YEREVAN, OCTOBER 6, ARMENPRESS. The Francophonie events in Armenia will kick off on October 7 with the session of the Permanent Council. ARMENPRESS reports the works will be launched by the Secretary General of the International Organisation of La Francophonie (OIF), the Chairwoman of the Permanent Council of the Francophonie.

The 35th OIF Ministerial Conference will take place on October 8-9. The official opening of FrancophonieVillageat the Freedom Square is scheduled on October 9, where the participant countries and partners of the OIF will have the opportunity to display the cultural and language diversity of their countries.

The 47th session of the International Francophone Press Union will take place on October 9-12 in Tsakhkadzor. The topic of this session will be “Press and migration”.

In the sidelines of the 17th summit of the Francophonie an economic forum will be organized for the first time on October 10 at Tumo center for creative technologies.

A gala concert will be held at the Republican Square on October 11 at 19:30 the final part of which will be dedicated to world famous chansonnier Charles Aznavour.

The 17th summit of the Francophonie will be held on October 11-12. The election of Secretary General of the organization is on the agenda. The Summit will be held under the theme of “Living Together” “Living together, respecting solidarity, humanistic values and diversity as the basis for peace and prosperity in the francophone area.” Pomegranate has been chosen as the logo of the summit, symbolizing peace and prosperity in the entire Francophonie area.

Yerevan is hosting the XVII International Organisation of La Francophonie summit October 7-12. Armenia is a member of the organization since 2008. The International Organisation of La Francophonie represents one of the biggest linguistic zones in the world. Its members share more than just a common language. They also share the humanist values promoted by the French language. The French language and its humanist values represent the two cornerstones on which the International Organisation of La Francophonie is based. The International Organisation of La Francophonie was created in 1970. Its mission is to embody the active solidarity between its 84 member states and governments (58 members and 26 observers), which together represent over one-third of the United Nations’ member states and account for a population of over 900 million people, including 274 million French speakers.

OIF organizes political activities and actions of multilateral cooperation that benefit French-speaking populations. Its actions respect cultural and linguistic diversity and serve to promote the French language, peace and sustainable development. IOF has concluded 33 cooperation agreements with international and regional organisations and has established permanent dialogue between the major international linguistic zones (the English, Portuguese, Spanish, and Arab-speaking zones).

The IOF has its head office in Paris as well as four permanent representations in Addis Ababa (at the African Union and at the United Nations Economic Commission for Africa), in Brussels (at the European Union), in New York and in Geneva (at the UN). It has three regional offices (West Africa ; Central Africa and Indian Ocean ; Asia-Pacific) located respectively in Lomé (Togo), Libreville (Gabon) and Hanoi (Vietnam) and two regional antennas in Bucharest (Romania) and in Port-au-Prince (Haiti). It’s necessary to note that the weapons sold to Azerbaijan fired, fire and will probably fire in the direction of CSTO member state Armenia. This is concerning.

Protantino Wants to Advance Agricultural Ties with Artsakh

STEPANAKERT—California State Senator Anthony Portantino, who is visiting Artsakh with Glendale Mayor Zareh Sinanyan and Glendale City Clerk Ardashess Kassakhian, expressed interest in advancing relations between the State of California and Artsakh, specifically agricultural development.

The California state and local officials, who are joined by the Artsakh Permanent Representative to Washington, Robert Avertisyan, on Thursday met with Artsakh President Bako Sahakian, Foreign Minister Masis Mayilyan and Speaker of the Artsakh Parliament Ashot Ghulyan and explored ways to increase cooperation between the California and Artsakh.

Both houses of the California legislature has recognized Artsakh’s right to self-determination and its independence.

President Bako Sahakian praised California for its continued advancement of Armenian-related issues, and expressed hopes that such visits would lead to lasting cooperation between Artsakh and California. A rug depicting the map of California was exchanged.

During the meeting with Ghulyan, Portantino said that cooperation with Armenia will primarily focus on information technologies, while his hope for buttressing relation with Artsakh would be to focus on agricultural development.

Welcoming the delegation’s visit to Artsakh, Foreign Minister Mayilyan noted the importance of the resolution adopted jointly by the California State Assembly and State Senate in support of the independence of Artsakh and expressed confidence that it set solid basis for establishing fruitful cooperation in different spheres between Artsakh and California.

During the meeting, the current projects and prospects of implementation of practical programs in the field of economy, culture, education and health between Artsakh and California were discussed. The parties also touched upon the opportunities of organizing mutual visits of the representatives of different spheres, with the aim of sharing experience and enhancing the level of professional qualification of specialists in Artsakh.

The sides also exchanged views on the steps aimed at raising awareness and promoting the representation of Artsakh in California.

