As long as the strategic situation is fragile, there is always a risk of war, Seyran Ohanyan, Secretary of the parliamentary faction Armenia, former Minister of Defense of the country, told NEWS.am.

According to him, if minor provocations in the region are assessed in the context of global processes, within the CSTO, in connection with our strategic ally, a large-scale war may erupt at any moment.

He called the policy pursued by the current Armenian authorities and the illusions of so-called peace on the part of Azerbaijan and Turkey false.

"Experience shows that peace is not begged for. National and international guarantees are prepared for a decent peace. For today's authorities, peace is a guarantee, whereas peace is the result of a process.

National guarantees are related to domestic unity, economy and demography, and international guarantees are related to foreign policy, the right policy based on the right strategy and tactics, which within the framework of a calibrated partnership and allied cooperation can influence the enemy not to use force," Ohanyan said.

On all these fronts, the current authorities have done nothing since 2018 or since the 44-day war. What's more, they have destroyed the pre-existing structures.

"The problems in the region are obvious, threats from neighbors are looming very quickly over Armenia, and the authorities are busy promoting a false peace agenda, domestic problems, and the head of the government is on vacation. The authorities are not aware of the priorities and problems that are looming over the Armenian people and are not making decisions commensurate with the military and political situation.

When was the last time you saw high-ranking officials (Prime Minister, Speaker of Parliament, MPs and others) in combat positions and Artsakh? They have washed their hands of Artsakh and, surrendering everything, follow the way of "peace," the former minister highlighted.

He is sure that nobody from outside will dig trenches and strengthen the defense for Armenians. So if we do not fortify ourselves, no one will help us. Another thing is that the help of a strategic ally is needed in any case in terms of regional security within the framework of relations with Turkey.

"If there are no conscripts on the line of contact between the Defense Army of Artsakh and the Azerbaijani forces, the number of contract servicemen must be swiftly increased. The authorities must have promised Aliyev that the Defense Army will be withdrawn from Artsakh. That means surrendering the people of Artsakh, who live on their historical territory, to the enemy. If the Defense Army cannot fully perform its functions, there will be no Armenians left in Artsakh," Ohanyan added.

The Armenian authorities, according to his conviction, do not realize the catastrophe to which they have led Armenia and the Armenian people.

"But they are trying to divert attention by claiming that they are allegedly providing Artsakh with unprecedented amounts of social and economic assistance. Have the people of Artsakh faced such difficulties in the past, including security, economy, and demography? The authorities will bear responsibility for all that. The actions of the current authorities show that they are not aware of the decision-making procedures, because they are illiterate, or there is intent in their inaction. We are inclined towards the latter," Ohanyan said.

Ohanyan also stressed the importance of information provision as an important component of military actions in order to avoid panic in the society.

"When the authorities do not provide relevant information, the society itself starts spreading information or rumors. The authorities themselves must provide truthful and timely information and dispel the concerns of the population. I once ordered that information be given in a clear and timely manner. Information warfare is very important especially at the initial stage of military operations," said the former head of the Armenian Defense Ministry.

Tigran Abrahamyan: Azerbaijan will soon install checkpoint at Berdzor, Aghavno, Sus sections

MP Tigran Abrahamyan from the I Have Honor faction of the National Assembly made a Facebook post that reads:

"A meeting of the Security Council was convened in Artsakh to discuss the issue of a corridor connecting the Republic of Artsakh with the Republic of Armenia.

"The Azerbaijani side, through the peacekeeping forces stationed in Artsakh, presented a demand to organize traffic on the new route in the near future," the meeting said.

Simply said, in the nearest future Azerbaijan will put a checkpoint on the section going to Berdzor, Aghavno, Sus and the traffic from Armenia to Artsakh will be organized on the UNFINISHED road.

Let me remind you that for a long time Azerbaijan has been building a new 32-kilometer road parallel to the Lachin corridor, which should start from the village Kornidzor of RA and continue to the villages Mets Shen, Hinshen of Shushi district, by passing Berdzor town, Sus and Aghavno villages.

At the moment a small part of the road is asphalted, that is, Azerbaijan directs the traffic on the unpaved, unfinished road.

By the way, the works on the section to Kornidzor, where the Armenian government has to build a road about 7 kilometers long from scratch, have not been launched, which also complicates the situation in this regard.

