U.S. President Nominated Anne E. Derse for Ambassador
to Azerbaijan

/PanARMENIAN.Net/ The President intends to nominate
Anne E. Derse, of Maryland, to be Ambassador
Extraordinary and Plenipotentiary of the United States
of America to the Republic of Azerbaijan, a White
House statement says. Ms. Derse, a career member of
the Senior Foreign Service, most recently served as a
Director for Bio Defense Policy at the Homeland
Security Council at the White House. Prior to this,
she served as Minister Counselor for Economic Affairs
at the United States Embassy in Baghdad, Iraq. Earlier
in her career, she served as Minister Counselor for
Economic Affairs at the United States Mission to the
European Union in Brussels, Belgium. Ms. Derse
received her bachelor’s degree from Macalester College
and her master’s degree from the Johns Hopkins University.

/PanARMENIAN.Net/ `Safarov’s defense was organized
incorrectly from the very beginning. Our society had a
wrong idea about the legal proceedings in Europe and
the Europeans’ attitude to cases of the kind. It’s an
ordinary murder for them,’ head of the Conflictology
Department of the Institute of Peace and Democracy
Arif Yunusov stated. In his words, Safarov should have
been presented as the victim of the Karabakh conflict.
`With availability of confession and some extenuating
circumstances Safarov’s sentence could be milder,’ he
said.

`However some politicians launched a gambling on Ramil
Safarov’s tragedy. Some declared him the Man of the
Year and set him as example for the Azeri youth. All
these statements reached the Hungarian court and
played a negative role for the decision. Unfortunately
these statements covered President Aliyev and our
Foreign Ministry’s statement that said we regret over
the incident,’ Yunusov said, reported Day.az.

is the consequence of the propaganda hysteria launched
by the ANS TV channel, KLO leader Akif Naghi and other
`patriots’, who used the tragedy of the young Azeri
officer for their own interests,’ editor-in-chief of
`Real Azerbaijan’ newspaper Eynullah Fatullayev
stated.

`I think it would be more correct to abandon
militaristic accents and apologize to Gurgen
Margaryan’s family. We offered to press for smoothing
the Armenian position on the issue, prevent the storm
of the Armenian Diaspora and succeed in Safarov’s
extradition to Azerbaijan. Unfortunately we failed.
The Azerbaijani authorities, which crawfished giving
ok to the ANS and `patriotic’ spirits in Azerbaijan,
are to blame for it first of all. I think these
`patriots’ should be glad to know that Safarov is
sentenced to life imprisonment,’ he said.

Armen Ayvazyan’s Book on Karabakh Problem Presented in
Glendale

Commonwealth NGO, doctor of political sciences,
historian Armen Ayvazyan presented his book titled
`The Liberated Territory of Armenia and the Settlement
of the Nagorno Karabakh Conflict’ in Glendale. The
event was attended by representatives of the clergy
and intelligentsia, political workers and the Armenian
community. The book contains analytical and
documentary materials compiled by over 30 experts,
political scientists, lawyers, culture workers and
military reporters.

During the presentation Armen Ayvazyan familiarized
the attendees with the basic clauses of the book and
remarked its appearance was conditioned by the rumors
that emerged in late 2005 – early 2006 on the
possibility of signing of a preliminary document on
the fundamental principles of the Nagorno Karabakh
conflict. In Ayvazyan’s opinion, even if signed the
document cannot be implemented until a Big Treaty is concluded.

adopted by the Polish Seym doesn’t mean recognition of
the Genocide committed against Armenians. The
resolution should be viewed as an expression of
opinion,’ Polish Foreign Minister Stefan Meller stated
in Ankara.

In his words, the `Armenian Genocide Resolution
reflects the atmosphere on the Armenian issue in
Poland.’ `Historically Poland enjoyed good relations
with Armenians. There were many officials and art
workers of Armenian origin in the country. However
these relations should not tell on Poland’s foreign
policy,’ Stefan Meller said, reported Turkish Daily News.

NEW VERGES OF ARMENIAN-GEORGIAN COOPERATION

`There can be no judicial reforms in the country
without the will of the political leaders,’ announced
Constantine Kublashvili, the head of the Supreme Court
of Georgia, during a joint press conference in Yerevan
with the head of the RA Court of Cassation.

Before the press conference the two officials signed a
memorandum about `Mutual cooperation and exchange of
judicial information’. `The memorandum will contribute
to our cooperation, the organization of different
joint conferences and seminars, which will allow our
countries to use more efficient mechanisms while
realizing judicial reforms and to avoid the mistakes
made by the neighbors,’ said Hovhannes Manoukyan, head
of the RA Court of Cassation.

