Asbarez: New Approaches to Russia-Armenia Relations Needed, Says Envoy

The latest dramatic events and the shifting realities require new approaches to Russia-Armenia relations, Russia’s Ambassador to Armenia Sergei Kopyrkin said Friday when speaking at a forum titled “Armenia and Russia: Imperative of a New Strategy,” the Arka news agency reported.

According to the ambassador, it is worth thinking about how to tackle the growing imbalance between the deep strategic relations between Russia and Armenia in such areas as defense, security, economy, and those prevalent external factors in such important issues as orienting the society’s values.

Kopyrkin pointed out that profound and dynamic changes were taking place in the world, in the South Caucasus region and in the broader areas surrounding this region.

“In fact, behind these sometimes dramatic events there is an obvious tendency toward the formation of a new world order. Now various forces, powers, blocs of powers, alliances of powers are fighting for positions in this new, not yet fully known world order,” he explained.

The ambassador noted that competing interests are sometimes taking on dramatic forms that are not always acceptable from a traditional diplomacy perspective and international relations.

“Under these conditions, relations between traditional allies, relations that have been tested for centuries, become even more important. The majority of the population of Russia and Armenia values these relations,” he stressed.

Kopyrkin said that this is a mutual matter for Russia and Armenia, which will help the countries to more successfully defend their interests in this difficult world.

“We all very vividly remember those dramatic events that took place a year ago [the 44-Day War in Artsakh]. During that difficult period for Armenia and the Armenian people it was Russia that stood by Armenia, providing it with support in general and in practical terms, Russia was the only entity that was on Armenia’s side,” claimed Kopyrkin.

The ambassador observed that various partners from different regions of the world are trying to get something of their own from the new, changing regional order, while a year ago “everyone was mostly silent.”

Artur Vanetsyan: No alternative for Artsakh people to exercise their right to self-determination

The Head of “I have Honour” opposition faction Artur Vanetsyan and lawmaker Tigran Abrahamyan met on October 15 with leaders of parliamentary factions of the Artsakh National Assembly, the head of Artsakh Democratic Faction Davit Melkumyan, Justice faction Davit Galstyan and Armenian Revolutionary Federation Artur Mosiyan among them. 

The parties discussed issues related to the peaceful settlement of the Nagorno Karabakh conflict, ensuring Artsakh Republic security and social protection and cooperation between opposition factions of Armenia’s and Artsakh’s parliaments. The opposition lawmakers stressed there can be no alternative for the Artsakh people to exercise their right to self-determination

Considering the challenges Armenia and Artsakh face as well as the inadequate behavior of the authorities, the parties agreed to deepen the cooperation between the opposition forces to disrupt possible anti-Armenian agreements and unfavorable agendas. 

The lawmakers arranged also to continue discussions on inter-parliamentary and other platforms to address issues of strengthening the Artsakh statehood, the return of prisoners and other detained people, improvement of the social conditions of those who suffered during the recent war. 

FM spox: Iran will ‘respond appropriately’ to Baku’s baseless statements

Iranian Foreign Ministry spokesman Saeed Khatibzadeh rejected the claims made by Azeri President Ilham Aliyev at the CIS summit, saying Baku seems to have the intention to make baseless media statements, which of course, will be “responded appropriately”, IRNA reported. 

Khatibzadeh stressed the fact that such claims are in line with the Zionist regime’s interests and affect Iran-Azerbaijan brotherly ties.

Emphasizing Iran’s role in fighting narcotics smuggling, he said thousands of martyrs and injured over the last four decades in line with fighting this sinister phenomenon is only an example of Iran’s efforts in this regard, adding that the international bodies have confirmed this fact.

Stressing strong relations between Iranian and Azeri nations, Khatibzadeh noted that unfortunately, it seems that despite positive and private messages received from Baku, Baku has the intention to make baseless media statements, adding Iran will “respond appropriately” to them.

In a virtual meeting with the CIS leaders, Aliev claimed in an unrealistic statement that Armenia, in collusion with Iran, used the former occupied territories of the Republic of Azerbaijan to smuggle drugs into Europe for about 30 years.

Armenian Prime Minister Nikol Pashinyan also rejected these allegations and stressed Iran-Armenia cooperation in fighting narcotics.

