Statement of the Ministry of Education, Science, Culture and Sports of the Republic of Artsakh: Azerbaijan destroys the Armenian cultural heritage

ArmInfo. On March 24, 2022, as a result of Azerbaijani aggression, the area around the village of Parukh in the Askeran region of the Artsakh Republic, the former settlement of Karaglukh and the homonymous height, were occupied by the enemy and the Azerbaijani Armed Forces immediately proceeded to the well-known script of the destruction of the Armenian historical and cultural heritage in the occupied territory.

            Apart from its strategic importance, the area is also important for its unique historical-cultural and historical-natural environment. According to the state list of immovable monuments of culture and history, about 20 monuments are officially registered in the above-mentioned territories, including 2 churches (one of them is “Holy Mother of God” church of 13th century, photo attached), the famous Shikakar-Karaglukh fortress, cultural monuments of archeological value, cemeteries, khachkars, tombstones. The Shikakar cave is also located in here, where a research was conducted by the Azokh international archaeological expedition in 2011.

            However, it should be emphasized that the area has not yet been sufficiently studied, which is also confirmed by the research conducted in the area in December 2021, as a result of which thirty more monuments were discovered.

            Considering the bitter experience of Azerbaijan’s anti-Armenian hatred policy, when that country organizes and encourages cultural vandalism in the occupied territories of Artsakh at the highest level, we confidently declare that the historical and cultural heritage of Parukh and Karaglukh is also endangered under the Azerbaijani occupation.

            Our concerns become more substansive after watching the video released by the Azerbaijani media outlet AZTV on March 30, 2022, which demonstrates human remains exhumed by Azerbaijanis. The Azerbaijani propaganda machine, resorting to a deceitful and insidious method, presents this fact as if a mass burial of Azerbaijanis in the village of Ivanyan (Azerbaijani Khojaly), as a result of hostilities of 1992. However, the reality is completely different. In particular:

 

  1. Although the Azerbaijani side has long resorted to falsification, accusing the Armenian side of the massacre of Azerbaijanis in the village of Ivanyan, there is irrefutable evidence that the Artsakh Armed Forces provided a humanitarian corridor to the civilian population before and during the hostilities, and this massacre took place by the militants of the Azerbaijani opposition in the outskirts of Akna (Azerbaijani Aghdam) which is under their control. They intended to use the massacre in Azerbaijan as a basis for coup d’état, which was acknowledged even by the then President Ayaz Mutalibov. More detailed evidence can be found at the following link:

Based on the analysis of sufficient factual, geographical, and cultural data we have, it become clear that the above-mentioned footage is filmed at the Armenian cemetery of Parukh called “Kalen Khut”, which dates back to the 9th-12th centuries (map attached). Therefore, the bones presented are the sceletal remains from an old Armenian cemetery.

 

A) Experts familiar with the are and the residents of Parukh claim that the video was shot at the “Kalen Khut” cemetery.

B) One glance of culturologists and archaeologists is enough to fix that the human skulls presented in the video have an brachycephalic (round-headed) structure of armenoid anthropological type typical of Armenians, while the population of Azerbaijan have dolichocephalic (long-headed) structure of Caspian anthropological type skull (photos attached).

C) All the presented bones have smooth surface, which in an archeological sense means that they are not 30 years old, but centuries old, while the nomadic ancestors of the Azerbaijani population invaded these parts of Artsakh only in the 18-19 centuries.

Moreover, the Azerbaijani propaganda machine uses such an unfounded and false argument that it can also be sargued that the village of Ivanyan (Azerbaijani: Khojaly) is at least 17 kilometers away from Parukh (map attached). It is clear that the hostilities in Ivanyan could not have anything to do with Parukh.

 

The above-mentioned facts are so eloquent that we have to record once again not only another episode of the destruction of the Armenian cultural heritage on the Azerbaijani part, but also the anti-Armenian falsification and attempt to deceive its own people and the international community.

Therefore, taking into account the systematic and deliberate crimes committed by Azerbaijan against the rich Armenian and Christian cultural heritage in the previous decades, which gained new momentum since 2020 hostilities and have been registered by many international organizations, including the resolution adopted by the European Parliament on March 9, 2022, we call on the international community, human rights organizations and organizations for the protection of cultural heritage not to show indifference and to take measures against the cultural ethnocide committed by Azerbaijan. We regret that to date UNESCO, despite its commitments and mission, has not sent a fact-finding mission to the occupied territories of Artsakh, and does not exert significant efforts to prevent the commission of new crimes by Azerbaijan.

