/PanARMENIAN.Net/ Armenia intends to strengthen its diplomatic presence
in Lebanon, RA Foreign Ministry official said Thursday.

"We will send one more diplomat to Lebanon next week, thus bringing
the number of diplomats to three," said Armen Melkonyan, head of the
Middle East division at the Armenian MFA.

"The decision is conditioned by the complicated internal political
situation in the country," said, adding that the post of Armenia’s
Ambassador to Lebanon is still vacant, Novosti Armenia reports.

By a President’s decree of March 26, 2008, Vahan Ter-Ghevondyan was
released from the post of Armenia’s ambassador to Lebanon he had
occupied since January 2006.

Fierce clashes escalated in Beirut a week ago between Sunni supporters
of the government and loyalists of Hezbollah, the Shiite militant
group, after Hezbollah’s leader said the government had declared war
by threatening to shut down the group’s private telephone network.

Hezbollah gunmen melted off the streets of Beirut Saturday, heeding
an army call to pull the fighters out after the Shiite militants
demonstrated their military might in a power struggle with the
U.S.-backed government.

Prime Minister Fuad Saniora, in his first public statement since
sectarian clashes erupted on Wednesday, said Lebanon can no longer
tolerate Hezbollah having weapons. He called on the army to restore
law and order and remove gunmen from the streets.

Despite his tough talk, Saniora made a key concession to the
Hezbollah-led opposition that would effectively shelve the two
government decisions that sparked the fighting.

Muslim West Beirut was mostly calm a day after Hezbollah and its allies
seized control of neighborhoods from Sunnis loyal to the government.

Most Hezbollah gunmen had pulled out, leaving small bands of their
Shiite Amal allies to patrol the streets.

While tensions in the capital appeared to be defusing, violence spread
and intensified in other parts of the country.

At least 12 people were killed and 20 wounded when pro- and
anti-government groups fought in a remote region of northern Lebanon,
Lebanese security and hospital officials said. It was the heaviest
toll for a single clash since fighting began.

At least 37 people have been killed in four days of clashes – the
worst sectarian violence since Lebanon’s 1975-1990 civil war.

His Holiness Karekin II Ends Visit To Vatican

HIS HOLINESS KAREKIN II ENDS VISIT TO VATICAN

YEREVAN, MAY 13, ARMENPRESS: His Holiness Karekin II, Supreme Patriarch
and Catholicos of All Armenians, concluded his one week fraternal
visit to the Bishop of Rome and Pope of the Catholic Church, His
Holiness Benedict XVI and is back home.

Accompanying His Holiness throughout the duration of the visit were
His Eminence Archbishop Nourhan Manoogian, Grand Sacristan of the
Armenian Patriarchate of Jerusalem; His Grace Bishop Aram Ateshian,
Grand Sacristan of the Armenian Patriarchate of Constantinople; and
approximately 20 additional archbishops and bishops of the Armenian
Church – primates of Armenian Dioceses in North and South America,
Europe, Asia and the Middle East.

On Tuesday, May 6, the Pontiff of All Armenians and his delegation
arrived in Rome. This was His Holiness’ third visit to the Vatican
since his election as Catholicos of All Armenians in 1999.

The visit to Italy was composed of three parts: a four-day visit to
the Vatican, a one-day visit to the Armenian community of Milan and
a two-day visit to the Mekhitarian Congregation on the Island of San
Lazzaro in Venice.

On Wednesday morning, His Holiness Karekin II and the Armenian bishops
visited the tomb of Pope John Paul II of blessed memory, in the crypt
below Saint Peter’s Basilica, and offered a solemn prayer for the
repose of his soul.

The Catholicos and the Armenian delegation also visited the newly
named St. Gregory the Illuminator plaza inside St. Peter’s courtyard
and viewed the statue of the patron saint of the Armenian Church,
placed there during the pontificate of John Paul II.

Immediately afterwards, the Armenian delegation of clergy and laity
participated in the general audience in St. Peter’s Square, jointly
held by Pope Benedict XVI and Catholicos Karekin II. The two church
heads exchanged messages of greeting, a fraternal embrace and kiss of
peace on the platform in front of the mother cathedral of the Roman
Catholic Church, before a crowd of more than 35,000 faithful.

