Armenia planning to create foreign intelligence agency

The government and the ruling Civil Agreement faction of the National Assembly are carrying out large-scale reforms in three directions in the fields of the Police, the Ministry of Defense and the Armed Forces, Armen Grigoryan, Secretary of the Security Council of Armenia, said at the parliamentary hearing on the process of creating the Ministry of Internal Affairs organized by the Standing Committees on National Defense and Security Affairs.

The Secretary of the Security Council informed that in the context of the reforms, it is planned to create a separate foreign intelligence agency. The office of the Security Council has already started discussions with colleagues on forming a new structure.

“The Police reforms should be considered in this broad context, and the democratic concept is based on it. In 2018 the government started the process of democratization of the security sector, which is also important from the point of view of security, stability and improvement of our capabilities,” said Armen Grigoryan.

From the point of view of the general security system, the Secretary of the Security Council highlighted the merging of the functions of the Police and the Ministry of Emergency Situations into one ministry.

Armenia signs memorandum with Iraqi Kurdistan Mine Action Agency

YEREVAN. – The Center for Humanitarian Demining and Expertise (Center) of Armenia hosted a delegation from the Iraqi Kurdistan Mine Action Agency (IKMAA), the Center informs Armenian News-NEWS.am.

The IKMAA representatives, led by the deputy director Niyazi Khalid, visited the Center's training center, got acquainted with the Center's activities, and exchanged experience.

Also, a memorandum of understanding was signed between the Center and the IKMAA.

In addition, the guests met with Levon Khachatryan, the Case Manager of the Ministry of Defense of Armenia; and Georgi Kocharyan, the Head of the Department of International Security at the Ministry of Foreign Affairs.

YEREVAN, JULY 12, ARMENPRESS. U.S. President Joe Biden has recently nominated Kristina A. Kvien for Ambassador Extraordinary and Plenipotentiary to the Republic of Armenia and sent the nomination to the Senate, the White House said in a news release.

The respective committee of the Senate will appoint a day of hearings during which Kristina A. Kvien will answer to the questions of legislators. This will be followed by a voting in the upper house to approve her candidacy for the U.S. Ambassador to Armenia.

Kristina Kvien arrived at U.S. Embassy Kyiv in May 2019.  From 2016 – April 2019, she served as Acting DCM/Minister Counselor for Economic Affairs at U.S. Embassy Paris.    

Previously, Kristina served as Acting DCM and Economic Counselor at U.S. Embassy Bangkok, Thailand; Economic Counselor at U.S. Embassy London; and Director for European Union, Ukraine, and Belarus Affairs at the National Security Council in the Executive Office of the President.  Kristina has also served at U.S. Embassy Moscow, Russia; the U.S. Mission to the European Union in Brussels, Belgium; and the U.S. Embassy Manila, Philippines.  At the Department of State in Washington, DC, Kristina worked on European Union issues and on bilateral relations with Slovenia.

Zulfugarov about the situation around Karabakh

Political forces in Armenia are eager to push Azerbaijan against Russia in Karabakh, said the former Minister of Foreign Affairs of Azerbaijan, Tofik Zulfugarov. But, according to him, everything will be decided based on the results of the war in Ukraine. Zulfugarov is confident that if Azerbaijan decides to clash with Russian troops, it will do so together with Turkey.

Arguing about the current state of the negotiation process between Baku and Yerevan, the former Minister of Foreign Affairs of Azerbaijan, Tofik Zulfugarov, noted that at the moment Armenia is actually refusing to negotiate.

“Literally – today, the topics of the peace treaty, delimitation and demarcation of borders are irrelevant. Armenia has already made its choice, and the authorities are not worried about these negotiations at the moment. The old policy remains in force. Why?

Because territorial claims remain in force. In Armenia, they believe that now Azerbaijan is not able to change anything in the region. In their opinion, the presence of Russian peacekeepers in Karabakh gives them the opportunity to continue their old policy without problems in the current conditions. To be more precise, we are talking about the continuation of the policy of annexation.

Based on this situation, the main goal of Azerbaijan should be to pressure the peacekeepers and conduct negotiations with them. From their leadership, it is necessary to demand the fulfillment of the conditions of the three-party application from November 10, 2020″, Zulfugarov said.