Once again Azerbaijan breaks the agreement of November 9 and tries to blackmail its ambitions.

And the Armenian government, in its role as an observer and nodder, which has long accepted it and prepared the public for non-stop concessions."

Chess: Olympics: Armenian team win 5th victory

In the 5th round of the World Chess Olympiad taking place in the Indian city of Chennai, the Armenian team defeated the English team with a score of 2.5:1.5.

Gabriel Sargissian, Samvel Ter-Sahakyan and Robert Hovhannisyan finished their games in a draw, Hrant Melkumyan won.

The Armenian team together with the second team from India share the first place with 10 points each. 

The Armenian team defeated Madagascar (4-0), Andorra (3-1), Egypt (2.5-1.5) and Austria (3-1) in the previous rounds.

Armenia's women's national team defeated Indonesia 3-1 in the 5th round. Anna Sargsyan and Mariam Mkrtchyan won; Elina Danielian and Lilit Mkrtchyan ended their games in a draw.

The Armenian team with 8 points share the 7th-17th places.

Armenian shooter Gagik Nikoghosyan won a bronze medal at the 7th Children of Asia International Sports Games being held in Vladivostok, Russia, from July 27 to August 8, the Ministry of Education, Science, Culture and Sports reports.

The athlete, who participated in an international tournament for the first time, took the bronze medal in the 10m rifle event.

The Armenian shooting team also includes Armen Gevorgyan, Nare Melkumyan and Edita Manucharyan.

The Armenian beach volleyball team finished fifth in the tournament.

ARMENPRESS reports Ria Novosti informs that the Russian Federation follows the letter and spirit of the Treaty on the Non-Proliferation of Nuclear Weapons.

"Our obligations under the bilateral agreements signed with the USA on the reduction and limitation of relevant armaments have been fully fulfilled. We believe that there can be no winners in a nuclear war and that it should never be unleashed. We stand for equal and indivisible security for all members of the world community," said Vladimir Putin.

Foreign Minister Ararat Mirzoyan held a telephone conversation with U.S. Assistant Secretary of State for European and Eurasian Affairs Karen Donfried, with whom he reportedly discussed the need for the speedy release of Armenian prisoners of war being held captive by Azerbaijan, the foreign ministry reported.

The “security environment” of the region, as well as issues related to efforts to normalize relations between Armenia and Azerbaijan, as well as the Nagorno-Karabakh conflict were discussed, per the foreign ministry readout.

This was the second telephone conversations between Mirzoyan and Donfried in the past two weeks. The latter phoned Mirzoyan and his Azerbaijani counterpart Jeyhun Bayramov after the two met in Tbilisi on July 16.

The United States has taken a keen interest of late in Armenia. Last month CIA Director William Burns visited Yerevan and held talks with Armenia’s leadership about the normalization processes between Yerevan and Baku and Yerevan and Ankara.

Last week, U.S. Ambassador to Armenia Lynne Tracy reiterated an earlier sentiment expressed by Donfried that the United States was ready to work with Russia on a Karabakh settlement. Also, Secretary of State Antony Blinken also phoned Prime Minister Nikol Pashinyan and President Ilham Aliyev of Azerbaijan last week to voice American support for the ongoing peace negotiations between Yerevan and Baku.

All of this is being viewed by Russia as an effort by the West to impede on its zone of influence. For months, Russia has blamed the European Union and U.S. on the evident collapse of the OSCE Minsk Group Co-chairs process to mediate a settlement to the Karabakh conflict.

Last week the Russian foreign ministry spokesperson Ivan Nachaev warned that Russia will not stand for “secret games” in the South Caucasus, emphasizing that any resolution of regional issues must be based on agreements headed and brokered by Moscow—referring mainly to the November 9, 2020 agreement brought forth by President Vladimir Putin of Russia and agreed to by Pashinyan and Aliyev, as well as subsequent agreements on the processes of opening the transit routes and the delimitation and demarcation of borders between Armenia and Azerbaijan.

Fighting Reported In Karabakh

Nagorno-Karabakh’s military on Monday accused Azerbaijani forces of launching 
attacks on its positions in the territory’s north and northwest.

The Karabakh Defense Army said that throughout the day its troops thwarted 
Azerbaijani “attempts to cross the line of contact.”

