Azerbaijan’s president on Thursday urged Japanese companies to invest
in his nation’s oil infrastructure, saying he hoped the Caucasus
country will soon become a major oil exporter.

President Ilham Aliev, in Tokyo on a four-day trip, told Japanese
Foreign Minister Taro Aso that Azerbaijan had implemented a range of
social and economic policies and had “high expectations” for increased
Japanese investment, the Foreign Ministry said in a statement.

Aliev told Aso he hoped Azerbaijan would soon become a major exporter
of oil and natural gas, according to the statement.

Aso said Tokyo was interested in maintaining strong bilateral
ties because of Azerbaijan’s importance, geopolitically and as an
oil-producing nation.

Aliev was slated to meet Prime Minister Junichiro Koizumi on Friday.

Azerbaijan is rich in oil and gas reserves. But development of those
reserves has been hindered by conflict with neighboring Armenia over
the status of Nagorno-Karabakh, an ethnic Armenian enclave within
Azerbaijan.

The 18-year dispute, in which at least 30,000 people have been killed
and 1 million made refugees, has affected stability throughout the
strategic and oil-rich Caucasus region.

A hard-line group has urged the Hungarian court to ensure the security
of an Azeri officer accused of killing an Armenian serviceman at a
NATO course in Budapest in 2004.

The chairman of the Garabagh Liberation Organization (GLO) has sent a
petition to the Budapest City Court and some Hungarian media requesting
security guarantees for Ramil Safarov. “We have repeatedly stated
that when Safarov was committing the killing, his mind was clouded
with revenge for the crimes the Armenian armed forces had unleashed
on peaceful Azerbaijani population. Armenia is trying to affect the
course of legal proceedings.

The chairman of the Armenian Progress Party, Tigran Urikhanyan,
reportedly offered a $125,000 reward to anyone who kills Safarov,”
the GLO said. The appeal termed this as a graphic example of the
Armenian government’s terrorist essence. The Armenian leadership
is even trying to have Safarov killed in the Budapest prison,
therefore, it is necessary to take extra precautions and provide
for his security. Azerbaijan has been left to deal with a terrorist
state, the document said. “Another fact we would like to point out
is the trial of Armenian Lt-Col Pargev Abramian currently underway
in Yerevan. He is charged with dismembering his wife with an axe. The
defense claims that he has committed the crime in a state of emotional
distress,” the GLO said, urging the Hungarian court to be mindful of
these facts when handing down a ruling.

The results of the negotiations of Azerbaijan and Armenia in Rambue,
France, forced the OSCE Minsk Group co-chairs to reconsider the
positions of the conflicting sides. It is clear that the situation is
in very difficult stage and the co-chairs must refrain from any
statements, Trend reports quoting Araz Azimov, the Azerbaijani Deputy
Foreign Minister, as stating Lider TV channel.

`The co-chairs have to refrain from statements, as they don’t want to
risk. Spreading of information in any form can aggravate the
situation or change the course of the events,’ Azimov stressed. He
added that the current position of the co-chairs is true.

`The co-chairs will probable want to hold meetings with the
representatives of Azerbaijan and Armenia after the consultations in
Washington from 7 to 8 March,’ the Azimov underlined.

Two Mombasa businessmen might provide the key to unravel the mystery
behind the alleged mercenaries in the country.

Investigations point to possibilities that the two alleged mercenaries
pitched camp in Mombasa when they first came into the country.

Yesterday, our sister publication, the Sunday Nation, revealed that
the men Langata MP Raila Odinga claims are mercenaries working for
the Government are two Armenian “businessmen”.

Travel documents in our possession indicate the two men – aged 33 and
36 – arrived in the country early this year from Dubai, but have also
visited Kenya in the past on unknown missions.

The revelation comes amidst calls by a cross-section of leaders for
the Government to clarify whether there were foreign mercenaries in
the country, or not.

Yesterday, it emerged that when the alleged mercenaries arrived in
January to stay, they were granted a two-year category H permit,
which is for professionals or foreign investors.

They paid Sh60,000 each and posted a bond of a similar amount for
the permits.

Mr Odinga displayed faded photocopies of the passports of the two
foreigners on Friday, saying they were Armenians and not Russians as
earlier claimed.

The Nation sought to establish if the passport details could be
confirmed by the Interpol, but was informed that the global unit on
police operations didn’t have their particulars.

Local police have maintained they had not received such travel
documents and could not, therefore, establish the whereabouts of the
alleged mercenaries.

It is now emerging that on several occasions when they visited Kenya
in the past from their base in Dubai, they were indeed doing business
with the Mombasa businessmen.

They were initially involved in sugar importation, among other
ventures with one of the businessmen before they fell out for what
sources say were unclear circumstances.

It is while they were working with the businessmen that they were
introduced to powerful people in the country, who made it possible
for them to go about their businesses without any hindrance.

