Redistribution of capital: Tigran Avinyan and Arayik Harutyunyan own shares in Karabakh Telecom

Artsakh’s President Arayik Harutyunyan and former Armenian Deputy Prime Minister Tigran Avinyan are attempting to take over “strategically important businesses” in Artsakh as part of an evident capital redistribution process in the country, Pastinfo reports.

Some media reports suggest the two have acquired shares in Karabakh Telecom, the sole telecommunications company operating in Artsakh.

Speaking to Pastinfo, Artsakh lawmaker Metaxe Hakobyan sounded the alarm that the telecoms operator holding a monopoly is unable to provide even average quality services.

After the 2020 war in Artsakh, Viva-MTS (formerly VivaCell MTS) cancelled roaming in the country, offering full services and mobile 4G Internet to Artsakh subscribers. In the conditions of competition, Karabakh Telecom announced its decision to make investments in order to improve the quality of its services.

In mid-June this year, Viva-MTS announced switch to roaming in Artsakh from July 1, clearing the way for Karabakh Telecom’s regained monopoly.

Citing some rumors, Hakobyan has charged that Karabakh Telecom is given dominant position because Avinyan, Harutyunyan and one of their cronies have stakes in the company.

“There are no official reports confirming it, but there are many rumors especially concerning Tigran Avinyan since he was actively involved in such practices during the war,” the MP said.

“Before the war, Karabakh Telecom held a monopoly and privileged status in Artsakh, but it collapsed amid the crisis immediately after the outbreak of the war. At the time, it was Viva-MTS that provided the people with communication. After the war, it continued its operations in Artsakh, and the people had access to the services of both operators. Karabakh Telecom has become Artsakh’s sole telecom operator again from July 1, and some rumors suggest that the company again gained monopoly because Armenian officials, namely Tigran Avinyan, as well as the Artsakh president own shares in it. However, we cannot verify the reports. We have submitted an inquiry [to the operator’], but have not received a response yet,” she noted.

Commenting on Viva-MTS’s decision to pull out of Artsakh, Arayik Harutyunyan explained that the move came after the telecom company rejected a proposal to “enter the taxation field and to work normally.”

However, Hakobyan says the move was most likely related to the granting of monopoly status to Karabakh Telecom and the shares of officials.

She accused the Armenian and Artsakh officials of ignoring security issues and instead enriching themselves.

“After the war, large business opportunities emerged for those in power in Artsakh, who are strengthening their positions in various spheres,” the lawmaker added.

Armenian parliament majority OKs army chief bill

Lawmakers from Armenia’s ruling Civil Contract party approved in the second reading on Thursday a government-drafted bill to make the Armenian army chief directly subordinate to the defense minister.

Under the new measure, the chief of the Armenian military’s General Staff will also automatically serve as first deputy defense minister.

Also, the amendments to the defense law call for clarification of the powers of Armenia’s Defense Ministry, the General Staff and their heads.

Opposition MPs criticized the bill, accusing the ruling team of politicizing the military and ensuring control over it.

“We have been talking about it for 4-5 months now, about 4 months ago we even submitted written proposals and observations to the Defense Ministry and the General Staff, but for the authorities this is a political decision and that's it. That is why they did not even respond to us. Their task is to pass amendments in the National Assembly,” MP Tigran Abrahamyan of the opposition Pativ Unem bloc wrote on Facebook.

“The Civil Contract party is only interested in ensuing control over the army. They are not concerned about other opinions," he said.

A new revolution of firearms

ArmInfo.Literally days ago the American army finally accepted the results of the Next Generation Squad Weapon (NGSW) competition, by which the next generation of the main shooting armaments of the American army was determined, that is, a firearm,a machine gun, a unified cartridge and an optical fire control system.

Generally in the world weapons of the new generation are born on the basis of new cartridges. That is, first of all, a change of cartridges occurs and only then a change of the weapon. However, this is the first time that an optical, even not an ordinary gunsight is also added to all this.