Armenia’s war-time Defense Minister to remain on remand

YEREVAN, OCTOBER 15, ARMENPRESS. The Court of Appeal rejected the defense’s appeal to lift the detention as the precautionary measure of former Defense Minister of Armenia David Tonoyan, ARMENPRESS reports Tonoyan’s lawyer Sergey Hovhannisyan told the reporters near the court.  

“The court rejected our appeal. The decision of the court of first instance was left in force”, the lawyer said.

He stated that the defense, although has not yet received the copy of the decision, is not familiar with the content, but, given the arguments presented in their complaint, was convinced that it should be upheld. The defense is going to appeal the decision after receiving it.

“I do not know in which instance, I do not know when, in which international court it will be possible in the future, but I assure you that the restriction of David Tonoyan’s right to freedom will be registered unequivocally”, Sergey Hovhannisyan said.

Davit Tonoyan is facing a criminal case related to abuse in the process of supplying ammunition. Tonoyan was arrested on September 30.

Azerbaijan -- President Ilham Aliyev addresses a virtual summit of the 
Commonwealth of Independent States, 
Azerbaijan’s President Ilham Aliyev on Friday accused Iran and Armenia of using 
Azerbaijani territory for drug trafficking, prompting swift rebuttals from both 
neighbors.
“After restoring its 130-kilometer border with Iran, which was under Armenian 
control for 30 years, Azerbaijan stopped the illegal trafficking of narcotics 
from Iran to Armenia and on to Europe through Azerbaijan’s Jebrail district,” 
Aliyev said during a virtual summit of former Soviet republics.
“Armenia and Iran conspired to use Azerbaijan’s occupied territories to traffic 
drugs to Europe,” he charged without producing any proof of his allegations.
Prime Minister Nikol Pashinian denied the allegations when he addressed the 
summit from Yerevan.
“I want to point out that we have been very closely cooperating with Iran’s 
law-enforcement bodies and very productively fighting against drug trafficking,” 
said Pashinian.
Iran rejected Aliyev’s “astonishing” claims in stronger terms. The Iranian 
Foreign Ministry spokesman, Saeed Khatibzadeh, said that they serve Israel’s 
geopolitical interests and will further damage Azerbaijani-Iranian relations.

In written comments released by the ministry, Khatibzadeh said that Baku is 
sticking to “baseless statements” despite privately sending “positive messages” 
to Tehran. The Islamic Republic will respond to that accordingly, he said.
Azerbaijani-Iranian relations deteriorated significantly after Azerbaijani 
authorities imposed on September 12 heavy duties on Iranian trucks transporting 
goods to Armenia. Iran held large-scale military exercises along its border with 
Azerbaijan earlier this month.
Senior Iranian officials have since repeatedly accused Baku of harboring Sunni 
Muslim militants and Israeli security personnel near that frontier. Aliyev again 
rejected the Iranian accusations in a newspaper interview published on Wednesday.
The Iranian and Azerbaijani foreign ministers spoke by phone on Tuesday in a bid 
to defuse the tensions. Iranian Foreign Minister Hossein Amir-Abdollahian 
reportedly told his Azerbaijani counterpart Jeyhun Bayramov that Tehran expects 
a solution to “the problem of cargo transit.”
Armenian and Iranian leaders have also discussed the problem in recent weeks. 
Yerevan has pledged to complete before the end of this year the reconstruction 
of an alternative Armenian road that will allow Iranian trucks to bypass 
Azerbaijani-controlled territory.
Armenian Security Chief Said To Back Anti-Western Statement

The director of Armenia’s National Security Service (NSS) has reportedly joined 
his counterparts from Russia and other ex-Soviet republics in accusing the West 
of seeking to destabilize the Russian-led Commonwealth of Independent States.
Armen Abazian attended their meeting in Moscow on Wednesday hosted by Sergei 
Naryshkin, the head of Russia’s SVR foreign intelligence service.
An SVR statement on the meeting said participants discussed “the West’s 
unconstructive influence on our countries” under the guise of democracy 
promotion.
“The heads of the special services were of the common opinion that the processes 
are of systematic character and are aimed at destabilizing the political 
situation in CIS countries,” the SVR said in a statement. “The involvement of 
nongovernmental and international organizations in these processes is 
coordinated by Western intelligence services.”
The security chiefs of Russia, Armenia, Azerbaijan, Belarus, Kazakhstan, 
Kyrgyzstan, Turkmenistan, Tajikistan and Uzbekistan agreed to step up joint 
efforts to “counter those processes.”
As of Friday evening, the press offices of the NSS and Prime Minister Nikol 
Pashinian declined to confirm that Yerevan agrees with the SVR’s claims.
In its five-year policy program approved by the Armenian parliament in August, 
Pashinian’s government described closer ties with the United States and the 
European Union as a foreign policy priority. Pashinian has repeatedly made that 
clear in his contacts with U.S. and EU officials.
Earlier this year the EU pledged to provide Armenia with up to 2.6 billion euros 
($3.1 billion) in economic assistance and investments over the next five years. 
Pashinian said the funding will help to “introduce more European values in our 
country.”
More Questions Arise About Firms Run By Armenian Speaker’s Brother

