Armenian part is silent
Terms of release of two Azerbaijani soldiers still being in Armenian
captivity are not known yet. Such conclusion comes from information
of competent agencies to which "Echo" applied.

It should be reminded that December 24 junior sergeant Samir Mamadov
military man of N-unit of Gazakh region who was recruited a year
ago by Barda regional military commissariat was taken prisoner by
Armenians. He was taken prisoner at neutral area at the distance
of 15 km. from military unit at the borders of Gazakh and Ijevan
regions. He had no weapons or ammunition.

December 31, Eldaniz Nuriyev was taken prisoner. Born in 1976 recruited
in July 2005 he was taken prisoner at south part of front in Fizuli
region. Yesterday representative of press center of Defense Ministry
of Azerbaijan, Ilgar Verdiyev, declared for "Echo" that both military
men were taken prisoners when they lost their way.

Accordingly to him, "there are places of these parts of front separated
by 50 m. only. It is necessary to be cautious there. And sometimes
people are taken prisoner their by mistake. That is both incidents
can be explained by mere chance".

As head of press service of Baku office of International Committee of
Red Cross, Gulnaz Guliyeva, informed the recent available news says
that owing to representatives of their structure in Armenia letter
of Azerbaijani soldier Samir Mamadov being in Armenia now was sent
to his family January 8.

In turn secretary of work group of the Republic of Azerbaijan on
military prisoners, hostages and missing people, Shahin Sailov,
informed "Echo" that he can say "nothing" concerning soldier’s
release. Accordingly to him they are still waiting for response from
Armenian side to the letters sent there.

Esmira Orujeva, head of public union for assistance of military
prisoners, hostages and missing people "Way of Sorrow" expressed her
opinion for "Echo" regarding frequent attacks against military men
of Azerbaijani army.

"It is clear to me as to anybody else that Ministry of Defense must
be blamed for such incidents, – she declared. – It is not secret that
this ministry organizes no military training with newly recruited
men. My own son who returned from army 4 years ago told me so. They
are not even taught how to use guns. That is military preparation in
our army is on zero level. Moreover officers who should train soldiers
treat the latter very badly. Accordingly to information that come to
our union from relatives of soldiers (including those who used to be
in captivity), officers abuse soldiers in order to get bribes. It is
fault of defense Ministry. In the country experiencing state of war,
20% territories of which is occupied, with over 5000 missing people,
with 753 citizens being in Armenian captivity, Defense Ministry
should be strong enough from the point of view of military training
for the country could see its army ready for war anytime. And our
Defense Ministry does nothing. And another question – why soldiers of
State Frontier Service and Ministry of Internal Affairs never find
themselves in Armenian captivity? It once again testifies the fault
of Defense Ministry". Accordingly to E.

Orujaliyeva Armenians regularly and quite quickly release young
Azerbaijani soldiers in order to divert attention of international
community from the fact of 5000 missing Azerbaijanis, 753 hostages
whose names are known. "In order to not release them Armenians with
attempt to show themselves as those who respect humanitarian values
just regularly take our young soldiers prisoners and then release
them. Thus they try to prove that if they had any other hostages they
would certainly return them. And there are Azerbaijanis who have been
in Armenian captivity for 14-15 years and they are still there".

At the same time independent military expert, Uzeir Jafarov, casts
doubt on reliability of information of Defense Ministry that all
Azerbaijani soldiers recently taken prisoner have become victims of
lack of experience and chance. "It also concerns Eldaniz Nuriyev who
has been in Armenian captivity since December 31. He is a family man
of 30 years old. And his being in captivity because of losing his
way is out of question. I used to be deputy commander of brigade in
Fizuli direction. And there is no place there where soldier can get
lost and enter Armenian area. I hold that Armenian frontier service
is involved with each case. They just used situation and on the eve
of new year took Azerbaijani soldier. I once again repeat that E.

Nuriyev is experienced soldier who has served for his front unit a
year and a half, he knew all places. I think within January Nuriyev
and S, Mamadov will be released. Negotiations are under way and yet
there is no information that the soldiers don’t want to return. It is
explained by their experience. S. Mamadov is referred to the number
of junior commanders of his unit, E. Nuriyev is grown person, family
man. Armenian special services just try to get as much information
as possible from them".

By the way accordingly to U. Jafarov criminal case is commenced
relating to soldier Vusal Garachayev native of Balakan region who
was taken prisoner by Armenians December 7 in Agdam region and he
was returned December 23.