3 main participants were taking part in the project of Next Generation Squad Weapon (NGSW): General Dynamics, Textron Systems, Sig Sauer companies with their respective assault rifles and machine guns. Eventually Sig Sauer company won. The civilian version of the winning project is called MCX Spear, and for the American army this assault rifle will finally get the name M5, when it fully appears in the armament. And the company's winning machine gun will be called M250. The project's revolutionary hybrid 6,8x51mm cartridge has a unique structure, the civilian version will be called .277 Fury. In general this is something revolutionary in the production of the army military weapons.

Textron Systems actually did a fantastically revolutionary thing: it created a cartridge of a completely new concept. General Dynamics had also given revolutionary solutions to its cartridge, while Sig Sauer had done the following: it had taken an ordinary cartridge with a classic structure, at the end of which an additional frame is added, a safety ring, which is made of a harder metal, and got a 7,62×51 mm American NATO length cartridge, but with a caliber of 6.8 mm, the energy of which is fantastically high. That is, in that case we deal with a new cartridge of a super magnum type, the structure of which is as innovative and simple as that of the unified cartridge of the time. Let's try to compare in order to find out that the cartridge of 6,8x51mm (.277), having a bullet of only 8-9 grams, has 3700 Joules of energy in the case of a short 406 mm barrel of the weapon, which means that in the case of a 500-520 mm barrel it will be 4000-4100 Joules. This is extremely powerful for a private solider's ordinary gun.

Let's try to explain why we call it revolutionary: as a matter of fact, the last similar revolutionary step, which was taken again in the USA, when 5,56 x45 mm cartridge or the civilian .223a appeared in the 1950s, on its basis M16 platform had been created and after that also the respective machine guns.It had become the main caliber for the entire NATO.

This is a new step, a new project, which has very clear strategical-political and military, tactical goals.

As a matter of fact, at the end of the Second World War German and American military scientific schools created the intermediate cartridge ''retreat from the rifle cartridge to a small impulse, in the same caliber''. At the request of the military men the scientists were working in this direction even after the First World War. In the end this issue was resolved with American .30 Carbine, 7,62x33mm and especially German 7,92×33 mm cartridges. Following the German path very quickly the USSR created the 7.62×39 mm cartridge and quite good pair of AKM-РПК.

At the end of the 1950s the USA decided that they needed to further shrink the intermediate cartridge (an intermediate cartridge with a weak impulse, the above-mentioned 5,56x45mm was created) later this revolution of cartridges with a weak impulse was used in the armaments also in the USSR. The 5,45×39 mm Soviet cartridge emerged, on the basis of which the pair of AK 74-РПК-74 was created.

What was the reason for all this? Currently there are a lot of professional discussions on this topic, but all this was conditioned by very clear rules of war conduct. After the Second World War the dictating force of the world military science moved across the ocean to the United States. There they understood that in the battle and operation of combined arms (during the Cold War a massive clash of large armies was expected ) a private soldier does not need such a powerful cartridge. Even an ordinary intermediate cartridge, such as the Soviet 7.62×39 mm cartridge of AKM, so to speak, has excess capacity, the soldier does not need it. And the powerful American economy had equipped the American army, specifically the squad, platoon, company, especially the battalion ring, with various supplementary weapons and ammunition, including the range of large-caliber machine guns, sniper rifles, small mortars in the companies, platoons, for battalions helicopters could be used. This made the assault rifle with a powerful cartridge pointless, that's why the American army went for the 5,56 mm cartridge. Let's remind that the American rifle 30-06 cartridge was the most powerful one of its kind in the world. It was in this situation that the legendary M16 emerged, and it seemed to fit perfectly into the logic of operations and battles expected in the Cold War.

