Ombudsman: Decisions on Armenia’s borders should also be based on protection of villagers’ rights

Archival documents show that in the Soviet period, there were cases in the border disputes between Armenia and Azerbaijan when the Azerbaijani authorities participated in official discussions, but at the same time carried out attacks on Armenian villagers, seized their lands and then turned those lands into a subject of discussions (the villages of Barana, now Noyemberyan, Koghb, Koti, Dovegh and others), Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan said in a Facebook post late on Sunday.

“For example, despite the order of the Central Executive Committee of the Transcaucasian Federation on April 28, 1923, which provided for the handover to the Ghazakh district of only 5,000 dessiatines [an archaic land measurement] of land of the Shinikh-Ayrum region, the Gazakh land construction group deliberately drew up a completely different plan, ignoring this decision.

“In parallel, the local authorities of Azerbaijan illegally seized more lands from the territory of the Armenian SSR than envisaged by the decision. In particular, by intimidating a local forester, they seized some 7,000 dessiatines of land, increasing their “land acquisition” to 11,800 dessiatines and making it a subject of discussion.

“Let me bring another example: starting from May 1922, the disputes and final work of the commissions on the border regions of Tavush, Karvansaray (Ijevan) and Ghazakh constantly delayed, since the Azerbaijanis seized most of the lands belonging to the Armenians but located in their territories and refused to return them. This, in turn, made it difficult for the villagers to use their pastures, forests and water resources,” the ombudsman wrote.

Citing the archival documents, Tatoyan said, in general, prehistory of disputes between the villages of these regions confirms that disputes often arose because of large Azerbaijani landowners who used to sell their lands to Armenians and then unreasonably demand them back. Whereas, the authorities of Soviet Armenia did not respond adequately to such steps of Azerbaijanis to prevent violations of the rights of Armenian peasants.

“These facts, as lessons learned, should be taken into account to prevent violations of the rights of Armenia’s border residents nowadays.

“Along with security and other components, decisions on the borders of the Republic of Armenia should also be based on the protection of the rights of villagers and the protection of human rights in general, excluding any mechanical approach,” he said. 

Armenia’s highest flag raised in Gegharkunik province

The state flag of the Republic of Armenia was hoisted 53 meters high in the territory of Noy Land hotel complex in Chkalovka community of Gegharkunik region, Governor Gnel Sanosyan informs.

The tricolor, 70 meters above the level of Lake Sevan, is the highest in the territory of the Republic of Armenia. The flag is 9 meters long and 4.5 meters wide. The blessing ceremony was performed by the Vicar of the Gegharkunik Diocese of the Armenian Apostolic Church, Archbishop Part Barseghyan.

The Vicar recalled the names of the founders of the Republic of Armenia, the heroes fighting for the freedom of Armenia and wished peace and victory to the homeland.

“Raising this flag on the occasion of the founding day of the Republic of Armenia is a good occasion to be filled with new energy and faith, to continue building and strengthening the homeland with joint efforts.,” the Governor said in a Facebook post.

“Dear compatriots,

I congratulate you on the Republic Day.

On May 28, 1918, after a centuries-old and heavy breaks, the Armenian statehood was eventually restored. This is one of the brightest chapters of our modern history, written by the collective will of our people, heroic efforts and blood of its best sons.

Historical parallels are always arbitrary. However, the current situation in Armenia is no longer characterized by just a domestic political crisis, but by a crisis of statehood. Our whole nation is now facing the imperative of saving our statehood. Since 28 May 1918, we have experienced moments harder than this.

But today we are full of determination, unlike the current authorities that bring disgrace and kneel down [before the enemy]. We see serious prerequisites for building a firm statehood, resetting the disintegrated government institutions and the life of our society as a whole.

Rest assured that we, as a nation, will overcome these ordeals with honor, rebuilding the Republic of Armenia and leading the country to new heights.”

YEREVAN, MAY 27, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan emphasizes that the situation in some sections of the Armenian-Azerbaijani border is tense and the tensions have the dynamic to increase further, ARMENPRESS reports Pashinyan said during the Security Council session.

”The situation is not only extremely tense, but continuously escalates and in most probability, will continue to escalate. During the developments of the recent 15 days the Azerbaijanis that infiltrated into our territory and our servicemen are in a state of mutual penetration. And why has the situation escalated? Not only for the reason that it’s already 15 days servicemen from both sides are facing each other, different incidents have occurred and finally, the situation can explode, but also after today’s incident there are chances that our Armed Forces will try to take them hostage and they will try to respond and this will continue”, Nikol Pashinyan said.

He added that his assessment is that in case of not solving the situation, large-scale clashes can occur.

The UN has been following with concern the developments on the Armenia-Azerbaijan border, Spokesperson for the UN Secretary General Stéphane Dujarric told a daily briefing.

“We urge all relevant actors to exercise restraint to avoid any actions that may escalate tensions further.,” the Spokesperson said.

“We understand that negotiations are ongoing. All outstanding bilateral issues should be resolved peacefully, through dialogue and diplomatic means,” Dujarric added.

There were no large-scale incidents on the Armenian-Azerbaijani border; but the conflict is acutely perceived in Armenia due to the unstable political situation, Igor Korotchenko, a political analyst, believes.

The “Caucasian Knot” has reported that on May 12-13, according to Yerevan, Azerbaijani militaries invaded the Syunik and Gegarkunik Regions of Armenia. Nikol Pashinyan, the Acting Prime Minister, stated on May 20 that some 500-600 Azerbaijani were still present in the Armenian territory. On the same day, a brawl broke out among soldiers near the Armenian village of Khoznavar, in which 11 Armenian soldiers and Azerbaijani soldiers suffered.