Sirush Davtian is 65, lives in a modest village house and doesn’t quite look 
like a neophyte entrepreneur. Yet the ailing single woman is listed on a state 
business registry as the sole owner of a construction company set up in February 
with 140 million drams ($290,000) in capital.
Davtian refused to answer any questions from an RFE/RL correspondent who visited 
her home in Ushi, a village 30 kilometers northwest of Yerevan. Her brother 
laughed off her de jure connection to the company, telling the journalist to 
look for its real owners elsewhere.
The company called Euroasphalt-1 is one of at least two businesses run by 
Armenian parliament speaker Alen Simonian’s brother Karlen. The other one, 
Euroasphalt, had an authorized capital of just over $100 when it was founded by 
two little-known individuals in March 2018. Karlen Simonian became its executive 
director early this year.
Euroasphalt won recently two government contracts for rural road construction 
worth a combined $1.4 million, raising suspicions of a conflict of interest and 
even corruption. Deputy Prime Minister Suren Papikian assured RFE/RL’s Armenian 
Service late last month that this was the result of transparent and fair 
tenders, rather than government connections.
Alen Simonian, who is a figure close to Prime Minister Nikol Pashinian, 
condemned media outlets for questioning the integrity of those deals when he 
spoke with journalists earlier this week. “I don’t answer questions from the 
yellow press,” the speaker said when asked to comment on his brother’s 
entrepreneurial activities.

Euroasphalt won one of the contracts worth about 400 million drams ($830,000) 
after bidding just 50,000 drams ($103) less than another construction company. 
Speaking with RFE/RL’s Armenian Service, senior executives of the defeated firms 
avoided criticizing the outcome of the contest. They hinted that they do not 
want to antagonize the government because they hope to win similar tenders in 
the future.
Vahe Sarukhanian, an investigative journalist who has also written about Karlen 
Simonian’s involvement in business, described the tiny margin of Euroasphalt’s 
victory in the bidding as suspicious.
“In the past, the [former ruling] Republican Party’s government was widely 
criticized for the fact that the organizers of tenders would inform their 
cronies’ firms that a particular company is bidding a particular amount of money 
and that they must bid slightly less to win and then sort other things out with 
them,” explained Sarukhanian.
“I don’t know what happened in this case,” he said. “I have no evidence to voice 
accusations. But logical suspicions definitely arise and corruption risks cannot 
be excluded.”

As an outspoken opposition parliamentarian, Pashinian had for years alleged 
corrupt practices in tenders won by individuals linked to Armenia’s former 
governments. He claimed to have eliminated “systemic corruption” in the country 
after coming to power in 2018.
Neither Karlen Simonian nor other Euroasphalt representatives could be reached 
for comment.
It emerged on Thursday one of the company’s two officially registered addresses 
is the same as that of a Yerevan apartment where Simonian’s mother currently 
lives. The other address could not be located.
The speaker’s brother is also the deputy director of the TS Construction 
company, a concrete producer and supplier. An Armenian civic group revealed 
recently that it donated over $10,000 to Pashinian’s Civil Contract party during 
this year’s parliamentary election campaign.
Truce Violations Reported In Karabakh