Armenia complemented with its proposals the 5-point proposal made by Azerbaijan regarding the normalization of relations, adding that the issue of the rights and status of Artsakh is principled for the Armenian side, the Foreign Minister Ararat Mirzoyan said at a joint press conference with Poland’s FM and OSCE Chairman-in-Office Zbigniew Rau in Yerevan.

FM Mirzoyan emphasized that in all stages of the Nagorno Karabakh conflict Armenia has always been exclusively in favor of a peaceful resolution. In this context he mentioned that Azerbaijan conveyed proposals regarding the normalization.

“We have found these proposals to be acceptable, by at the same time saying that nevertheless these proposals do not fully address the entire agenda of the issues, and with our proposals we complemented this agenda, by adding that the issue of the rights of Nagorno Karabakh and the status of Nagorno Karabakh are principled for us. We expect that soon the OSCE Minsk Group Co-Chairmanship will nevertheless be able to organize peace talks with this agenda and with the purpose of signing a comprehensive peace treaty,” Mirzoyan said.

He stated that Armenia is consistent to the guidelines set forth in the mentioned statement and the obligations it assumed by three statements adopted after the 2020 war, whereas Azerbaijan still continues violating international humanitarian law, as well as the obligations it assumed under the 2020 November 9 statement by still keeping Armenian POWs captive nearly one and half year since the 44-day war ended.

“I’d like to reaffirm the readiness of the Armenian side to take steps for increasing stability in the border zone and then also undertake the launch of the process of Armenia-Azerbaijan demarcation. I also want to note that as you know, negotiations and consultations are taking place between Armenia and Azerbaijan regarding the unblocking of transport and economic connections, and here we’ve again made proposals and we are waiting for Azerbaijan’s response. We believe that we will be able to have more tangible results in the issues of unblocking economic connections, as well as more broadly in establishing comprehensive peace in case of having a respective stance of international partners, and also perhaps by having a constructive stance from Azerbaijan.”

YEREVAN, APRIL 1, ARMENPRESS. The Lebanese Minister of Public Works and Transportation Ali Hamieh and the Armenian Ambassador to Lebanon Vahagn Atabekyan held a meeting and discussed steps for strengthening relations in various sectors, especially in civil aviation, Lebanese media reported.

The sides emphasized the importance for increasing the flights connecting the capital cities of the two countries.

The Ministry of Public Works and Transport has given the green light to the Armenian Civil Aviation Authority for FLYONE ARMENIA to operate regular flights to and from Lebanon, at an average of three flights per week between Yerevan and Beirut, and vice versa. The sides stated that the flights will bolster relations.

YEREVAN, 1 APRIL, ARMENPRESS. President of Armenia Vahagn Khachaturyan received the delegation led by the OSCE Chairman-in-Office, Polish Foreign Minister Zbigniew Rau on April 1.

As ARMENPRESS was informed from the Office of the Armenian President, President Vahagn Khachaturyan reaffirmed the full support of the Republic of Armenia to the process of peaceful and final settlement of the Karabakh conflict. He stressed that Armenia has always been in favor of peace in the region. In this context, the President of the Republic highlighted the comprehensive settlement of the conflict within the framework of the OSCE Minsk Group Co-Chairs, stressed the importance of protecting the fundamental rights of the people of Artsakh.

OSCE Chairperson-in-Office Zbigniew Rau also emphasized the need for establishing lasting peace in the South Caucasus, noting that the parties to the conflict must first of all show great will and political readiness for a final settlement. He noted that the OSCE will continue to make every effort to promote an exclusively peaceful settlement of the Nagorno-Karabakh conflict and to ensure stability and peace in the region.

Member of the Italian Chamber of Deputies Giulio Centemero referred to the issue of depriving the population of Nagorno-Karabakh of gas, violation of the trilateral statement, called to restart peaceful negotiations of the Nagorno-Karabakh issue, ARMENPRESS reports, the Embassy of Armenia in Italy informs.

Centemero informed that cases of violation of the ceasefire of November 9, 2020 took place, which resulted in victims and wounded.