Such contacts would later become useful when they fell out with one
of the businessmen.

We have further established that the lower part of a gate to the
house where the alleged mercenaries were staying in Runda and which
provided space through which the Nation took pictures of the house
has been sealed completely.

Except for a gardener who rarely gets out of the compound, the place
is now completely deserted.

At the same time, Nairobi Catholic Archbishop Ndingi Mwana a’
Nzeki called for immediate investigations into claims that foreign
mercenaries were operating in the country.

He said the claims were serious and Kenyans were entitled to an
explanation.

“That is a very serious accusation. Let the Government come out clear
on this,” he said.

The Archbishop added that it was important for the Government to
tell the people how the alleged mercenaries came into the country,
as well as who brought them here.

Addressing journalists at the Holy Family Basilica where he led special
prayers for the country and its leadership, Archbishop Ndingi said
the Government owed Kenyans an explanation on whether the claims were
true or not true.

He further called on Mr Odinga to provide all the information he has
on the case to enable the police to conduct investigations.

As the archbishop spoke, Mr Odinga made fresh claims that the alleged
mercenaries had spent a night at a Nairobi residence of a prominent
personality, who has high connections in Government. They then moved
to a camp for one of the uniformed forces.

Without elaborating, Mr Odinga said the gang looked for the alternative
site after he disclosed their hideouts and revealed their identity
to the police.

“The mercenaries were moved to a house belonging to a prominent Narc
personality after I disclosed their hideout and gave their identity
to the police,” he said.

They were now being guarded by the dreaded General Service Unit,
making it difficult for them to be investigated.

He said the first assignment for the hit squad was to raid the
Standard and KTN offices and were now being prepared to eliminate
ODM luminaries.

However, Mr Odinga warned that such attempts were bound to fail
because Kenyans were watching keenly the events unfolding the country.

“I don’t fear these people because we know the Government is desperate
after failing to live up to the expectations its leaders promised
Kenyans in the last General Election,” he said.

And former Environment minister and one of the ODM’s leading lights,
Mr Kalonzo Musyoka said the security of Kenyans was paramount and asked
the Government to “thoroughly” investigate the claims by Mr Raila.

“We can’t take such allegations lightly. It is now the duty of the
Government to get on top of things and dispel public anxiety,” he said.

Mr Odinga warned President Kibaki that his days were numbered because
he was defending corrupt individuals in his Government.

He faulted the President for turning a deaf ear on the wishes of
Kenyans to sack corrupt ministers who had defied the law.

“It was wrong for President Kibaki to openly declare that Michuki
was there to stay even after he publicly defied the law and raided
private property,” he said.

Mr Odinga made the new claims at various stops on his way to the
burial of his cousin, Jennifer Akinyi Matara, at Ogango village in
Nyamira District.

At the funeral Mr Odinga accused the Government of practising
tribalism.

He cited the recent sacking of Dr Patrick Orege, Naftali Mogere,
Prof Ratemo Michieka, Jasper Oduor, James Ongwae and Zachary Ogongo,
among others, who were all from Nyanza.

Mr Mogere, who had been sacked as the managing trustee of the National
Social Security Fund, was last week appointed the managing director
of the National Cereals and Produce Board.

Mr Odinga said Kenyans were keenly monitoring how the Government
was selectively tackling corruption in the country, saying unless
it handled the matter as required, the voters would hit back at the
polls next year.

Council consisting of 15 NGOs calls on RA authorities to pay proper
attention to the problems of Javakhk Armenians, in particular, to
recognize the political component of the Javakhk problem. This was
said in the statement publicized by the Council on March 14.

“Encouraged by the absolute indifference of RA authorities, the
Georgian circles became more unbridled,” the statement authors
insist. Among the anti-Armenian actions carried out recently in
Javakhk they mention facts of dimissing a number of Armenian judges
in Javakhk because of their not mastering the Georgian language,
foundation of a diocese in the territory of Armenia by the Georgian
church, the murder of the young Armenian in Tsalka.

“Not excluding the participation of the third party, including Turkey
and Azerbaijan, in provocation and instigation of these anti-Armenian
acts, the “Javakhk” Council considers that first of all the Georgian
authorities and Georgian Orthodox Church are responsible for it. RA
authorities, who have done nothing in the direction of solving the
Javakhk problems, also have their share of responsibility,” the
statement read.

“The pivot of Javakhk problem is political, as long as Javakhk
political status isn’t clarified and Javakhh has no guarantees that
there will be no infringement of Armenians, it’s senseless to solve
other problems,” “Javakhk” Council representative Hrazdan Madoyan
declared.

According to the him, the prevailing majority of Armenians living
in Armenia is anxious about the Javakhk problem as they understand
that there is no separate Javakhk problem. “On the one hand, this is
the problem of Hay Dat, on the other hand, the problem of Armenia’s
physical existence, as today Javakhk is the only possibility for
connection with Europe. We understand that if the Armenians leave
Javakhk, their place will be taken by the Turks: this means that
Armenia will appear in a complete blockade,” the speaker declared.