One Azerbaijani soldier was killed and six Armenian servicemen wounded in 
Nagorno-Karabakh in skirmishes reported late on Thursday.
The Azerbaijani Defense Ministry said that the soldier was killed by Armenian 
sniper fire.
The Karabakh Armenian army denied any responsibility for his death. It reported 
later in the evening that six of its soldiers manning an outpost in Karabakh’s 
east were wounded after coming under Azerbaijani fire.
A statement by the Defense Army added that Russian peacekeeping forces deployed 
in Karabakh were immediately alerted about the truce violation denied by the 
Azerbaijani side.
Citing the army, Karabakh’s state minister, Artak Beglarian, said shortly after 
midnight that shootouts also broke out at several other sections of the “line of 
contact” around Karabakh but stopped shortly afterwards.
“The situation has now stabilized along the entire line of contact,” Beglarian 
wrote on Facebook. “The military and political leadership of Artsakh 
(Nagorno-Karabakh) is taking urgent steps to further stabilize the situation, 
making necessary decisions and communicating with relevant parties.”
The official also said that although two of the wounded Karabakh soldiers are in 
a serious condition their lives are not at risk.
The skirmishes were one of the most serious violations of a ceasefire agreement 
which Russia brokered last November to stop the Armenian-Azerbaijani war over 
the disputed territory.

Armenia Ombudsman: Azerbaijanis deliberately set 8,000 ha of grass of Yeraskh villager on fire with gunshots

Azerbaijani soldiers have become so unrestrained that they deliberately set on fire 8,000 ha of grass of a resident of Yeraskh village with gunshots, destroying all the stocks that the citizen had worked hard to gather all year to feed his cattle during the winter. This is stated in the statement that Human Rights Defender of Armenia Arman Tatoyan issued today.

“Yeraskh village of Ararat Province of Armenia is shelled by the Azerbaijani Armed Forces from time to time, in the afternoon and at night.

It was shelled again today in the afternoon as well.

Azerbaijani soldiers have become so unrestrained that they deliberately set on fire 8,000 ha of grass of a resident of Yeraskh village with gunshots, destroying all the stocks that the citizen had worked hard to gather all year to feed his cattle during the winter.

Moreover, the fire spread and set the roof of the citizen’s barn on fire. It was possible to put out the fire and make sure it didn’t burn the other part of the roof only when firefighters arrived at the scene on time.

 These data were verified and confirmed through alerts sent to the Human Rights Defender of Armenia, objective evidence and data verified through several sources. The Ministry of Defense of Armenia also confirmed the gunshots fired by Azerbaijan at the military posts of the Armed Forces protecting Yeraskh village and the population.

Taking into consideration the fact that the Azerbaijani military posts are located directly next to the village, it is clear for the Azerbaijani soldiers that they are causing damage to villagers, destroying their properties, violating their right to life and right of ownership and undermining peace and security.

It is necessary to immediately start the process of creating a demilitarized buffer zone around the borders of Armenia with Azerbaijan and immediately removing Azerbaijani armed officers from the area near Armenia’s villages and the roads in-between villages.

This proposal of the Human Rights Defender of Armenia has already been included in a specific international document, that is, the Resolution 2391 (2021) of the Parliamentary Assembly of the Council of Europe (PACE) of September 27, 2021. The Human Rights Defender will also send relevant reports to international organizations and Armenia’s state bodies and civil society organizations.

It is clear that the basis for these criminal encroachments and gross violations of human rights and the source is the Azerbaijani authorities’ Armenophobic, hostile and genocidal policy of ethnic cleansing. This policy has institutional grounds, and the violations won’t be eliminated and the people’s security won’t be ensured so long as the perpetrators of the crime haven’t been punished,” Tatoyan wrote.

Ilham Aliyev blames Iranians and Armenians for alleged collapse of mosques in Nagorno-Karabakh

During today’s session of the Council of Foreign Ministers of the CIS countries, President of Azerbaijan Ilham Aliyev blamed the Iranians and Armenians for the alleged collapse of 16 of the 17 mosques in Nagorno-Karabakh, adding that one mosque remained for “display of solidarity” and an attempt was made to present it as a Persian mosque through the mediation of specialists from Iran.

Aliyev stated that the stones of houses and buildings in the occupied territories have been sold in Armenia and Iran.

“There has also been great damage to nature. Nearly 60,000 hectares of forests have been deforested and sold in Armenia and Iran,” he added.

We welcome our brothers and sisters – Cuban President invites Armenian tourists to his country

The Republic of Cuba facilitates the entry of tourists from the member states of the Eurasian Economic Union, including the Republic of Armenia, starting from November 15, it will not require a PCR test certificate from them, ARMENPRESS reports President of EEU observer state Cuba Miguel Díaz-Canel during the remote sitting of the Supreme Eurasian Economic Council.

According to him, one of the promising areas for cooperation between Cuba and the EEU states is energy, including renewable energy, as well as tourism.

