IT’S NECESSARY TO PAY ATTENTION TO CLAUSES OF SEVRES TREATY

An arrangement dedicated to 150th anniversary of great
friend of Armenia, 28th US president Woodrow Wilson
took place the American University of Armenia
yesterday. A few episodes from the Armenian history
connected with the Armenian Cause were presented.
Deans of the departments of law and political science
as well as historian Armen Ayvazian made speeches. Tom
Samuelian, dean of the law department, presented the
life and deeds of Woodrow Wilson, and Armen Ayvazian
dwelt on a number of clauses of the Treaty of Sevres.
The speaker pointed out to 4 basic tasks within the
Armenian cause: issues of Artsakh and Javakhk,
international recognition of the Armenian Genocide and
Armenian-Turkish relations. In his words, the Sevres
Treaty gave the most correct formula of settling the
Armenian Cause, and “if the territorial nature of the
Armenian Cause is rejected then this issue will not be
settled.”
The political scientist was sure that the Sevres
Treaty provides a wonderful legal and political
foundation for approaching the settlement of the
Armenian Cause, and our officials have to revive the
approaches of the Sevres Treaty while signing new
agreements. Asked whether the Sevres Treaty is
perfect, Armen Ayvazian said that neither the Sevres
nor Kars, nor Moscow treaties are perfect simply the
approaches of the former one are acceptable.

US EMBASSY IN RA: TRAFFICKING PROBLEM IN ARMENIA REQUIRES RESOLVING

YEREVAN, November 1. /ARKA/. The problem of trafficking in Armenia
requires resolving, Anthony Godfry, Deputy Head of Mission, US
Embassy in Armenia, stated at his meeting with Chairperson of the
Standing Parliamentary Commission for Science, Education, Culture and
Youth Affairs Hranush Hakobyan. He pointed out that struggle against
trafficking has become one of the most important tasks of various
countries and international organizations.
Although the RA Government is ready to elaborate a new national
program of trafficking control, but no decisive steps have yet been
made because necessary funds have not been allocated form the state
budget. Godfry stated that the USA is concerned with the problem being
resolved, and if funds are allocated from Armenia’s state budget,
the USA and the UNDP are ready to render active financial assistance.
In her turn, Granush Hakobyan pointed out the necessity of eradicating
trafficking as a vicious phenomenon. “The national program of
trafficking control must be consistently implemented.
Armenia should accede to relevant international agreements,
harmonize its legislation and establish close ties with international
organizations,” she said.
Hakobyan expressed her readiness to contribute to the resolution of
financial problems by applying to the RA Government.
The sides reached an arrangement about long-lasting cooperation
and activities for implementation of Armenia’s national program of

Boyajian art gallery of the Yerevan State Fine Arts Academy. The
exhibition includes the works by Canadian photographer Galust
Papian. The National Wide Armenian Educational and Cultural Union
initiated the arrangement. The photographer represented his 70 works
made in the course of the last 25 years. The exhibition mainly includes
the portraits of famous Armenian artists

Gallup Survey: Armenians Think That Armenia is on the Wrong Track

62 percent of Armenians think that the country is on the wrong
track, while 31 percent think that the country is going in the right
direction, say the results of a national poll conducted by Gallup
Organization/Baltic Surveys in Armenia. ArmInfo reported that 39
percent of Armenians see improvement in the country’s economy,while
21 percent think it is declining.
The poll was commissioned by IRI, was conducted by the Gallup
Organization/Baltic Surveys in coordination with the Armenian
Sociological Association, and was funded by USAID. The survey was
conducted from July 31 to August 10, 2006 among 1,200 Armenian
residents (voters) aged 18 years and over who were interviewed
face-to-face. The margin of error does not exceed 3 percent.
Only 2% of respondents are concerned over attaching occupied Azeri
territory Nagorny Karabakh to Armenia.

PRELATE TO CONDUCT HOLY MASS AT HOLY MARTYRS
ON THE NAME DAY OF THE CHURCH
According to our church calendar, Saturday, November 4,
2006 is All Saints Day. Traditionally, Holy Martyrs Church of Encino
celebrates its name day during this time. On Sunday, November 5, on
this occasion, H.E. Archbishop Moushegh Mardirossian, Prelate, will
conduct Holy Mass, deliver the sermon, and preside over the blessing
of madagh at Holy Martyrs Church.
Prelacy Christian Education Department Co-Director Very
Rev. Fr. Barthev Gulumian and Rev. Razmig Khatchadourian, Pastor of
Holy Martyrs Church, will assist at the altar. The blessing of the
madagh, which will be prepared by the parish Ladies Auxiliary, will
take place immediately following church services, at Avedissian Hall.
On Saturday, November 4, the annual banquet of the church
will take place at the Marriott Hotel in Woodland Hills. The banquet
is being held under the auspices of the Prelate and hosted by Mr. and
Mrs. Khachik and Elo Mouradian.