“Currently we face a very serious humanitarian crisis, from which the population of Nagorno-Karabakh suffers because of the damage of the only pipeline transferring gas, who remained without gas for nearly a month. It is necessary to constructively restart peaceful negotiations and refuse the violent way”, member of the Chamber of Deputies of Italy emphasized.

He also called on to stop the violence, restart peaceful negotiations on his Twitter page.

The authorities of Artsakh said that the main pipeline supplying gas from Armenia to Artsakh was damaged on March 7 and the supply stopped. The Artsakh authorities had said the area where the damage occurred was in Azerbaijani-controlled territory. It was reported that the Azerbaijani military deliberately damaged the pipeline. The Azerbaijani authorities obstructed repair works for days. Only on March 16 the authorities in Artsakh announced that the Azerbaijani side itself began the repair work. However, days later, the gas supply was cut again. Authorities said they have reasons to believe that during the repairs the Azeri authorities installed a valve on the pipeline in order to shut it down whenever they want. On March 28 it was again restored.

Putin Again Talks To Armenian, Azeri Leaders
Russia - Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev 
and Armenian Prime Minister Nikol Pashinian make statements to the press after

Russian President Vladimir Putin discussed heightened tensions in 
Nagorno-Karabakh with the leaders of Armenia and Azerbaijan in separate phone 
calls on Thursday.
Putin phoned Armenian Prime Minister Nikol Pashinian and Azerbaijani President 
Ilham Aliyev the day after the announcement of fresh face-to-face talks between 
them that will be hosted by the European Union’s top official, Charles Michel, 
in Brussels on April 6.
The Kremlin made no mention of the upcoming talks in its readout of the phone 
conversations.
“The development of the situation around Nagorno-Karabakh was discussed with an 
emphasis on solving practical problems to ensure security and stability in the 
region,” it said in a statement.
Putin stressed the importance of implementing Armenian-Azerbaijani agreements 
brokered by him during and after the 2020 war over Karabakh, added the statement.
Russia accused Azerbaijan of violating the ceasefire regime after Azerbaijani 
forces seized a village in eastern Karabakh and surrounding territory on March 
24. They reportedly withdrew from the village on Monday but continue to occupy 
nearby hills.
According to the Armenian government’s press office, Pashinian told Putin that 
the Azerbaijani side may be planning “new provocations” in Karabakh.
“The prime minister conveyed to the Russian president the Armenian side's 
expectation that the Russian peacekeeping contingent would take measures to 
remove the invading Azerbaijani army units from the area of responsibility of 
the Russian peacekeeping contingent,” read a statement released by the office.
“The leaders of the two countries agreed to take measures to quickly resolve the 
situation,” it added without elaborating.
Putin and Pashinian spoke twice by phone late last week.
Both Pashinian and Aliyev said earlier on Thursday that they plan to discuss in 
Brussels a comprehensive “peace treaty” between their nations. The Azerbaijani 
leader said he is encouraged by Yerevan’s apparent readiness to accept the key 
terms of such a deal offered by Baku.
Karabakh Armenians Rule Out Return To Azeri Control

Nagorno Karabakh - Davit Babayan, the Nagorno Karabakh foreign minister, talks 
to RFE/RL, Stepanakert, 
Nagorno-Karabakh’s ethnic Armenian leadership and population will never agree to 
live under Azerbaijani rule, a senior official in Stepanakert reiterated on 
Thursday.
“This is the red line which we will never cross regardless of anything,” Davit 
Babayan, the Karabakh foreign minister, told RFE/RL’s Armenian Service. 
“Whatever promises Azerbaijan could give us, those promises won’t be serious, 
they won’t be fulfilled.”
“For us, there is no chance of survival within Azerbaijan,” he said. “We would 
either be turned into a concentration camp or there would be a genocide and 
ethnic cleansing of Armenians.”
Therefore, the Karabakh Armenians will not even discuss any status of their 
region within Azerbaijan, added Babayan.
The remarks came as Armenia and Azerbaijan geared up for talks on a “peace 
treaty” meant to end their border disputes and the conflict over Karabakh. Prime 
Minister Nikol Pashinian said on Thursday that Yerevan is ready to formally 
recognize Azerbaijan’s territorial integrity through such a deal.
Other Armenian officials have made similar statements of late, prompting serious 
concern from opposition leaders and other government critics. The latter 
maintain that Pashinian’s government is ready to recognize Azerbaijani 
sovereignty over Karabakh.
Pashinian’s statement followed deadly fighting in Karabakh sparked by an 
Azerbaijani incursion into a village in Karabakh’s east. Azerbaijani forces 
fired at other Karabakh villages and blocked supplies of natural gas to the 
territory in early March.
The authorities in both Yerevan and Stepanakert say these actions are part of 
Baku’s efforts to bully the Karabakh Armenians and cause them to emigrate.
Babayan said that the Karabakh leadership is making “intensive” efforts to 
stabilize and improve the security situation with the help of Russian 
peacekeeping forces stationed in Karabakh.
“We must stay strong, make the right geopolitical choices and understand that we 
have no right to make mistakes at this historic moment,” he said.
Armenian Minister Arrested In Bribery Case

