ArmInfo. 7 cases of death of servicemen were recorded in the armed forces of Armenia in August of this year alone. Human Rights Activist Artur Sakunts stated on  August 23 during discussions on the topic "Mortality in the army, why  nothing changes".

According to him, the death of three of them was associated with the  presence of health problems, in one case a murder was recorded, and  in three cases the violation of the ceasefire led to the death of  soldiers. The 

Human Rights Activist emphasized that the death or loose of each of  these soldiers should be the subject of extraordinary investigations.  In particular, it is important to study the state of medical  services, the security of military positions, the level of discipline  in the armed forces, the relevant orders, etc. 

As Sakunts stressed, all these issues must be resolved, since a  person fulfills his obligations, and the state must have its own  obligations so that a person's life is safe. "In conditions when the  service of a soldier, his safety is not ensured at the proper level,  in this case, of course, there are signs to which there are  practically no responses," the human rights activist noted. 

 He stressed that over the past months, the country's armed forces  recorded 40 death cases in the Armed Forces, 14 of which were not  officially published. Meanwhile, the state is obliged not only to  provide relevant information, but also to provide explanations. "It  is not enough to refute them, since in this case we are talking about  attempts to evade responsibility," Sakunts said, adding that the  defense department had to conduct internal investigations in each of  these cases and notify the public about their results, giving  explanations.

ArmInfo.Azerbaijan grossly violates the International Humanitarian Law, the provisions of the Trilateral Statement: ALARM TO THE INTERNATIONAL COMMUNITY, Taguhi Tovmasyan, Chairperson of the Standing Committee on Protection of  Human Rights and Public Affairs, RA Parliament, wrote in a Facbook  post.  

With a regular unlawful decision Azerbaijan's criminal government has  banned the searches for the bodies of the Armenian military personnel  and civilian persons in the occupied by Azerbaijan communities of  Artsakh since January, 2022, thus trying to cause mental suffering to  the Armenians worldwide. 

The Statements from November 10, 2020, January 11, 2021 envisage the  urgent regulation of the humanitarian issues carrying paramount  importance, including "an exchange of prisoners of war, hostages and  other detained persons and bodies of the dead". However, Azerbaijan  unilaterally infringes the interstate arrangements once again,  simultaneously "striking" at the fundamental norms of the  International Humanitarian Law stated in four  Geneva Conventions "On  the Protection of Victims of War" from 1949, in the additional   Geneva Protocol from 1977 attached to August 12, 1949 Geneva  Conventions "On Protection of Victims of International Armed  Conflicts", as well as two additional protocols appearing as a system  of rules aimed at protecting a human during the armed conflict.

The European Convention on Human Rights forms a combination of mutual  initiatives and objective obligations, and the principle of  reciprocity is on. The imperative of implementing the provisions of  the International Humanitarian Law is evident, thus I again address  my international colleagues OSCE Parliamentary Assembly  OSCE Office  for Democratic Institutions and Human Rights (ODIHR) OSCE – The  Organization for Security and Co-operation in Europe Council of  Europe DG Human Rights and Rule of Law Council of Europe Council of  Europe Office in Yerevan Council of Europe Commissioner for Human  Rights Parliamentary Assembly of the Council of Europe  U.S. Embassy  Yerevan European Union in Armenia Human Rights Watch UN Armenia  United Nations Human Rights   to condemn such a criminal behavior by  Azerbaijan and take respective measures to protect the fundamental  rights of the missing Armenian military personnel and civilian  persons and their families.

Such a criminal behavior by Azerbaijan sets forward an objective  question: if Azerbaijan doesn't fulfill even the requirements of the  International Humanitarian Law, then why does Nikol Pashinyan bring  I. Aliev's claims to life. Non-implementation by Azerbaijan of the  mentioned humanitarian requirements gives the opportunity to oppose  and act from the position of a claimant to protect Humanitarian Law.  However, Nikol Pashinyan does not do it for obscure reasons.

Newspaper: Why Armenia PM did not congratulate Catholicos on his birthday?

YEREVAN. – Hraparak daily of Armenia writes: The tie between [PM] Nikol Pashinyan and the Armenian Apostolic Church has been irretrievably broken after the [Artsakh (Nagorno-Karabakh)] war [in the fall of 2020].

Pashinyan, in fact, views the valorization of state institutions, their role through his own, narrow personal prism. This year as well he did not congratulate Catholicos Karekin II on his birthday, which was celebrated on August 21, whereas Pashinyan was "warmly" congratulating His Holiness for three consecutive years after coming to power (…).

After the war, when the Catholicos publicly started criticizing the [incumbent Armenian] authorities, he became a thorn in Pashinyan's side. According to some information, media under the authorities’ control, even the Public [TV], have been instructed not to cover the activities of the Catholicos in any way.

Artsakh, Azerbaijan representatives discuss options for using water resources

The Azerbaijani media on Monday published information about the visit of the employees of the Azerbaijan "Amelioration and Water Management" Company to the Sarsang Reservoir, with the participation of representatives of the Artsakh (Nagorno-Karabakh), which has caused certain concerns and questions among the public. This was announced Wednesday by the Artsakh Information Center.