Hovhannes Manoukyan was interested in the experience
of Georgia in the combat against corruption.
Constantine Kublashvili informed that during the
judicial reforms in Georgia 15 decisions have been
made against high officials.

Mr. Manoukyan was also interested in the salary of the
Georgian judges, `The salary of the Georgian judges is
twice as much as that of the Armenian judges, but even
that is enough got the independence of the judges’.

By the way, at the end of April a joint seminar will
be held in Tbilisi with the participation of the court
system representative of the Transcaucasian countries
on the initiative of the German court system.

Paruyr Hayrikyan, the head of the Union for National
Self-Determination, is convinced that in the closest
future the Armenians in Georgia and the Georgians in
Armenia will feel at home. According to him, this is
conditioned by the elimination of the Russian military
bases in Georgia. Hayrikyan claims that Armenia must
follow the example of Georgia.

The head of the Union for National Self-Determination
has sent a message to the Georgian President Mikhail
Sahakashvili which says, «I congratulate you on and
the Georgian nation on the liberation of the nation
from the last bases of the Russian imperialism». Mr.
Hayrikyan is convinced that the reason for the
conflicts in the Armenian-Georgian relations is Russia
whose `espionage activities have been revealed by
Georgia’.

As for the problems of the Armenians in Javakhq, the
desecration of the Armenian cemeteries and the
eviction of the Armenian living in Tbilisi from their
houses and the intolerance towards the Armenians in
general, Hayrikyan says, `It is done not by the
Georgian authorities but the criminal organizations’.

`JOIN US TO RECOGNIZE THE ARMENIAN GENOCIDE’

Lawn signs with this inscription are put up in the
streets of Mount Auburn and Arsenal of Watertown, USA,
inviting all states to join the countries that have
recognized the Armenian Genocide, Rosario Teksera of
The Armenian Mirror Spectator reports adding that
artist Daniel Varuzhan Hajinian organizes such appeals
on finances of his “The Work of Art” non-profit
educational organization.

Each year the voices of Genocide survivors are
accompanied with the voices of those denying the
Armenian Genocide. Hajinian said on this occasion: “I
wish the Genocide did not happen. I wish it were a
nightmare that would easily vanish and we would feel
safe in our ancestral land where the craftspeople
would continue their work, the fishermen would return
to the Lake Van, the churches would ring their bells
on Sundays, our intellectuals and writers would
compose until the old age and would show the world
their works. I wish it were not a mere desire. The
Genocide carries on so far as there are people who
deny it.”

He thinks it is extremely important to inform people
about it.

RA CITIZENS MAY ADDRESS TO U.S. EMBASSY FOR GETTING ENTRANCE VISAS BY
PHONE FROM NOW ON

YEREVAN, APRIL 14, NOYAN TAPAN. RA citizens appealing for
non-immigration visa, may from now on reach agreement concerning an
iterview by phone, instead of coming to the Consulate Department of
the U.S Embassy. As Noyan Tapan was informed by the U.S. Embassy,
applicants may phone to the Embassy for this purpose any working day
at 15:00-17:00. One did not have to phone himself, but it’s necessary
that the one ringing has all necessary data about the applicant. They
inform from the Embassy, that starting from May 1, interviews will be
appointed only by phone calls, and the order of getting personal
agreement at the Embassy will not operate any longer. It is also
informed that the number of people wanting to get visa increases in
summer, and it’s possible that applicants have to wait for passing the
interview for few weeks. People wishing to leave for the U.S. in
summer are advised to present the application for visa as earlier of
the scheduled term of traveling as it is possible.

for KCET ***

(Los Angeles 4/14/06) The upcoming TV TIMES GUIDE of the Los Angeles Times
is expected to incorrectly list that KCET will be airing the PBS documentary
“The Armenian Genocide” on Monday, April 17th at 9:00pm.

KOCE, the PBS affiliate in Orange County, will actually be the station to
air The Armenian Genocide on Wednesday, April 26 at 9:00pm. KOCE reaches the
majority of Los Angeles residents in addition to Orange County.

KCET will be airing an entirely different film, “Le Genocide Armenien” by
director Laurence Jourdan on Monday, April 17th at 9pm, according to their
public statements.

Those who wish to see the PBS documentary “The Armenian Genocide”, by Andrew
Goldberg, are also invited to come to a free screening on Monday April 17th
at the Egyptian Theatre in Hollywood. (6712 Hollywood Blvd.) Tickets are not
required — just show up. Seating is on a first-come, first serve basis.
Screenings are at 6:00pm, 8:00pm and 10:00pm. The theater seats over 600.
