We are entering a quantum era: Armenian President participates in Ada Lovelace festival

President Armen Sarkissian participated online in the Ada Lovelace festival in Germany titled “Quantum World.”

The festival, named after mathematician Ada Lovelace, is a unique platform for talented techies and tech enthusiasts to discuss the impact of technological change on different aspects of life. Representatives of the German government and leading technology companies are taking part in the festival.

Within the framework of the festival, President Sarkissian answered the questions on challenges of the changing world and quantum politics.

“What we are witnessing now, I call R-evolution, that is, rapid evolution,” said the President. “In other words, we will live in a period of constant rapid evolution, where quantum computing will completely change our lives. I’m sure that the people who are present at the conference are well aware of that. “

President Sarkissian noted that we must realize that we live in a world that is completely different even from the world 30 years ago. “The way we communicate, the fact that everyone has a device in their hands that contains a wealth of information, the fact that people can express their ideas on social media, the way we manage our healthcare system have completely changed our planet,” he said.”

“The planet has now become smaller, more crowded, very fast. Each of us leads two lives. We have our material life, and the electronic or alternative life that is constantly with us. This life is absolutely quantum in the sense that it travels at the speed of light, allowing you to receive large-scale information. That life also affects our material life,” President Sarkissian stated.

Asked about the impact of technological changes on the policy, President Sarkissian noted that the policy is changing. “Thirty, fifty or a hundred years ago, classical politics was implemented through a parliamentary, presidential or monarchical structure, through international structures. “Everything is different today,” he said. ” You vote not every 5 years, but at least 5 times a day through Facebook. Democracy has changed. The political events in the world over the last 10-15 years have become very unpredictable and unstable. We need to understand that we are entering a completely different era for humanity, which has one formulation – quantum.”

According to President Sarkissian, in the future people will make decisions with the help of artificial intelligence. “To compare what can happen, I will give an example from different areas of our lives. Take chess, for example. It’s a great game. I am proud to say that every child in Armenia learns chess from the first grade at school, because it is a fantastic tool to develop logic, concentration, thinking discipline,” said the President.

“Today chess has become a combination of a person with fantastic talent and a computer. No one can become a world champion today if he does not train with a computer. In other words, it has become an excellent helper that can analyze all possible steps. Tomorrow, the supercomputer, with the help of artificial intelligence, can help chess players take the right steps. But in any case, the chess players will be individuals, because chess is not just about making the right move. It is completely different when you see the person sitting in front of you, you have a struggle of personalities, characters, knowledge, cultures, maybe it is a struggle of morality. In other words, the decision-maker will be the person, but he can be supported by artificial intelligence. It will be the same in politics. Decisions will be made by people, but they will be helped by artificial intelligence. “

Armenian PM receives IFRC Secretary General

YEREVAN, DECEMBER 9, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received the Secretary General of the International Federation of Red Cross Jagan Chapagain, the PM’s Office reports.

PM Pashinyan highlighted the continuous active cooperation with the organization in solving a number of humanitarian problems. He, particularly, emphasized the facts of a number of humanitarian problems in Artsakh as a result of the 2020 war and the necessity for the IFRC active engagement for solving these issues.

The Prime Minister added that till now, after the end of the war, Azerbaijan still is not fulfilling the commitments assumed by the 2020 November 9 statement, and highlighted the importance of an adequate response by international organizations for ensuring the return of Armenian prisoners of war, hostages and other persons held.

In turn the IFRC Secretary General said that there is an effective and close cooperation with the Armenian government, adding that the Federation will continue the active efforts to contribute to solving various humanitarian problems.

Issues relating to the humanitarian programs being implemented by the IFRC in Armenia were also discussed during the meeting.

Russian peacekeepers in Karabakh focus on returning POWs, resolving other humanitarian issues – Chief of General Staff

Russian servicemen are currently focusing on returning POWs, implementing infrastructure projects and resolving other humanitarian issues within the framework of the peacekeeping operation in Nagorno Karabakh, Chief of the Russian General Staff Valery Gerasimov said, reports TASS.

“In addition to monitoring the ceasefire and all military actions, the efforts of our peacekeepers are focused on restoring a life of peace to the region, while humanitarian objectives are being successfully dealt with”, he said at a briefing for foreign military attaches on Thursday.

The main objectives were “demining the area and objects, returning prisoners of war and detained individuals, searching for the bodies of those killed, ensuring the security of the delivery of humanitarian cargo and implementing infrastructure projects”, the general specified.

