YEREVAN TO HOST SECOND GOLDEN APRICOT FILM FESTIVAL
YEREVAN, MAY 11, ARMENPRESS: The Second Yerevan International Film
Festival “Golden Apricot” will be held in Yerevan on July 12-17, 2005 under
the motto Crossroad of Civilizations and Cultures. The jury has selected 71
films, produced by filmmakers from 45 countries, out of 200, to screen
during one summer week.
There are two categories for the festival competition: full-length
feature films and documentaries (full length and short). One Grand Prix
(Golden Apricot) and one Special Mention will be presented in each category.
Special Award will be presented for significant contribution into the world
cinema.
The festival will have a special competitive section for feature,
animation and documentary films made by filmmakers of Armenian decent. Two
Awards will be presented for the films included in this section. During the
Second Yerevan International Film Festival “Golden Apricot,” the organizing
committee will keep the “Yerevan Premiers” and “Retrospective” sections. The
former will include the best art-house films taken in the latest period, and
the latter will present films made by famous film directors.
The jury will be chaired by famous Canadian Armenian director Atom
Yegoyan.

Perincek Challenged Swiss Authorities On So-called Armenian Genocide
ANKARA (AA) – Labor Party (IP) leader Dogu Perincek returned to
Turkey late on Sunday after holding a press conference in Switzerland
on the ”so-called Armenian genocide”.
Speaking to reporters at Ankara’s Esenboga Airport, Perincek
said that he went to Switzerland, after a legal procedure against
Turkish Institute of History (TTK) Chairman Prof. Dr. Yusuf Halacoglu
was launched in this country.
”Armenian genocide is an international lie. It is a historical
lie. I said this in Switzerland and Swiss police recorded it,”
Perincek noted.

Baku, 6 May: OSCE monitoring of the cease-fire started in the village
of Qapanli in Azerbaijan’s Tartar District at 1030 [0530] today. Four
minutes after the monitoring began, the Armenian side opened fire on
the Azerbaijani positions about 1 km away from the monitoring area.
The cease-fire violation was registered by representatives of the OSCE,
the press service of the Azerbaijani Defence Ministry reports.

TBILISI, May 4 — Twelve ethnic Armenians – soldiers of the Georgian
army have left their unit, deployed in the city of Akhaltsikhi,
southern Georgia, explaining it by “oppressions on the part of fellow
soldiers.”
They are all staying now in the premises of the administration of the
city of Akhalkalaki and are refusing to return to their unit. They say
that the “old timers” (the soldiers whose service record is longer)
demanded money from them and insulted them.
The Armenians were afraid to complain to their commanders for fear
of revenge. The Georgian defence ministry is now investigating the
incident.

Deutsche Lufthansa, Germany’s leading airline, is planning to expand
its network in eastern Europe. The company will offer flights from
Munich to Timisoara in Romania, Erivan, the capital of Armenia, and
Tiflis, the capital of Georgia, from the beginning of June 2005.
Lufthansa says that it has decided to include these destinations in
its flight schedules in view of the disproportionately high level of
growth that is being achieved in eastern Europe and the potential that
these markets have.

Syria evacuates intelligence HQ in Lebanon, chief returns home
ANJAR, Lebanon April 25
Syrian intelligence agents and troops on Monday pulled out of their
Lebanon headquarters in the Bekaa Valley town of Anjar near the
border with Syria, an AFP correspondent said.
The Syrian military intelligence chief for Lebanon, General Rustom
Ghazaleh, was later seen crossing the Masnaa border post being driven
in the direction of the Syrian capital.
His office in Anjar was evacuated and a Lebanese flag was seen
fluttering over the building. Ghazaleh himself was expected to return
to Lebanon on Tuesday for a formal ceremony to complete Syria’s
withdrawal.
The only soldiers left in Anjar, an all-Armenian town which Lebanon’s
army declared a “military zone” on Monday afternoon, were Lebanese.

