INTERNATIONAL CONGRESS OF PLASTIC, AESTHETIC AND REHABILITATION SURGERY HELD FOR FIRST TIME IN ARMENIA

YEREVAN, APRIL 12, NOYAN TAPAN. Leading surgeons from the U.S.,
Germany, France, Spain, Russia, the Netherlands, Belarus, Georgia,
the Ukraine and other countries take part in the 5th International
Congress of Plastic, Aesthetic and Rehabilitation Surgery being held
on April 12-14 in Yerevan. The congress was organized by the Armenian
Association of Plastic, Rehabilitation and Aesthetic Surgeons and the
Russian surgeons’ company of the same name. As RA Minister of Health
Norayr Davidian mentioned, it is the first time an event of such kind
is held in Armenia, which is evidence of the international recognition
and high estimation of Armenian surgeons in this sphere. According to
the Minister, plastic surgery is one of the developing directions of
modern medicine. According to N.Davidian, the modern medicine with
its humanitarian mission and universal importance is multi-national
and does not admit any limits.

According to him, such meetings and exchange of experience with
well-known specialists from foreign countries will promote raising of
professional skills of Armenian doctors, training of young specialists,
as well as integration of the national medicine into the sphere of
world medical science. According to RA First Lady Bella Kocharian,
“it is difficult to imagine modern life without plastic surgery,
as man’s striving for perfection is limitless”. According to her,
the holding of the international congress in Armenia proves that
the Armenian school of this sphere develops rapidly and enjoys the
confidence of the respective international structures.

Applications to be accepted for the President award

In September, 2005 for the first time Presidential awards were handed
over to the best IT pupils and students. In 2006, the `Hayastan’
All-Armenian Fund and the `Synopsis’ company will organize the
second awarding ceremony. The awards will be granted in five
nominations: -“The Best Bachelor”, “The Best Master”, “The Best
Postgraduate Student”, “The Best Female Student” and “The Best Pupil”.

The applications will be accepted from May the 1st to 31. In 2005
students from the Yerevan State University (departments of Applied
Mathematics, Radio physics and Physics) and Yerevan State Engineering
University (departments of Computer Science and Information Science,
Cybernetics, Radio Engineering and Communication Systems), as well as
students studying at the Physics and Mathematics school of Yerevan State
University, Base school of Yerevan State Engineering University and
`Quantum’ college. This year two more educational institutions will
take part in the contest. They are `Anania Shrakatsi’ college and
`Photon’ college in Gyumri. Students who have achieved good results
in research works and IT sphere in general will be granted.

ARF Hosts “Armenians and the Left” Conference

Fisk Announces Plans to Speak in Turkey

NEW YORK–The Armenian Revolutionary Federation concluded a weekend-long
conference entitled Armenians and the Left on April 9th, when featured
speakers Robert Fisk and Noam Chomsky spoke at the Massachusetts Institute
of Technology in front of a crowd of 750 about War, Geopolitics and History:
Conflict in the Middle East. During his lecture, Fisk explained why the
Armenian Genocide must be known in order to understand how the region has
been condemned since World War I to foreign intervention, chronic war and
mass slaughter.

The conference began on April 7 at the New York Society for Ethical Culture,
where over 1,000 people attended a lecture by Fisk about the Middle East and
US journalism. The crowd featured many out-of-town guests, including twenty
members of the Armenian Youth Federation of Canada as well as travelers from
Philadelphia, Washington, D.C., Boston and Los Angeles.

The conference’s main events took place on Saturday, April 8, when twenty
activists, scholars, and opinion makers gave presentations at the CUNY
Graduate Center in Manhattan. Presentations took place in six panels on a
variety of critical topics, including human rights in the Caucasus, women
and political power, globalization and imperialism, Armeno-Turkish dialogue,
Armenian political identity, and reparations for mass crimes against
humanity. The day ended with Robert Fisk and David Barsamian holding a
conversation in front of all conference attendees about `War, Propaganda and
the Media.’

Fisk also promoted his most recent book, The Great War for Civilization, in
which he dedicates an entire chapter to the Armenian Genocide, which he
described as `The First Holocaust.’ In his column last weekend for The
Independent, Fisk took up the case of John Evans, the U.S. Ambassador to
Armenia, who is being forced to retire over his affirmation of the Armenian
Genocide during a speech he gave last year in San Francisco. After rebuking
the Bush Administration for its imminent dismissal of Evans, Fisk announced
his plans to travel to Van and other areas of Western Armenia to promote the
Turkish language edition of his book.

Diocese Welcomes Visiting Clergy

The Western Diocese is happy to welcome the following clergy, who
are currently visiting the Diocese from Armenia: His Grace Bishop
Sebouh Chouldjian, Primate of the Diocese of Gougark; Rev. Fr. Khoren
Maroukian from Yerevan; and from the Mother See Very Rev. Fr. Sasoun
Zmroukhdian, Rev. Fr. Asoghig Garabedian and Rev. Fr. Trdat Bozoyan.

Bishop Chouldjian has visited the Western Diocese on other occasions
as well and has addressed the faithful. We would also like to mention
that the Diocese of Gougark is the Sister Diocese of the Western
Diocese.

Rev. Fr. Asoghig Garabedian and Trdat Bozoyan are in the Western
Diocese upon the invitation of His Eminence Archbishop Hovnan
Derderian, Primate, and with the consent of His Holiness Karekin II,
Catholicos of All Armenians. The clergy will participate in the
upcoming Diocesan Assembly of May 2-3, 2006 in St. Mary Armenian
Church, Costa Mesa.