Asked if such incidents will continue taking place on front, military
expert declared that accordingly to available information "after
third case officers of Defense Ministry, Army units were strictly
instructed to prevent cases of taking prisoner. These officers have
been attached to all front units separately and they are responsible.

Within January joint meeting of country leadership and Defense Ministry
is expected. They will discuss activity of this ministry.

President will be informed of state of affairs following results
of examination carried out by special group of officers. I don’t
think officers in front zone will feel themselves in freedom, as
if leadership of Defense Ministry got strict warning from country
leadership then commanders of units and brigades should be concerned
now. They are trying to prevent incidents in their units".

"Both the House of Representatives and the Senate are headed by
democrats who used to support Armenians. Submission of the draft law
on so-called Armenian genocide to the House of Representatives was
always prevented.

But now the probability of its submission and approval is high.

Because, we are aware that the House of Representative and the Senate
promised Armenian lobby to consider the issue", former Turkish
ambassador to Azerbaijan and the USA, Eurasia Strategic Research
Center Chairman Faruk Logoglu told APA’s bureau.

He considered that the approval of the draft law on so-called
genocide is impossible as congressmen and senators do not want to harm
Turkish-US relations. Regarding year 2007 as an "intermediate year",
Faruk Logoglu said that 2008 will be more dangerous. As this is the
presidential election year in the USA, Armenians will try to obtain
candidates’ promises. So their chance to legitimate the "Armenian
genocide" will increase. He also pointed out the necessity for all
Turkish governmental organizations, Parliament, political parties
and NGOs to start fight to prevent the approval of the draft law in
the US Congress.

"Turkish delegations should be sent to the USA in order to deliver
truth to the congressmen. Because, they know the issue as Armenians
informed it. Our embassy in the USA will take appropriate steps and
we should join them", he said.

Faruk Logoglu also answered the question on how Azerbaijan and turkey
should join their forces.

"The governmental and non-governmental organizations should work in
coordination. The common target should be productive actions with
the US congressmen", he noted.

Banking System Provides Services To 768,539 People In October

YEREVAN, January 10. /ARKA/. The number of people who got Armenian
banking system’s services has grown 8663 over October 2006 to 768539,
National Statistical Service says.

Of them, 39473 were legal entities and 729066 individuals.

As of October 31, 929503 accounts were registered in Armenian
commercial banks, of which 872019 were individuals’ accounts.

Armenian Savings Bank has 3469465 clients.

The rest of the accounts attracted by banks from the republic
population reached AMD 110546 million after growing by 2520mln or 2.3%
over the month and by 22997mln por 26.2% compared with the same month
a year earlier. ($1 – AMD 365.05).

HIS HOLINESS ARAM I PROCLAIMS 2007
"THE YEAR OF THE ARMENIAN LANGUAGE"

In line with a previously established tradition, His Holiness Aram I
proclaimed 2007 to be the "Year of the Armenian Language." The Pontiff’s
Encyclical will be read during the Sunday Mass in the St. Gregory the
Illuminator Cathedral on January 17.

In 2007 The Catholicosate of Cilicia and all its dioceses and institutions
will focus on the Armenian language. Several events and initiatives
organized by the Catholicosate, its dioceses and Armenian schools in the
Armenian communities throughout the Diaspora will bring under the spotlight
the Armenian language, its preservation and development and specially its
correct usage by the new generations.

The Catholicos’ Encyclical will be read from the altars of all the churches
in the dioceses of the Catholicosate of Cilicia during the next few weeks,
inviting the Armenian nation to reassess the unique importance of their
mother language in Armenian life both in Armenia and the Diaspora.

PRELATE’S TRADITIONAL CHRISTMAS DINNER A GREAT SUCCESS

– SUBSTANTIAL DONATIONS MADE TO VARIOUS WESTERN PRELACY FUNDS

On Saturday, January 6, on the Feast of the Nativity and
Theophany of our Lord, Jesus Christ, the Prelate’s traditional New Year’s
and Christmas Dinner took place at Bagramian Hall of Holy Cross Cathedral in
Montebello with over 600 guests in attendance. On Saturday morning, H.E.
Archbishop Moushegh Mardirossian, Prelate, had officiated over Holy Mass,
the blessing of water ceremony, and delivered his sermon at St. Mary’s
Church in Glendale.