Armenia - Minister of Emergency Situations Andranik Piloyan.
Minister of Emergency Situations Andranik Piloyan was arrested on corruption 
charges late on Wednesday two days after law-enforcement officers raided his 
ministry’s headquarters in Yerevan.
Armenia’s Anti-Corruption Committee (ACC) said on Thursday that it also detained 
five other senior officials in an ongoing criminal investigation into “numerous 
cases” of bribery and other corrupt practices in the Ministry of Emergency 
Situations.
In a statement, the ACC said it charged Piloyan on three counts of large-scale 
bribery and asked a court to remand him in pre-trial custody.
In particular, the law-enforcement agency claimed that he received this year a 
hefty kickback in return for making decisions that benefited a private 
contractor. It did not elaborate.
The ACC said the minister was also bribed by an unnamed person who was appointed 
to a senior position in the ministry’s Rescue Service in January.
A total of eight individuals have been indicted in the corruption probe so far, 
the ACC statement said, adding that ten others currently have the status of 
suspects. The detainees include an adviser to Piloyan.
It was not clear whether the minister will confess to the accusations or protest 
his innocence in the court.
The ACC and the National Security Service (NSS) jointly searched some offices in 
the ministry building in Yerevan on Monday. Piloyan went on a two-week vacation 
hours after the raid.
Prime Minister Nikol Pashinian commented on Piloyan’s arrest during a weekly 
cabinet meeting on Thursday. He said it underscores his government’s “zero 
tolerance of corruption.”
Piloyan is a retired army general who participated in the 2020 war with 
Azerbaijan. During the six-week hostilities, he received Armenia’s highest state 
award, the title of National Hero, for leading what Pashinian called a 
successful Armenian counteroffensive southwest of Nagorno-Karabakh.
The award proved highly controversial seeing as Azerbaijani forces continued 
their advance in that area in the following days.
Pashinian went on to appoint Piloyan as minister in November 2020 less than two 
weeks after a Russian-brokered ceasefire that stopped the devastating war.
Pashinian Says Ready For Peace Deal With Azerbaijan

