In the June 16 meeting the government of Armenia made a decision on
reorganization of Armenergo, Hrazdan Thermal Power Plant, Sevan-Hrazdan
Cascade, and a merger with Armgasard CJSC. On the same decision, the
privatization package of Armgasard must be ready by September 1, 2007.

"The purpose of this decision of the government is to set up a large
holding, which can bring the Republic of Armenia to its knees,
dictate a harder policy and stipulations," says economist Edward
Aghajanov. Moreover, according to the economist, this merger is
completely out of law in the sense that the Thermal Power Plant of
Hrazdan belongs to the Federal Property Fund of Russia, Sevan-Hrazdan
Cascade belongs to the Russian RAO EES. "I, for instance, cannot
understand the point of a merger between the Armenian Armenergo and
the Russian companies," asks Edward Aghajanov, adding that the legal
basis of the merger is not clear yet, it is not clear what changes
will be made to the standard capital. "The decision smells a rat,"
says the economist.

Aghajanov says it is impossible that this company will be owned by
another country than Russia because "Russia intends to and has already
achieved energy colonization of Armenia," which is not in the interests
of the Russians. Therefore the anti-Russian moods are rapidly growing
in Armenia, and everybody realizes that Russia is not a strategic
partner, these are relations of vassal and senior. This policy will
lead to a point when the Armenians will rise and say, Russia go home,
Yankee welcome, thinks Aghajanov. According to him, there are other
preconditions which have been talked about for a great number of
times. For instance, the Unites States has provided assistance of 1.5
billion dollars but has never pointed to the energy sector and said
give it to me. Unlike Ukraine, which owed 1.4 billion, Moldavia 700
million, Georgia 158 million dollars, we owed only 97 million dollars
to Russia, but it got hold of all the important units of the energy
sector says Aghajanov. Moreover, Georgia’s 158 million-dollar debt
was reconstructed on Georgia’s demand and proposals.

"But Russia is conducting an extremely dangerous policy for its
country. It is, in fact, restoring the former ministry of oil and
gas industry. Gasprom was national, Sibneft was nationalized too,
which will lead to the Venezuelan disease," believes Aghajanov. When
the oil companies of Venezuela were private, the quality of life in
the country was second to the United States. After nationalization
these companies became objects of bureaucracy and corruption, and
now Venezuela is one of the poorest countries in the world.

CMCE Adopted Recommendation for Armenian Authorities on Minority Lan

CMCE ADOPTED RECOMMENDATION FOR ARMENIAN AUTHORITIES ON MINORITY LANGUAGES

/PanARMENIAN.Net/ The Committee of Ministers of the Council of Europe
(CMCE) has just adopted a recommendation for the attention of the
Armenian authorities on measures they could take to improve the
application of the European Charter for Regional or Minority Languages
in Armenia. These measures particularly include improving the presence
of regional or minority languages in education, before courts and on
radio and television. The Armenian authorities are also encouraged to
clarify whether there are any other regional or minority languages
used in Armenia apart from those mentioned in Armenia’s instrument
of ratification.

The recommendation follows the evaluation report prepared by the
Charter’s Committee of Independent Experts, using information submitted
by Armenia and by NGOs, and obtained during an on-the-spot visit by the
Committee of Experts to Armenia. During this visit, meetings were held
with representatives of the regional or minority languages spoken in
Armenia, including representatives of NGOs, as well as representatives
of the Armenian authorities, reports Council of Europe Press Service.

Representative Of Interstate Aviation Committee Beleives Conclusion

Moscow, June 19. ArmInfo. The conclusion that the air crash of A-320
airbus was caused by the "human factor" are not trustworthy.

BBCRussian.com informed that a representative of the Inter State
Aviation Committee said this today.

He said that they will be able to make conclusions about the causes
of the air crash only after modelling the last flight of the airbus.

