Yerevan Mayor Hrachya Sargsyan and ADB Country Director for Armenia Paolo Spantigati discussed the progress of road construction projects implemented under the Sustainable Urban Development Investment Program. Regional specialists of the Bank also participated in the meeting.

As ARMENPRESS was informed from the Yerevan City Hall, referring to the joint projects of the development of urban infrastructures, the Mayor emphasized their importance and ensuring their continuity. The parties also talked about new road construction projects, in particular, attracting possible credit funds for the construction of the new road connecting Isakov and Arshakunyats avenues.

The director of the Armenian office of the Asian Development Bank, expressing his satisfaction with the results of the projects, noted that the Yerevan Municipality is one of the reliable partners of the bank, expressing readiness to support the community in implementing large-scale projects, the importance of which go beyond the capital city.

In the sidelines of his working visit to Russia, Chief of the General Staff of the Armed Forces of Armenia, Major General Edward Asryan met with the Chief of the General Staff of the Russian Armed Forces, 1st Deputy Minister of Defense, Army General Valery Gerasimov, ARMENPRESS reports, MoD Armenia informed.

Valery Gerasimov congratulated Edward Asryan on his appointment as Chief of the General Staff of the Armed Forces of the Republic of Armenia, and wished him effective and fruitful work for the benefit of the Republic of Armenia.

The Chief of the General Staff of the Armenian Armed Forces presented to his Russian counterpart the recent developments on the Armenian-Azerbaijani border, as well as the developments recorded in Artsakh and the current situation.

During the meeting, a number of issues related to the Armenian-Russian military cooperation were discussed. Reference was made to the modernization of the Armed Forces of Armenia and the course of reforms.

Asbarez: As Berdzor (Lachin) Falls, Aliyev and Ankara Rejoice

The Armenian residents of the Aghavno village in Artsakh Berdzor left their homes and evacuated the area ahead of the August 25 deadline, and thus Berdzor (Lachin) fell under Azerbaijani occupation.

Images and videos of desolate Armenian leaving Berdzor with only their belongings and the undignified manner they were forced out of their homes peppered social media.

However, President Ilham Aliyev of Azerbaijan and the Turkish government rejoiced at this indignity.

“We returned to Lachin,” Aliyev proclaimed in a Twitter post.

“Today we, Azerbaijanis, returned to the city of Lachin and the Azerbaijani army are positioned in Lachin. The villages of Zabukh (Aghavno) and Sus are under their protection,” Aliyev said in his post.

Artsakh authorities on Thursday said the road linking Armenia to Artsakh through Berdzor is open and safe passage was being guaranteed by the Russian peacekeeping contingent.

Meanwhile, Turkey expressed hope that the “return” of Aghavno and Berdzor will benefit Azerbaijan in its efforts to normalize relations with Armenia.

“We are happy that the city of Lachin and the villages of Zabukh [Aghavno[ and Sus have returned to Azerbaijan under the provisions of the tripartite declaration of November 9, 2020,” the Turkish foreign ministry said in a statement on Friday.

“We hope that this important step in the direction of establishing peace and stability in the South Caucasus will contribute to the improvement of regional, as well as Azerbaijani-Armenian relations,” said added official Ankara.

The Turkish foreign ministry also stated that “Ankara has defended and will continue to defend the territorial integrity and sovereignty of brotherly Azerbaijan.”

Forecast: There are more questions than answers. But they will be resolved with the support of Moscow

ArmInfo.As of today, there are more questions than answers about the corridors to be opened in the South Caucasus. But I really hope that with the support and participation  of Russia, these issues will be resolved soon or maybe not so soon.  Viktor Nadein-Raevsky, Researcher of the Institute of World Economy  and  International Relations (IMEMO), said in an interview with  ArmInfo. 

“For example, the area around the Lachin corridor, no doubt, needs  protection: mountainous terrain, serpentine – there is not just a  narrow section of the road, there is a section of territory that  someone should protect, especially after the arrival of the  Azerbaijani population there. Otherwise clashes are inevitable.  And  I do not at all think that control over the territory of the Lachin  corridor should be carried out exclusively by Azerbaijan,” he  stressed.