Echmiadzin. The President accompanied by Catholicos of All Armenians

museum, archives, other new adjacent annexes making part of the
complex of the Patriarch’s Residence. As Noyan Tapan was informed
by RA President’s Press Service, Robert Kocharian watched the copies
of Martiros Sarian’s, Arshil Gorki’s, Hovhannes Ayvazovski’s, Minas’
canvases at the new repaired exhibition hall.

interdepartmental commission coordinating the works of elaboration
of the draft national securi ty strategy was held on April 11. The
sitting was presided over by Serge Sargsian, Secretary of the National
Security Council under RA President, RA Defence Minister. Among about
250 proposals received by the interdepartmental commission, those
included in the agenda of the third sitting, regarding the departments
“Challenges of the Armenian National Security,” “Strategy of Providing
National Security” were discussed. As Noyan Tapan was informed by
Colonel Seyran Shahsuvarian, Spokesperson for RA Defence Minister,
the revisions implemented as a result of exchange of opinions, on the
whole, were approved and the commission’s secretariate was charged
to edit them.

Yerevan, April 11. ArmInfo. The cellular operator of communication
in Armenia, the VivaCell Company, carried out a congratulation action
for the recently confined women in 10 maternity hospitals of Yerevan

As ArmInfo was informed today in the Company’s press-office, from
March 8 to April 7, 2006, the VivaCell presented 1185 Allo-cards
and 138 cell phones to the recently confined women in the framework
of the International Women’s Day and the Armenian national holiday
Maternity and Beauty Day. Fifty-one cell phones with cards were
granted on March 8 and 87 cell phones – on April 7.

To be noted, the VivaCell Company has started rendering of cellular
communication services in Armenia from July 1, 2005.

Parliament Fails To Affirm Draft Agenda Completely

YEREVAN, APRIL 11, NOYAN TAPAN. On April 10, the first day of the
regular four-days sittings of the RA National Assembly, the Parliament
failed to affirm the first part of the draft agenda. It included 5
new drafts estimated positively by the profile commissions, including
the drafts on making amendments and additions to the NA regulations
law and “On State Flag.” The reason of not affirming the agenda was
not enough participation of deputies as many of those registered at
the beginning of the sitting went away during it. Even the 20-minutes
breaks taken by the “Ardarutiun” (Justice) and “United Labour Party”
factions did not save. As a result, the Parliament will discuss at
the four-days sittings issues being discussed compulsory and according
to the necessity, which are included in the part of the draft agenda,
not subject to affirming. At the end of the day the Parliament passed
to discussion of the Government’s report on implementation of the
2001-2003 program on Privatization of State Property.

ANTELIAS, APRIL 11, NOYAN TAPAN – ARMENIANS TODAY. Under the
patronage of Aram I Catholicos of the Great House of Cilicia, about
150 writers from Armenia, Artsakh, Javakhk as well as colonies of
Diaspora participated in the 3rd All-Armenian Conference of Writers
taken place in Antelias on April 6-9. A number of reports were made
within the framework of the conference as well as an exhibition of
the Armenian book opened at the “Cilicia” museum of Mayrivank where
books published in Armenia during the recent years were presented. As
Noyan Tapan was informed by the Press Services of the Great House of
Cilicia, reports on the themes “Globalization and Modern Armenian
Literature,” “New Life Experience and New Literature,” “Diasporan
Armenian Literature by Estimation of Modern Study of Literature of
Armenia,” “The Armenian Genocide and Modern Armenian Literature,”
etc. were made at the conference. According to literary critic
Garnik Ananian, the Armenian literary-artistic conception bravely
goes forward to world challenges what often brings to refusal of
national identity, stable literary values. According to him, year
after year “writing of sweepings” enters the literary field what may
bring serious threats to the Armenian literature. American Armenian
writer Vehanuysh Tekian touched upon the problems of the Diasporan
Armenian literature. According to her, a literature has been created in
different colonies of the world continuously for years, what deserves
serious attention. And literary critic Suren Danielian emphasized
that there is no mutual understanding, field of understanding and
acquaintance between the Western Armenian and Eastern Armenian parts,
and indifference is noticed towards the Western Armenian literary
values in Armenia.

According to him, one of its reasons was the criticism of the Soviet
years, “one must gradually get rid of what.” Literary critic and
translator Alexander Topchian spoke about internalization of the
Armenian literature. According to him, the internalization of the
Armenian literature must first of all become an unseparatable part of
the state policy. This means that a clear and all-embracing program
must be worked out for presenting the Armenian literature to the world,
for what it’s necessary to unite not only creative unions of Armenia
but the intellectuals’ potential of Diaspora as well. During the
conference the Armenian writers proposed to create an internet site
where the printed press, created literature of Diaspora and Armenia
will be gathered.

Vote On Governmental Draft Fails In National Assembly

VOTE ON GOVERNMENTAL DRAFT FAILS IN NATIONAL ASSEMBLY

YEREVAN, APRIL 11, NOYAN TAPAN. At the April 11 sitting, the RA
National As sembly failed to make a decision on the draft law that
was discussed in first reading at the previous session and envisages
amendments in the lists of goods, which are imported by organizations
and private businessmen, have a zero rate of customs duty, are
not subject to excise taxation and on which the customs bodies do
not calculate and charge VAT. Particularly, the amendments propose
reducing the list of these goods. Only 60 deputies voted for the draft,
without votes against and abstentions, whereas the participation of
66 deputies in voting is required for a decision being made. Only the
deputies representing the 3 factions of the political coalition have
taken part in the voting.

The United Labor Party (ULP), Justice and the National Unity factions
and the People’s Deputy group boycotted the voting.