“The Armenian side suffered no casualties,” it said in a statement issued in the 
evening. “The situation remains tense.”

The statement added that Russian peacekeeping forces stationed in Karabakh 
received “detailed information” about the situation on the frontlines.

A Karabakh lawmaker, Artur Harutiunian, told RFE/RL’s Armenian Service shortly 
afterwards that the fighting has stopped for now. He also said that the 
Azerbaijani army did not capture any Karabakh Armenian positions.

“Everything is under the control of our armed forces,” Davit Babayan, the 
Karabakh foreign minister said, for his part.

Meanwhile, the Azerbaijani Defense Ministry categorically denied any ceasefire 
violations in or around Karabakh.

Earlier in the evening, Arayik Harutiunian, the Karabakh president, held what 
appeared to be an emergency meeting with the Defense Army commander, Kamo 
Vartanian, and other security officials.

In what may have been a related development, Armenian Foreign Minister Ararat 
Mirzoyan held a phone call with U.S. Assistant Secretary of State Karen 
Donfried. An Armenian readout of the call made no explicit mention on the 
reported escalation in Karabakh.

Donfried spoke with Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov on 
July 17 the day after their direct talks held in Tbilisi. A week later, U.S. 
Secretary of State Antony Blinken phoned the leaders of Armenia and Azerbaijan. 
Blinken tweeted afterwards that he sees a “historic opportunity to achieve peace 
in the region.”

Last Thursday, the Armenian side said that Azerbaijani forces opened fire at two 
villages in Nagorno-Karabakh and Armenian army positions on Armenia’s border 
with Azerbaijan. Baku denied that.

On Saturday, Azerbaijani Defense Minister Zakir Hasanov ordered his troops to be 
ready to “prevent provocation attempts by the enemy with decisive measures.” 
Some commentators in Yerevan suggested that Baku is preparing the ground for 
another escalation in the conflict zone.

The situation along the Karabakh “line of contact” had been relatively calm 
since March.



More Diaspora Activists Denied Entry To Armenia

Two more Armenian Diaspora activists from Europe critical of Prime Minister 
Nikol Pashinian have been barred from entering Armenia.

Massis Abrahamian, a leader of the pan-Armenian Dashnaktsutyun party’s branch in 
the Netherlands, and his 23-year-old daughter Suneh arrived at Yerevan’s 
Zvartnots airport on Monday and Sunday respectively. Immigration officers there 
told them that they will be deported.

“Words cannot describe the disappointment and pain I feel for being denied my 
homeland,” Suneh Abrahamian, who too is affiliated with Dashnaktsutyun, wrote on 
Facebook before flying back to the Netherlands.

Her father was still at Zvartnots’s transit zone on Monday evening, awaiting a 
return flight to Warsaw. He said he too was not given any reason for being 
declared a persona non grata by the Armenian government.

The government declined to comment on the expulsions, referring all inquiries to 
the National Security Service (NSS). The NSS did not respond to an RFE/RL 
request for comment as of Monday evening.

Mourad Papazian, another Dashnaktsutyun activist and one of the leaders of 
France’s large Armenian community, was similarly denied entry to Armenia two 
weeks ago. The Coordination Council of Armenian Organizations of France (CCAF) 
condemned the ban.

After an eight-day silence, Pashinian’s office said that Papazian was deported 
because of organizing an angry demonstration against the Armenian prime 
minister’s June 2021 visit to France. It said the protesters threw “various 
objects” at Pashinian’s motorcade when it drove through Paris. The 
French-Armenian leader denied any involvement in that protest.

Massis Abrahamian suggested that he was not allowed to visit Armenia because of 
being one of the organizers of protests that marred Pashinian’s May 2022 trip to 
the Netherlands. Some of the Dutch-Armenian protesters chanted offensive slogans 
against the prime minister.

Abrahamian stressed that the protests were sanctioned by Dutch authorities and 
peaceful. “Every Diaspora Armenia will now be concerned about whether they will 
be allowed to enter Armenia on their arrival,” he told RFE/RL’s Armenian Service 
from the Yerevan airport.

Dashnaktsutyun’s organization in Armenia has been at the forefront of regular 
rallies launched this spring by the country’s main opposition groups trying to 
topple Pashinian. Not surprisingly, the party’s Yerevan-based leaders were quick 
to condemn the latest expulsions of their Diaspora activists.