“We are ready to create favorable and attractive conditions for tourists from the member states of the union. For that, it is necessary to promote Cuba as a tourist destination through various channels, interregional platforms and media. Starting from November 15, when more than 90% of the Cuban population will be vaccinated, our borders will gradually open, we will also ease the sanitary measures for ariving visitors”, Miguel Díaz-Canel said.

According to Canel, tourists arriving to Cuba will not be required to have a PCR test certificate, and vaccination certificates will be recognized.

“We welcome our guests in advance, our brothers and sisters from Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia,” the Cuban President said.

The Republic of Cuba, according to the President, is proud of its friendship with each member state of the Eurasian Economic Union, reaffirming its desire to further develop bilateral relations in the fields of common interest and to continue working together to strengthen the Eurasian integration project.

“It is not an easy task, but we are convinced that if there is political will, we will achieve it”, the President emphasized.

CivilNet: Today in Karabakh: Broken ceasefire, wounded soldiers, and silence from peacekeepers

Six Armenian soldiers were shot by Azerbaijani forces in eastern Karabakh (also called Artsakh by many Armenians) on Thursday evening, according to military sources in Armenia and the self-declared Nagorno-Karabakh Republic. Two of the soldiers sustained critical but non-life threatening injuries.

“Azerbaijani armed forces opened fire in the direction of the military base of the defense army located in the eastern border of the republic, which resulted in a gunshot wound to six soldiers,” said a statement from the Artsakh Defense Ministry.

“The Russian peacekeeping military command was immediately informed about the incident,” the statement continued. As of early Friday morning local time, neither the Russian government nor its peacekeeping contingent had not commented on the incident.

In the statement, the Artsakh Defense Ministry said it “continues to adhere to the preservation of the ceasefire regime and urges the Azerbaijani side to also stay away from actions that destabilize the situation.”

The situation along the line of contact in and around Karabakh is now calm, sources say.

Thursday’s incident comes less than a week after an Azerbaijani sniper fatally shot an Armenian man driving a tractor in a pomegranate orchard in Martakert, a large town in northern Karabakh, according to the Nagorno-Karabakh Republic’s police force.

According to Arman Tatoyan, Armenia’s human rights ombudsman, Thursday’s incident took place near the village of Nor Shen in eastern Karabakh, “in the immediate vicinity of which the positions of the Azerbaijani armed forces are located.” He added that “attacks were launched in the direction of Harav and several other civilian communities of Artsakh.”

“The presence of the Azerbaijani armed forces in the vicinity of Armenian civilian communities poses a serious threat to the security and peace of the civilian people, it is a violation of their right to life,” Tatoyan said on Facebook.

Two of the wounded soldiers are receiving treatment for critical but non-life threatening injuries at a hospital in Stepanakert, the region’s largest city, said Artak Beglaryan, who serves as the Nagorno-Karabakh Republic’s state minister. The position of state minister was created in 2018 to replace the post of prime minister and is one of the highest-ranking positions in the self-proclaimed republic.

Beglaryan added that “the Armenian side has no positional and territorial losses” and noted that the “defense army is conducting coordinated work with the authorities of the Republic of Armenia with the command of the Russian peacekeeping contingent aimed at further defusing the situation.”

He urged “everyone to refrain from spreading misinformation and the temptation to become a source of ‘scandalous’ information.”

The Azerbaijani Defense Ministry said in a statement that “the Azerbaijani army has nothing to do with the incident” and that “on the territory of Azerbaijan, where Russian peacekeepers are temporarily stationed, an exchange of fire took place between illegal Armenian armed detachments.”

Thursday’s incident is the single largest escalation of violence in and around Karabakh since December 2020, when Azerbaijan captured the villages of Hin Tagher and Khtsaberd, the only two villages in the Hadrut region of southern Karabakh that remained under Armenian control following last year’s war.

The Russian Ministry of Defense called that incident a “violation” of the fragile ceasefire that Russia brokered between Armenia and Azerbaijan a month earlier, but did not assign blame to either side. Dozens of Armenian troops were captured in Hin Tagher and Khtsaberd, some of whom still remain in Azerbaijan as prisoners of war.

A Russia-brokered ceasefire signed last November ended 44 days of fierce fighting between Armenian and Azerbaijani armed forces in and around Karabakh. The war left Azerbaijan in control of swaths of territory previously controlled by Armenian forces, with thousands dead or injured on both sides and tens of thousands more displaced.
