to insert the South Caucasian states into a unified new system of
new quality, which is being declared both by the regional states and
the world community, told Manvel Sargsyan, the head of analytical
Center ‘Kavkas’ in the interview to the PanARMENIAN.Net. "In this
regard efforts of individual activity are observed. Georgia tries to
settle its relations with Russia with harsh methods and integrate to
the European structures. The President of Azerbaijan Ilham Aliev put
forward a program of total isolation of Armenia, hoping that he will
be able to achieve the support of world community. And Armenia tries
to balance its relations between the West and Russia. No regional
state has time for its neighbors,’ he stressed.

In Sargsyan’s words, such an individual activation strengthens the
dependence of regional states from this or that foreign factors. "More
and more the interests of foreign powers touches this or that country
in the region. The compromise between the conflicting sides becomes
more and more difficult.

Say, more the Armenian authority speaks about its readiness to serious
compromises in the Nagorno Karabakh issue, more the Azeri authorities
strengthen their military calls. An appetite occurs to get all, not a
part through bargaining with foreign powers," the head of analytical
center stressed.

Alongside he underlined that the regional states stake not
on compromise, but on exclusive foreign support for their own
intentions. "As an example is Azerbaijan’s subject of military solution
to the conflict, which totally is put in a wider circle of necessary
means, needed to ‘return the territories’.

In October Ilham Aliev stated that "if there is no progress in
negotiation process any variants will be discussed, stressing it
means that here Baku must think about military operation". It means,
earlier he pointed that military operation is the last choice. It
needs time which on his opinion, works for Azerbaijan’s favor,"said
Manvel Sargsyan.

Argentina’s Senate Endorses Bill On Armenian Genocide

ARGENTINA’S SENATE ENDORSES BILL ON ARMENIAN GENOCIDE

YEREVAN, DECEMBER 14, ARMENPRESS: The Senate of Argentina has endorsed
a bill passed earlier by its parliament designating April 24 as
the Day of Tolerance and Respect Among Nations. The date- April 24-
was chosen in memory of the Armenian Genocide.

The bill had been approved by the lower house by a vote of 175 to 2
on November 29. The Armenian National Committee of South America said
the bill will be sent to the approval of the president of the country.

Turkish foreign ministry condemned the approval of this resolution,
saying in a statement that ‘Argentina’s move did not comply with
historical facts and spirit of bilateral relations between Turkey
and Argentina."

The Court of Nijhni Novgorod, Russia, condemned 20 year-old
Sergey Ikonnikov, member of a skinhead group, to 3,5 years of
imprisonment. According to the meaterials of the case, Ikonnikov,
together with a group of 40 teenage skinheads, on May 17 attacked a
group of Armenians. Russian media informs that Ikonnikov was found
guilty for extremist actions, racism and robbery.

‘ARMENIAN GENOCIDE: FACTS OF TURKISH ARCHIVES’

Taner Akcam, professor of Minnesota University, will deliver a lecture
in English titled "Armenian Genocide: Facts of Turkish Archives"
at the university of Amsterdam at 8 pm on December 18.

Prior to the lecture, the 57-minute documentary "The Wall of Silence:
Taboo About the Armenians’ Fate" produced by the Humanist Broadcasting
in 1997 and featuring Akcam will be shown.

Akcam’s last book "A Shameful Act: Armenian Genocide and the Issue
of Turkish Responsibility" will be published in Dutch at the Nieuw
Amsterdam publishing house in 2007.

The event is organized by CREA-Studim Generale in cooperation with
Humanist Broadcast and the Center for Holocaust and Genocide Study.

the facts in the Turkish archives" will take place, organized by
CREA-Studium Generale in cooperation with Humanist Broadcasting and
Center for Holocaust and Genocide Studies. Taner Akcam, a visiting
Professor on History from University of Minnesota, will have a speech
during the lecture. He is convinced that Turkey must straighten
out with her black past and recognize the Armenian Genocide of 1915
committed by the Turkish government. Co-referent Erik-Jan Zurcher,
a professor of Turkish languages and cultures >>From University of
Leiden also will have a report on the subject. Prior to the lecture
the documentary "A wall of silence, a taboo about the destiny of
the Armenians" (Humanist Broadcasting, 1997, 54 minutes) will be
shown. Taner Akcam is one of the main persons of this documentary.