The Prelate’s Dinner, initiated by the Religious and Executive
Councils and organized by the Prelacy Ladies Auxiliary Guild, was sponsored
by Prelacy benefactors Mrs. Tina Carolan and family. Among the invited
guests in attendance were Consul General of Armenia Mr. Armen Liloyan and
Consulate staff, Catholicosate Central Executive member Mr. Khajag Dikijian,
A.R.F. Bureau member Dr. Viken Hovsepian, A.R.F. Central Committee
representative Mr. Avedik Izmirlian and members, national representatives
assembly delegates, Board of Trustees, representatives of the Board of
Regents, Homenetmen, A.R.S., Hamazkayin, A.N.C., and media, as well as
Prelacy benefactors, sponsors, and friends.

The evening began with Master of Ceremonies Very Rev. Fr.
Barthev Gulumian greeting the guests and announcing the start of the program
with the entrance of the Prelate and clergy in a procession. With candles
in hand, the procession entered the hall singing hymns for the occasion,
after which the guests participated in the ceremony of the Tatakh.

On behalf of the Ladies Auxiliary Chairperson Mrs. Mariam
Karapetian offered her remarks, followed by greetings by Executive Council
Chair Dr. Garo Agopian who expressed gratitude for the completion of the new
Prelacy building and urged the guests to continue their support of the
Prelacy’s mission.

In His taped Christmas message projected on a large screen, H.H. Aram I,
Catholicos of the Great House of Cilicia, greeted the Prelate and guests
expressing gratitude for the completion of the building renovation project.
His Holiness also commended the Prelate and affiliates of the Prelacy for
their service to the Armenian people. He then spoke of how the New Year and
Christmas is a time for us to ruminate and remember that during Christ’s
mission on earth, the old was destroyed and a new world was created,
stressing that we should not completely discount the past but rather learn
from our past experiences and begin anew.

Following His Holiness’ message, Hayr Barthev invited Consul
General Armen Liloyan to offer his remarks. Mr. Liloyan expressed gratitude
for the opportunity to collectively celebrate and be filled with the
messages of the Nativity and Epiphany of our Lord. He emphasized that this
is a time for us to reflect on our past endeavors and head towards the
future with the messages of Christmas as our guide. The Consul also
stressed the importance of cooperation and collaboration between Armenia and
the Diaspora, emphasizing the invaluable role Diaspora Armenians play in the
preservation of Armenian education and language.

Subsequently, a brief video was shown chronicling the progress
of the building renovation from the blessing of the foundation to the
completion of the structure.

After dinner, guests were entertained with songs by Anahit
Nercissyan and Razmik Mansourian, accompanied on the piano by Prof. Levon
Aprahamian, dances by Chamlian students Sona and Silva Geokgezian, and Aram
Manoukian on the Armenian flute accompanied on piano by his teacher Mr.
Ararat Bedrossian.

Hayr Barthev then invited the Prelate to deliver his Christmas
message.

The Prelate first spoke of the timeless message of the Nativity
and of Christ’s earthly mission. He expressed his gratitude to His
Holiness, and reflected on the mission of the Prelacy, noting that the
forthcoming relocation to our new offices will offer us new beginnings and
the launch of new fields of activity. The Prelate thanked all the
supporters who continuously offer their moral and financial support to the
Prelacy’s endeavors. He then offered special thanks to the Carolan family,
sponsors of the traditional Armenian Christmas Dinner, as well as to all the
sponsors and donors whose names were listed in the evening’s program. The
Prelate concluded by noting that in 2008 we will celebrate the 35th
anniversary of our Prelacy and wished for the messages of Christmas to guide

The evening concluded with the `Bahbanich’ prayer, followed by
the collective singing of `Giligia’, `E Veh Partsants’, and `Mer Hayrenik’.

PRELATE’S MESSAGE AT THE CHRISTMAS DINNER

(January 6, 2007)

With the Good Tidings of Christmas and the messages of love, peace, and
goodwill, I greet you all as we are gathered here to celebrate the Glorious
Birth and Epiphany of our Lord, Jesus Christ, and to be renewed by our
Christian faith. Glory to God who, once again, has granted us this blessed
opportunity to collectively offer gratitude to our Lord through prayers and
hymns.

2007 years after the Glorious Birth of Christ, the timeless message of the
Nativity continues to invite us to follow the bright star of Bethlehem.
Centuries ago, the bright star guided the shepherds and the wise men to the
humble manger where Jesus was born. The fact that Jesus was born in a
humble manger conveys to us the message of humility. The shepherds and wise
men were the first to revere Jesus and offer Him gifts, thus establishing
the precedent for benevolence and teaching us by example that just as Jesus
was worthy of gifts, love, and faithfulness, the church established in His
name also needs the same care and devotion with which we dedicate ourselves
to Him. The Great and Marvelous Mystery of the Nativity continues to direct
us to stand up to the Herod’s of our time and allow the bright star of
Bethlehem to guide our path.