That same afternoon, His Holiness Karekin II was presented with
an Honoris Causa doctorate degree from the Pontifical Salesian
University recognizing his fruitful work in Christian Education and
Youth Instruction.

On Thursday, May 8, His Holiness Karekin II and his delegation visited
the Pontifical Oriental Institute in Rome, and conveyed his blessings
and warm greetings to the participants of a symposium dedicated to
the study of the Armenian Divine Liturgy.

Friday morning, May 9, the delegation of 100 Armenian bishops and
faithful went to the Apostolic Palace of the Holy See, for a private
audience under the joint presidency of His Holiness Karekin II and His
Holiness Benedict XVI. The two pontiffs again exchanged warm messages
of greeting and brotherly love, embraced with a solemn kiss of peace
and spoke of the strong ties and increasing collaboration between
the Holy Armenian Apostolic Church and the Roman Catholic Church.

A short prayer service was held under the presidency of both church
heads, following which, the faithful approached the Catholicos and the
Pope to kiss their right hands and receive their blessings. At the
conclusion of the audience, Catholicos Karekin II and Pope Benedict
XVI met privately during lunch to discuss issues of importance to
both Churches.

In the afternoon, His Holiness Karekin II, met with His Grace
Archbishop Rowan Williams, Archbishop of Canterbury, in the Vatican
Guest House for a private meeting. The head of the Church of England
and the Anglican Communion was coincidentally also in the Holy See
this week, and the two fondly recalled the Archbishop’s fraternal
visit to Holy Etchmiadzin in September 2007, as well as discussed
the upcoming Lambeth Conference for the Anglican Communion and the
current state of relations with sister Churches.

The final event at the Vatican was an Ecumenical Prayer Service,
offered at the Basilica of Saint Paul Outside the Walls, where the
grave of St. Paul the Apostle is located. His Holiness Karekin II
presided during the service, which included the participation of
Roman Catholic and Armenian Church bishops and clergy.

In addition to the official events throughout the course of the
week, His Holiness and the church hierarchs also visited a number
of Armenian and Catholic churches and shrines. His Holiness and the
high-ranking clergymen departed Rome for Milan on Saturday morning,
where he met chaired an event dedicated to the 50-th anniversary of
foundation of the local Armenian church.

On May 11-12 His Holiness was the guest of the Mkhetarist Armenian
Catholic Congregation on the island of san Lazzaro.

After the second round of the Europe Chess Championship Armenian GM
Gabriel Sargsyan showed 100% result. The chess player has 2 scores
on his account and occupies 1-14 horizontals of. Sargsyan played with
Russian GM Boris Savchenko.

The round was successful for other Armenian GM-s as Vladimir Hakobyan,
Karen Asryan, and Tigran Kotajyan finished their games with successful
results. The above mentioned chess players have 1,5 scores each and
occupy middle horizontals of the championship.

Armenian GM-s Samvel Ter-Sahakyan, Tigran Kotajyan and Artashes
Minasyan have 1 scores on their accounts.

Dmitry Harutyunyan has half score. The championship is taking place
in Plovdiv, Bulgaria. It started on 22 April and will last till 3 May.

The report of RF Foreign Ministry on the results of the discussion
during the UN General Assembly regarding the resolution on the
settlement of Karabakh conflict ran: in conjunction with the USA
and France, Russia is "ready to continue the active mediation of
OSCE Minsk group co-chairs", to bring to an end the agreement on the
fundamental principles of the regulation of Karabakh conflict.

OCSE co-Chair countries – Russia, the USA and France voted against
the bill.

"In the joint announcement regarding the motives of the voting,
they have argued their positions by the fact that the step made by
Azerbaijan was unilateral, untimely and not effective. Azerbaijan
has been informed about this position many times and on different
levels." RF Foreign Ministry reports.

President Robert Kocharyan today received the OSCE Chairman-in-Office,
Finnish Foreign Minister Ilkka Kanerva and the delegation accompanying
him, President’s Press Office reported.

