Armenian authorities will always have to cede something to maintain ‘peace’, says opposition MP

Visits to Armenia’s border villages show that even some of the local residents have little idea what the Azerbaijani troops are capable of and what can happen amid fragile peace, MP Tigran Abrahamyan of the opposition Pativ Unem faction claims.

“It is particularly about the settlements which became bordering with Azerbaijan in the wake of the 44-day war following the handover of Kashatagh and Karvachar to Baku,” he wrote on Facebook on Monday.

“Many in these communities can talk for hours about the imminent threats, but there are also people who believe that it's all over and that nothing threatens them living just a few kilometers away from Azerbaijani positions.

“This very idea is actively promoted by the authorities, who are trying to drum it into the people's heads, saying, “Keep calm, we will surrender everything necessary, and there will be no war.”

“But the truth is that the current authorities will have to constantly give away something to maintain this "peace", while the Azerbaijanis will never be satisfied. The same logic is used to build border security, although the word "build" here is a strong exaggeration,” Abrahamyan said.

Constitutional order violated in Armenia – Menua Soghomonyan

ArmInfo. The unlawful actions against Avetik Chalabyan are one more piece of evidence that the constitutional order is being violated in Armenia, Menua Soghomonyan,  founder of the Consolidation action group, told reporters on Monday. 

According to him, all the branches of power are usurped in Armenia.  First, the prosecutor's office and courts are executing political  orders. Secondly, the dominant parliamentary faction amended the Code  of Criminal Procedure only to keep Mr Chalabyan under arrest. Third,  Ara Chalabyan, Head of one of thee departments of the Central Bank of  Armenia (CBA) is being pressurized into leaving his job. Mr  Soghomonyan is confident that international community is only  encouraging such trends. Specifically, the head of the U Delegation  to Armenia stated recently that there are no political prisoners in  Armenia. 

"Such statements give the green light to new political persecutions,"  Mr Soghomonyan. The charges brought against Mr Chalabyan "do not hold  water" and the primary reason is that he is a political opponent of  the incumbent authorities and his political agenda is aimed at  preventing the disastrous consequences of Premier Nikol Pashinyan's  policy, Mr Soghomonyan said.   

Armenia ombudswoman representatives to conduct 4-day monitoring at Tavush Province border villages

The four-day monitoring visits to the border villages of Tavush Province have started at the initiative of the Human Rights Defender (Ombudswoman) of Armenia.

During these monitoring visits, the representatives of the Office of the Human Rights Defender will study the social, legal, educational, economic, and security issues of the local residents, in order to raise the matters related to the exercising of their rights.

The Armenian authorities have satisfied all the preconditions, both voiced and unvoiced by the Turks. This was stated by Eduard Sharmazanov, the press secretary of the Republican Party of Armenia, during the meeting with journalists today, referring to the allegations of the incumbent authorities that the Armenian-Turkish relations are settled without any preconditions.

According to the oppositionist, the current political leadership of Armenia has surrendered everything it can.

"They withdrew from Karvachar, left 7 districts of Karabakh, surrendered Shushi and Hadrut, and now they are surrendering Lachin. Armenian Shushi is turning today into a Caucasian center of pan-Turkism… What else should the Turks do?" – Sharmazanov explained.

He noted that all countries of the world are trying to win rather than lose amid the ongoing geopolitical developments. Armenia is going further into the abyss with each passing day.

YEREVAN, JULY 26, ARMENPRESS. Negotiations are being held to organize a meeting between the Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev, according to a senior lawmaker.

“Recently rather active work is done in the diplomatic sector, including in the context of the parliament, parliamentary diplomacy,” the Chairman of the Foreign Relations Committee of the Armenian Parliament Eduard Aghajanyan told reporters when asked whether or not meetings between the Armenian and Azeri leaders or foreign ministers are expected. “And meetings are rather often, in various formats. And as far as I know there are also negotiations that sometime later a meeting must take place between the leaders of the countries.”

Aghajanyan did not mention possible timeframes.

For the second year, the community of Agavno of the Kashatag District of Nagorno-Karabakh has celebrated the Vardavar holiday. The security of the event was ensured by Russian peacemakers. The Agavno villagers believe that the coverage of the mass events held in their village will draw attention to the problem of their forced eviction.

The Feast of the Lord's Transfiguration (Vardavar) is celebrated by residents of Armenia and Karabakh with street games, dancing and pouring water over. Some residents of Yerevan treat Vardavar as one of the most joyful holidays.

Vardavar is one of the five holidays of the Armenian Apostolic Church in memory of Christ's transfiguration before the apostles Peter, John and James. The holiday has been celebrated in Nagorno-Karabakh every year since 2016.

The community of Agavno, together with the dwelling settlements of Berdzor and Sus, is part of the Berdzor (Lachin) Corridor and is under the control of the Armenian party.

According to Andranik Chaushyan, the head of the Agavno community, various events had been also held before the 2020 war, but after that they have acquired a symbolic character.

Astkhik Isakhanyan, the mother of five children, told the "Caucasian Knot" correspondent that "we continue living in Agavno because we are guarded by peacemakers, and because we have nowhere to go – we don't want to become refugees."