Armenia stands ready to negotiate a comprehensive peace deal with Azerbaijan 
based on mutual recognition of each other’s territorial integrity, Prime 
Minister Nikol Pashinian insisted on Thursday.
Pashinian at the same time accused Baku of seeking to fully reconquer 
Nagorno-Karabakh and drive out its ethnic Armenian population.
“I once again express Armenia’s readiness to sign a peace treaty with 
Azerbaijan. Armenia is prepared for an immediate start of peace negotiations,” 
he said in a lengthy speech delivered at the start of a weekly session of his 
cabinet.
Pashinian indicated that the issue will be high on the agenda of his talks with 
Azerbaijani President Ilham Aliyev that will be hosted by European Council 
President Charles Michel in Brussels on April 6.
“I hope to discuss and agree at that meeting with the president of Azerbaijan 
all the issues related to the start of peace talks,” he said.
Yerevan formally proposed such negotiations on Monday. Baku responded by saying 
the Armenian-Azerbaijani peace deal must be based on five elements that were 
presented by it to Yerevan on March 10. Those include, among other things, a 
mutual commitment to recognize each other’s territorial integrity.
Pashinian said the Armenian side has already notified Baku that “there is 
nothing unacceptable for us in Azerbaijan’s proposals.”
“This reply means that the principle of mutual recognition of territorial 
integrity and inviolability of the borders is acceptable to Armenia,” he 
stressed.
Similar statements made by Pashinian and members of his political team earlier 
this month drew strong condemnation from Armenian opposition leaders. The latter 
maintain that Pashinian’s administration is ready to recognize Azerbaijani 
sovereignty over Karabakh.
Meanwhile, Aliyev expressed the hope that the upcoming talks in Brussels will 
pave the way for the signing of the Armenian-Azerbaijani treaty “as early as 
possible.” He was reported to describe Armenian leaders’ responses to the 
Azerbaijani proposals on the peace deal as “good news.”
Meeting with Polish Foreign Minister Zbigniew Rau in Baku, Aliyev also 
reiterated that Azerbaijan’s victory in the 2020 war with Armenia put an end to 
the Karabakh conflict. “The conflict is already settled,” he said.
Pashinian complained on Thursday that despite his conciliatory stance Azerbaijan 
is ratcheting up tensions in Karabakh and trying to “legitimize” a possible 
large-scale assault not only on the disputed territory but also Armenia. He 
pointed to last week’s Azerbaijani incursion into a Karabakh village, saying 
that it was part of Baku’s broader attempts to “terrorize” the Karabakh 
Armenians and force them to flee the territory.
“The apparent purpose of these actions is to finish the policy of ethnic 
cleansing of Karabakh’s Armenians,” charged the Armenian premier.
Azerbaijani troops captured the Karabakh village of Parukh and advanced towards 
a strategic mountain to the west of it on March 24, meeting with stiff 
resistance from Karabakh Armenian forces. Russian peacekeepers stationed in 
Karabakh intervened to stop deadly fighting there.
Azerbaijani forces reportedly withdrew from the village on Monday. But they 
continue to occupy a section of the Karaglukh mountain.
Pashinian, Aliyev To Meet Again In Brussels

European Council President Charles Michel will host fresh talks between the 
leaders of Armenia and Azerbaijan in Brussels next week, it was announced on 
Wednesday.
A spokesman for M
ichel gave no details of the agenda of his trilateral meeting with Prime 
Minister Nikol Pashinian and President Ilham Aliyev, saying only that it is 
scheduled for April 6.
A senior European diplomat, who asked not to be identified, told RFE/RL that the 
three men will review recent developments in the Nagorno-Karabakh conflict zone 
and continue discussions on achieving regional peace and stability. They will 
specifically focus on practical modalities of opening transport links between 
Armenia and Azerbaijan, said the diplomat.
Michel and French President Emmanuel Macron held a virtual meeting with Aliyev 
and Pashinian on February 4. The video conference came about two months after 
Pashinian’s two face-to-face talks with Aliyev which were separately hosted by 
Macron and Michel in Brussels.
The fresh meeting of the Armenian and Azerbaijani leaders was announced two days 
after Armenia offered to “immediately” start negotiations with Azerbaijan on a 
bilateral peace treaty sought by Baku. The offer in turn followed deadly 
fighting in Karabakh sparked by an Azerbaijani incursion into a local village 
and surrounding territory.
The Azerbaijani Foreign Ministry said on Tuesday that Baku is prepared for such 
negotiations but expects the Armenian side to take unspecified “concrete steps” 
first. It said the Armenian-Azerbaijani peace deal must be based on five 
elements that were presented by it to Yerevan on March 10. Those include, among 
other things, a mutual commitment to recognize each other’s territorial 
integrity.

YEREVAN, 30 MARCH, ARMENPRESS. Russian State Duma deputy Mikhail Delyagin stated that he has not called for the bombing Azerbaijan, ARMENPRESS reports he made a note about this on his “Telegram” page.

“I have not called for the bombing of Azerbaijan with conventional or nuclear weapons,” he said.

He expressed the opinion that the information about him being declared internationally wanted by the Prosecutor General’s Office of Azerbaijan “is either fake or a journalistic mistake.”

“Otherwise, we must admit that there is no one left in the Prosecutor General’s Office of Azerbaijan who understands Russian or can use the services of a translator. If we assume that this news is true, it is very sad, because the people, whose legal system has nothing to do with reality, are waiting for very interesting revelations, which will not always be pleasant,” he wrote.

Mikhail Delyagin had called on Russian peacekeepers to strike at Azerbaijan’s oil fields for disobeying.

In response to that statement, the Prosecutor General of Azerbaijan filed a criminal case against him. Mikhail Delyagin was declared internationally wanted through Interpol.