During the local conflicts that took place after the Cold War it turned out that this concept was quite a dead end, that is, in local conflicts there were no such massive large clashes, where the mentioned supplementary types of weapons could always come to the aid of platoons, squads. In the Iraq war, in the Afghan war, in the Chechen war and in numerous minor conflicts life proved that, for example, a private soldier fighting with a separate squad needs an assault rifle with a more powerful cartridge. Because they don't have those big machine guns, mortars and other aids, they are not always with them. It is no coincidence that the AR10 platform, recreated on the 7.62×51 mm (.308) base, or similar weapons, such as the legendary SCAR, which is a very popular assault rifle in the American special forces, and other solutions slowly appeared in the NATO armies. At the same time in poor countries, terrorist organizations the AKM was again reevaluated and reequipped with its quite powerful intermediate cartridge. Starting from that moment scientists and the military men have been constantly thinking about how to act in order to return again to a powerful cartridge, but so that the powerful cartridge should not be a direct return to the rifle cartridges, that is, 7.62×51 mm and other types. It was at this time that the snipers created on the basis of .300WM, .300 RUM and similar cartridges with a capacity greater than 7.62×51, but belonging to the .300 family, were welcomed in the special forces. In the American army even today it seems that after the whole same revolutionary concept the issue of snipers remains clarified, that .300 WM is going to be a basic sniper minimum cartridge. Even 10 years ago these discussions were very intensive, and already at that time 6.5 mm Creedmoor, 6.8 mm Remington and other experimental cartridges were born, there were ideas, competitions were held, but those competitons didn't seem to work. The regular competition that was being held caused negative mood, but all this happened. What is all this? We should state one important thing: Sig Sauer, which had presented the aforementioned platform, differed from the two companies, presented to the competition, with its more recognizable platform that was revolutionary, but more modestly revolutionary and easily digestible both in the production and for the soldiers's use.

Why did the USA go for such a powerful cartridge?

As one of my friends once noted with humour, in the 1950s the USA deceived the world, making everyone follow the path of a small cartridge, then it wanted to create a more powerful one, why did all this happen?

I mentioned the most important reason: wars have become more unconventional and during those wars a private soldier must have a powerful cartridge in his hand. Reason number 1.

This powerful cartridge enables the special forces without supplementary weapons, and as we have seen, the role of special forces in unconventional wars is increasing, even ordinary troops receive special training, special courses of practical shooting, the whole system of combat readiness is changing, they no longer fight with usual linear tactics, and such a soldier must have such a powerful cartridge in his hand so that he can implement various terrorist ambushes when fighting against the rebel forces, can overcome the AKM. A similar cartridge is necessary to defeat such types of weapons.

However, all this would not be revolutionary if there was not also the issue of the weapon control system, that is, it is not only the capacity of the cartridge that has changed everything and will raise the American army to another level. The interesting project with the initial name of XM150 platform, presented by the winning Vortex company, will be mounted on the weapons, both on the machine gun and the assault rifle, it both represents an optical gunsight, on which there is a respective collimator screen, on which it will be reflected by ballistic calculation, with the rangefinder the soldier will receive the distance to the target and the angle of fire with the ballistic calculator, which shows where to aim to get a hit at a given distance. This is quite an innovative solution, personally I have used similar optics (we are not talking about vortex), such possibilities are provided by expensive night thermal imaging systems or various civilian optical gunsights, such as Swarovski DS, etc. This is a fantastic opportunity for the soldier, it will be very easy to spend fewer cartridges and hit easily. Moreoever, automatic firing is being used less and less in the special training of the American troops. As we mentioned M5 will have a powerful recoil, and we have already seen that hitting in the videos,the automatic fire will be used very little, and with the help of this optical device, it will be possible to hit more easily with a single fire.