“In this regard, we inform you that considering the situation created after the 44-day war of 2020, in order to manage water resources and ensure the safety of drinking and irrigation water supplied to the public, the representatives of the Water Committee of the Artsakh Republic, with the mediation of the Russian peacekeeping troops deployed in Artsakh, have been in contact with the Azerbaijani side since 2021 and make periodic visits to the areas under the control of Azerbaijan to reach mutual agreements on the use of drinking and irrigation water supplied to a number of communities of the Republic (Stepanakert, inclusive) and settle some issues.

Within that framework, another meeting was organized near the Sarsang reservoir to discuss the issue of use of Sarsang waters on mutually beneficial terms. Ideas on the possible options for rational use of water were exchanged on the spot, taking into consideration the control of the Artsakh Republic over the Sarsang reservoir, and the control of Azerbaijan over the irrigation infrastructures. In the near future, discussions will continue and decisions will be made in the interests of the Artsakh Republic, based on the needs of both electricity generation and irrigation in the Sarsang region, as well as drinking and irrigation water needs in other parts of the Republic.

Although we understand the criticism addressed to the state structures of the Artsakh Republic, we would like to inform that the authorities of Artsakh do not seek to hide any event, they are guided merely by the interest of the Artsakh Republic and the people of Artsakh, tactfully taking all possible measures in the current situation to increase the level of security of the state and the public and neutralize the phenomena causing tension,” added the Artsakh Information Center.

Armenia authorities to not compensate businesses’ losses in Surmalu shopping market explosion

The Armenian government will not compensate the business entities’ losses in Yerevan’s Surmalu shopping market explosion on August 14. Minister of Economy Vahan Kerobyan announced this at the press briefing after Wednesday’s Cabinet meeting of the government.

According to him, if the business owners in Surmalu had insured their property, they would have received the necessary compensation.

"The government cannot take on the burden of paying the compensations that the insurance companies have to bear. And if the businessman did not consider that risk considerable, then the government has nothing to do here. I believe that Armenian business should learn to work with high standards. And if the property and funds need to be insured, then he should do it," said Kerobyan.

The economy minister added that the Armenian government was discussing only the matter of providing social assistance to those affected by the aforesaid explosion.

Asbarez: Reiterating Preconditions, Cavusoglu Urges Yerevan to Abandon Diaspora

Turkey’s Foreign Minister Mevlut Cavusoglu on Tuesday urged Yerevan to stop using pressure from the Armenian Diaspora as an excuse for not moving forward with the normalization process with Turkey and its demands, which he reiterated was the recognition of Azerbaijan’s sovereignty that includes Artsakh.

Turkey’s top diplomat said that Prime Minister Nikol Pashinyan has the mandate to advance the talks because he won last year’s elections and said that the Armenian leader should not be swayed by the Armenian Diaspora. Cavusoglu did not elaborate on when and where Yerevan has made such claims.

Cavusoglu said that normalization with Armenia remains conditional on whether Yerevan will accept Azerbaijan’s demands, which also include the opening of the so-called “Zangezur Corridor”—a scheme being advanced by Baku that calls for the creation of a land corridor through Armenia that will connect mainland Azerbaijan with Nakhichevan and ultimately Turkey.

Cavusoglu insisted that the creation of such a corridor is cemented in the November 9, 2020 agreement signed between the leaders of Armenia, Azerbaijan and Russia. However, such a provision is not part of the agreement, which calls for the opening of transit routes between Armenia and Azerbaijan, for which a commission has been established.

“Peace in the South Caucasus can become a reality with a comprehensive peace agreement between Armenia and Azerbaijan which we also support,” Cavusoglu told the Turkish TV channel Haber Global. “Azerbaijan made a proposal to Armenia to which Armenia did not respond positively for a long time.”

The latest effort to normalize relations involved the appointment of special envoys by Yerevan and Turkey earlier this year to manage the process, which both sides proclaimed would be negotiations without preconditions. Yet throughout the process, Turkey not only has linked the normalization to Armenia accepting Azerbaijan’s demands, but has also asserted that the process is being coordinated with Baku at all times.

Cavusoglu voiced these demands last month and President Recep Tayyip Erdogan reinforced it by making it clear that Turkey will normalize relations with Armenia only “after problems with Azerbaijan are solved.” This was after the special envoys, Serdar Kilic and Ruben Rubinyan met in Vienna on July 1 and decided that the land border between the two countries will be opened to third country citizens and will kick off air cargo transport.

“Azerbaijan must fully establish its sovereignty on its territories and develop those regions,” Cavusoglu insisted, adding that Baku has been telling Armenians living in those territories that all their rights will be protected.

“Azerbaijan proposed a comprehensive peace treaty. What else can it do?” Cavusoglu added.

Official Yerevan, which has insisted on opening the border with Turkey and establishing diplomatic relations, has yet to publicly comment on the preconditions being set by Ankara.