“The Russian armed forces continue to implement peacekeeping tasks in Nagorno-Karabakh. Over a year ago, the deadly war ended and conditions were created for the restoration of peace in the region. In order to reduce tensions and maintain adherence to the ceasefire, the Russian peacekeepers organized on-duty observation posts and patrols in the zone of the peacekeeping operation”, the chief of General Staff said.

Azerbaijani forces open intense fire at Armenian military positions in Gegharkunik section of border

On December 9, the units of the Azerbaijani armed forces again resorted to provocation, opening intense fire from various caliber firearms starting 16:25 at the Armenian military positions located in the Gegharkunik section of the border, the defense ministry of Armenia said.

The Armenian side took countermeasures. As of 17:00 the exchange of fire was continuing.

The defense ministry said it will provide regular updates about the developments.

YEREVAN, DECEMBER 9, ARMENPRESS. Two Armenian servicemen have been slightly injured as a result of the Azerbaijani provocation on the eastern part of the Armenian-Azerbaijani border, ARMENPRESS was informed from the press service of the MOD Armenia.

‘’The shootings had ended by 18:00”, reads the statement.

On December 9, the units of the Azerbaijani Armed Forces once again carried out provocation, firing from different caliber firearms in the direction of the Armenian military positions located in the Gegharkunik region of the Armenian-Azerbaijani border starting from 16:25. The Armenian side retaliated.

Government amends 2022 state budget draft

YEREVAN, DECEMBER 8, ARMENPRESS. The government amended the 2022 state budget draft and its deficit dropped by 6 billion 736,3 million drams, finance minister Tigran Khachatryan told lawmakers during parliamentary debates of the budget.

“The amended draft envisages 1 trillion 947,8 billion drams in revenue, spending stands at 2 trillion 184 billion drams, and the deficit is 236,2 billion drams,” he said.

The reasons for the changes include the re-calculation of the foreign currency spending, dram amounts of revenue and financing sources by the November 1 exchange rate.

Iranian customs chief arrives in Armenia

YEREVAN, DECEMBER 8, ARMENPRESS. State Revenue Committee Chairman Rustam Badasyan welcomed the Head of the Iranian Customs Administration Mehdi Mir-Ashrafi at the Meghri customs checkpoint.

Mehdi Mir-Ashrafi arrived to Armenia on a working visit.

Badasyan and Mir-Ashrafi toured the Meghri border crossing point. They addressed issues of mutual interest in customs cooperation, simplification of customs procedures between the two countries and improvement of cargo shipment conditions.

The parties discussed possibilities for preliminary exchange of information, mechanisms for increasing the effectiveness of anti-smuggling operations, and stated the need for intensifying the direct contacts of the heads of the Norduz and Meghri border crossing points.

Badasyan and Mir-Ashrafi are scheduled to hold another meeting in Yerevan on December 9.

The Armenian Government carried out daily work for the return of Armenian captives illegally detained in Azerbaijan, and this issue is discussed in all negotiations, ARMENPRESS reports Prime Minister of Armenia Nikol Pashinyan said during the parliament-Cabinet Q&A session, referring to the question of MP Artsvik Minasyan from “Armenia” bloc.

Minasyan also noted that they initiated a discussion on the issue of the POWs, and officially invited PM Pashinyan, but the latter did not participate.

“First, let me bring the freshest example, when our Government raised the issue at the International Court of Justice. I think that the court made a very important record. Of course, the court did not demand the immediate release of prisoners of war, hostages or other detainees for one reason only – absence of any _expression_ of purely racial discrimination, but on the other hand stated that those captured during hostilities should be repatriated under international law. As for the rest, we do daily work through diplomacy, the issue is discussed in all negotiations, we make all efforts”, Pashinyan said.

The Prime Minister reminded that talks are planned in the near future, meaning the scheduled meeting with Azerbaijani President Ilham Aliyev in Brussels on December 15. And he, in response to the opposition’s proposal, offered to meet behind closed doors after December 15 to clarify all the issues.

The trilateral working group on unblocking the regional economic and transport communications does not discuss any issue not envisaged by November 9, January 11 or Sochi trilateral statements, ARMENPRESS reports Deputy Prime Minister of Armenia Mher Grigoryan said during the parliament-Cabinet Q&A session, referring to the question of MP Armenuhi Kyureghyan from “Armenia” bloc, who reminded the statement of Azerbaijani president on opening the “Zangezur corridor”.

The MP asked if there are any, including oral agreements over that issue.

“I want to once again reaffirm and reconfirm that our discussions or negotiations are based on the November 9, January 11 or Sochi statements. No other issue out of those statements is discussed. Therefore, I think it’s totally unreasonable to talk about oral agreements”, Mher Grigoryan said.