According to Madoyan, there can be two possible developments of
Javakhk problem: either it will become a second Nakhichevan or a
second Karabakh.

According to him, if Armenia wants to exist as a state in the region,
it should be able to preserve what is still Armenian.

According to the Council representatives, if necessary, Armenia
should bring troops into Javakhk. In response to the question, if
Armenia is able to open the second front, Council representative
Gagik Ginosian said that this will be already the fourth front for
Georgia. According to him, we shouldn’t avoid war in case of a danger
of losing the homeland and the national dignity, and in the issue of
Javakhk we deal with the physical existence of the Republic of Armenia.

Tbilisi. March 14 (Prime-News) – The Council of Javakhk, which
includes fifteen funds, appeals to the government of Armenia to ask
“to pay more attention to the Javakheti region of Georgia and admit
the political meaning of problem of the local residents of Armenian
origin”, Noyan Tapan says.

The corresponding statement was published by the Javakhk Council
on Tuesday.

“Encouraged by the absolute indifference by the Armenian authorities,
the Georgian forces became more unbridled”, the statement says.

According to Armenian Noyan Tapan, the dismissal of the local judge
of Armenian origin for his ignorance of the Georgian (state) language
and murder of an Armenian young man were the most violent among the
recent anti-Armenian actions.

“Admitting possible participation of some other forces, Azerbaijan and
Turkey in particular, in sponsoring and incitement of the anti-Armenian
actions, the Javakhk Council considers that the Georgian government
and the Georgian Orthodox Church must bear full responsibility for the
recent developments. Republic of Armenia is also responsible for its
indifference for solution of the problems in Javakhk (Javakheti region,
as termed by the local pro Armenian forces)”, the statement says.

“The core of the problems in Javakhk is political, as the political
status of the region is yet to be defined and there is no guarantee
for security of the Armenian population. Thus the problems remain
unsettled”, Razdan Madoian, Council Chairman said.

According to him, the overwhelming majority of the Armenian population
of the region are deeply concerned as they understand that there is
no problem in Javakhk to be regarded separately.

“It is a matter of survival of Armenia, as Javakhk (region) is the
only way for communication with Europe. We understand that if the
Armenians leave the region, the Turks will settle here. It will equal
to complete isolation of Armenia”, Razdan Madoian said.

According to him, there are two options for further developments –
it might become another Nakhitchevani (place of Armenian genocide)
or the Nagorno-Karabakh, and if Armenia wants to retain its position
in the region, it must maintain whatever Armenian is left.

He claimed that the Armenian troops must invade in the region in case
of necessity.

When asked about the possible second front for Armenia, Gagik Ginosian,
representative of the Council said that it would be the forth one
for Georgia.

One must not be afraid of war when there is a challenge to lose a
motherland and national dignity. As for Javakhk, the matte is about
survival of Armenia, he said.

Gevork Gevorkian, 24, was killed in the town of Tsalka of the
Samtskhe-Javakheti region in a drunken clash two days ago.

The local residents of Armenian origin claimed that it was a deliberate
action and raided the local branch of the TbilisiStateUniversity,
local court and local governmental unit in protest.

The participants of the protest rally demanded Armenian record
keeping and introduction of Armenian language in education in the
local branch of the StateUniversity. They also tried to invade the
office of the Georgian Patriarchate, claiming that its was used for
storage of weapon. But as they met a local clergy and checked the
office to make sure that no weapon was kept there.

As Prime-News was told by the local police, the situation in the
region was eased and kept under control.

Van Baiburt, Georgian MP of Armenian origin says that the tension in
the region, which is mainly populated with Armenians, was artificial.

In his interview to Prime-News Van Baiburt condemned the raid of the
University and local court.

According to him, the sponsors of the rally were enemies both for
Georgia and Armenia.

YEREVAN, OCTOBER 17. ARMINFO. “The detainment of a shareholder of
“Royal Armenia” LTD and the Deputy Director of that company was ordered
and arranged by the Customs Committee,” reported the lawyer of the
“Royal Armenia” company, Gevork Minasian.

The Head of the Customs Committee Armen Avetisian reported to the
President of RA about contraband at the amount of 1,5 billion AMD.

But Mr. Minasian stated that the 1,5 billion AMD is nothing else
but the amount of the customs values, disputed at the court. “If the
customs values are nullified by the court, the Head of the Customs
Committee will seem to have deceived the President. And that is why
the Customs Committee arranged the detainment of Mr. Hakobian and Mr.

Kazarian,” he added. “The Customs Committee tries its best to prevent
me from appearing before the court and thus to gain time,” said the
representative of the “Royal Armenia” company.