While Russia is busy with the war in Ukraine, and it has no time for problems around Karabakh, the ex-Foreign Minister of Azerbaijan believes:

“With the outbreak of the war, Russia fell into the political trap of the West” – former Azerbaijani FM Zulfugarov’s assessment of the Russia-Ukraine war

“If Russia takes up the problem between Azerbaijan and Armenia literally now, then it will have to choose one of the two sides. And this will ultimately lead to the fact that Azerbaijan or Armenia will strengthen contacts with the West. It is for this reason that Russia is playing for time, as if adhering to the policy of “the wolves are fed and the sheep are safe.”

As for the position of Azerbaijan specifically in this situation, I think that Baku is preparing to take new steps in order to solve pressing problems.”

“A lot depends on the outcome of the war in Ukraine. It is important what policy Russia will follow in the South Caucasus”, Zulfugarov stressed.

In his opinion, Azerbaijan today does not want to go into confrontation with Russia:

“But this does not mean that Azerbaijan will not continue its policy on this issue. On the contrary, Baku will use the force factor. This can be expressed in two directions: diplomatic-political and direct force.

For example, we can witness the establishment of some posts in the Lachin direction, border control along this corridor, and so on. In this question, it is possible to use both of the pressure factors I have mentioned.

In fact, now there are opportunities for this. Because the West and Russia are currently in search of partners, trying to get closer to the countries of the region. It creates new opportunities”.

The former foreign minister of Azerbaijan noted that the general geopolitical trend in the region is changing in favor of Azerbaijan:

“Today the tandem between Azerbaijan and Turkey is too strong. Moscow, in turn, prefers allied relations with Ankara. In addition, Russia’s position in the South Caucasus is weakening. Therefore, the general trend of processes is changing in favor of Baku.

Everyone understands that sooner or later Russia will leave this region. The question arises: who will take its place? Armenia wants the West to take this place. The West is also not opposed to such changes. But it is more than clear to everyone that Turkey is the real power in this region.

After what happened in Afghanistan, the US and French authorities are hardly ready for a military presence in the region. Yes, and France itself has enough problems in Ukraine, in Europe itself, and in northern Africa.

To be honest, if Russia leaves this region, it will want to surrender its positions to Turkey, and not to the West. This is also one of the possible scenarios”.

Answering the question about the possibility of Azerbaijan conducting a counter-terrorist operation in that part of Karabakh where Russian peacekeepers are stationed, Tofig Zulfugarov noted that if it comes to this, then Azerbaijan will not be alone.

“Now the main task of Armenia is the clash between Azerbaijan and Russian peacekeepers, i.e. with Russia. They are well aware that in the event of a violation of the ceasefire by one side or another, the responsibility lies with the peacekeeping contingent. Naturally, the provocations are aimed at clashing the Azerbaijani army with the peacekeepers.

According to the Armenians, in this case, the strategic advantage will go over to their side. Azerbaijan understands this too.

We sometimes hear questions about why Baku does not take decisive steps, the time has come, and so on. etc. It turns out that we should go for a clash with Russia, but here questions arise.

Of course, we will not go against Russia alone, but together with Turkey. But is Turkey ready for this now? And do Baku and Ankara need this at the moment? So far, the general opinion is that this is not the time for such steps.

This means that the most correct tactic is subtle political and diplomatic maneuvers along with pressure. At least at this stage. Let’s see how the situation changes. But I am sure of one thing, geopolitical changes will be in favor of Azerbaijan. But for now, we have to wait”, Zulfugarov summed up his words.

Introduction of toolkits on screening and risk assessment of deliberate self-harm and suicide prevention in prisons of Armenia

Representatives of the Ministry of Justice, directors and deputy directors, as well as the security and medical staff of the penitentiary institutions were trained on the toolkits for screening and risk assessment of suicide and self-harm behaviour in penitentiary institutions in Armenia. The toolkits were developed within the Project in line with the Council of Europe standards.

Nine 2-day and two 1-day training sessions with 222 participants in total were organised. The trainings were preceded by the piloting of the toolkits in three selected penitentiary institutions in September 2021. The results of the piloting, introduction and usage of the toolkit, the involvement and role of the staff of different levels of the penitentiary institutions were among the main topics discussed during the workshops.

The participants agreed that the toolkits will enable the penitentiary staff to perform better the initial screening upon admission in a penitentiary institution in respect of the suicide and self-harm behavior in line with European standards.

The trainings were organised in March-June 2022 within the framework of the project “Enhancing health care and human rights protection in prisons in Armenia” implemented by the Council of Europe and financed by the Action Plan for Armenia 2019 -2022.

Artbox incubator to provide strategic support to creative projects and businesses in Armenia

Creative Armenia officially launched and opened applications for the creative incubator Artbox, which is funded by the European Union in Armenia and launched in partnership with AGBU Armenia within the framework of the KATAPULT Creative Accelerator Program. 

