U.S. responds to opposition MP’s letter on Armenian authorities’ actions

PanARMENIAN.Net - The United States embassy in Yerevan has responded to a latter from opposition MP, Chairperson of the Standing Committee on Protection of Human Rights and Public Affairs Taguhi Tovmasyan about the legality of recent decisions made by the ruling party.

"After putting into circulation the draft resolutions submitted by the ruling faction on recalling opposition MP Ishkhan Sagatelyan from the post of the parliament Vice President and termination of powers opposition MP Vahe Hakobyan as Chair of Standing Committee on Economic Affairs, I urgently prepared and sent letters to the international organizations, Ambassadors accredited in Armenia," Tovmasyan said on social media Saturday, July 9.

"With the letters I drew my colleagues’ urgent attention to the draft resolutions submitted by the ruling faction and noted that as the justifications of the Draft Decisions make it clear, the ruling faction takes such initiatives because of the opposition MPs' boycott of parliamentary work (not participating in the voting, absences from the NA Council Sessions, absences from the Standing Committee sessions), opinions and statements made during rallies."

According to Tovmasyan, the U.S. Embassy replied: "The United States is committed to partnering with Armenia to strengthen democratic institutions that reflect our common values. We expect political factions to work within the democratic processes available to them in parliament, as established under Armenian law.

"We defer to relevant Armenian bodies on the legality of the decisions taken in parliament on July 1 to remove opposition Members of Parliament from their positions. We also stress that a constructive opposition plays an important role in any democracy.

“The United States is committed to supporting the Armenian people as they continue to pursue a democratic agenda. I appreciate your constructive efforts towards this end”.

35 U.S. House Members pledge to block Biden Administration sale of F-16 fighter jets to Ankara

Thirty-five U.S. Representatives pledged today – in a bipartisan letter to President Biden – to “take every action afforded to us as Members of Congress” to block the sale of U.S. F-16 fighter jets and upgrade kits to Turkey, in light of the Erdogan regime’s repression at home and aggression abroad against Greece, Cyprus, Armenians and Kurds, reported the Armenian National Committee of America (ANCA).

“Armenian Americans join with all our coalition partners in thanking Congressman Pallone for his leadership in checking Erdogan’s escalating threats of aggression against Greece, Cyprus, Armenians, and Kurds,” said ANCA Executive Director Aram Hamparian. “We express our appreciation to all who joined this bipartisan appeal and who support legislative initiatives to block the reckless sale of F-16’s to Turkey.”

In addition to the ANCA, the following U.S. civil society organizations are on the record opposing the sale F-16s to Turkey: American Friends of Kurdistan, American Jewish Committee, Hellenic American Leadership Council, In Defense of Christians, Middle East Forum, and PSEKA – International Coordinating Committee Justice for Cyprus.

Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) and Hellenic Armenian Caucus Co-Chairs Gus Bilirakis (R-FL) and Carolyn Maloney (D-NY) were joined by Greek-American Representatives Chris Pappas (D-NH) and Dina Titus (D-NV) in securing Congressional co-signers on the letter to President Biden, sharing their deep concern about the support he expressed for an F-16 sale to Turkey during the recent NATO summit in Madrid, Spain.

The Congressional letter states, “Turkish and Turkish-backed forces have utilized American-made weaponry and components during these incursions to commit war crimes, including purposefully bombing civilian targets like hospitals and schools in Iraq, Syria, and Nagorno Karabakh. They have also been used repeatedly to violate the sovereign territory of NATO allies and partners like Greece and Cyprus. These are hardly the actions of a committed ally to the United States and Europe.” The letter concludes stating, “precedent shows that Erdogan will not change his behavior if we continue to reward his efforts to undermine the NATO alliance. The United States must not provide any further support to Turkey’s military until tangible steps are taken to halt his destabilizing actions and violations of international law at home and abroad.”