Arshak Smbatyan, a pensioner, has been living in Agavno since 1992. He believes that "if the peacemakers abandon Berdzor Corridor, and the Stepanakert-Berdzor (Lachin)-Goris highway is handed over to Azerbaijan, then not a single Armenian will remain here to live in fear of violent death."

In a telephone conversation with Ilham Aliyev, the US Secretary of State Antony Blinken focused on Azerbaijan‘s energy ties with the European Union, also noting the importance of opening communications in the region. The head of the State Department discussed with Armenian Prime Minister Pashinyan the issue of normalizing Armenia‘s relations with Turkey and Azerbaijan. According to Azerbaijani political scientist Turan Rzayev, Blinken’s calls to Aliyev and Pashinyan on the same day have attracted some attention.

United States Secretary of State Anthony Blinken held phone conversations with Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan.

“Yes, there have been several such calls from Blinken over the past year, but his calls to the leaders of both countries on the same day is noteworthy,” Azerbaijani political scientist Turan Rzayev said.

“After the 44-day war, Washington’s attention to the South Caucasus, and more precisely to Azerbaijan and Armenia, has increased dramatically. This is a significant dimension of the ongoing occupation war of Russia in Ukraine,” the expert noted.

“Different US interests in Armenia and Azerbaijan were touched upon during Blinken’s conversations with Aliyev and Pashinyan,” he added.

“For example, according to information from Yerevan, in conversation between the US Secretary of State and the Prime Minister of Armenia, issues pertaining to the regulation the relations of Armenia with Azerbaijan and Turkey were discussed.

“And in conversation with Aliyev, Blinken talked about the importance of the energy memorandum signed between Azerbaijan and the European Commission.

Azerbaijan signed a memorandum on gas export with the European Union. According to the document, Baku will double the volume of natural gas exported to Europe

“Blinken also drew attention to the need to open up transport and communication links between Armenia and Azerbaijan, and expressed his readiness to provide technical assistance in resolving this issue,” Rzayev stressed.

According to the political scientist, the United States is currently interested in normalizing relations between Armenia and Turkey in the context of providing Europe with energy from Azerbaijan.

“Washington understands that Azerbaijan is Ankara’s red line,” he said. Now the US is trying to pull Armenia out of the Kremlin’s orbit and integrate it with the West. For this, the normalization of relations between Yerevan and Ankara is of utmost importance.”

“In principle, Yerevan agrees to the normalization of relations between Armenia and Turkey. As for Turkey, it puts the ball half-way in Azerbaijan’s court. For example, Turkish President Recep Tayyip Erdogan noted in his speech the day prior that Ankara is developing relations with Armenia, and coordinating all points with Azerbaijan.

“From the very beginning, Azerbaijan was our red line. After the resolution of the Azerbaijani issue, we said that we were opening our doors. In the process of normalizing relations with Armenia, we are pursuing a serious and confident policy,” he said.

“As is evident, Turkey traditionally adheres to the interests of Azerbaijan in this matter. But what Erdogan said about opening the doors after the resolution of the Azerbaijani issue underlines Ankara’s interest in this process,” Rzayev commented.

Rzayev noted that two points in Blinken’s telephone conversation with Aliyev were salient:

“First, the United States expressed its readiness to provide technical assistance in the opening of transport and communications links between Armenia and Azerbaijan. I think that Washington’s assistance in this matter goes only as far as normalizing relations between the countries of the South Caucasus. For the States, it is important to end the tension in the region and normalize the situation. The details of these issues, for example the opening of the Zangezur corridor, are not in Washington’s purview.

The United States feigns its interest in this issue with the _expression_ “opening transport and communication links.” In other words, the White House wants to open ties, but whether it will be in the form of a corridor or not, it doesn’t care.

Secondly, during the conversation Blinken noted the importance of the energy memorandum between Azerbaijan and the European Union. It is clear that the US and the EU intend to get rid of Russian gas imports within the next five years. So contacts with alternative sources from other countries have increased. Azerbaijan is among those.”

According to the expert, in order to increase the export of Azerbaijani gas to Europe, Washington can provide material assistance to increase the volume of gas pipelines and invest in new energy projects.

Iran may open consulate in Armenia’s Syunik prov.

TEHRAN, Jul. 26 (MNA) – Gevorg Parsyan, Mayor of Kapan, capital of Armenia’s southern Syunik province, said that the Islamic Republic of Iran may open a consulate in this town in the current year.

Parsyan, along with Syunik Provincial Governor Robert Ghukasyan, met with the Iranian Ambassador to Armenia Abbas Badakhshan Zohouri in April in Armenia and discussed the possibility of opening a consulate in this province.

"We have offered several places to the ambassador and the consul. It now seems those issues are being clarified. We saw a practical willingness and clarity on their part to have a consulate in Kapan," Parsyan told Hetq. "Judging by their attitude, we are talking about this year."

Armenia and Iran have embassies in the other’s country but no consulates.

In the April meeting, the Iranian ambassador reaffirmed his country's position regarding the inviolability of the internationally recognized borders of Armenia and said that all countries should respect it.

"Talk about the corridors regarding transportation links are unacceptable for us. We believe Armenia should preserve its territorial integrity,” Zohouri said at the time.

Ghukasyan and Parsyan thanked the ambassador for Iran's official position regarding “corridors”.
