The Kremlin leader is set to visit the Central Asian nation for the Eurasian Economic Union (EAEU) summit on Wednesday to sign deals with Astana and address Yerevan’s EU aspirations – hinting at more pressure on its former ally in the Caucasian region ahead of the country’s June 7 elections.

Russian leader Vladimir Putin is set to visit Kazakhstan on Wednesday for the Eurasian Economic Union (EAEU) summit.

During the three-day trip, Putin is expected to sign deals with Kazakhstan to construct a new nuclear plant and address Armenia’s EU aspirations, according to the Kremlin.

The EAEU is a Russia-led economic bloc comprising Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.

Ousting Armenia?

Kremlin aide Yuri Ushakov suggested that Putin would discuss Armenia’s membership in the bloc during the summit.

“Putin has repeatedly stressed that it is impossible to belong to two associations simultaneously. It simply will not work,” Ushakov said at a press briefing, according to AFP.

Ushakov’s comments echoed Putin’s earlier remarks, in which he said Yerevan must choose between Moscow-led economic structures and the EU, invoking a “Ukrainian scenario” when commenting on Armenia’s EU bid.

Ushakov said while it is “impossible” to expel a member state from the bloc, a country could declare it was ending its “cooperation.”

Armenian Prime Minister Nikol Pashinyan previously said he would skip the summit, sending Deputy Prime Minister Mher Grigoryan instead in his place.

Russia’s remarks came ahead of Yerevan’s June 7 elections, as Pashinyan is set to face off against the pro-Russian opposition amid Yerevan’s push for closer Western integration.

Yerevan’s break from Moscow stems from Russian peacekeepers’ failure to stop Baku from retaking the Karabakh enclave in 2023

On May 7, Pashinyan explicitly stated that Armenia is “not an ally of Russia on the issue of Ukraine” and has continued to send humanitarian aid to Kyiv.

On Tuesday, Yerevan also signed minerals and cooperation agreements with Washington during US Secretary of State Marco Rubio’s visit to the country.

Regarding Yerevan’s place in EAEU, Pashinyan said the country remains “a full-fledged member of the EAEU” in response to Putin’s earlier threats.

“And as long as we are members of the EAEU, we fully participate in all decision-making,” he said.

Nuclear deals with Kazakhstan

Putin is also set to sign deals to construct a nuclear plant with the host country during the trip, according to Ushakov.

“Key agreements will be signed during [Putin’s] visit on the main parameters for building a nuclear power plant and on financing the project through a ⁠Russian state export loan,” he said, according to Reuters.

Moscow is expected to finance 85% of the plant, which is expected to be commissioned between 2035-36, Reuters said.

Kazakhstan has served as a major sanctions-evasion hub for Moscow. Despite reports in recent months of Kazakhstan’s new export controls amid fears of secondary sanctions, there are few signs of Astana distancing itself from Moscow.

In late April, Russia said it would stop transporting Kazakh oil to Germany via the Druzhba pipeline starting May 1, citing “technical capabilities.” Russia also maintains access to the Baikonur Cosmodrome in Kazakhstan under a long lease, and recently conducted the first test launch of its new Soyuz‑5 rocket at the site.

On Monday, Kazakhstan also said it would not enforce a court ruling allowing Ukraine’s state energy company Naftogaz to recover $1.4 billion from Russia’s Gazprom, saying the country would not act as “a transit platform” for enforcing rulings with no legal connection to the country.

Kremlin Once Again Warns Armenia Over EAEU Exit

Kremlin spokesman Dmitry Peskov said Armenia could face market-priced Russian gas if it decides to leave the Eurasian Economic Union.

“We have heard statements from the Armenian leadership that the price of Russian gas and Russian energy resources is extremely attractive and more than preferential. This is indeed the case. Russia remains a reliable and responsible supplier of energy resources for all countries, especially for its closest allies and partners,” the Kremlin representative said, according to TASS.

At the same time, Peskov noted that such a regime is impossible for participants in other integration blocs, “obviously referring to the European Union.” According to him, a completely different pricing system operates there — one based on market rates.