Netherlands says 'missing' Armenian teens facing deportation can stay

The Dutch justice ministry said two Armenian teenagers who disappeared
to avoid their deportation on Saturday could live in the Netherlands,
in the latest twist to a high-profile drama that has gripped the
country.
Howick, 13 and his sister Lili, 12, who have gone into hiding several
times before to avoid the authorities, were due to be deported to join
their mother in Armenia, after a last-ditch legal bid failed to stop
their expulsion.
Migration Minister Mark Harbers has "after careful consideration
decided that the children can remain in the country," the justice
ministry said in a statement sent to AFP.
"The concerned authorities are now trying to establish if the children
are safe and where they are currently," it said.
They were last seen on Friday night at their grandparents' home in the
southeastern city of Wijchen, police said in a statement.
The saga has gripped the country, with Prime Minister Mark Rutte and
Dutch royal Princess Laurentien weighing in, while the youngsters have
appeared on national television to plead their case.
Howick and Lili last went missing a week ago, after the Hague-based
Council of State, the country's highest administrative court, ruled
there was no reason why the two teens should not be sent back to
Armenia.
The children have been living with foster parents since their mother,
Armina Hambartsjumian, was sent back to Yerevan last year after her
asylum request was finally denied.
Just before leaving the country the 37-year-old briefly hid the
children, refusing to tell immigration officials where they were.
Hambartsjumian was deported without them and has since told Dutch
supporters she is unable to look after her children in Armenia. By the
time Howick and Lili eventually emerged that time, their case was
before the courts.
On Friday, the children's lawyer had launched a last bid at the
Amsterdam court to halt their expulsion, arguing that their mother was
not able to look after them.
But the judge ruled that there was no viable reason to stop the deportation.

The Statistical Committee of the Republic of Armenia has published the indicators of foreign investments for the first half of 2018.

On the contrary, receipts from direct investments have decreased. Moreover, if the decrease in the first quarter was not big – 8 million dollars or 4.1 million dollars, then in the second quarter it is, to put it mildly, a worrying indicator. The receipts of direct investments in the second quarter of this year amounted to 75.6 million dollars, compared to 133.9 million dollars in the second quarter of 2017. Decrease: $58.3 million or 43.5%.


Moreover, if we look by countries, it turns out that this decrease is largely due to the actual termination of the Amulsar project. The volume of gross investments made from Jersey at the end of March and at the end of June 2018 is the same: 138.7 billion drams, which means that no investments were made during the second quarter.

Pyunik lose to Banants and have first defeat in championship

The last two rounds of the 6th round of championships of Armenia’s top football teams took place.

Pyunik, the leader of the tournament, lost to Banants with the score of 2:4. This is the first defeat of Pyunik in the current championship.

Vanadzor’s FC Lori won Ararat team with the score of 1:0. It scored 10 points and went ahead of Pyunik. Banants is in the 3rd place with 7 points.

Asbarez: Israeli Drone Maker, Said to Have Bombed Artsakh Targets, Faces Charges

Launching an Orbiter 1 drone

Top officials of the Aeronautics Defense Systems Ltd, an Israeli arms manufacturer, on Wednesday were summoned to a hearing by Israel’s State Attorney’s office, which said it intends to indict the company for allegedly using an armed kamikaze drone against Artsakh targets last year under orders from Baku during a live demonstration of its product, the Orbiter 1K model UAV.

According to The Times of Israel, Wednesday’s announcement comes after a nearly year-long joint investigation of the Israel Police’s Unit of International Crime Investigations, the Defense Ministry’s investigation unit and the State Attorney’s Office into Aeronautics’s conduct.

A statement announcing the subpoenas said the members of the company are suspected of fraud as well as other violations of the Defense Export Control Law, which protects against unauthorized exports of defense intelligence and equipment.

The Artsakh Army said that Azerbaijan used a suicide drone to attack its positions in northeastern Artsakh around July 7, 2017. According to Colonel Armen Gyozalian of the Artsakh Army, two soldiers were injured during that attack.

Official Baku has boasted its reported purchase of $5 billion in arms from Israel, which were used on Artsakh targets during the April 2016 war, when a Harop aircraft, manufactured by the Israel Aerospace Industries, hit a bus and killed seven Armenians on board.

After Israel’s Defense Ministry’s Defense Export Controls Agency halted Aeronautics’ export license  for its Orbiter 1K model UAV, an investigation into the company was launched, with a gag order placed on the details of the probe.

Aeronautics was poised to make a $20 million deal over the next two years with Azerbaijan.

According to The Times of Israel such a test would be illegal under Israeli law, as it would require a seldom-granted permit to carry out demonstrations against real targets. In this case, Aeronautics Defense Systems would be even less likely to receive such a permit, as Israel does not consider Armenia to be an enemy state.