The full text of the Congressional letter to President Biden opposing the F-16 sale to Turkey is provided below:

Dear President Biden,

We are deeply concerned by comments made on June 30 at the North Atlantic Treaty Organization (NATO) summit in Madrid, Spain, on the potential sale of Block 70 F-16s and mechanical upgrades to Turkey. We have strongly urged the rejection of this sale because it would reward President Recep Tayyip Erdogan for ignoring Turkey’s alliance commitments to the United States and NATO and the vast human rights abuses his regime continues to commit at home and abroad.

Erdogan has consistently chosen to prioritize divisive tactics for personal gain above the collective good of his allies. His choice to block Finland and Sweden from joining NATO until he received absurd and unrelated concessions makes it clear that he has done the bare minimum to bolster NATO’s strategic posture since Russia’s invasion of Ukraine triggered the largest crisis the alliance has faced in decades.

Erdogan’s use of alarming tactics antithetical to the common good of the NATO alliance should not come as a surprise. His regime has repeatedly used its military power to destabilize the Eastern Mediterranean, Middle East, South Caucasus, and North Africa for years. Turkish and Turkish-backed forces have utilized American-made weaponry and components during these incursions to commit war crimes, including purposefully bombing civilian targets like hospitals and schools in Iraq, Syria, and Nagorno Karabakh. They have also been used repeatedly to violate the sovereign territory of NATO allies and partners like Greece and Cyprus. These are hardly the actions of a committed ally to the United States and Europe.

The sale of American advanced fighter jets to Turkey will not incentivize Erdogan to suddenly transform into a good ally. More likely, these weapons will lead to further death and destruction in the region. Turkey also continues to utilize S-400 missile defense systems, which potentially exposes important tactical information about U.S. weaponry and military operations to Russia.

Additionally, the Erdogan regime continues to promote unfair elections, suppress civil society, and abuse human rights at home to maintain its grip on power. With the Turkish economy in decline and Erdogan’s standing at an all-time low, news outlets directly controlled by his repressive ruling party will use any major weapons sale as propaganda to prop him up like they have already done with the concessions obtained at the NATO summit.

As your Administration seeks to advance the sale of new F-16s and modernization kits to Turkey, please know that we will take every action afforded to us as Members of Congress to prevent it from moving forward. Precedent shows that Erdogan will not change his behavior if we continue to reward his efforts to undermine the NATO alliance. The United States must not provide any further support to Turkey’s military until tangible steps are taken to halt his destabilizing actions and violations of international law at home and abroad.

Chanting “Armenia without Nikol”, the protesters marched through central Yerevan.

In a change of tactics, the opposition announced plans in mid-June to hold anti-government rallies in Yerevan on a weekly basis.

The State Symphony Orchestra of Armenia will be holding a classical music festival after celebrated Polish composer Krzysztof Penderecki, who passed away in 2020 at the age of 86.

Three concerts are planned to be held on the sidelines of the Penderecki Contemporary Classics’ Festival scheduled for July 9-19.

The July 9 concert program features pieces by Estonian composer Arvo Pärt and Finnish composers Kaija Saariaho and Sebastian Fagerlund.

The second concert entirely featuring Krzysztof Penderecki’s works will be held at Aram Khachaturian Concert Hall on July 16, while the third concert titled “Prayers” is set for July 19.

The closing concert features two premieres, including Symphony No. 9 by Valentin Silvestrov and Passacaglia by Karl Jenkins. The concert program also includes Confessing With Faith for baritone, choir, and orchestra by Tigran Mansurian.

This is a charity concert and all proceeds from it will be donated to World Vision Armenia to support children of border settlements in Syunik Province, including displaced children of Artsakh.

“Your participation will make it possible to provide school supplies to at least 100 children of border settlements in Syunik Province and children displaced from Artsakh, who live in dire conditions,” organizers said.

Number of people applying for Armenian citizenship greatly increased, Deputy Police Chief says

YEREVAN, JULY 7, ARMENPRESS. Number of people applying for Armenian citizenship has drastically increased in the past two months, Deputy Police Chief Ara Fidanyan said during the Parliament’s debate of the bill on making changes and amendments to the Law on Citizenship of Armenia.

He said that the number of people applying for identification card has also greatly increased.