The Foreign Minister of Finland highly appreciated RA President
Robert Kocharyan’s contribution to the development of Armenian-Finnish
relations and cooperation with the OSCE.

During the meeting the parties referred to the presidnetial
elections held in Armenai on February 19 and the post-election
developments. Based on the report of the international observers,
the OSCE Chairman-in-Office noted progress was obvious in these
elections. Noting that the preliminary conclusion includes both
positive and criticizing points, he expressed confidence that the
authorities will try to eliminate the shortcomings.

President Robert Kocharyan presented the post-election
developments. Mr. Kanerva appreciated the restraint and responsibility
demonstrated by the authorities today. He expressed confidence that
the Armenian authorities will show rationality and will act in line
with methods accepted in civilized countries.

Armenia’s youth turn out to be interested in the
upcoming presidential election but they avoid sharing
an opinion.

`Sometimes I watch the campaign as my family members
are interested in it,’ 19-year-old Anahit said.

`But there are more interesting TV programmes to watch
instead of the boring campaign,’ her friend said.

A Pedagogical University student says that besides
watching the campaign he discusses the latest themes
with his friends on the telephone.

`I am not a bit interested in the campaign. No matter
who comes to power he won’t better our lives,’ said a
student from Vardenis and added laughingly, `I am
ready to vote for a candidate who will rent a flat for
me in the capital. I am even ready `to dance to his
tune.’

26-year-old Vardan urged the Armenian youth to
participate in the electoral processes. `I am
accredited as an observer and I won’t let any local
authority to rig the presidential election like the
parliamentary one,’ he said.

YEREVAN, NOVEMBER 14, NOYAN TAPAN. The November 14 meeting of the
famous writer-publicist Kim Bakhshi with members of various youth
organizations was dedicted to his creative activity and plans for
the future. The meeting was organized on the initiative of the
Association of Youth Organizations of the World Armenian Congress
(WAC). Representatives of such organizations as "The Rural Youth,
"Spyurk", "The Armenian Youth – the 21st Century" and others took
part in the event.

K. Bakhshi said that his six books are on the history and culture
of Armenia. He explained such great interest in Armenia by the fact
that he strives to show the reader the deep roots of existence and
survival of the Armenian people: "History made a cruel experiment
with Armenians, depriving them of statehood. However, being under
the rule of others, the Armenian people has managed to survive –
thanks to faith and love of book. This is a unique phenomenon: the
Armenians have shown to the world how a book, which has the faith,
the mother tongue and God’s word, was able to save a whole people. I
think that other peoples should draw a lesson from it".

Kim Bakhshi is the co-author of the famous 20-part film about the
Matenadaran. According to him, he is now writing a book about Artsakh
where he has been several times.

November 9 the newly appointed Ambassador of Greece Ioannis Korinthios
handed the copies of his credentials to RA Foreign Minister Vartan
Oskanian.

Greeting the Ambassador, the Foreign Minister wished him success in
his high mission. Giving a high evaluation to the current level of
Armenian-Greek relations, Minister Oskanian noted that Armenia is
interested in reinforcing and developing the political and economic
dialogue between the two countries.

Ambassador Korinthios also appreciated the active cooperation between
Armenia and Greece and assured that he will spare no effort to further
reinforce the bilateral relations.

The interlocutors turned to the great potential of development of
bilateral economic relations and discussed the opportunities of
implementation of joint programs.

List of differences goes beyond Armenian genocide

Turkish-American relations are in crisis. But the U.S. House of
Representatives’ resolution declaring the World War I-era killings
of Armenians a genocide is only one cause – and that’s just a sideshow.

Turkish-American relations have been deteriorating for years, and the
root explanation is simple and harsh: Washington, D.C.’s policies are
broadly and fundamentally incompatible with Turkish foreign policy
interests in multiple arenas. No amount of diplomat-speak can conceal
or change that reality. Count the ways:

~U Kurds. U.S. policies toward Iraq over the past 16 years have been
a disaster for Turkey. Since the 1991 Persian Gulf War, the Iraqi
Kurds have gained ever-greater autonomy and are on the brink of de
facto independence. Such a Kurdish entity in Iraq stimulates Kurdish
separatism inside Turkey. Furthermore, Washington supports Kurdish
terrorists against Iran.