STUDENTS REPRESENT SUGGESTIONS FOR IMPROVEMENT OF LAWYERS’ INSTITUTE IN
ARMENIA
On April 21, the completing stage of republican conference of lawyer
students took place at “Yerevan” hotel. The conference was dedicated to the
90th anniversary of the Armenian Genocide. It was entitled “Law. Current
Situation and Prospects for Development in RA.” The first written stage of
the conference took place 10 days ago. 22 students participated in that and
the best 7 will compete in the second oral stage.
The conference is aimed to increase the level of the knowledge of the
students that study law, to increase the awareness about the lawyers’
institute, to secure their participation in the establishment of the system.
The organizers of the competition are sure that, taking into account the
current situation of the sphere, the lawyer students will try to find
solution to a number of issues and define the prospects for the development
of the Lawyers’ Institute.
RA Lawyers’ Fund, Association of RA Young Lawyers, the initiators of the
contest, state that this stage of the competition will be evaluated by a
jury of well-known lawyers. While the winners will be awarded valuable
prizes.

The Belgium political bodies, condemning the policy of Turkey denying
the Armenian Genocide, during the conference titled «Recognition
for building the future» in the Senate building on April 18 have
informed that without recognizing the Genocide Turkey cannot be
considered member of the European family and the recognition of the
black pages of their own history must be the precondition for starting
the negotiations of Turkey’s admission into the EU.
They expressed confidence that for the conciliation of the Armenian
and Turkish nations the Turkish recognition of the Armenian Genocide
will have a very important role.
Many of the speakers of the conference, drawing parallels between
the Armenian Genocide and the other Genocides of the 20th century,
underlined that if at the beginning of the previous century the
Armenian Genocide realized by the Turks were condemned, no one would
dare to realize the same towards other nations.
At the end of the meeting the participants of the conference adopted
an application directed to the Belgium and EU authorities calling
them to demand Turkey to recognize the Armenian Genocide.

EU Committee of Ministers to Discuss Ways of Settlement Of NK
EU COMMITTEE OF MINISTERS TO DISCUSS WAYS OF SETTLEMENT OF KARABAKH
CONFLICT
YEREVAN, APRIL 14. ARMINFO. On April 15 Committee of Ministers of the
European Union will discuss issues of regional conflicts in the South
Caucasus. Armenian service of Radio Liberty informs.
The ministers will also discuss ways of settlement of the Karabakh
conflict. It is expected that EU Committee of Ministers will appeal to
conflicting parties to make efforts for sooner settlement of regional
conflicts. The committee also intends to appeal to crucial countries
in the region – Russia and Turkey to render active assistance in
sooner settlement of the conflicts in the South Caucasus, which is a
significant region and links Europe with Central Asia.

