani soldiers has aggravated the already tense situation. The United States and Russia announced their readiness to act as mediators for a resolution of the Armenian-Azerbaijani conflict. But how will it be decided?

Political scientist Gurgen Simonyan says that at present the military-political interests of the United States, the collective West and Armenia coincide, and these relations should be deepened, becoming part of the developed and civilized world.

“We need to get rid of this post-Soviet swamp as soon as possible, the forces that continue to drag us into it,” he told JAMnews.

Commenting on a statement by State Department spokesman Ned Price [reproduced below] that the United States is not a mediator, but a partner of Armenia and Azerbaijan, Simonyan maintained that this is not a retreat at all. In his view, despite the fact that Armenia is “hostage to the Russian military bloc CSTO”, the US policy towards it is “friendly and allied”:

“The United States is doing more than, formally, Armenia means to the United States. We do not have any document or allied agreement. No political format of relations has been developed.”

At the same time, the political scientist believes that the status of an intermediary is much lower than that of a partner. Emphasizes that mediation implies absolute neutrality, while partnership implies synchronization of political interests.

According to Simonyan, the United States can take on the “arbiter role” in the region, but Russia cannot, since “the Russian Federation has created military-political problems for itself and has not yet got out of this swamp.”

The statement of the Russian Ministry of Defense that the Azerbaijani military opened fire on the NK police, according to Simonyan, does not play any role. He believes that in order to counter the dangers and risks, one can rely only on one’s own strength:

“Appeals and statements are just facilitating circumstances, they do not play a warning role. Only the presence of an appropriate hard force in the form of armed forces can prevent the impact of force. Azerbaijan can be brought into a constructive field only by a balance of forces, and it can only be achieved by modernizing the Armed Forces, establishing its own security system.”

Yesterday NK and Azerbaijan representatives once again met at the HQ of the Russian peacekeeping forces

“The actions of the Azerbaijani sabotage group cannot be qualified otherwise than as terrorism. In parallel with the blockade of the Lachin corridor for almost three months and the actions aimed at creating a humanitarian catastrophe in Nagorno-Karabakh, Azerbaijan continues to terrorize the Armenian population of Artsakh with the ultimate goal of ethnic cleansing,” Armenian Prime Minister Nikol Pashinyan said at a meeting with the French co-chair in Yerevan OSCE Minsk Group by Brice Roquefay.

The Armenian Foreign Ministry invited ambassadors and representatives of international structures to a meeting to discuss the March 5 incident. Deputy Foreign Minister Vahe Gevorgyan told diplomats that “On March 5, the armed forces of Azerbaijan carried out a sabotage attack in Nagorno-Karabakh,” and gave details of what happened.

During the same meeting, the representative of Armenia on international legal issues, Yeghishe Kirakosyan, stressed that for more than two weeks, the Azerbaijani authorities have been ignoring the decision of the International Court of Justice to open the Lachin corridor, despite the fact that it is binding:

“The fact that this terrorist attack took place in the context of an unfulfilled decision indicates that Azerbaijan has become a malicious violator of international law.”

Despite calls by the international community and the Hague, the Lachin corridor is still blocked

During a meeting of the Security Council, President Arayik Harutyunyan spoke on the latest negotiations with representatives of Azerbaijan and the warning received from Baku:

“The representative of Azerbaijan tried to discuss political topics using the word “integration”, but Mr. Shahramanyan [the negotiator from Karabakh] stated that if they have to discuss political issues, then this can only be the topic of recognition of the independence of Artsakh by Azerbaijan. He added that they are not authorized to discuss political issues and cannot discuss at this meeting either.

After that, Azerbaijan told us through its channels that either we adopt an integration policy, or there will be no solution to existing problems, on the contrary, there will be tougher and more drastic actions.

We did not accept, do not accept, and today I want to reiterate that this is not only the decision of the Security Council, but also the overwhelming majority of our people, deviation from our right to independence, to self-determination. And this means that in the near future we will have different problems to confront.

We choose either to continue the struggle that we are waging, or if there is a sentiment in society that we should accept Azerbaijan’s proposal, then they have the opportunity to speak out within the framework of their civil rights and say that the path we are following is chosen incorrectly, to form a new government in the country.

The Hague International Court of Justice decision has decided to oblige Azerbaijan to enact interim measures to unblock the Lachin corridor

The command of the Russian peacekeeping contingent published information about the March 5 incident only the next day in the evening. However, the Ministry of Defense of the Russian Federation in its newsletter confirmed the fact that Azerbaijan had violated the ceasefire regime:

“At 10:00 on March 5, 2023, in the area of the settlement of Dyukyanlar, soldiers of the armed forces of the Republic of Azerbaijan fired at a car with law enforcement officers of Nagorno-Karabakh. As a result of the clash, three men were killed and one who was in the car was injured. On the Azerbaijani side, the losses were two dead, one wounded.”

The official representative of the Russian Foreign Ministry, Maria Zakharova, said that in recent days there have been repeated violations of the ceasefire, and after the “armed incident on March 5” there are casualties on both sides:

“The incident once again confirms the imperativeness of the speedy return of Baku and Yerevan to negotiations on fulfillment of the tripartite statements of the leaders of Russia, Azerbaijan and Armenia, including those relating to the unblocking of roads, the delimitation of the Armenian-Azerbaijani border and the preparation of a peace treaty.”

The Armenian expert community says that in this way Moscow is openly promoting itself as “the only platform for resolving the emerging humanitarian crisis and the looming security crisis around NK.”

Lachin corridor, accusations, prospects for peace, the fate of Saakashvili – Aliyev, Pashinyan and Gharibashvili in Munich

US State Department spokesman Ned Price said there could be no military solution to the conflict:

“The only way to keep the peace is to sit down at the negotiating table, and the use of force undermines negotiations. […] The clearest conclusion for us is the need to continue direct dialogue and discussion between the parties themselves. This is an imperative for both sides.

