YEREVAN, 28 SEPTEMBER, ARMENPRESS. The Central Bank of Armenia informs “Armenpress” that today, 28 September, USD exchange rate up by 1.32 drams to 482.61 drams. EUR exchange rate up by 0.62 drams to 563.54 drams. Russian Ruble exchange rate up by 0.01 drams to 6.64 drams. GBP exchange rate down by 0.84 drams to 658.33 drams.

The Central Bank has set the following prices for precious metals.

Gold price up by 206.02 drams to 27235.71 drams. Silver price down by 0.67 drams to 349.97 drams. Platinum price up by 304.90 drams to 15299.04 drams.

Analysts criticize Armenian authorities’ passivity on anniversary of start of last autumn war

Apart from the “Minute of Silence” in memory of those who perished during the 2020 autumn aggravation of the Karabakh conflict, Armenian authorities have planned no other events on the anniversary of the outbreak of hostilities. According to the analysts interviewed by the “Caucasian Knot”, the absence of authorities’ attention to this issue is due to the fact that they have no Nagorno-Karabakh point on their agenda.

Events dedicated to the first anniversary of the start of the 2020 war should be held because this is the most important event in the history of the Armenian nation. The war took place; and people sacrificed so many victims, Armen Badalyan, a political technologist, told the “Caucasian Knot” correspondent.

However, in his opinion, authorities have failed to schedule any events, because for the ruling power, Nagorno-Karabakh and the Karabakh issue are no longer important factors.

“This is the power that lost the war. As a result of their failed policy, the Armenian people sacrificed thousands of their sons. Naturally, they don’t want to remind once again about their loss, and, in general, about the Artsakh (Karabakh) issue; they do everything to have Artsakh (Nagorno-Karabakh) forgotten,” Mr Badalyan has stated.

Peacemakers conduct exercises in Nagorno-Karabakh

In Nagorno-Karabakh, Russian militaries have mastered their skills aimed at preventing provocations and repelling attacks on observation posts, the Russian Ministry of Defence (MoD) has informed.

According to the scenario of the exercises, Russian militaries have received a signal about the attack on the observation post. After that, they mastered a quick exit from the location and taking the due positions, the Russian MoD has reported on its website today.

“Psychological training is built into the routine of the observation post and aimed at mastering the skills of observation, attention, assessment and optimization of one’s psycho-emotional condition,” the MoD’s press release quotes Alexei Fomin, a source from the Russian peacemaking contingent, as saying.

The “Caucasian Knot” has also reported that on August 30 it became known that in Nagorno-Karabakh, Russian military had mastered their skills in detecting drones and ensuring security in the Lachin Corridor.

The military analysts interviewed by the “Caucasian Knot” expressed the opinion that the peacemakers conducted their exercises in the territory allocated to them; and this should not be treated as full-fledged military manoeuvres.

Russian peacekeepers conducted a comprehensive training to prevent possible violations in Artsakh

As part of a planned combat training session, Russian peacekeepers in Artsakh (Nagorno-Karabakh) conducted a comprehensive training to prevent possible violations and ensure security at observation posts in the Sever area of responsibility. As the Russian defense ministry reported, during the training, the personnel worked out tasks to prevent provocative actions and repel an attack on an observation post.

Upon receiving the signal, the peacekeepers performed actions in the shortest possible time when leaving the location, took up defence in pre-equipped positions. To strengthen the defence of the post, duty units on BTR-82A armored personnel carriers were involved.

The management of the units is carried out with the help of modern radio stations Azart, which transmit signals via secure communication channels.

The source reminded that Russian peacekeepers are serving at the 27 observation posts of Artsakh, ensuring security in the region. All observation posts are equipped with fortifications Blockpost, designed to protect military personnel from small arms and shrapnel, as well as conducting circular surveillance of the nearby territory.

In addition to monitoring the situation in the area of responsibility, the personnel of the observation posts of the Russian peacekeeping contingent regularly carries out combat training activities and conducts training.