One of them, Artsvik Minasian, accused Pashinian of seeking to silence his vocal 
critics in the worldwide Armenian Diaspora. “Even during Bolshevik rule there 
were no crackdowns on such a scale,” he claimed.

Another Dashnaktsutyun leader, Ishkhan Saghatelian, linked the travel bans with 
what he called a government crackdown on opposition activists and supporters in 
Armenia. More than a dozen of them are currently under arrest, accused of 
assaulting police officers and government supporters. The Armenian authorities 
maintain that the accusations are not politically motivated.

“Nikol is trying to switch to authoritarian rule,” Saghatelian charged in a 
Facebook post. “World history shows that at some point all populists turn into 
dictators because they can no longer cling to power through fraud and deceit.”



Armenian Politician Barred From Entering Karabakh

Raffi Hovannisian, a veteran politician critical of Armenia’s government, was 
reportedly not allowed to enter Nagorno-Karabakh late on Sunday for unknown 
reasons.

Hovannisian’s Zharangutyun (Heritage) party said Russian peacekeeping soldiers 
manning a checkpoint in the Lachin corridor stopped him as he travelled to 
Stepanakert to attend his grandson’s baptism.

“Showing him an order from their commander along with an accompanying photo, the 
soldiers at the checkpoint did not give any clear reason or justification for 
the refusal but confirmed that the ban could emanate from “the highest echelon’ 
of official Yerevan,” Zharangutyun said in a statement.

It said Karabakh’s leadership was “very surprised” by the entry ban and tried in 
vain to have it lifted.

The statement quoted Hovannisian as seemingly blaming Armenian Prime Minister 
Nikol Pashinian for the ban. The U.S.-born politician, who had served as 
Armenia’s first foreign minister, pointed the finger at an unnamed “failed 
leader who must quit along with his xenophobic neighbor for the sake of real 
regional peace and security.”

The authorities in Yerevan and Stepanakert could not be reached for comment on 
Monday morning. The pro-government news website civic.am quoted a spokesperson 
for the National Security Service (NSS) as saying that Armenia’s government has 
nothing to do with the travel ban.

Armenian opposition parliamentarians likewise blamed Pashinian when they were 
barred from entering Karabakh in April on a visit which was as part of their 
campaign against far-reaching Armenian concessions to Azerbaijan.

Pashinian and the Armenian Foreign Ministry put the blame on the Russian 
peacekeepers, however, saying that their actions ran counter to the terms of the 
Russian-brokered ceasefire that stopped the Armenian-Azerbaijani war in November 
2020. Moscow rejected the criticism.

Azeri military breached ceasefire in three directions: Artsakh Defense Ministry issues updates

YEREVAN, JULY 28, ARMENPRESS. The Ministry of Defense of Artsakh issued new details from the latest Azerbaijani ceasefire violation.

“On July 27 and 28, the Azerbaijani Armed Forces violated the ceasefire and opened fire from various caliber small arms in the direction of Artsakh Defense Army military positions located respectively in the section of Tonashen and Karmir Shuka, Taghavard. There are no casualties from the Armenian side. The command of the Russian peacekeeping contingent in the Republic of Artsakh was notified about the incident,” the Artsakh Ministry of Defense said.

State Department: Corruption remains obstacle to US investment in Armenia

Corruption remains an obstacle to US investment in Armenia, US State Department said on the investment climate in Armenia for 2022.

“Corruption remains an obstacle to U.S. investment in Armenia, particularly as it relates to critical areas such as the justice system and concerns related to the rule of law, enforcement of existing legislation and regulations, and equal treatment. Investors claim that the health, education, military, corrections, and law enforcement sectors lack transparency in procurement and have in the past used selective enforcement to elicit bribes," the statement said.

"Judges who specialize in civil cases are still widely perceived by the public to be corrupt and under the influence of former authorities. The effectiveness and independence of newly formed anti-corruption institutions remains to be seen.  Some individuals have voiced concerns around whether certain judicial representatives and law enforcement leaders have been selected objectively. The potential for politically motivated, outside influence on these anti-corruption institutions, as well as law enforcement bodies and prosecutorial services, also remains a concern," the statement added.