~U Terrorism: Turkey has fought domestic political violence and
terrorism for more than 30 years – Marxist, socialist, right-wing
nationalist, Kurdish, Islamist. U.S. policies in the Middle East
have greatly stimulated violence and radicalism across the region
and brought al-Qaida to Turkey’s doorstep.

~U Iran: Iran is Turkey’s most powerful neighbor and a vital source
of oil and gas – second only to Russia – in meeting Turkey’s energy
needs. Washington heavy-handedly pressures Turkey to end its extensive
and deepening relations with Iran in order to press a U.S.

sanctions regime there. Although there is little affection between
Turkey and Iran, there has been virtually no serious armed conflict
between the two nations for centuries. Ankara, the Turkish capital,
sees U.S. policies as radicalizing and isolating Tehran further,
which is undesirable for Turkey.

~U Syria: Ankara’s relations with Syria have done a 180-degree
turn in the past decade, and relations are flourishing. Syrians –
as well as many other Arabs – are impressed with Turkey’s ability to
simultaneously be a member of NATO, seek entry into the European Union,
say no to Washington on using Turkish soil to invade Iraq, restore
respect for its own Islamic heritage, develop new relations with the
Arab world and adopt a genuinely balanced position on the Palestinian
conflict. Ankara resists Washington’s pressures to marginalize and
stifle Damascus, the Syrian capital.

~U Armenia: Ankara and Yerevan, Armenia’s capital, are actually in
productive unofficial contact with one another, such as via so-called
"gray-market" trade and air links, and both would like to effect
a reconciliation. It is the Armenian diaspora, with its intense
nationalist rhetoric, that is one of the key factors in inflaming
the atmosphere against potential rapprochement.

~U Russia: There has been a revolution in Ankara’s relations
with Moscow after 500 years of hostility. Today, Moscow is the
second-largest importer of Turkish goods after Germany, and Turkey
has invested as much as $12 billion in Russia in the construction
field. Russia is Turkey’s primary source of energy, and Ankara
increasingly looks to Eurasia as a key part of its economic future.

Turkish generals, angry with Washington, even mutter about a Russian
strategic "alternative" if it is stiff-armed by the West. Although
there is some rivalry over the routing of Central Asian energy
pipelines to the West – whether via Russia or Iran and Turkey –
Ankara values its ties with Moscow and opposes U.S. efforts to bait
the Russian bear in the Caucasus and Eastern Europe on NATO expansion
and missile issues.

~U Palestine: Turks care a lot about Palestine – which they had
jurisdiction over in Ottoman times. They sympathize with Palestinian
suffering under 40 years of Israeli occupation. Ankara views Hamas
as a legitimate and important element on the Palestinian political
spectrum and seeks to mediate with it. Washington says no. Ankara has
good working ties with Israel but does not shrink from sharp public
criticism of what it perceives as Israeli excesses.

Overall, a "new Turkey" actively seeks good-neighbor relations with
all regional states and players. It seeks to be a major player and
mediator in the Middle East – to bring radicals into the mainstream
via patient diplomacy against what it perceives as Washington’s
complicating belligerence.

Turkey has deep interests in Central Asia. If the
Chinese-Russian-sponsored Shanghai Cooperation Organization bids
to be the dominant geopolitical grouping in Eurasia, then Turkey,
like Afghanistan, Iran and India, would like an association with it.

Washington opposes that.

One may quarrel with the specifics of Turkish policies, but there is
broad belief across the Turkish political spectrum that these policies
serve the country’s core needs. While the U.S. State Department may
soothingly speak of "vital shared interests" in democracy, stability
and counterterrorism, all of that is mere motherhood and apple pie –
empty phrases – when compared with conflicting concrete policies in
so many key spheres. We had better get used to the fact that Turkey,
strengthened by its popular democracy, is going to pursue its own
national interests, regardless of Washington’s pressure. Few Turks
want it any other way.