Prosecutor’s Office doesn’t deny reports about possible arrest of ex-Armenian Defense Minister Davit Tonoyan

The Prosecutor General’s Office of Armenia does not deny reports about the raid in the home of former Defense Minister Davit Tonoyan and his possible arrest.   

According to media reports, Tonoyan’s house was searched as part of a criminal investigation into arms supplies and it is possible he will be arrested, Pastinfo reported on Wednesday.

Searches are also underway in the houses of former Head of the Military Aviation Avetik Muradyan and Deputy Chief of the General Staff Stepan Galstyan.

Pastinfo contacted the Prosecutor General’s Office to find out within what criminal case Tonoyan’s house has been searched and whether there is a decision on his arrest. However, the law enforcement agency said it could not provide any information at the moment, thus not refuting reports about the search in Tonoyan’s home and his possible arrest.

Newspaper: Armenia PM terrified again

YEREVAN. – Iravunk daily of Armenia writes: According to the news we have received, Nikol Pashinyan, who works as Prime Minister in Armenia, is terrified again.

The thing is that the latter has further increased his own security.

Probably we all remember that after the 44-day [Artsakh (Nagorno-Karabakh)] war [last fall], Nikol Pashinyan, according to press reports, had already increased his security. But it is not known why he is afraid again now.

Moscow police arrested Doxa editor Armen Aramyan as he was leaving the Investigative Committee’s headquarters on Tuesday, September 29, the student journal reported. 

According to lawyer Leonid Solovyov from the rights group Agora, police officers detained Aramyan in order to draw up misdemeanor charges against him. Where the police took the student journalist remains unknown, Doxa said. The publication didn’t specify the accusations brought against Aramyan.

Update. Leonid Solovyov located Armen Aramyan at the Tverskoy District Police Station, Doxa reported. The lawyer also found out that he is being charged with a misdemeanor under Administrative Code Article 20.2, section 2 (violating the procedure for holding a meeting or rally). This is punishable by up to 10 days in jail.

Armen Aramyan and three other Doxa journalists — Alla Gutnikova, Vladimir Metelkin, and Natalya Tyshkevich — are facing felony charges for allegedly involving minors in illegal protests.  In April, they were all placed under de facto house arrest pending trial and banned from using communication devices, or communicating with anyone except their lawyers and close relatives. A Moscow court later eased the preventive measures against them slightly, allowing them to leave their homes for two hours per day.

The Armenian authorities have detained a former defense minister and a major arms dealer on charges related to purchases of faulty weaponry.

The National Security Service (NSS) announced on September 30 that it had detained former defense minister Davit Tonoyan on charges of “embezzlement of large sums of money, falsifications, committing publicly dangerous acts.” The NSS also detained David Galstyan, the head of a defense contractor supplying weapons to the Armenian armed forces. Together, the two are charged with stealing approximately 2.3 billion drams ($4.7 million).

The case involves the purchase of missiles – the seller, type of missile, or year when they were purchased was not identified – that were produced between 1985 and 1991. The NSS also said that “large-scale” investigations are continuing to fully uncover the chain of crimes and all the people involved.

On September 25, the NSS – citing the same amount of embezzled money – said that it had arrested another senior military figure, the head of the aviation department of the armed forces. According to the NSS, the officer knew in 2011 that the missiles were faulty and unusable, but bought them anyway. The statement did not name the officer, but from 2009 to 2019 that post was held by Major General Avetik Muradyan.

“Some of the missiles failed to fire shortly after delivery, and were taken out of the arsenal. The rest were not used at all, including during the 44-day war that began on September 27, 2020,” the NSS said in its statement. Deputy Chief of General Staff of the Armed Forces Stepan Galstyan was also questioned in the case, the NSS reported.

Davit Galstyan, the arms dealer, is already facing a similar charge that was filed in February. In that case, Galstyan’s firm Mosston Engineering (an offshore company registered in the Seychelles) is accused of embezzling $1 million. That case involved the purchase of artillery shells: Mosston was contracted in 2018 to supply the military with a certain type of shell, produced between 1983 and 1986, but the firm instead bought Czechoslovakian shells produced in 1977, which were “significantly inferior.”