He stated that the bill aims at expanding the circle of persons getting citizenship in facilitated procedures, which will have their major contribution in a number of fields. “Due to well-known reasons, the number of those applying for Armenian citizenship, as well as the number of those applying for passport and identification card of Armenia have reached incredible high volumes in the past 2months”, he said.

In 2021, 98,635 citizens received ID cards, whereas in the first half of 2022 the number of these people is already reaching 105,169. The number of people who got citizenship for providing exclusive services has also greatly increased because in 2021 their number was 9, but in the first half of 2022 it is already 14.

The Parliament adopted the bill with 58 votes in favor.

YEREVAN, JULY 7, ARMENPRESS. Secretary of the Security Council of Armenia Armen Grigoryan received today Secretary of the Supreme National Security Council of Iran Ali Shamkhani, the Office of Mr. Grigoryan said.

During their talk the Armenian and Iranian Security Council Secretaries highlighted the stable development trend of the multilateral cooperation and in this context emphasized the importance of the bilateral mutual economic partnership and the necessity to develop it.

In the context of the development of Armenian-Iranian economic relations and particularly Syunik province, the sides specifically highlighted the importance of Iran’s Chabahar province. Both highly appreciated the readiness of the sides to continue the cooperation within the Meghri Free Economic Zone and the North-South Highway corridor.

Armen Grigoryan presented the process of normalizing the relations between Armenia and Azerbaijan, stating that no issue with a corridor logic is being discussed in this process.

In his turn Ali Shamkhani said that the principles of territorial integrity and inviolability of borders of countries should be respected in the aforementioned context.

Grigoryan also presented Armenia’s approaches on ensuring regional security and on unblocking, and here Ali Shamkhani has emphasized the readiness of Tehran to contribute to the preservation of the security of South Caucasus.

The sides agreed to hold the next meeting on Armenia-Iran border for the continuation of dialogue.

Turkish press: New book documents Istanbul, Tel Aviv bazaars through food, culture

A new book on the bazaars of Istanbul and Tel Aviv documents the cities through a unique in-depth journey into their food and culture.

Istanbul-based Polish origin anthropologist Kornelia Binicewicz and Italian documentary photographer Italo Rondinella are the creators of Pazar//Shuk (which means marketplace in Turkish and Hebrew).

The multi-media project features a book as well as photos and videos capturing the sights and sounds of the bazaars.

The hard cover has been published by Istanbul-based Paper Street Co.

Binicewicz and Rondinella have been living in Istanbul for 10 and eight years, respectively.

“We have been living here and we have experienced how important the marketplaces are,” Binicewicz told Anadolu Agency at the book launch.

“Semt pazarlar (Turkish for district bazaar) are those places where real people meet when they exchange, when they communicate, … and those places are extremely important to understand what's happening in the culture of the city,” Binicewicz said.

“This is one of the most beautiful situations to experience to have a chance to dive to be immersed in this kind of universes,” she added.

According to Binicewicz, being in Istanbul, makes you "feel the culture of the life," as it is "so diverse, so multi-dimensional."

"(…) You want to discover it more and understand more, and Tel Aviv is very similar," she added.

Israeli Embassy project

The duo spent around six months to create the book.

They visited markets in Istanbul and Tel Aviv, took photos and recorded sounds.

As both Binicewicz and Rondinella are based in Istanbul, they spent more time there, and only 10 days in Tel Aviv.

The text that Binicewicz wrote is based on the research we did earlier, Rondinella said.

“The Tel Aviv part was really helpful to have Elazar (Zinvel) as a producer because he connected us very fast and easily with people and market and chefs,” he added.

Zinvel, who served as the cultural attache of the Israel Embassy in Türkiye between 2018-22, is the executive producer of the project.

"Pazar/Shuk is a unique project which consists of a beautiful hardcover book and a multi-media site that tells the story of Tel Aviv and Istanbul markets from the interesting perspective," Zinvel told Anadolu Agency.

He said it is the leading cultural project of The Consulate General of Israel in Istanbul for 2022. "Our aim was to demonstrate the similarities between the cities on one side but also the differences and uniqueness of each city through the microcosmos setting of the city markets and I think we have accomplished that."