This past week, H.G. Bishop Kegham Katcherian, Prelate of
Lebanon, visited our Prelacy. On the evening of Wednesday, November
1st, Prelate Archbishop Mardirossian and the Executive Council met
with Bishop Katcherian to discuss the situation in Lebanon and
specifically the difficulties facing the Armenian community, after
which they hosted the Bishop to dinner.
Prior to his arrival in Los Angeles, the Prelate was in
Fresno where, on Sunday, October 29, he conducted Mass at Holy
Trinity Church. On Thursday, November 2nd, before his departure,
Bishop Katcherian was honored with a reception by the Prelate, clergy
members, and representatives from the Prelacy Ladies Auxiliary.

OF THE LOS ANGELES TIMES
On the afternoon of Wednesday, November 1st, the Prelate
attended a special reception in honor of David Hiller, who was
recently named president, publisher, and chief executive officer of
the Los Angeles Times.
The luncheon, which was organized by community activist
Larry Zarian, was hosted by restaurateur Ara Kalfayan at his
Phoenicia Restaurant in Glendale. Members of the Los Angeles Times
editorial staff were in attendance, along with representatives of
Armenian organizations and the media.

THE ARMENIAN EDUCATIONAL FOUNDATION
On the evening of Wednesday, November 1st, a lecture took
place at Glendale Public Library, organized by the Armenian
Educational Foundation. Prof. Richard Hovannisian, AEF Chair in
Modern Armenian History at UCLA, spoke on “The Vanishing Landscape of
Historic Western Armenia”.
Rev. Vazken Atmajian, Pastor of St. Mary’s Church,
represented the Prelate.
PRELATE CONGRATULATES THE NEW
CONSUL GENERAL OF ARMENIA
In a press release dated November 2nd, the Consulate General of the
Republic of Armenia announced that on October 30, Foreign Minister
Vartan Oskanian appointedArmen Liloyan to serve as the Consul General
of Armenia in Los Angeles.
On behalf of the Prelacy Religious and Executive Councils, the
Prelate offered his congratulations, support, and best wishes to the
Consul.
The Prelate also sent a congratulatory letter to Consul General of
Lebanon Charbel Wehbe, on his recent elevation to the rank of
ambassador.

Program On Sustainable Regional Development Of Armenian and Georgian

PROGRAM ON SUSTAINABLE REGIONAL DEVELOPMENT OF ARMENIAN AND GEORGIAN
BORDER REGIONS TO BE IMPLEMENTED UNDER AEGIS OF CE
YEREVAN, NOVEMBER 3, NOYAN TAPAN. The 14th session of the European
Conference of Ministers Responsible for Regional Planning (CEMAT) of
the Council of Europe member states took place in Lisbon (Portugal) in
late October. According to a press release of the RA Ministry of Urban
Development, during the session RA Deputy Minister Ruzan Alaverdian
made a report “Armenia as a New CEMAT Bridge in European Model
Regions”. Given the importance of the functions aimed at developing
the border regions of the CE member states in terms of dealing with
problems of common interest, a mutual understanding memorandum on the
program “CEMAT Model Region: Armenia-Georgia: Sustainable Regional
Development of Border Regions” was signed on October 27 among the RA
Ministry of Urban Development, the Georgian National Security Council
Office and Germany’s Ministry of Transport and Urban Development with
the participation of high-ranking CE officials. The program will be
implemented under the aegis of the Council of Europe.