Dear Friends,

On this joyous evening, I would first like to offer my filial
love and gratitude to H.H. Catholicos Aram I who, in keeping with tradition,
has once again conveyed His blessings and Pontifical message.

In our daily lives, we have countless opportunities to give
thanks to God. Today, I would like to offer a special prayer of thanks and
gratitude as our dreams have finally come true and we find ourselves at a
historic and memorable junction. It gives me great spiritual joy to
announce that the renovation of the new Prelacy building is complete and we
will be returning to our offices shortly. What started as a vision has
become a reality thanks to the financial and moral support of our friends,
and especially the Carolan, Bedrosian, Pilavjian, Karaghossian, Kasimian,
Sulahian, and Der Ghazarian families and Forest Lawn, as well as the
Building Committee Chair and members, all of whose dedication to this
project is greatly appreciated and will not be forgotten.

Just as the New Year represents a new beginning for us all, so
too does our return to the new Prelacy building. As our fields of activity
expand, so do our parish communities. Our newest parish, the Las Vegas
parish, was rejuvenated last March and continues to thrive. In the past two
years, the parish communities of Colorado, Riverside County, and the
Crescenta Valley have also joined our family. The latter will soon be
endowed with a Board of Trustees and delegates. We hope that the Riverside
County and Las Vegas parishes will soon follow course.

As in past decades, our noble endeavors will continue in the
coming years with renewed vigor, especially considering that we are nearing
the 35th anniversary of our Prelacy which we will celebrate in 2008. To
alleviate our expanding activities, in recent years we have established
special funds. I would like to take this opportunity to once again express
my thanks and appreciation to our donors who assisted in establishing one of
these funds, the Mortgage Burning Fund.

Alongside the Mortgage Burning Fund, the Prelacy has various
other funds allocated for scholarships, religious publications and similar
purposes. It is with the help of these funds that we are able to cover the
expenses of our newsletter the `Spiritual Spectrum’, our website, weekly
T.V. program, and related activities through which we are able to keep our
faithful informed of our endeavors. However, as our work is continually
expanding, it is necessary to establish further funds, specifically
endowment funds to assist in our broadening mission.

This evening, I would like to make a special mention of our
activities directed towards our youth, since the youth are the future of our
church and nation. The Prelacy Christian Education Department is largely
responsible for overseeing this field, the work of which is carried out
commendably by Co-Directors Hayr Muron and Hayr Barthev, as well as by our
pastors.

As I mentioned earlier, our work and mission is constantly
expanding. In this regard, I am pleased to announce that upon the
recommendation of the National Representatives Assembly and in accordance
with the Religious and Executive Councils, we are establishing a program for
the preparation of new priests to accommodate the needs of our community. A
committee has already been appointed for this purpose and plans are
underway.

With this resolve and determination, we welcome the New Year and
on the Nativity and Epiphany of our Lord, and renew our vows to serve our
church and nation. Our clergy, council members, educators, and donors and
friends must all join us in this vow. We must embark on our future
endeavors inspired by the enduring message of the Nativity and guided by the
bright star of Bethlehem, which continues to illuminate our lives. Like the
humble circumstances of Christ’s Birth, we must remain humble, just, and
righteous, and fulfill our God-pleasing service with love and goodwill in
our hearts, never losing sight of our objective.

I pray to God to grant us health and prosperity, a renewed
spirit of service, and love in the New Year. May the Lord grace us with His
bountiful blessings and grant peace and harmony to this nation. Let us once
again join in the angels’ tidings and proclaim

Glory to God in the Highest,
And on earth Peace,

San Francisco, CA, January 10, 2007 – The Genocide Education Project has
launched Genocide and the Human Voice: Nicole’s Journey, the first
online classroom about the Armenian Genocide.

Genocide and the Human Voice: Nicole’s Journey uses contemporary
learning technology and methodologies to provide a stand-alone lesson
students attend online. Recognizing the limited amount of class-time
school teachers have compared to the many important and required topics
they must address, The Genocide Education Project created an opportunity
for high school teachers to introduce their students to the history of
the Armenian Genocide, without having to devote full class time to it.
This Internet lesson fulfills the World History curriculum requirements
of the 11 U.S. states which currently require instruction on this
important history. The online class is also designed to be used as
supplemental coursework for curriculum on Armenian Genocide.

"This online lesson brings the first genocide of the 20th century into
the education system of the 21st century," stated Sara Cohan, Education
Director. "We believe that the more we make up-to-date, quality
educational options available to teachers, the more they will choose to
include the Armenian Genocide in their course curriculum."