All this is also revolutionary from several very important perspectives. There is also the strategic-political component, which should probably be mentioned the first. As far as at this moment, in fact, the final mastering of the AK12 platform assault rifle, presented by the Kalashnikov Concern, is finishing in the army in Russia, which actually has versions with the same Russian classic cartridges AK12etc. they represent 5.45×39 mm and 7.62×39 mm cartridges, which means, we are talking about the Soviet era cartridges. Within the framework of the same project the introduction of the Ratnik system of soldiers' protection with its body armor is also being implemented, therefore, Russia cannot enter into any major project in the near future, because this platform is being adopted at a great pace.The same thing happened and is happening in China, where the 5,8x42mm cartridge was finally adopted by the army, the various weapons created for it were produced in billions, particularly Type 87, Type 95 platforms with their body armors are already accepted in the armament. As we see the USA takes the horse's step, that is, rises one more level, which strengthens at once. The Chinese and Soviet cartridges approach maximum 2000 Joules, while the American ones actually approach 4000 Joules. After all this, neither Russia nor China can afford to try the whole concept very quickly. This is natural, because the innovations of the military science, the rules of battle conduct, the tactics from a small squad platoon to major operations are essentially dictated by the American military school after the Second World War, and this is another proof that the dictation to the whole world continues, that is, the world will fight the way the Americans will fight. All this means that Americans got another big military-political playing card. It is more powerful in their hand, and they can economically afford to implement it, because, on the one hand, they have a very powerful economy, on the other hand, there is the most important segment, which is often neglected. The United States remain the world's largest civilian weapons market, and it is no coincidence that one of the old giants of German-Swiss weapon production wins the American competition. Such a great revolution took place in the field of weapons. In just a few years we will witness the radical development of the 6.8x51mm, (.277), many similar civilian rifles will be born upwards, weapons that should be able to digest the cartridge of this so-called super magnum series.

By the way, Sig Sauer has done something genius, it has not deviated much from the M4 platform, with its basic structure the weapon is similar to the M4 with some slight differences, which will enable the troop to quickly master this assault rifle, which has already received the name M5, as I have mentioned the same refers to the machine-gun M250 in the army, which is essentially the M249, that is, a very little modified version of today's NATO machine gun. This means that both the assault rifle and the machine gun will be mastered by the army very quickly.

PM: New village will be built for first time in independent Armenia’s history

A new village will be built for the first time in the history of independent Armenia. This was announced by Prime Minister Nikol Pashinyan during Thursday’s Cabinet meeting of the government—and referring to the construction of the Kaps Reservoir.

Regarding the construction of this reservoir, the PM emphasized the effective management of water resources.

"There, for the first time in the history of Armenia, we are basically going to build a new village. And it is very important that this project goes very successfully, and we can introduce a 21st-century village model there, form a new urban culture that will meet our today's expectations and demands," said the premier.

The government has allocated about 13.3 billion drams to the Ministry of Territorial Administration and Infrastructure for the implementation of three major projects, and one of them is in connection with the Kaps Reservoir.


15-year-old American-Armenian boy installs free book boxes across Armenia

GYUMRI, JULY 6, ARMENPRESS. At the initiative and direct support of Levon Alyanakyan, 15, who was born and grew up in the United States, free book boxes have been installed in Armenian town of Vedi, Gyumri city and rural settlements of Shirak province.

Everyone can use the book box for free, take a book, read it and then return back to the same or other book box.

Levon says his goal is to spread the culture of the famous Little Free Library also in Armenia, by promoting the book exchange and reading.

“The idea came when I saw a little free book box near our house in Laguna Hills, California. I took a book and thought it’s a good idea that could be implemented in Armenia, especially in provinces where books are expensive and the libraries are few. With this initiative I want the youth of Armenia to have an opportunity to read and be educated. The libraries should be available to all”, he said, adding that they started the initiative in Vedi where 7 book boxes were installed, then they moved to Shirak province, Gyumri and the rural communities of the province.

“A lot of people have books at home which they have already read. They can bring these books to the box and take another one instead for reading. We hope it will serve its goal, the boxes will be supplemented by new books which will have many readers. I think if a person likes this box, he/she will bring 10 or 20 books. I hope the boxes will always be full of books”, Levon said.

The 15-year-old American-Armenian is regularly visiting Armenia. “I love traveling and geography a lot, I have visited 45 countries. This is my 12th visit to Armenia. I have been in villages and liked them a lot. I like reading as well, especially historical, geographical books. Of course, I also read fiction, Saroyan is my favorite author”, he said.

The boxes contain different types of books – fiction, professional, in Armenian, Russian, English and French depending on their location.

The next station of Levon’s initiative is Lori province. A total of 30 book boxes are expected to be installed in Ararat, Lori and Shirak provinces, and 23 are already installed.

Fundraising was carried out for implementing this initiative in Armenia and each book box has its sponsor family.