LES VERTS ADOPTENT LE DISCOURS DE LA TURQUIE
Strasbourg, France – Une réunion intitulée “Les Arméniens en Turquie” s’est
déroulée ce mardi 12 avril au Parlement européen à Strasbourg, à
l’initiative de M. Cem Özdemir (Verts, Allemagne). Trois intervenants
étaient invités à s’exprimer, devant une cinquantaine de participants, lors
de cette réunion placée sous l’égide des Verts, mais bénéficiant de tout
l’appui logistique des services diplomatiques turcs : M. Taner Akçam,
historien et ex-dissident turc ayant traité de la question du génocide, M.
Etyen Mahçupyan, Arménien de Turquie et journaliste au quotidien Zaman et M.
Hrant Dink, rédacteur en chef d’Agos, un hebdomadaire arménien de Turquie.
La Fédération Euro-Arménienne avait au préalable mis en garde les
parlementaires européens sur les risques de manipulation inhérents à ce type
de spectacle, où des membres d’une minorité otage seraient contraints de
prôner l’adhésion de la Turquie à l’Europe comme solution à leurs problèmes,
tout en évitant d’aborder les questions taboues.
Comme pour confirmer ces craintes, M. Özdemir est parvenu, lors de son
introduction du sujet de la conférence, à éviter le terme de génocide
reprenant en cela la présentation donnée par l’invitation imprimée qui
esquivait également ce terme en le présentant comme une “interprétation
historique”.
Dans son intervention centrée sur les preuves documentées du génocide, M.
Akçam a démontré de manière accablante la formidable entreprise de
falsification et d’invention d’archives par la Turquie. Il a réfuté les
prétendues incohérences entre les archives occidentales et turques en
expliquant clairement que ces dernières avaient été expurgées et même
fabriquées. Il a conclu en notant que ceux qui s’aventuraient à vouloir
consulter ces archives étaient quand bien même soumis à des menaces.
M. Mahçupyan a pour sa part stigmatisé l’emploi du terme “génocide” comme
signifiant juridique et comme blocage à tout dialogue. Il a mis l’accent sur
le rapport de devoir et de soumission entre l’Etat et le citoyen en Turquie.
Tout en soulignant la continuité idéologique entre les responsables du
Génocide et l’Etat kémaliste, il a renvoyé dos à dos Turcs et Arméniens pour
lesquels “la défense de l’identité devient l’identité”. Il a conclu par la
dialectique turque selon laquelle il y aurait deux approches de cette
question, l’approche arménienne et l’approche turque.
M. Dink enfin, a avancé que c’était “beaucoup attendre que de demander à
cette société de définir et de nommer ce qui s’est déroulé il y a 90 ans” et
qu’il valait mieux se demander si “cette société nie ce qu’elle sait ou si
elle ne peut défendre ce qu’elle ne sait pas”. N’hésitant pas à parler
d’ouverture en évoquant les propositions turques de commission d’historiens,
M. Dink a cependant précisé que “les relations arméno-turques ne se limitent
pas à l’Histoire” et que “le dossier politique doit primer sur le dossier
historique”. Absolvant l’Etat turc, il a finalement conclu à la
responsabilité “écrasante” des Européens sur la question du Génocide en les
assignant de reconstruire les relations arméno-turques à tous les niveaux.
“Les discours des deux représentants de la minorité arménienne de Turquie
brillaient par leur ambiguïté et leur incohérence. Comme nous pouvions le
craindre, ces personnes mues par une peur viscérale s’autocensurent tant au
niveau des idées qu’au niveau de la terminologie” a noté Laurent Leylekian,
le directeur de la Fédération Euro-Arménienne. “Leurs propos tournaient
autour du problème central du génocide en l’évitant à tout prix” a-t-il
ajouté.
En vérité cette conférence n’avait absolument pas pour objectif de faire
progresser la reconnaissance du génocide par Ankara, ni même d’alléger le
sort des Arméniens de Turquie” a constaté Laurent Leylekian. “Comme
l’annonçait explicitement l’invitation il s’agissait plutôt de trouver des
solutions, c’est-à-dire des décharges, à cet obstacle majeur à son
intégration à l’Union européenne qu’est le négationnisme d’Etat de la
Turquie.” a-t-il continué.
“Cette conférence se situait dans la droite ligne de la stratégie turque,
visant à exclure cette question du champ des relations internationales en la
centrant sur des controverses de détail et en la réduisant à une question
propres aux sociétés arméniennes et turques” a précisé Laurent Leylekian.
“Ce qui est nouveau, c’est qu’Ankara essaie maintenant d’opposer les
‘mauvais’ Arméniens de diaspora aux ‘bons’ Arméniens de Turquie en faisant
de ces derniers les instruments de sa politique. Néanmoins, les censures et
les limites de ces otages n’échappent à personne” a expliqué le directeur de
la Fédération Euro-Arménienne.
“Les Européens ne doivent pas tomber dans ce piège comme ils sont tombés il
y a quelques années dans le piège des pseudo réconciliations sans
reconnaissance. La situation est claire : la Turquie a commis un crime
imprescriptible, le génocide des Arméniens, et elle doit assumer cette
responsabilité par une reconnaissance pleine et entière pour se conformer
aux principes de l’Union européenne. Le négationnisme aujourd’hui comme le
génocide hier ne signifient rien d’autre que le rejet des valeurs
européennes” a estimé Laurent Leylekian.
“Provenant du groupe des Verts, qui met depuis des années toute son énergie
à lutter contre la tendance naturelle du Parlement européen à appeler la
Turquie à ses responsabilités, cette initiative apparaît au grand jour comme
une tentative de diversion inspirée par l’Etat turc ” a-t-il conclu.