Through the voice of Dr. Nicole Vartanian, Genocide and the Human Voice:
Nicole’s Journey provides a background to the history of the Armenian
Genocide and the effects genocide denial on subsequent generations.
Based on Nicole’s real life journey to her grandmother’s village in
Eastern Turkey, the lesson illustrates the continued pain that genocide
brings and the fortitude of those searching for truth. After an
introduction to the history of the Armenian Genocide and Nicole’s
grandmother’s moving story of survival, the lesson walks students
through a series of emails that Nicole sent her mother describing her
many observations and thoughts as she undertook her journey.

The plan concludes with "The Eight Stages of Genocide," created by Dr.
Gregory Stanton, president of Genocide Watch, a non-profit organization
committed to predict, prevent, stop, and punish genocide and other forms
of mass murder. Using the events of the Armenian Genocide as a case
study, students learn the common stages of all genocides, proving a
global perspective on the subject.

Teachers use the website to create an online
classroom, assigning students a private log-in name and password to
access the lesson plan section of the site. Once students have
completed the assignments, they are stored online for teachers to access
at a later date.

The readings and assignments are geared toward high school students and
mature middle school students. Each section includes an assignment
composed of short answer questions and a writing component. Students
read and listen to historical text, survivor testimony and a variety of
other material giving them a better understanding of genocide and its
impact on a nation of people and its future.

Created by the award-winning web design company, Infivia Communication
Visuelle, of Montreal, Canada, the lesson employs the latest interactive
web features, including segments in which Nicole is heard reading her
emails to her mother, cell phone conversations, and other material,
engaging and suitable for high school students.

YEREVAN, JANUARY 9, NOYAN TAPAN. "No considerable movement was fixed in
the Armenia-Turkey relations in 2006 because of the policy fostered
by Turkey towards Armenia." RA Foreign Minister Vartan Oskanian
stated about it at the January 9 press conference. In his words,
the Armenia-Turkey bilateral contacts mainly took place within the
framework of international organizations (BSEC, CE, UNESCO, etc.).

In V.Oskanian’s words, Turkey continues conditioning improvement
of the Armenian-Turkish relations with a number of pre-conditions
while Armenia is for establishing relations with Turkey without
pre-conditions. "Armenia many times expressed its readiness to
negotiate to solve the problems and misunderstandings existing between
the two countries," V.Oskanian stated.

He also mentioned that Turkey with Azerbaijan continues its
non-constructive policy to isolate Armenia from the regional
cooperation programs.

YEREVAN, JANUARY 8, NOYAN TAPAN. In the period of Janaury-November
2006, the production of Armenia’s chemical industry made 12 bln
763.9 mln drams (about 30.3 mln USD), or by 18.3% less than in the
respective period of 2005.

According to the RA National Statistical Service, rubber and plastic
products of 3 bln 357.1 mln drams were manufactured in the period under
review, or by 10.5% more than in the same months of the previous year.

Out of the main products of chemical industry, the production of
synthetic corundum increased 4.9fold, of lacquers and paints –
by 36.6%, of plastic products – by 14.7%, of detergents – by 9.7%,
whereas the production of synhetic rubber and caustic soda declined
by 39.7% and 48.8% respectively.

INDUSTRIAL PRODUCTION DECLINES BY 1.2% IN ARMENIA IN JANUARY-NOVEMBER 2006 ON SAME PERIOD OF PREVIOUS YEAR

YEREVAN, JANUARY 8, NOYAN TAPAN. In January-November 2006, industrial
production of 579 bln 333.7 mln drams (about 1 bln 378 mln USD) was
manufactured in Armenia. Industrial production of 593 bln 651.2 mln
drams was sold, including production of 50 bln 676.2 mln drams in
CIS countries and production of 157 bln 899.5 mln drams – in other
countries.

According to the RA National Statistical Service, in the indicated
period the index of physical volume of industrial production made
98.8%, while the same index without the production and distribution
of electricity, gas and water made 99.3%.

The production level of January-November 2005 was maintained or
exceeded with respect to 76 out of the 124 main products manufactured
in January-November 2005, including 44 out of 71 technical products
and 32 out of 53 consumer goods.

best bank cooperating with the Deposit Guarantee Fund of Armenia. NT
was informed from the fund that on this occasion Anelik Bank was
awarded the fund’s diploma.

Anelik Bank received this title for using information of the Deposit
Guarantee Fund of Armenia and information about deposit compensation
in Armenia in its materials and advertisements and for its active
participation in seminars, discussions and other events organized by
the fund.