AW: COAF’s Summer Soirée raises $125K for Child & Family Center in Artsakh

12th Annual COAF Summer Soiree

NEW YORK — The 12th Annual Children of Armenia Fund (COAF) Summer Soirée, held last last month in New York City, raised $125,000 for the establishment of a Child & Family Center in Stepanakert, Artsakh, an initiative dedicated to rebuilding and transforming the post-war population of the capital where many have found refuge from regions of Artsakh under Azeri control.

The event’s contributions will build upon the $150K generously donated earlier this year by benefactors Victor Zarougian and Judith Saryan of Cambridge, Massachusetts. The Child and Family Center will aim to confront barriers to mental and social care in Artsakh, where notably, early childhood development and social support are generally lacking.

COAF has always emphasized the importance of providing psychosocial support as well as early childhood education as a critical component of its rural development efforts. Over the past 16 years, COAF’s Child & Family Services have offered psychological, social, and speech therapy services and child development programs to over 6,500 children in more than 20 overlooked rural communities across Armenia. Since the opening of its inaugural Child & Family Center in the village of Hatsik (Armavir Province) in 2021, COAF has been providing access to life-changing resources needed to meet the needs of rural populations, thereby improving the quality of their lives. The Hatsik Center has so far served more than 150 individuals in Hatsik and surrounding communities. COAF’s expansion into Artsakh will allow children and families suffering from displacement, PTSD and other war-related afflictions to receive the support necessary to build better, more sustainable futures. 

“By promoting children’s mental and educational development, COAF aims to have a lasting, positive impact on the personal growth and academic trajectory of an entire generation of Armenians,” says COAF managing director Korioun Khatchadourian. “Thanks to generous participation at this year’s soirée, we will be able to replicate the success achieved in Armavir, leveraging our resources and expertise to confront the developmental challenges of 250+ children and adults in Artsakh.”

The Soirée also marked COAF’s return to in-person events, following a pandemic hiatus, and successfully brought together over 225 guests from across the United States. Notably, the fundraiser received support from US-based Armenian businesses and influencers, including Tacori jewelry and the clothing brand WearArmenia, both of whom offered merchandise for sale or for raffle, with all profits donated to COAF. Guests were also able to enjoy a tasting of the fruits of Armenia’s viticulture movement, provided by Storica Wines. The event was centered by an inspiring speech, given by 20-year-old COAF alumna Milena Antonyan, who traveled from the rural village of Arteni to share her story of ambition and success with a New York audience. Milena grew up with COAF from the age of seven and took part in various programs, including English language classes and debate clubs offered by COAF at her local school. She went on to receive a Jack and Zarig Youredjian Scholarship and recently graduated from law school in Yerevan.

From New York…it’s SNL set decorator Kim Kachougian

The Armenian community is fortunate to have a number of women pursuing creative careers and businesses. One of these women is Kim Kachougian, a set designer for one of the film units of Saturday Night Live (SNL). Kachougian, who has won three Emmy awards for her work, also owns her own floral design company, Mac & the Mushroom, based in Hoboken, NJ.

Kachougian received a BFA in theater design and a master’s degree in theater education from Adelphi University in Long Island, NY. After designing some shows off-off-Broadway, she moved to California to explore other career opportunities. She began working as a production assistant in film and television and then later moved back to New York, where she designed the windows at Macy’s. After overcoming several challenges, she was able to join the International Alliance of Theatrical Stage Employees (IATSE) union, which expanded her opportunities in TV, movies and commercials. At the time, it was difficult for a woman to be recognized, though the union has improved in its diversity. Kachougian says she has not experienced any overt oppression, but stated, “I think as a woman, you have to work harder to prove yourself in a man’s field. Typically, the job that I do, a lot of women do it. I’ve never experienced someone treating me differently because I’m a woman, but I think the pressure on women to step up and be just as good if not better is definitely there and felt, and I think the women work harder for that reason.”