In this light, returning to the history of the conflict, the  Turkologist recalled that the territory of Nagorno- Karabakh  inhabited by Armenians was once included by the Bolshevik government  of the RSFSR to Azerbaijan. At the same time, he noted that the  region of Lachin, which at that time also belonged to the Azerbaijan  SSR, was mainly inhabited by Kurds. And this time the Armenian side  is the one who raises questions about the fact that the latter was  forced to leave it in the 1990s.

According to the Russian expert, one way or another, there is no  mention of ownership of Karabakh and Lachin in the tripartite  statement of November 9, 2020. As well as there is no mention of  Baku’s control over movements and passage in the Lachin corridor  Thus, according to Nadein-Raevsky, even the agreement of the  conflicting parties to move still leaves open the question of  ensuring its security.

“In general, the activation of transport corridors seems to be a very  real step towards the normalization of Armenian-Azerbaijani  relations. But even here the question arises of the need to ensure  their safe functioning. For example, it is not clear who will ensure  the safety of the passage of Armenian passengers passing through  Nakhichevan or Baku. History shows that, unfortunately, Baku is not  able to do this on its own, while the security of the road from  Azerbaijan to Nakhichevan will be provided by Russian border troops,”  the expert summed up.

Artsakh FM: Some steps taken by Kazakhstan raise many questions regarding Karabakh

Some of Kazakhstan’s actions, particularly towards Nagorno-Karabakh, really raise many questions. Artsakh (Nagorno-Karabakh) Foreign Minister David Babayan said this in an interview with Armenian News-NEWS.am, speaking about the agreement signed—within the framework of the Kazakh president’s visit to Baku—on making Artsakh’s Shushi city, currently occupied by Azerbaijan, and Turkestan sister cities.

“Kazakhstan and Azerbaijan cooperate very closely; moreover, sometimes this cooperation turns into something bigger and quite dangerous. Some steps taken by Kazakhstan, particularly regarding Nagorno-Karabakh, really raise many questions. A vivid example of this is the agreement on Turkestan and Shushi becoming sister cities. But let’s look at the process from another point of view: ideas and principles. There are powerful vectors that try to divert attention from the importance of this component, to show that it is not important, especially at the current stage of the development of international relations, that it is a remnant of the past, to think about ideology and values. In fact, it is not so. The very forces that try to discredit those values are themselves fighting for their own values and against those values that help many peoples to survive. Why Turkestan? What? Are there no other cities in Kazakhstan? Because there is an element of weak power here, pan-Turkism. It’s not exactly like that. Shushi is used as a springboard for the implementation of pan-Turkist ideas, practical implementation, in the event that Shushi should be given some sacred meaning in the Turkic world. It is a fact that everything happens like this. And the fact that they involve Kazakhstan in those processes, and Kazakhstan actually wants to be involved. Aren’t there other spheres of interaction? Shushi should be made a part of the contract? Because it is important to use values here. A very powerful struggle is being waged against our people in this sphere, in the sphere of values. They are trying to undermine our values and self-awareness, and not only in the format of Azerbaijan’s cooperation with other countries, in particular with Kazakhstan, but to go deeper.

According to our information, Turkey and Azerbaijan, along with some fugitive Russian oligarchs, are involved in organizing a painful blow to our values in the Holy Land, in the territory of the Armenian quarter, because the Armenian presence in Jerusalem has a centuries-old history. As if they are building some kind of hotel complexes, but in reality, a purposeful policy is being pursued to capture the most important spiritual center and push the Armenian presence out of there. And all this together once again proves that the most important—if not the only—key basis for the revival of our people is the return to national values, in the basis of which there is no hatred towards anyone, but there is devotion to the people, ideals. There are many forces and poles that work against us. Pan-Turkist elements are necessarily present in their ranks, elements that try to undermine us from within, to break ties with brotherly countries and peoples; this should be well understood. And if we understand it, then we will be able to take appropriate steps,” David Babayan said.