The decoding results of the black boxes testify that the airbus was
technically secure. He said that the specialists will be able to
response all the questions about the air crash later.

IWG Concluded Its Two-Day Activity In Nagorno-Karabakh

IWG CONCLUDED ITS TWO-DAY ACTIVITY IN NAGORNO-KARABAKH

International Working Group (IWG) to Search for the Missing People,
Hostages and Prisoners of War in the Karabakh conflict zone concluded
its two-day activity in Nagorno-Karabakh.

IWG Co-Chair Bernard Klassen expressed his satisfaction with the
meetings with NKR Foreign Minister Georgi Petrosyan, NKR State
Committee on Missing People and Hostages, the leadership of the
Stepanakert Office of the International Committee of the Red Cross. He
noted that the meetings were productive.

"Both the Azeri and Armenian sides declare they have no prisoners
of war and hostages, while the other party has. Our task is to check
the authenticity of this information," The Co-Chair noted.

Today IWG delegation left Stepanakert for Yerevan.

The Armenian airliner that crashed into the Black Sea last month
killing all 113 people aboard was intact, had its engines operating
normally and had enough fuel to land, a Russian commission said Monday.

The Armavia Airbus A-320 was under manual control of its pilots up to
the moment of the May 3 pre-dawn catastrophe near the Russian port of
Sochi, the Transport Ministry commission investigating the disaster
said in a statement.

The commission, which based its conclusions after analyzing the plane’s
"black box" flight recorders, did not attribute blame for the crash.

Prosecutors have dismissed the possibility that terrorists brought
the plane down, and officials point to rough weather or pilot error
as the likely cause. Armavia officials have suggested that air traffic
controllers were at least partly to blame, giving the pilots improper
instructions.

The commission said it planned further analysis of the recorders and
computer modeling to determine a cause.

The flight was en route to Sochi from the Armenian capital, Yerevan.

June 21 an international scientific conference titled "The
Nagorno-Karabakh Republic: Past, Present, Future" dedicated to the
15th Anniversary of the declaration of the Nagorno-Karabakh Republic
will open at Artsakh State University in Stepanakert. About 200
representatives from over ten countries, including France, the US,
Russia, Germany, Great Britain and Armenia, will participate in
the conference, NKR Minister of Education, Culture and Sports Kamo
Atayan said.

"Holding such a representative conference we will reaffirm that the
Nagorno-Karabakh Republic is a reality, a state that de facto exists
having all necessary state structures," the Minister said. According
to Kamo Atayan, the fact that "the NKR is developing under conditions
of blockade, taking into consideration that the Republic has not been
recognized by the international community" is of peculiar interest.

There will be three sections in the course of the conference
– historical, cultural, as well as political-legal and
socio-economic. Kamo Atayan said for the first time the section of
culture will be held in the Gandzasar Monastery (XIII century) in
the NKR Martakert region.

Ukraine suggests the Armenian and Azerbaijani Presidents to meet on
its territory to continue the talks on the Nagorno-Karabakh conflict
settlement, Ukrainian Foreign Minister Boris Tarasyuk said after the
meeting with Armenian FM Vartan Oskanian. He also underscored that
the commodity turnover between Ukraine and Armenia on 2005 made $118
million, thus increasing 40% against the index of 2004. Our trade
relations are dynamically developing and we are expecting a growth
in the commodity turnover in 2006," Tarasyuk said.

It is not easy to adopt a law "On alternative military service", Samad
Seyidov, head of Azerbaijani delegation in the Parliamentary Assembly
of the Council of Europe (PACE), chairman of the permanent commission
of Azeri parliament on international and inter-parliamentary relations,
told Trend.

Adopting the law is one of the obligations of Azerbaijan undertaken
before PACE According to Seyidov, the main reason for not adopting
the law is that Azerbaijan is still in the war situation with
Armenia. "Adopting this law isn’t easy. But this obligation will be
fulfilled," told Seyidov.