Kachougian spent a few years doing television commercials until she was recommended for the SNL pre-tape film unit to work on “digital shorts.” Since then, she has been part of the expansion of film units. She and her husband, who are newlyweds, work together on the show. He manages production design while she is able to make creative decisions for the set, including props, decorations, lighting, flooring, picking furniture and more. Kachougian has been working at SNL for about 10 years, and her husband has been there for about seven or eight years. Each season of SNL consists of 21 shows, and they work on a rigorous production schedule for three days each week. The film unit receives the script on Wednesday night around 8:00 p.m. The production team then has a few hours to meet and design the whole skit on a Zoom call. Prior to COVID, they used to meet at 30 Rockefeller (also known as 30 Rock). The team includes the director, the director of photography, lighting, costumes, production designer, set designer, props, wardrobe, makeup, hair and the production support group (production coordinator, art department coordinator and the producer). All materials for the design of the show must be submitted before 6:00 a.m. the next morning. “You don’t have a lot of time to think, and you also have to take into consideration the items that you can actually get within 24 hours,” Kachougian noted. “You can design anything you want, but if you can’t produce it and have it show up in a truck the next afternoon, then it’s no good,” she said. Kachougian says her valuable connections with vendors over the years have helped her obtain set resources.

In describing her process, Kachougian explained that she makes a lengthy list of supplies on Wednesday night and enlists three people to shop for her. The longest day is Thursday, which consists of gathering all materials and building sets. The crew begins at 7:00 a.m. and works until 10 or 11:00 p.m. Sometimes, scenes are shot on Thursday if they can redress 30 Rock. Otherwise, they typically shoot sometime during the day or at night on Friday, then the skit is edited and produced for air on Saturday night. Kachougian says she puts in about 50 hours in those three days. “It’s always a surprise!” she stated. “You usually have more pre-production time when you do movies or TV. This is quite unique, and there is really nothing else that compares to the pace SNL has.”

Since each season of SNL is 21 shows and each show takes three days to produce, Kachougian stated that she only works 63 days of the year and can pursue other ventures the rest of the year. The show also follows a school schedule, so cast and crew have summers off. This allows Kachougian to focus on her personal floral design business Mac & the Mushroom.

Kachougian first ventured into floral design back in high school. She began working at a local flower shop and fell in love with the work. “I couldn’t get enough of it, but I never really thought about that as a career,” Kachougian reflected. “I went to school for theater, and it never occurred to me I could be something more than a hometown florist who delivered bouquets and arrangements. I didn’t realize that there was this whole world out there of events and big installations,” she enthused. As a set decorator, she has always designed the flowers based on her experience. She was inspired and encouraged by other set decorators to focus on floral design after working on the movie The Post, starring Meryl Streep. Kachougian took some classes to learn about mechanics, processing and how to work with flowers to keep them alive. In addition to the sets on SNL, she also does all the flower arrangements for dressing rooms. Her floral designs have been admired by Steve Martin, Aidy Bryant and the Kardashians, though Kachougian did note that she gets less facetime with celebrities these days after the pandemic.

Kachougian started her floral design business four years ago. The name Mac & the Mushroom is inspired by her dog Mac and a giant orange mushroom that grew from an oak tree at her home in Vermont. “[Mac] had such an incredible spirit and was up for anything. He was the love of my life, my little boy. He passed away the next year, after I formed the company, so he’s not with us anymore, but he is always with us,” she shared.

Kachougian is often hired for special events and hopes to enter the print and fashion industries. “I think the photography is what draws me, and the way that you can create a story with an image,” Kachougian stated. “It allows for more creative freedom.” Kachougian describes her aesthetic as modern. She enjoys creating what she calls a “floral blob,” which are shapes from just one or two types of flowers. Her favorite arrangement for SNL was for its Pride Month song last year, when she created a whimsical floral fantasy for a dream drag brunch.

Kachougian shared with the Weekly how aspects of her Armenian identity and upbringing have influenced her success in the industry. “Growing up in an Armenian family, you have a different perspective of the world,” she said. “I feel like loyalty is a very strong thread throughout the Armenian community. In my work, we are very loyal to our crew, vendors, friends and family. That was a big influence in my life.” Kachougian was raised by a single working mom, a rarity she says in the Armenian community. Kachougian’s mother was the youngest of 12, so Kachougian grew up around many cousins who were from more traditional family units. “I learned my work ethic from [my mom]. I always knew that I was going to be a working person, not just one of those women who got married, had a family and raised children,” she shared. “That just wasn’t for me.” Kachougian also credits her unrelenting determination and drive, especially to get into the union, to her Armenian upbringing. “I think a lot of Armenians have that drive within them, whether they know it or not, and they’re successful,” she added. “There’s not a lot of Armenians, especially in America, who aren’t successful. They’re businesspeople, and they’re leaders. All of that plays a part just by the way I was raised – to just be in charge.”

