Arkady Karapetyan: Did government fail to build alternative road because of miscalculation or on purpose?

NEWS.am

Armenia – Aug 3 2022

The aim of Azerbaijan's attacks on Artsakh is to obtain the Lachin corridor, Arkady Karapetyan (Ago), the first commander of the NKR Self-Defense Army, told NEWS.am today.

"They aim to evacuate the people of Artsakh, but our government hasn't built a new road yet. If they attack and kill people, it will be difficult to escape because there is no road. Coincidences give rise to doubts. Wrong decisions always lead to tragedy. Didn't the government build the alternate road as a result of faulty calculation or intent? Everyone can comment all they want. You don't have to say big patriotic things, you have to understand what you can do. If we could not build a road and hold our ground, there would be no need to build a road. However, I'm not sure whether we are capable of it or not, especially when our ally is not fulfilling its function," Karapetyan said.

Turkish press: Azerbaijan launches retaliatory operation against Armenian forces

Ruslan Rehimov   |03.08.2022

BAKU, Azerbaijan

Azerbaijan said it launched a retaliatory operation Wednesday against Armenian forces in Nagorno Karabakh after Armenia opened fire and killed an Azerbaijani soldier, according to its defense ministry.

"On the morning of August 3, members of illegal Armenian armed detachments in the territory of Azerbaijan, where the Russian peacekeeping contingent is temporarily deployed, were subjected to intensive fire from the Azerbaijan Army positions stationed in direction of the Lachin region," the ministry said in a statement.

The retaliatory move comes after an Azerbaijani soldier was killed "as a result of the terrorist and sabotage action carried out by illegal Armenian forces this morning," it said.

The ministry said Azerbaijan "took relevant measures" and launched a counter operation after Armenian forces tried to seize the Kyrghgiz hill and establish new combat positions.

"As a result of the 'Revenge' retaliatory measure carried out by the Azerbaijani Army Units, the Girkhgiz peak, as well as Saribaba along the Karabakh ridge of the Lesser Caucasus and a number of other important heights were taken under control," it added.

The ministry also shared footage of the operation.

Meanwhile, the EU demanded an "immediate cessation" of hostilities between Azerbaijani and Armenian forces.

"It is essential to de-escalate, fully respect the ceasefire and return to the negotiating table to seek negotiated solutions," a spokesman for EU foreign policy chief Josep Borrell said in a statement.

Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.

Their most recent clashes were in September 2020, during which Azerbaijan liberated several cities and nearly 300 settlements and villages that were occupied by Armenia for nearly three decades.

A Russia-brokered deal brought an end to 44 days of intense conflict in November 2020.

YEREVAN, AUGUST 3, ARMENPRESS. The European Union called on the Azerbaijani and Armenian sides to immediately stop the military operations around the Lachin Corridor and other parts of the contact line, to defuse the tension and return to the negotiating table, ARMENPRESS reports the EU spokesperson for Foreign Affairs and Security Policy announced.

“The European Union calls for an immediate end of hostilities that have erupted between Azerbaijani and Armenian armed forces around the Lachin Corridor and other parts of the contact line. Unfortunately, these clashes have already resulted in loss of life and injuries. There is a need to defuse tensions, fully respect the ceasefire and return to the negotiating table to seek negotiated solutions. The European Union remains committed to help overcome tensions and continue its participation in the process of establishing lasting peace and stability in the South Caucasus," the EU statement said.

The tension in Nagorno-Karabakh started on August 1, when, according to the Artsakh Defense Army, Azerbaijani units resorted to provocation in a number of parts of the northern and northwestern border zone of the Artsakh Republic starting at 09:00 in the morning, trying to cross the contact line. As a result of the Azerbaijani provocation, the serviceman Albert Bakhshiyan was injured. Aggressive actions of the Azerbaijani side continued in the following days. On August 3, around 3:00 p.m., Azerbaijani units launched a new attack in the northwestern direction of the contact line, using attack drones, as a result of which two servicemen of the Artsakh Defense Army were killed, and 14 more servicemen were wounded in various degrees.

Armenia Files Complaint at Rights Court Against Azerbaijan’s Aggression in Artsakh’s Parukh

The European Court of Human Rights

Armenia on Tuesday announced that it has filed a new complaint with the European Court of Human Rights accusing Azerbaijan of abusing rights of Armenian residents in the villages of Khramort and Parukh in Artsakh’s Askeran Region when Azerbaijani forces invaded that area in March.