The issue of defining the border of Azerbaijan with the southern regions of Armenia arose after the autumn aggravation of the Karabakh conflict in 2020. When Azerbaijani border posts appeared on the eastern border of the Syunik Region of Armenia, some of residents of Armenia were forced to leave their homes.

So far, the conflict has not been accompanied by large-scale incidents, Igor Korotchenko has noted.

Now, Armenia and Azerbaijan are engaged in “preliminary marking their negotiating positions,” said Alexander Karavaev, an employee of the Centre for Post-Soviet Studies at the Institute of Economics of the Russian Academy of Sciences (RAS).

At the border demarcation, Armenia and Azerbaijan will pursue their own goals; and the involvement of a third party can lead to a “two against one” format, some political analysts believe.

Armenia failed to learn lessons, nearing next ‘tragic point’, expert says

Armenia has failed to learn lessons from last year’s war in Artsakh and is nearing a “tragic point”, according to military expert Tigran Abrahamyan, the head of the analytical center Henaket.

“The biggest problem for us is that the border in Syunik had gone unprotected, allowing Azerbaijanis to enter our territory without obstacles. In other words, our primary problem is the conduct of the military-political leadership,” Abrahamyan told a news conference on Tuesday.

According to him, the “criminal inaction of the authorities” has pushed Armenia into applying to Russia, the CSTO or a number of European countries.

“We should clearly realize that what is happening today in the direction of Gegharkunik and Syunik Provinces continue to be linked with the southern parts of Syunik and Artsakh. In other words, the act of aggression here, the ongoing negotiations with all their components are connected with the developments around Artsakh and Syunik,” he said.

Abrahamyan claimed Azerbaijan is now trying to resolve several problems for itself. First of all, it seeks to get new levers of pressure against Armenia, to make use of the inaction of the current Armenian authorities and to get the most out of the process.

“We must understand that what we are witnessing is very important for us in terms of the existence of the homeland, while for the current government that idea does not exist at all. You see, the government members state that the army protects the people, not the deserted areas, and there were no military positions in those areas, no fighting took place there, because there were no servicemen,” he said.

According to Abrahamyan, the statement that a large part of the border was unprotected in the post-war period amounts to a crime report.

“After the November 9 statement, we lost 75% of Artsakh, nearly 5,000 of our compatriots were killed, but Armenia has not learned lessons even today and is nearing the next tragic point. Those who have been to Syunik in the recent 6-7 months and have seen which part of the highway the Azeri forces are deployed, have a better understanding of the situation. Unfortunately, a large part of our society does not realize what a tragic point we have reached. This is not just a problem facing our homeland, there is also a regional problem here involving Iran, Azerbaijan and others,” he said.

Sports: European U-23 wrestling championship: Arman Andreasyan and Arman Avagyan score bronze medals

Armenia’s wrestlers Arman Andreasyan (70 kg) and Arman Avagyan (79 kg) scored bronze medals at the European U-23 freestyle wrestling championship taking place in Skopje, North Macedonia.

During the competition for the bronze medal, Andreasyan beat Ukrainian Denis Borohani 3-2, while Avagyan beat Georgian Goga Mamiauri 7-4.

Razmik Papikyan (61 kg) and Hrayr Alikhanyan (74 kg) scored a pass to the final after starting to compete on May 18. On May 19, Papikyan will compete with Georgian Teimuraz Vanishvili during the final, and Hrayr Alikhanyan will compete with Russian Chermen Valiyev for the gold medal.

YEREVAN, MAY 14, ARMENPRESS. Armenian caretaker Minister of Defense Vagharshak Harutyunyan and Russia’s Minister of Defense Sergey Shoygu held a phone conversation on May 14.

“The defense ministers of the strategic ally countries discussed the situation in the Syunik Province. Vagharshak Harutyunyan presented to his Russian counterpart the Armenian side’s actions in this situation, noting that in all areas where the Azerbaijani [troops] have invaded, including in Sev Lake, the entire terrain, the servicemen and the roads are under the complete control of the Armenian army,” the Armenian defense ministry said in a news release.

Attaching importance to the need for a peaceful resolution to the situation, at the same time Harutyunyan considered inadmissible any encroachment against the sovereign territory of the Republic of Armenia.

Harutyunyan and Shoygu also discussed a number of issues related to the Armenian-Russian military cooperation, the Russian peacekeeping mission in Artsakh and regional security.

STEPANAKERT, MAY 5, ARMENPRESS. President of Artsakh Arayik Harutyunyan visited on May 4 Haterki subregion of Martakert and Aknaberd community in Shahumyan region, the Presidential Office told Armenpress.

The President of the Republic met with the locals and the community leaders, discussing the current problems facing the communities, their solution ways and a number of programs directed for infrastructure development.

The President noted that the construction works will continue in Getavan, Zardakhach, Haterk, Zaglik, Chapar and Aknaberd aimed at constructing houses for the families displaced due to the recent war. In this respect he gave concrete instructions for the proper fulfillment of these works.

As for the security environment, Arayik Harutyunyan once again stated that Artsakh is trying to solve the problems of the field, combining the efforts of the Defense Army, Armenia and the Russian peacekeeping troops, and supports the peaceful solution of all problems.

“The international recognition of the Republic of Artsakh has been and remains on the agenda”, he said.