“The price category there is entirely different — market-based. This is very well known to our friends in Yerevan,” he added.

Peskov also stated that the question of Armenia’s future direction of economic integration remains open. At the same time, he recalled that during a visit to Moscow, Armenian Prime Minister Nikol Pashinyan said Armenia continues to remain a full member of the EAEU while simultaneously developing relations in other foreign policy directions, particularly with Europe.

“And as Pashinyan clarified at the time, at some stage it will be necessary to make a final decision, and this will be done through a referendum. In other words, the Armenian people themselves will have the final say,” the Kremlin spokesman concluded.

Deputy Chairman of Russia’s Security Council Dmitry Medvedev previously said that Pashinyan had “chosen the path of breaking relations” with Russia. Armenian Foreign Minister Ararat Mirzoyan responded that Armenia is not seeking to sever ties with Moscow.

“The information possessed by that official is incorrect. Armenia is not interested in severing political, economic or any other ties with Russia,” Mirzoyan said.

A memorandum signed between Armenia and the United States on cooperation in the extraction and processing of critical minerals and rare earths is only the beginning, and could soon lead to concrete investment and practical outcomes, Armenian Foreign Minister Ararat Mirzoyan said.

Speaking during a briefing with journalists, Mirzoyan responded to a question regarding cooperation between Armenia and the United States in the field of extracting and processing critical minerals and rare earth elements.

“Yes, the document on critical minerals and rare earths is a memorandum, and it should be followed by various concrete agreements and specific deals. As often happens, before the ink on the paper has even dried, we see a flood of criticism and scepticism, with claims that this is merely a memorandum and nothing will work,” Mirzoyan said.

“However, let me remind you that not long after the memorandum on artificial intelligence and semiconductors was signed on August 8 last year, we saw semiconductors entering Armenia and, within that framework, the expansion of activities surrounding an artificial intelligence data centre,” he added.

According to the foreign minister, in the field of critical minerals and rare earth elements as well, governments create environments, shape conditions, establish rules and send signals to businesses that they will work to facilitate cooperation.

“I will not hide the fact that there are already preliminary ideas regarding investments, but I will not rush to speak publicly about them now, because they are still at the stage of an initial exchange of views. Let the discussions become more focused, and let companies on both sides explore mutual interests. But I would venture to say that in the near future we will also see very concrete developments in the field of critical minerals and rare earth elements,” Mirzoyan said.

Earlier, Armenia and the United States signed a framework memorandum on securing supply chains in the extraction and processing of critical minerals and rare earths.

The memorandum was signed during a visit to Yerevan by U.S. Secretary of State Marco Rubio.

A reception was held at the Embassy of Bulgaria in Armenia on the occasion of the Day of Saints Cyril and Methodius, the Bulgarian alphabet, education and culture, as well as Slavic literature.

As part of the event, students of School No. 131 named after renowned Bulgarian poet Peyo Yavorov performed the national anthems of Armenia and Bulgaria. The pupils also presented Armenian-Bulgarian national dances and songs.

Welcoming the guests, Bulgaria’s Ambassador Extraordinary and Plenipotentiary to Armenia, Nikola Nikolov, stressed that the holiday holds special significance not only for Bulgaria, but also for all peoples who share the spiritual heritage of Slavic script and culture.

“The work of Saints Cyril and Methodius serves as a bridge between nations, becoming a symbol of cultural identity, heritage, national pride and mutual respect. Today, more than ever, May 24 is not merely a calendar date for Bulgarians and other Slavic peoples. It is a day symbolising the spirit of education, culture and literacy. This day is a true testament to the enduring power of knowledge and cultural heritage. Thank you for celebrating this joyful occasion together,” the ambassador said.

Armenia’s Anti-Corruption Committee announced on Monday that it had uncovered another alleged election-related crime involving members and supporters of the Strong Armenia party.

According to the law enforcement agency, individuals engaged in business activities in Russia are accused of exploiting the financial dependence of Armenian citizens working abroad, arranging for them to travel back to Armenia, and coercing them into voting for their party in the June 7 elections.