A representative of the US Department of State responded to the harsh statement of by Ministry of Foreign Affairs of Azerbaijan regarding the appointment of Philip Reeker as the new US Co-Chair of the OSCE Minsk Group, RFE/RL Armenian Service reported.

During the State Department press briefing a few hours ago in Washington D.C., Vedant Patel, Principal Deputy Spokesperson at the Bureau of Global Public Affairs at the US State Department, said that with Reeker’s appointment, the US aims to achieve comprehensive Armenian-Azerbaijani peace.

Azerbaijani Turan news agency asked Patel: “I want to ask you about the U.S. role in the Azerbaijani-Armenian peace process, especially in the wake of yesterday’s announcement came out from the Secretary. It looks like the Azeris are surprised by the appointment of Ambassador Reeker to the post of Minsk Group co-chair as well as senior advisor for Caucasus negotiations. In fact, the Azeri foreign affairs ministry described it as ‘an approach far from the post-conflict [reality]…in the region.’ Can I get your reaction to that?”

And Patel responded: “On your question about Armenia and Azerbaijan and the appointment of Ambassador Reeker, look, the Secretary appointed him to serve as the senior advisor for Caucasus negotiations to underscore our commitment to facilitating peace in the South Caucasus. As a country, we are committed to facilitating direct dialogue between Azerbaijan and Armenia bilaterally, multilaterally, and in cooperation with likeminded partners to achieve a comprehensive peace settlement between the two countries. His selection underscores our commitment to the Geneva International Discussions, where we’re going to continue to hold Russia accountable to the commitments it made under the 2008 ceasefire. Also, as part of his diplomatic advisor role, Ambassador Reeker will also represent the U.S. both at the OSCE Minsk Group and at the Geneva International Discussions as I mentioned.”

Like the -57s, in the little game of eliminating the top seeds, the -81kg category was not left out. It was Gor Karapetyan (ARM) who did best, qualifying brilliantly for the final. At the top of the draw, Alisher Samanov was not expected at such a party, but it was he who finally qualified to meet Karapetyan for the awarding of the world title.

There was a feeling in the venue that the final would not go to full time but with just one minute left on the clock, there was a waza-ari apiece, both attacking non-stop. The fact is though that it did go to the final gong and we were invited to enjoy the ballet of these two cats for a little longer. They attacked and defended simultaneously in an incredible battle. It was eventually Gor Karapetyan who scored again to win and to add one more country to the list of nations winning gold medals.

Panagiotis Kyvelidis (GRE) kept the fire going throughout the day. No doubt he lacked a little something to stop him reaching the final. He nevertheless qualified to face Dusan Grahovac (SRB) for the bronze medal. It was a difficult match for Kyvelidis as Grahovac had the full support of the public and it definitely played a role. Under the hurrahs, Grahovac pinned his opponent for ippon and for bronze.

Thomas Puchly (FRA) did not qualify for the final like his teammates from earlier in the competition, but he was nevertheless present for a match for bronze against Igor Tsurkan (UKR). The latter quickly raised his hands in celebration after he obtained the submission with a juji-gatame but the ippon was cancelled since it came from a direct combination of tomoe-nage and juji-gatame, which is not allowed; there must be a separation between the two techniques.
Regardless of the review and change of score, the competitors continued with the same high pace but Tsurkan made a big mistake which Puchly used to pin him down for waza-ari. Ippon would have been nice for the French competitor because that was Tsurkan’s last mistake. He then went on to score a first waza-ari, followed by a second that came just after a ‘mate’ call but he finally concluded with a second waza-ari to assign the match. What a superb contest! The bronze went to Igor Tsurkan for Ukraine.

STEPANAKERT, AUGUST 25, ARMENPRESS. There are no victims in the Stepanakert plant fire at this moment, the healthcare ministry of Artsakh said.

First-responders are at the scene.

A fire broke out in an oxygen equipment plant at 20 Tigran Mets Street of Stepanakert City, which resulted in high-pressure containers exploding, authorities said earlier.

The State Service of Emergency Situations of Artsakh said the first-responders managed to prevent possible risks.
