GOVERNMENT APPROVES 2010 PROGRAM ON SERVICES FOR IT SECTOR DEVELOPMENT

YEREVAN, MAY 20, NOYAN TAPAN. At the May 20 session, the Armenian
government approved the 2010 program on services for the development
of the information technology sector. Minister of Economy Nerses
Yeritsian said that this year it is envisaged implementing programs
of 80 million drams in several directions. In particular, steps will
be taken to present and promote Armenia’s IT sector abroad.

As regards international cooperation, according to N. Yeritsian,
it is planned to open an Armenian-Indian educational and research
center at Yerevan State University, as well as Microsoft’s Innovation
Center at State Engineering University of Armenia. The work will be
done within the framework of state-private sector cooperation.

YEREVAN, May 20. /ARKA/. Armenia had 8% inflation in Jan-Apr 2010,
compared with the same period a year before, National Statistical
Service of Armenia reports.

Consumer prices rose 4.2% in Jan-Apr 2010, compared with December 2009.

Inflation is planned at 4% (±1.5%) in Armenia’s 2010 state budget.

Turkish Deputy Prime Minister Jemil Chichek came to the US capital
to discuss Iran and Armenian issues

Washington. Isabel Levine – APA. Turkish Deputy Prime Minister
Jemil Chichek has discussed the regional security issues with the
Deputy Secretary of State James Steinberg and US coordinator for
counterterrorism, Ambassador Daniel Benjamin in Washington DC, on
May 20th 2010.

According to APA’s Washington correspondent, a high level Turkish
official came to the US capital to discuss Iran and Armenian issues
as well as peace and cooperation in the region with American officials.

Official Washington didn’t report on the details on the negotiations.

"We’ve had a number of conversations with Turkey going over several
months", Philip J. Crowley, Assistant Secretary of State pointed out
in at his Daily Press Briefing. He said the meeting was constructive
though and the sides expressed their views on a number of issues.

On May 20th, Mr. Chichek met with the members of Turkish Diaspora in
Washington DC. Diaspora members told APA that, during the meeting Mr.

Chichek praised the activity of Turkish community against the Armenian
Diaspora in Washington DC and UN on the whole. He said creating a
positive image of Turkey is important not only as an opponent effort
to the Armenians’ activities, but just to bring the rest of the world
to the understanding that Turkey is a friendly and peaceful country.

He called successive the joint Turkish-Azerbaijani protest action
against Armenians that was held last month and praised the co-operation
between Turkish and Azerbaijani communities in US.

In round six of the U.S. Chess Championship 2010, taking place in
Saint Louis, Armenian chess players Melikset Khachiyan and Varujan
Hakobian played in draw against Gurevich and Ermolinsky, while Levon
Altunian lost to Hessey.

As a result, Varujan Hakobian at 3,5 points is the sixth-seeded among
24 players, following the top-leaders by a point. Khachiyan at 2
points is the 20th, and Altunian at 1,5 points is the 21st.

The election campaign in Javakhk proceeds in conditions unequal for
the Armenian population, said Shirak Torosyan, member of the Republican
Party of Armenia.

"There are 64 villages in the Akhalkalaki region. Georgians live in
7 of them; the others are inhabited by Armenians. Despite this, there
are 5 constituencies in Georgian villages and 17 in Armenian ones. It
means that although few in number, Georgians will secure 20% of seats,
what is a grave violation of national minorities’ rights," he said.

Mr. Torosyan called on observing missions to closely watch the
impending elections to the local-self government in Georgia.

Armenia’s Smbat Margaryan, (w.c 56kg), silver medalist of 2010
European Weightlifting Championships, won gold at the European Youth
Weightlifting Championships, which kicked off in Valencia, Spain,
on May 17.

Margaryan lifted 240kg in snatch, clean and jerk combination.

The Armenian team also includes: Isabella Yalyan (w.c. 53kg), Vardan
Militosyan and Vladik Karapetyan (w.c. 62kg), Raffi Melikyan and Aren
Nerseisyan (w.c. 77kg), Azat Sayadyan (w.c. 85kg), Hamlet Poghosyan

European Parliament will discuss on May 20 a draft resolution on EU’s
strategy for South Caucasus three countries.

The draft resolution, which addresses conflicts, human rights and
democratization as well as economic issues of the region, in respect
of Georgia calls for EU’s "further engagement" in order to secure
"full implementation" of ceasefire agreements.

The document, which condemns Russia’s recognition of Abkhazia and South
Ossetia, says that "Russia and the de facto authorities of the occupied
territories, which are under Russian effective control, are blocking"
full implementation of a mandate by EU Monitoring Mission in Georgia,
which is not able to access the breakaway regions.

The draft "calls for increased EU action to persuade Russia and the
relevant de facto authorities to stop blocking the EUMM from entering
South Ossetia and Abkhazia."