For all of her hard work, Kachougian has many outlets for relaxation and maintaining her mental and physical health. She and her husband love the outdoors, hiking with their dogs and skiing. Kachougian also does hot yoga and pilates. Her advice to young women wanting to get into the industry is to make connections with people and contact the union for apprenticeships or entry level opportunities. “I’ve always had really good luck getting jobs and connections with people by just calling them, reaching out, and saying hey, this is who I am and this is what I want to do,” Kachougian advised. “If you want something, go for it.”

Dalita Getzoyan is a member of the Providence ARF "Kristapor" Gomidehoutiun and the ARS "Ani" Chapter. Her involvement in the Armenian community began at a young age with attending Sts. Vartanantz Armenian Apostolic Church in Providence, RI as well as in the Providence AYF "Varantian" chapter. AW: Head of Supreme Judicial Council resigns amid blackmail scandal

Armenia’s top judicial watchdog has failed to elect a replacement for its chairperson, who resigned last week after the release of a tape in which he threatened his predecessor to step down. 

On June 20, former head of the Supreme Judicial Council (SJC) Ruben Vardazaryan released a recording from February 2021 in which fellow SJC member Gagik Jhangiryan threatened him with criminal charges if he refused to resign. The publication of the tape has sparked widespread outrage and accusations that the government exercises undue influence over the judiciary. The SJC is an independent body with wide-ranging powers, including overseeing the nomination and dismissal of judges.

In the 14-minute recording, Jhangiryan can be heard using profane language and pressuring Vardazaryan to step down so that “bad things” do not happen to him.

“I’m telling you, forget about everything. Put everything aside. You have kids. You have a home,” Jhangiryan says in the tape. 

Jhangiryan can also be heard saying that he was attempting to prevent former President Robert Kocharyan from returning to power. 

Jhangiryan served as deputy prosecutor general under Kocharyan. He was arrested in the final days of Kocharyan’s presidency on charges of obstruction of justice. Days before his arrest, Jhangiryan voiced his support for Levon Ter-Petrosyan in the 2008 presidential election against Serge Sargsyan. 

In April 2021, two months after the recorded conversation took place, the SJC voted to suspend Vardazaryan on charges of obstruction of justice and replace him with Jhangiryan. Vardazaryan continued to formally hold his post for the next 14 months, while his responsibilities were passed over to Jhangiryan. 

On June 23, just days after the release of the tape, the SJC announced its decision to terminate Vardazaryan’s powers as chairman of the SJC on the basis of a “significant disciplinary violation.” Jhangiryan officially took over his position as chairman. 

Vardazaryan argues that the government blackmailed him to resign in order to replace him with Jhangiryan, who is a close ally of Armenian Prime Minister Nikol Pashinyan. 

Jhangiryan has not denied the authenticity of the recording. 

The SJC announced that Jhangiryan has resigned as its chairman on July 1. The council attributed his decision to “healthcare problems” and did not provide any more information. The council held a vote on July 4 to replace Jhangiryan yet failed to elect a new chairperson. 

Previously on June 30, the SJC had said that it would not launch disciplinary actions against Jhangiryan, stating that it would be “impossible to initiate disciplinary proceedings against a judge or a member of the Supreme Judicial Council on the basis of an edited recording.” 

Opposition politicians and civic activists have decried Jhangiryan’s actions and the lack of a response from the government, criticizing the scandal as the latest example of the government’s attempt to exert control over the judiciary. 

Nina Karapetyants, head of the Helsinki Association for Human Rights, said that the scandal reveals the need for wide-ranging reforms to guarantee the independence of the judiciary, which the Pashinyan administration has failed to do. 