"On a personal note, this is also my last project in my position as cultural attache in Istanbul and I'm very happy that my last project is a beautiful love letter to the cities I love the most and call them home," he said.

Same cities, different stories

Binicewicz said there are both similarities and differences between the two cities.

“In the exhibition you can see two photos of two women, making kind of gozleme (flatbread).

"And one looks a little bit maybe different than typical Turkish one but very similar. And this is an Israeli Druze woman who is baking also some kind of bread flatbread,” she said.

“This book is about similarities, but also it is telling about differences,” she said. “Because the recognition of differences is very important.”

However, Binicewicz says there is a “huge difference” between the two cities.

“In Tel Aviv, the culture of market is mostly based on the food consumption. Chefs are overtaking the marketplaces.

“They are really recreating a new culture of consumption of the idea of market while in Istanbul the culture is very local and connected to consumers, like back in the days,” she said.

“All the people who want to buy fresh products go to the market," she said.

However, she added that in Tel Aviv, it has “got a little bit changed but it also goes with the demography. It goes with changes in economy and everything.”

“Marketplace is like a lens,” according to Binicewicz. “But you see through and see how the societies are changing, how the neighborhoods are changing.”

The book also tells the story of gentrification which forced the bazaars to make way for shopping malls.

“It is the same for Tel Aviv,” she said, explaining that in Tel Aviv the bazaars are changing to meet the expectations of customers. “So the local sellers are gone but there are only cool chefs producing amazing foods.”

“That means the poor more economically struggling society cannot go to this market anymore,” she added.

Local stories

There are 350 bazaars in Istanbul, but only six in Tel Aviv, the book states.

"The bazaars in Istanbul, in Türkiye in general, are a reflection of people who live in the place,” she said.

She recalled a visit to a marketplace in Samatya, which has long been associated with Istanbul's Armenian population.

“Now, it's not anymore for many reasons,” she said, referring to Türkiye’s republican-era "Turkification" policies which reduced the number of minorities in the country.

The 1923 population exchange between Türkiye and Greece, the 1942 "wealth tax" which hit non-Muslim communities and the 1955 Istanbul incidents – also known as the "Events of 6-7 September" – saw many minority citizens leave the country.

“We are trying to understand what remains of this, and what is the story, what is the demographic story of this place, and how it is reflected in what people think about this place right now,” she said.

“So we were trying also to trace the people who remember the old history. For example, we met the fishermen Hilmi Yildiz who is still catching mackerel (for Ciroz), which is the old Armenian way of processing mackerel.

“But nobody does that anymore, because there are very few Armenians who really want to do it and there are fewer Armenians than in the past,” she said. “But he does that. And he told us 'I do it because all the people who I care from the past or my masters, were Armenians. I do it. It's my habit. Nobody buys them anymore, but I do it every year.'”

“Samatya is a historical Armenian neighborhood, but then you discover that now, it is populated with Black people from Africa,” Rondinella noted.

These changes can be followed through the sellers in the bazaars, Rondinella said, giving the example of a Ukrainian seller in the market who sells home-made Ukrainian foods.

Armenian Speaker of Parliament, Japanese Ambassador discuss importance of regional peace and security

YEREVAN, JULY 8, ARMENPRESS. Speaker of Parliament of Armenia Alen Simonyan received today Ambassador Extraordinary and Plenipotentiary of Japan Masanori Fukushima, the Parliament’s press service said.

The sides congratulated each other on the occasion of the 30th anniversary of the establishment of diplomatic relations between Armenia and Japan.

Both sides voiced the necessity of cooperation in different spheres between the two countries.

“Japan is the most important partner for us, and Armenia is concerned about deepening the trade-economic ties, involving Japanese investments in our country, implementing programs of students’ exchange in the sphere of education and deepening cooperation in high technologies, health, tourism and in other directions,” Alen Simonyan stressed.

The interlocutors discussed issues connected with the importance of regional peace and security.

The Ambassador of Japan highlighted the intensive interaction at different levels, noting that very often the popular diplomacy assumes more effective role, helping the classical diplomacy.