PROVIDENCE, RIOn August 15th, the Armenian National Committee of Rhode Island (ANC-RI) met with Congressman Jim Langevin for dinner on Federal Hill.

Present at the dinner were ANC-RI members Ani Haroian, George Mangalo, Steve Mesrobian and Steve Elmasian. Also joining were Mike DeAngelis and Ryan Toohey from Congressman Langevin’s staff.

Rep. Langevin has served his constituents in the past as a state representative and as the RI Secretary of State. He has been a US Congressman for close to two decades. He has announced that he is retiring once his current congressional term is finished, so the ANC-RI members wanted to thank him for his consistent support for our issues and concerns during his tenure in Congress and wish him well in his future endeavors.

Congressman Langevin has been a consistent advocate for Armenian causes and issues, earning an A/A+ grade from the ANCA annually. He saw to it that the Armenian flag flew at the RI State House 28 years ago while serving as Secretary of State, setting the precedent for it to continue flying every April 24th in memory of our holy martyrs.

Mesrobian reviewed the current ANCA national legislative agenda with the Congressman. They discussed what the United States can do to deescalate Azerbaijan’s continued attacks against civilians in Artsakh and Armenia, starting with removing presidential waiver authority of Section 907 of the Freedom Support Act so that the US cannot provide military and security aid to the corrupt and warmongering Aliyev regime, pressing for the release of all Armenian POWs and captured civilians being held illegally in Azerbaijan and providing $50 million in aid to Artsakh as part of the FY2023 Foreign Aid Bill.

Congressman Langevin was candid with his replies and referred back to the Gulf War when Turkey, a NATO ally, refused to allow US jets to fly over their territory thus endangering the lives of US and NATO personnel.

Berdzor residents prepare to leave their houses

More than 150 believers have attended the last service at the Berdzor Church. Local residents fear unemployment in the cities they will move to, and hope that authorities' support the will allow them to solve their housing problems.

The "Caucasian Knot" has reported that the administration of the Kashatag District of Nagorno-Karabakh reported that residents of Berdzor (the Azerbaijani name is Lachin) and the village of Akhavno (Zabukh) must leave their houses by August 20. They have to pack their belongings in haste; and the money allocated by authorities for relocation is not enough, local residents have complained.

Akhavno villagers have demanded that the village be included in the zone of the new transport corridor, which runs 1200 meters off the village. They confirmed that they were not allowed to burn down or damage their houses before quitting under the threat of non-payment of compensations. Despite this, a resident of the village of Akhavno has burned down his house and posted the video in social networks.

Vaagn Asatryan, a resident of Berdzor, has moved his wife and three children to Yerevan. According to his story, he pays 130,000 drams per month (USD 320) for renting an apartment. He hopes that when the financial assistance begins to be paid, the family will feel a little better.

Asatryan is positive about the fact that people burn their houses down, but he did not do it himself, because "he has nothing to hope for except for the certificate for the purchase of housing."

Armine Saginyan from Armenia has expressed her dissatisfaction with the authorities. "After the 2020 war, nothing was done to make people live without shocks – for two years we have been surrendering territories; our militaries perish; more and more refugees appear," she has stated.

Let us remind you that on August 25, the Berdzor Corridor passes under Azerbaijan's control.

Baku sure to start pushing ahead with `Zangezur corridor` immediately after getting Lachin – political analyst

ArmInfo.Since the Lachin corridor is a guarantee against Artsakh's surrender to Azerbaijan, retaining it, especially de jure, is an urgent priority for  Armenians, political analyst Saro Saroyan said in an interview with  ArmInfo. 

"Since law is at the head of everything, retaining Berdzor, Aghavno  and Sus means not only retaining the settlements in question, but  also the right to return the other occupied territories of Artsakh.  The Lachin corridor is a factor facilitating the solution of the  security problems of Armenia and Artsakh. It is a pivot of our  security, and Baku will start pushing ahead with the 'Zangezur  corridor' immediately after getting it," he said. 

Following this logic, Baku is disregarding the November 9 statement,  which clearly shows the Lachin corridor under the Russian mandate.  However, Russia is playing into Azerbaijan's hands by turning a blind  eye to Ilham Aliyev's regular promises to "clear Azerbaijan's  sovereign territory of Armenian terrorists."

Such actions are laying the legal basis for Azerbaijan's aggression  against Armenia immediately after "liberating" the Lachin corridor.  And should Azerbaijan succeed, Lachin will prove to be an opportunity  for Baku's actions posing an existential threat to Armenian  statehood. 

"In this respect, the behavior of Nikol Pashinyan's government  appears treacherous – the country is not at all getting ready to  repel such an aggression, along with attempts to terrorize Armenia's  population, with all the ensuring consequences," he said. 

The Armenian people is the only factor capable of preventing the  enactment of this scenario. Armenia has enough sensible and  strong-willed people. The problem is the authorities, primarily the  army's top brass, who are serving foreign forces' interests, Mr  Saroyan said.