Galstyan’s lawyer told journalists on September 30 that his client denied the charges, and that “this is a completely new case, has nothing to do with the old case.”

Tonoyan hasn’t been named in the first investigation, even as a witness, even though he was appointed defense minister in 2018.

Tonoyan has spent almost his entire career since the late 1990s in the armed forces and defense ministry. He appeared to enjoy an unusual amount of trust from Prime Minister Nikol Pashinyan, as his tenure lasted more than two years – a rarity in the quickly churning government. Tonoyan resigned last November, a week after the end of the war with Azerbaijan, following public pressure.

Galstyan has long been known as a murky operator. A 2011 United Nations Security Council report found that one of his firms, “DG Arms Corporation,” illegally bought and transported ammunition to Libya in violation of international sanctions. In another episode, Mosston was reported to have transferred 275,000 euros to an offshore account belonging to Ukraine’s then-president Petro Poroshenko for a VIP jet service.

None of that stopped the government from working with him.

On August 21, 2018, the Ministry of Defense announced that it had reached an agreement with a firm owned by Galstyan, Royalsys Engineering LTD, to produce Kalashnikov rifles in Armenia. No such company is registered in Armenia, but the Panama Papers leaks included information about a similarly named company with a spelling error: Royalsys Enginerring.

Tonoyan was confronted at the time by a journalist from the news outlet Civilnet about the fact that no such company existed in Armenia, but Tonoyan denied it. In 2019, Davit Galstyan was appointed adviser to Tonoyan.

Armenian analysts criticize PACE’s resolution

The resolution of the Parliamentary Assembly of the Council of Europe (PACE) is biased, since the authors of the document have missed a number of important points, the participants in the Yerevan discussion have stated.

The “Caucasian Knot” has reported that the PACE adopted a resolution, in which it demanded from Azerbaijan to release all the Armenian prisoners of war (POWs), and called on both parties to investigate war crimes and start a dialogue.

In many of its provisions, the PACE’s resolution is maintaining a proper balance, while the most important question – who had unleashed the autumn war in Nagorno-Karabakh – remains open, David Amiryan, a deputy director of the “Open Society-Armenia Fund” programmes, stated on September 29 during a discussion in Yerevan. He believes that when drafting the resolution, the authors could have referred, in particular, to the report of Freedom House, which indicates who had started the war.

There are numerous proofs of the involvement of Syrian mercenaries with the assistance of Turkey, but even here the authors put an equal sign, while ethnic Armenians fought on the side of Nagorno-Karabakh, Mr Amiryan has added.

Siranush Saakyan, an advocate, who is representing the interests of Armenian POWs at the European Court of Human Rights (ECtHR), has also noted that the resolution fails to provide an objective coverage of the conflict. In her opinion, this is precisely why appeals to the ECtHR are an important component. “The judiciary is more independent of political preferences. And it is no coincidence that the ECtHR has informed the Committee of Ministers of the Council of Europe that Azerbaijan is not fulfilling its obligations before the ECtHR. Already in about ten cases, the ECtHR has issued decisions stating that Azerbaijan is guilty of ethnically-based crimes,” Ms Saakyan has concluded.

Presentation of the general rehabilitation programme to the Probation service of Armenia

An online workshop to present a general rehabilitation programme for the Probation service of Armenia took place on 24 September 2021 with participation of representatives of the Ministry of Justice and the Probation Service.

The rehabilitation programme was developed in line with an earlier developed baseline study, and it is tailored to the needs of the probation service in Armenia. The programme can be used for both males and female probation beneficiaries and it is based on cognitive behavioural principles of offender rehabilitation informed by social learning theory. More specialized modules will be added at a later stage for juveniles, females or other vulnerable groups in order to cater to their additional specific needs. The programme as such is a novelty for the Probation Service in Armenia.

The participants discussed and agreed the roadmap for piloting the programme in the upcoming months according to the risks and needs of the probation beneficiaries.

The rehabilitation programme was developed under the framework of the Project “Support the scaling-up of the probation service in Armenia” implemented by the Council of Europe and financed through the Council of Europe Action Plan for Armenia 2019-2022.