Through a 12-week incubation process in the Fall of 2022 — taking place digitally through a cutting-edge online platform — selected projects across all creative fields will be given an unprecedented opportunity to work with prominent business leaders and renowned cultural figures to develop a comprehensive package around their projects, including a business plan, marketing strategy, video pitch, and financing plan. Once this package is ready, the artists will have the exclusive opportunity to present their projects for financial support, including grants provided by KATAPULT and possible investments by high-profile cultural investors.

U.S. House set to vote on amendments calling for release of Armenian POWs, requiring reports on Azerbaijani war crimes

The U.S. House Rules Committee cleared the path for full House consideration of four ANCA-backed amendments to the National Defense Authorization Act (NDAA – H.R.7900) that call for Azerbaijan’s immediate release of Armenian POWs, require U.S. State Department reports on Azerbaijani war crimes, and place conditions on the proposed sale of F-16 fighter jets to Turkey, ANCA reports.

The amendments may be voted on individually or grouped in “blocs” and voted upon during House consideration of the NDAA, which may begin as early as this Wednesday evening, July 13th.

Amendment #611 (formerly #698): Introduced by Rep. Adam Schiff (D-CA), the amendment expresses the sense of Congress that the government of Azerbaijan should immediately return all Armenian prisoners of war and captured civilians.

Amendment #121 (formerly #837): Spearheaded by Representatives Tony Cardenas (D-CA) and Brad Sherman (D-CA), the amendment calls for a report by the State Department and Defense Department that would detail the use of U.S. parts in Turkish drones used by Azerbaijan against Armenia and Artsakh; Azerbaijan’s use of white phosphorous, cluster bombs and other prohibited munitions deployed against Artsakh; Turkey’s and Azerbaijan’s recruitment of foreign terrorist fighters during the 2020 Artsakh war. 

Amendment #337 (formerly #992): Introduced by Rep. Jackie Speier (D-CA), the amendment directs the Secretary of Defense, in coordination with the Secretary of State, to document details of the waiver requirements to Section 907 of the Freedom Support Act and report on whether security assistance to the government of Azerbaijan undermines efforts toward a peaceful settlement between Armenia and Azerbaijan.

Amendment #399 (formerly #478): Led by Representatives Chris Pappas (D-NH) and Gus Bilirakis (R-FL), the amendment would place conditions upon the sale or transfer of F-16s or F-16 modernization kits to Turkey.

Armenians in North and East Syria are reviving their culture

Armenians in North and East Syria are trying to revive their culture through Armenian language courses. The students emphasize the importance of preserving Armenian culture and spreading it and say that they are happy with this opportunity provided by the Autonomous Administration.

The Armenian Community Council of North and East Syria launched the first Armenian language courses this June. The Council tries to teach Armenians the Armenian language and train teachers. The course will last 3 months and will be taught 4 hours a day.

25 people who participated in the courses stated that this course is an important step for the Armenian language and culture. They also expressed their happiness with this opportunity after they were deprived of it due to the policies of assimilation and genocide that were carried out against them.

Patil Girigor said: "This course is very important for the revival of Armenian culture and its preservation. Especially after we were deprived of it due to the previous systems. This course is very important for us so that we can speak our language like other groups."

Hayik Sosiyan also expressed his happiness and said: "This is the first time we are participating in Armenian language courses. This happened thanks to the Autonomous Administration, which gave us the opportunity to learn our language after many years of deprivation." Sosiyan explained that the Armenian culture and language were disappearing due to the massacre of 1915 by the Ottoman state and the racist policy in Syria.

Students call on the Autonomous Administration to include the Armenian language in official teaching materials so that the Armenian language can spread.

With the beginning of the July 19th Revolution, Armenians also took their place in the revolution. Side by side in the same trench with other components, they defended the region. The revolution gave Armenians the opportunity to gain their rights and actively participate in the administration.

Tenants in Armenia’s capital are starting to feel the effects of the war in Ukraine on their rent, as they are now competing with a flow of Russians that have made Yerevan their new home.

Since the war started, hundreds of thousands of Russians fled their country, and Armenia was one of their top destinations.

Many Russians moved to Armenia because their language is widely spoken in the country, and they can travel to it without visas or passports.

But this increase has caused rent to surge.

According to Vage Daniyelian, a real estate agency manager in Yerevan, "We've had many clients coming from Russia starting from March. Ukraine and Belarus as well, but the main wave is from Russia."