We have played the role of a partner for both countries, facilitating tripartite interaction between foreign ministers as well as at the leadership level. We are ready – whether on a bilateral, trilateral or multilateral basis – to continue to be a partner in efforts to build a lasting peace. […]

We are not going to oppose any other proposal for mediation, and in fact we are not a mediator. We are a partner of these two countries.

I think that we have demonstrated, both in words and in deeds, the nature of our relations with the two countries, our ability to unite the two countries. […]

We are not doing this to compete with Moscow. We are doing this to bring about a solution to a long-standing conflict between these two countries, a conflict that, unfortunately, has consistently claimed lives, as happened on 5 March. We are interested in peace and security here.”

The French Foreign Ministry, in a statement expressed not only regret, but also presented its version of what happened:

“We regret the casualties as a result of a serious incident that took place on March 5, during which a car with police officers passing near the Lachin corridor was fired upon by Azerbaijani troops in the zone of responsibility of the Russian peacekeeping forces. It is important that the facts are fully disclosed. We also call for strict adherence to the ceasefire.”

The press secretary of the EU Foreign Service reports:

“The EU deplores the outbreak of violence along the line of contact in Karabakh, which has resulted in at least five deaths. The circumstances surrounding this incident must be fully investigated. We urge the parties to exercise restraint to prevent any further actions that could further undermine regional stability and jeopardize the peace process.”

Ambassador-at-Large Edmon Marukyan calls on int’l community to deter new Azerbaijani attacks

YEREVAN, MARCH 6, ARMENPRESS. Ambassador-at-Large Edmon Marukyan expressed caution Monday regarding Azerbaijan’s disinformation falsely accusing Armenia of opening gunfire, noting that Baku usually does so while preparing for new provocations or attacks.

“Yesterday’s attack by Azerbaijani sabotage group isn’t the last news. Today Azerbaijan spreads fake news about shootings from the Armenian positions,” Marukyan tweeted. “Azerbaijan always spreads such lies while preparing for new provocation or attack. The Intl community must deter new attacks against Armenia & Nagorno Karabakh.”

YEREVAN, MARCH 2, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan assures that sanctions against Russia are not circumvented through Armenia, ARMENPRESS reports, Pashinyan said at a joint press conference with German Chancellor Olaf Scholz, referring to the question of the possibility of bypassing sanctions against Russia through 3rd countries, including Armenia, and the observation that EU trade with Armenia has increased.

“As a democratic country and as a country for which transparency is very important, we have told all our Western partners and we are telling them that we are ready and transparent in this matter. Yes, the numbers are changing, the numbers are changing all over the world, because the logistics chains, relationships are changing. Not only the imports from the EU to Armenia have increased, but also the exports from Armenia to the EU countries have increased,” said the Prime Minister.

He emphasized that Armenia is interested in establishing relations with the EU.

Referring to the rumors about circumventing the sanctions, Pashinyan emphasized. “They are nothing more than mere rumors. The reality is just the opposite. Last spring, a western owner took possession of an aircraft used by one of the Russian airlines from Armenia. And this, I think, is the most direct and clear example when we have shown that, respecting all our relations, all our partners, the legality of actions and activities is of fundamental importance to us.”

Pashinyan does not think that a country where such a thing has happened can be blamed for any other shady circumstances. On the other hand, the Prime Minister emphasized that they will follow the events with all their attention to help the private sector not to engage in such activities that could spoil Armenia’s relations with any partner.

Metropolitan Museum of Art revises information on Aivazovsky to reflect his Armenian heritage

The world-renowned Metropolitan Museum of Art in New York has revised the way it identifies famous seascape painter Ivan Aivazovsky to reflect his Armenian heritage, following complaints from community members, Asbarez reported..

Along with many community members, Taleen Setrakian also chronicled her efforts to address the mis-characterization of not only Aivazovsky’s heritage but also that of Arshile Gorky, who is listed as an “American, born Van Province, Ottoman Turkey,” on the website of New York’s Museum of Modern Art.

The Met told Setrakian in an email shared with Asbarez that it was “undertaking a review” of how Aivazovsky was identified.

“We are currently undertaking additional revisions to our cataloguing of Ivan Aivazovsky, in order to ensure that his Armenian identity is duly recognized on our website,” the Met’s European Paintings Department said in an email in response to Setrakian’s inquiry regarding Aivazovsky’s misidentification.

“The Met regularly researches and examines objects in its collection in order to determine the most appropriate and accurate way to catalogue and present them. This includes the best way the complex national and cultural identities in this region during the nineteenth century,” the Met explained.

Originally, the Met had identified Aivazovsky as Ukrainian, including in the biographical notes that he was “born into an Armenian family.”

In the revised iteration, the Met has added his Armenian birth name next to his professional name and has amended the “Ukrainian” moniker with “Armenian, born Russian Empire [now Ukraine].”

In his biography, the Met has also emphasized Aivazovsky’s Armenian heritage by writing, “As a member of the city’s longstanding Armenian community, Aivazovsky had a rich cultural and linguistic background. YEREVAN, FEBRUARY 22, ARMENPRESS. Armenia welcomes the International Court of Justice’s decision on Armenia’s request to indicate a provisional measure to unblock the Lachin Corridor, ARMENPRESS reports the Minister of Foreign Affairs of Armenia Ararat Mirzoyan wrote in his Twitter microblog.

“We welcome CIJ’s ruling today that Azerbaijan must take all measures to end its blockade and ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor.

We are also pleased to see truth prevail as the Court rejected in full Azerbaijan’s counter request”, Mirzoyan wrote.