According to the draft resolution retaining of the status quo in the
conflicts "bears the constant risk of an escalation of tensions and
a resumption of armed hostilities."

It welcomes a report by EU-funded fact-finding mission on August war,
led by Heidi Tagliavini, and says it expects extensive background
information provided by the report "can be used for legal proceedings
at the International Criminal Court and by individual citizens as
regards infringements of the European Convention on Human Rights."

The draft resolution also says that isolation of Abkhazia and South
Ossetia is "counterproductive" and in this context welcomes the
Georgian government’s strategy for engagement with the breakaway
regions.

The draft resolution recommends for setting up of "Conference on
Security and Cooperation in the South Caucasus" with the view to
develop a Stability Pact for the South Caucasus.

The document stresses that "democratisation, good governance,
political pluralism, the rule of law, human rights and fundamental
freedoms are of paramount importance" for determining EU’s future
relations with Armenia, Azerbaijan and Georgia.

It says that EU funding and assistance to the region should be carried
out based on the principle of conditionality and calls on the European
Commission to ensure that the commitments by the Georgian government
"to inject new momentum into democratic reforms" are respected.

It also "warns against the possibility for governments to misuse
conflicts to distract the interest of the international community
from domestic issues."

The draft resolution calls on the Georgian authorities "to clarify
the situation regarding media ownership and the granting of media
licences." It also "notes the initiative of the Georgian Parliament
to extend the Public Broadcaster Board to include more opposition
and civil society representatives and expects results in this respect."

The document expresses European Parliament’s concern over "refusal"
of Europe’s leading satellite operator, Eutelsat, to host the Georgian
Public Broadcaster’s Russian-language First Caucasian Channel.

"This refusal appears to be politically motivated… This refusal
leaves de facto satellite transmission monopoly over the regional
Russian-speaking audience to [Moscow-based] Intersputnik and its
main client, Gazprom Media Group," the document says, adding that
"it is of the utmost importance that in a democratic and pluralistic
society the airing of independent media is not impeded."

ArmInfo. On May 19 Ashot Giziryan handed resignation from the position
of head of the Criminal-Executive Department of the Armenian Justice
Ministry, Press Secretary of Armenian Justice Minister Lana Mshetsyan
said when replying to ArmInfo correspondent’s question. Mshetsyan said
that today Justice Minister Gevorg Danielyan submitted the relevant
petition to Armenian President Serzh Sargsyan. To note, according some
information, Ashot Giziryan may be appointed governor of Shirak region.

Eva Rivas, who is nominated as the most beautiful woman in the
2010 Eurovision Song Contest, may well be the winner of this year’s
competition taking it to Armenia for 2011. Here is why.

Describing her first rehearsal in Oslo OIKOTIMES’ writer Lilian Brunell
writes how she was impress by the song Apricot Stone that Rivas will
sing presenting Armenia. Brunell writes referring to Apricot Stone:
"it’s a song that goes immediately into my hearth and it feels so
genuine! I think this entry will apply to the TV-viewers.

An apricot will of course be on the stage." Then she continues that
"Eva has already been appointed as the most beautiful woman in ESC
2010 and she definitely has the tallest hair of the contest."

Considering that Eva Rivas has been leading in charts, she may have
a great shot at becoming the 2010 Eurovision winner.

We reported earlier that there will a little magic on the state and
that an apricot stone (bit) will become a tree. On May 27 she will
have her first performance.

After Eva’s rehearsal the director of the Armenian delegation Diana
Mntatsakanyan said that she was very pleased by Rivas’ performance.

Eva said her song is about a love of motherland and not only about
love to Armenia, but rather a love toward a motherland for any person
in the world.

Eva had a very interesting promotion tour leading to the Eurovision
2010 contest. She traveled in many European countries and wherever
she went she planted an Apricot tree as a reminder for her song and a
symbol of Armenia. Apricot has a national symbolic meaning in Armenia.

Today reports surfaced in the Armenian media that a famous duduk
player Jivan Gasparian will play the duduk part during Eva’s
performance. Gasparian’s performance has been featured in such
Holliwood movies like Gladiator and Seige. Has been nominated for
Grammy and has raise a generation of Duduk players like Pedro Eustache,
who is one of the lead musicians working with Yanni.

By the way, speaking of Yanni. Eva Rivas is half Greek. Some observers
say her beautiful song may earn her the support of Greek voters
as well.

Russian President Offers Ukraine To Join CSTO

Ukraine is welcome to join the Collective Security Treaty Organization
(CSTO), with Armenia, Belarus, Kazakhstan, Russia and Tajikistan as
member states, Russian President Dmitry Medvedev stated.

As the President noted during the meeting with Ukrainian students
in Kiev, "Russia respects neutral status of Ukraine, trying to be
understanding of the country’s doubts."

The Russian leader also assured that Black Sea Fleet will not be used
for attacking neighbouring countries, nr2.ru reported.