The ECHR complaint was filed on July 27 this year, according to a social media post by the Office of the Representative of Armenia on International Legal Issues.

The complaint refers to the violation of the rights of civilians due to Azerbaijani aggression against the Armenian villages of Khramort and Parukh of Nagorno-Karabakh in 2022, to real threats voiced by Azerbaijan against the residents of borderline villages in Nagorno-Karabakh, as well as to cases of use of force in 2021-2022 by Azerbaijani armed forces against civilians in violation of the latter’s right to life.

After cutting off the gas supply to Armenian residents of Artsakh, Azerbaijani forces began a systematic campaign of harassment in the Askeran region, often broadcasting threats over loud speakers by telling residents to leave their villages or else face ramifications. This tactic was followed by intermittent shelling of civilian targets, which were under the protection of Russian peacekeepers.

On March 24, Azerbaijani forces breached the line of contact being monitored by the Russian peacekeeping forces and invaded the Parukh village and neighboring areas. After shelling Armenian positions in Artsakh, the Azerbaijani forces advanced their troops unto the strategic Karaglukh Heights overlooking all of Stepanakert. During this operation three Armenian soldiers were killed and 15 were wounded.

The Artsakh Defense Ministry maintains that Azerbaijani troops remain at some parts of Karaglukh heights near Parukh, with Artsakh authorities and Russian peacekeepers attempting to push the Azerbaijani forces back to their original positions.

The case filed last week was the third by Armenia to complain to the ECHR. In February 2021 a case was filed against Azerbaijan accusing it of violating international conventions during the 2020 Artsakh War. Another case, filed in June of last year, focused on the illegal sham trials of Armenian prisoners of war, accusing Baku of violating their rights and depriving the captives of their freedom.

Movses Hakobyan: Azerbaijan resorted to provocations to implement the November 9 document

Provocations by the Azerbaijani side are being undertaken to implement the November 9 document, Colonel General Movses Hakobyan told Armenian News - NEWS.am.

“We understand how bad the November 9 document is, so Azerbaijan takes such steps. At the moment the situation is not tense, but not calm either,” General Hakobyan said.

Seyran Ohanyan reveals Azerbaijan’s goals amid recent provocations on line of contact

NEWS.am
Armenia – Aug 2 2022

From the tactical point of view, the Azerbaijani Armed Forces are trying to make border adjustments and establish positions on the border between the territories of the former NKAO and the territories taken under their control, the former Minister of Defense Seyran Ohanyan told NEWS.am.

According to him, Azerbaijanis want to bring Artsakh into a deeper and more comprehensive encirclement.

"The further Artsakh's enclave situation worsens, the easier it will be for Turkey and Azerbaijan to exert pressure and realize their long-term goals, which are to expel Armenians from Artsakh, to put pressure on the people of Artsakh.

And the strategic goal is to continue to put pressure on Armenia, to squeeze it even harder and open the roads through it, or as they call it to unblock the roads through Syunik. This will result in us also being under economic and geographic pressure. Besides, there will be attempts to change the demographic picture in Syunik and other parts of Armenia," he said.

Ohanyan expressed confidence that this is the result of Armenia-Russia, Armenia-Artsakh and Russian Defense Army-Artsakh peacekeepers cooperation not being on the same level as it should be. If Azerbaijan goes for such provocations, then it is so.

"Otherwise, the strategic points and heights that need to be occupied to ensure the security of the people of Artsakh would have been clarified. Despite the presence of Russian peacekeepers in Artsakh, the Defense Army has better information about the geographical peculiarities of Artsakh and should have taken all steps to ensure that all important heights were occupied and not under pressure from Azerbaijan.

Armenia and Artsakh, on the basis of mutual cooperation, should have strengthened the Armenian Armed Forces, supported the Artsakh Defense Army to restore combat readiness, drawn the borders of Armenia in our interests, and organized defense. Obviously, the Armenian authorities didn't think about all that. They don't realize that they have to work hard day and night on these directions, whereas their aim is just to inflate the number of police forces to keep their seats. This is unacceptable," said the head of the faction.

On August 1, starting from 09:00 in some areas of the northern and north-western border zone of the Republic of Artsakh the Azerbaijani units made an attempt to cross the line of contact and were stopped by the Defense Army.

As a result of the provocations by the Azerbaijani units a serviceman of the Army of Artsakh Albert Bakhshyan was wounded.

Detailed information about the incident was provided to the command of Russian peacekeeping forces.