“Evaluating, transitional justice, vetting, lustration—we have no other tools,” Karapetyants said during an interview with CivilNet on June 21. “All the post-Soviet countries that went through this painful, sad and difficult process, only they were able to achieve some positive results.”

Supporters of the two opposition parties, the Armenia Alliance and the I Have Honor Alliance, marched to the European Union office in Yerevan on July 4 to protest what they see as its silence on the judicial crisis. 

The opposition has consistently accused the judiciary of political repression following several series of arrests of opposition political figures, which they reject as politically motivated. Protesters marching to the EU building held pictures of opposition political figures who have been arrested under Jhangiryan’s tenure. 

“The ideas held by the European Union are violated in Armenia through this embassy. They shut their eyes to the illegalities, political persecutions, attacks on courts, and the practice of changing laws by the will of one person,” Armenia Alliance MP Gegham Manukyan said at the protest. “Surely this embassy will send a message to Brussels that Armenian citizens held a demonstration against the embassy today, but it is interesting what they will write, for what reason the dignified citizens of Armenia say shame to the EU ambassador?”

The National Assembly voted on July 1 to remove Armenia Alliance deputies Ishkhan Saghatelyan and Vahe Hakobyan from their posts as deputy speaker and head of the economic affairs committee, respectively. The Civil Contract Party had previously threatened to strip opposition deputies of their mandates for excessive absenteeism. MPs representing the Armenia Alliance and I Have Honor Alliance have boycotted parliamentary sessions since April to participate in street protests to demand the government’s resignation.

“Administrative positions in the National Assembly are not ends in themselves. They are a tool to support opposition activities,” the two opposition parliamentary factions said in a joint statement following the dismissal. “With this behavior, the authorities once again demonstrated that they are concerned solely with posts, engaged with persecutions, devoid of any ability to confront challenges facing the country, lack legitimacy, and do not represent the interests of Armenia and Artsakh. Under these circumstances, their removal is inevitable.” 

Pashinyan commented on the judicial scandal for the first time during a press briefing on June 27. He said that the publication of the recording overshadows the judicial reform process taking place. 

“I am always saying that our biggest problem is the judicial system, that we do not have real successes there,” Pashinyan said

Some regions of Artsakh cleansed of Armenians as a result of 2020 aggression, Armenian envoy tells UNESCO

Some areas of Nagorno-Karabakh, including Hadrut and Shushi, were cleansed of Armenians, Armenia’s Permanent Representative to UNESCO, Ambassador Christian Ter-Stepanyan said during the session of the General Assembly of States participating in the UNESCO Convention On the Protection of Intangible Cultural Heritage.

The envoy expressed satisfaction with the decision to provide international support for the preservation of the folklore heritage of Armenia’s Syunik region, stressing that Armenia attaches great importance to the preservation of the cultural heritage of the region, which preserves the traces of the thousand-year history of the Armenians.

Christian Ter-Stepanyan expressed concern about the consequences of the aggression unleashed by Azerbaijan against Nagorno-Karabakh in the fall of 2020, as a result of which some areas of Nagorno-Karabakh, including Hadrut and Shushi, were cleansed of Armenia.

The permanent representative of Armenia, in particular, emphasized that as a result of the forced displacement of the population, their cultural heritage is also in serious danger.

He reaffirmed that the problem of preserving the intangible cultural heritage of the Armenian people of Nagorno-Karabakh continues to be in the focus of Armenia’s attention.

Pashinyan, Putin discuss unblocking of regional communications

Prime Minister Nikol Pashinyan had a telephone conversation with the President of the Russian Federation Vladimir Putin.

The interlocutors touched upon a number of issues of the Armenian-Russian bilateral agenda, as well as regional issues, the situation around Nagorno Karabakh.

The parties discussed the implementation of the trilateral statements of the leaders of Armenia, Russia and Azerbaijan of November 9, 2020, January 11 and November 26, 2021.

The sides exchanged thoughts on the activities of the Armenia-Azerbaijan Commission on Border Delimitation and Security, the work being carried out in the direction of unblocking regional communications.