It is worth mentioning that Taner Akcam is the author of sensational
book "A Shameful Act: The Armenian Genocide and the Question of Turkish
Responsibility", which has been translated into many languages and
will published in May 2007 by publishing house Nieuw Amsterdam

Residents Of Kozern Were Given Hope

opposite President Kocharyan’s residence and demanded property
licenses.

In the district with 120 houses no one has a property license,
although all of them have applied to the cadastre in order to get
it. "The mayor has given permission, but the cadastre refuses to live
us license. They say only part of us will get it, and give no reason
for not giving license to the others", says Mrs. Lena. Moreover,
the participants of the protest action stated that no one knows the
names of those who will get license. They demanded to give license
to everyone all at once.

By the way, the participants of the protest action carried a poster
which said, "Head of Cadastre Manouk Vardanyan, do not violate the
Constitution".

Representatives of the city municipality talked to the residents of
Kozern and said that they cannot interfere with the affair where the
cadastre is concerned. Later, head of the cadastre of the Kentron
community Arthur Petrosyan arrived at the site.

According to advocate Samvel Lazarian, an agreement has been reached:
the residents of the district have been promised licenses for all of
the houses.

Strasbourg, 13.12.2006 – "Following the "constitutional referendum"
organised in Nagorno Karabakh on 10 December 2006, and which is no
recognized by the international community, the Chairmanship of the
Committee of Ministers of the Council of Europe reiterates its full
support to the OSCE Minsk Group and its Co-Chairmen in their efforts
towards a settlement of the Nagorno Karabakh conflict.

It notes with concern that conducting such a "referendum", thus
pre-empting the outcome of the ongoing negotiations, cannot contribute
to the resolution of the conflict. It calls on all parties concerned
to intensify their efforts to find a peaceful solution to the conflict,
in accordance with the commitment undertaken by Armenia and Azerbaijan
upon accession to the Council of Europe".

It was announced by the representatives of European Bank for
Reconstruction and Development. They stated that external investments,
big extent of transfers, personal realization and export’s enlargement
mostly contributed to our country’s economic growth. Let’s remind
that EBRD was established to spur the transition of centralized
planning economy to the market economy in Central and South Europe
and Central Asia.

According to the previously mentioned Bank’s account of transition
period, in 2005 Georgia’s economy increased by 9.3%, Azerbaijan’s
by 26% and Russian’s by 6.4%. The growing of Georgian economy is
conditioned by good activities of financial sector, by external
debt’s improved position and by growth of budget’s profit but in
Russia the sum of investment of capital has increased. In the EBRD
account Azerbaijan economy is considered the fastest developing in
the world, owing to its oil industry’s enlarge and also owing to the
opening of Baku-Tbilisi-Ceyhan oil pipeline. It is not accidentally,
that it was established 26% growing of Azerbaijani economy. EBRD,
that expected positive tendency’s continuation in the region, marked
that CIS region continues being the fastest developing in the world
and in 2006 it is expected 6.2% upgrowth.

Economist Alexander Kirmicun, who introduced the account, noted that
in 2005 there were reforms in Armenia economy especially in business
field- appearance of new operator of mobile phones, but in spite of
it we see lack of competition, which is the main problem of Armenia.

Yesterday the Court of the first instance of Kentron and Norq-Marash
communities heard the mediation of the National Security Service about
imprisoning Vardan Malkhasyan who was arrested on December 10. The
trial was held without the participation of Malkhasyan’s advocate.

According to the appeal of Malkhasyan’s wife, advocate Mushegh
Shushanyan was to protect him. Yesterday Shushanyan visited the court
several times and tried to find out when the case would be heard,
but failed.

Yesterday at 06:00 p.m. the court heard the case during 20 minutes
and decided to put Malkhasyan under arrest. Mushegh Shushanyan is
now trying to meet Malkhasyan.

Georgia World Leader In Militarization?

militarization, said Yuri Baluyevsky, the chief of general staff of
the Russian armed forces at the meeting with the military attaches
of foreign states in Moscow. "Georgia’s defense budget is constantly
growing. It increased 1.5 times this year," Baluyevsky said adding that
recently Georgia has been actively purchasing armament and military
equipment from the other states, including the NATO member states.

"The equipment of soviet (Russian) production is sold everywhere
without certificate and this causes illegal circulation of armament,"
he underscored. He also added that delivery of armament and military
equipment to a conflicting region contradicts with the international
commitments undertaken by the states selling equipment to Georgia,
reports RBC.