FREEDOM HOUSE CALLS ON MILLENNIUM CHALLENGE CORPORATION TO DISCONTINUE
ASSISTANCE TO ARMENIA
YEREVAN, NOVEMBER 3, NOYAN TAPAN. Freedom House organization called
on the Millennium Challenge Corporation (MCC) to discontinue its
assistance to several countries, inluding Armenia, for the reason that
protection of political rights and civil freedoms are not ensured in
these countries, Radio Liberty reported. The MCC Board of Directors
on November 8 will select the governments eligible for applying for
assistance in 2007. Freedom House urges the MCC not to select “the
countries having low scores of political rights and civil freedoms,
although by these indices they meet the standards for participation in
this year’s selection process. These countries are Armenia, Bhutan,
Egypt, Jordan, Maldives, Tunisia and Vietnam,” the November 3 press
release of Freedom House reads. Frredom House appeals to the MCC to
keep attention on countries like Armenia, which signed the agreements
but do not secure the standards promised in the field of democratic
governance. “Armenia did not keep its promise to the MCC to improve
its institutional commitments to democracy and tolerance towards the
opposition. Despite the appeal of the MCC Chief Executive Ambassador
Danilovich, the violations committed at the constitutional referendum
in November 2005 have not been investigated. The implementaion of
timid reforms approved by the referendum was stopped in 2006, and in
the opposition’s opinion, violations will again be committed at the
upcoming elections. Many antidemocratic methods are being used to keep
power. The judicial branch is subjected to political pressure of the
executive branch. Despite the fact that a new legislation was passed
to secure freedom of the mass media, the atmosphere of tension has
not improved, and attacks on journalists with the use of violence
continue,” Freedom House’s press release says. To recap, under the
Millennium Challenge Program, the US will allocate 235 mln USD to
Armenia in the next 5 years for the development of rural settlements.

Anoushavan Tanielian celebrates the divine liturgy tomorrow at 10
a.m. to celebrate the Feast of All Saints and the church’s 36th
anniversary. Anoushavan is vicar general of the Eastern Prelacy of
the Armenian Apostolic Church of America. This is the first time the
bishop will visit St. Gregory since his consecration as bishop in
June. Reception follows.

Describing Hamas as a “terrorist group” in its upcoming progress
report on Turkey, the European Union indirectly criticizes Ankara,
urging it to conform with the common position of the Union.
According to the draft progress report obtained by The New Anatolian
before the text is released by the EU next Wednesday, although
the Union states that “Turkey has broadly continued to align its
foreign and security policy with that of the EU…and has continued
to support the Middle East peace process,” it continues by saying,
“Turkey declared in February 2006 to share the objectives EU Common
Position on the application of specific measures to combat terrorism
and ensure that its national policies would conform to that Common
Position. Hamas is on the list included in this Common Position.”
On other issues about foreign, security and defense policy, while the
Union praises Turkey’s participation in the EU-led police missions
including Bosnia-Herzegovina (EUPM), former Yugoslav Republic of
Macedonia (Proxima) and in Congo (EUROPOL KINSHASA) and UN and NATO
peace missions for the development of European Security and Defense
Policy (ESDP), it criticized Turkey’s resistance to including Greek
Cyprus and Malta in the EU-NATO strategic cooperation based on the
“Berlin Plus” agreement. The reports also notes that Turkey continues,
for political reasons, to block Greek Cyprus’ membership in certain
suppliers’ groups, such as the Wassenaar Arrangement on Export Controls
for Conventional Arms and Dual-Use Goods and Technologies.
Touching on Turkey’s relations with the Middle East, while the
report says that Turkey’s relations with Syria continued to develop
positively, it also praises Ankara’s efforts and concrete initiatives
to promote stability in Iraq by facilitating dialogue between U.S.
authorities and Sunni Arabs. “Turkey argues that there is a direct
link between the recent escalation of violence in the southeast of
Turkey and increased clashes between Turkish Armed Forces and the
PKK and ‘infiltration of PKK members’ from the Iraqi border,” it was
said in the report, saying that a significant number of troops were
deployed along the Iraqi border in order to prevent infiltration by
PKK terrorists from northern Iraq.
The report also praised Turkish efforts to encourage Iran to
comply with the demands of the international community and the
country’s support to EU efforts to obtain long-term guarantees for
the implementation of the Nuclear Non-Proliferation Treaty and its
Nuclear Safeguards Agreement with the International Atomic Energy
Agency (IAEA) by Iran.
The continued strong support of Turkey for the “Bonn process”
concerning the reconstruction of Afghanistan was also praised in
the report.
Brussels urges Turkey to open its border with Armenia
The Union in the progress report also urges Turkey to open its border
with Armenia, stressing that this would be an important step forward
in the establishment of good neighborly relations between the two
countries and would boost trade relations.
While urging Turkey to open its border with Armenia, the EU cites
the lack of significant developments in relations between Turkey and
Armenia since the official exchange of letters between Turkish Prime
Minister Recep Tayyip Erdogan and Armenian President Robert Kocharian
in April 2005.
However the EU notes a closer alignment of Turkey’s official position
with EU positions in relation with the Southern Caucasus and Central
Asia. “Turkey has reiterated its support for the European Neighborhood
Policy. Turkey participates in the regional initiative GUAM (Georgia,
Ukraine, Azerbaijan and Moldova) with observer status.
Turkey followed closely the elections in Azerbaijan. It aligned itself
with the EU Presidency statement on the elections in Azerbaijan on
10 November 2005,” said the report.
