Talks about Armenia’s withdrawal from EAEU untrue: Kalashnikov

All the talks in Russia, including the media publications that Armenia will withdraw from the EAEU and the forces from outside are working on it, are not true, Chairman of the Russian State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Leonid Kalashnikov said at a news conference today.

“I think Armenia’s parliament has made a definite step in a right direction by creating a standing committee to deal with Eurasian integration issues. Armenia and EAEU have firm ties which give economic effect, and which is seen in figures,” Kalashnikov said.

YEREVAN. – Information technologies have become a priority sector in Armenia because of non-interference of the state, media expert Samvel Martirosyan told reporters on Friday.

The expert believes that this independence from the government agencies and government control shows that now Armenia can carry out a revolution in e-commerce.

“We have to conduct smart economic policy so that the possibilities of e-commerce could not become an evil. We have to promote export so that people living in Armenia could have a chance to sell products outside the country, not to buy only,” he added.

The expert emphasize that the advantage has to be given to the companies that want to sell on the web.

“In order to do this we have to raise the level of education and to improve necessary infrastructure,” he emphasized.

YEREVAN, FEBRUARY 14, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan had a telephone conversation with the Prime Minister of Lebanon Saad Hariri. Pashinyan congratulated Saad Hariri on the formation of Government in Lebanon and his re-appointment as the Prime Minister of the country.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, Nikol Pashinyan wished success to Saad Hariri and his team and expressed confidence that the new Cabinet headed by Mr. Hariri will lead the country towards development and economic progress.

The interlocutors highlighted the strengthening of economic relations between the two countries. An agreement was reached to hold the Armenian-Lebanese intergovernmental commission meeting in April.

No one charged yet over Armenian soldier’s death during New Year

An Armenian soldier identified as Edgar Grigoryan suffered fatal gunshot injuries on New Year’s day, with authorities providing no information on the incident.

Speaking to Panorama.am, spokesman for the Armenian Defense Ministry Artsrun Hovhannisyan commented on the reason why the ministry did not report the death of the serviceman, explaining it has nothing to do with the military duty or a service-related situation.

“Since the incident is not linked with the military duty or a service-related situation, the preliminary investigation does not have a clear answer on this matter, that’s why no information has not been provided,” he said.

A contract soldier, Edgar Grigoryan sustained fatal gunshot wounds in the chest at the combat position of a military unit on 1 January, at around 4am. He died after being hospitalized at the Meghri Medical Center, the Investigative Committee told Panorama.am.

The committee says it has launched a criminal case into ‘causing someone else’s suicide’ under Article 110 of Armenia’s Criminal Code.

“Causing somebody to commit suicide or make an attempt at a suicide by indirect wilfulness or by negligence, by means of threat, cruel treatment or regular humiliation of one’s dignity, is punished with imprisonment for the term of up to 3 years,” reads the article.

A probe is underway to reveal the circumstance behind the incident. “No one is charged in the criminal case,” the committee said.

By the decree of the RA President Armen Sargsyan, Albert Baghdasaryan was appointed the head of the organizational-recruitment department of the General Staff of the Armed Forces of the Republic of Armenia. We learn about this from the president’s information website.


“Based on the recommendation of the Prime Minister, in accordance with Article 133, Part 1 of the Constitution, as well as Article 35.1, Part 1 and Article 36, Part 1, Clause 1 of the Law of the Republic of Armenia “On Military Service and the Status of Servicemen”.


“Albert Baghdasaryan has been appointed the head of the organizational-recruitment department of the General Staff of the Armed Forces of the Republic of Armenia,” said the decree.

Armenia has sent 83 soldiers to Syria as part of a Russian-backed demining and humanitarian mission there.

For years, Russia has been asking its military allies to help out in Syria, but until now no one has taken them up on the offer. The Armenian offer comes as Yerevan-Moscow ties have been frayed following the rise to power of Nikol Pashinyan and his team of pro-Western allies.

But the deployment appears to have gained the Kremlin’s favor, at least for now. “I would like to express my appreciation for the humanitarian assistance to Syria,” Russian Defense Minister Sergey Shoigu told his Armenian counterpart, David Tonoyan, in Moscow. “You were the first to respond to our call for providing assistance to the Syrian people.”

The Armenian side strove to emphasize the non-combat nature of the deployment. “The Armenian specialists will carry out humanitarian activities, connected with demining, anti-mine education, and providing medical assistance in Aleppo, exclusively outside areas where military activities are being conducted,” the Armenian Ministry of Defense said in a February 8 statement. The statement also noted that the soldiers were transported to Syria by Russia, and will operate with Russian logistical support while they are there.

“I express a huge thanks for the aid that Russia has provided, especially the Ministry of Defense and you personally, in organizing our humanitarian aid for Syria. You have made a large contribution,” Tonoyan told Shoigu at their joint appearance in Moscow, the Russian Defense Ministry reported in a statement.

Russia has been pushing its allies in the Collective Security Treaty Organization (CSTO) to send peacekeepers to Syria even before Russia itself got militarily involved. (The CSTO includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan.) Armenia has been mooting the possibility of sending deminers to Syria since 2017.

It’s not clear why it took so long for the deployment to actually take place. But Armenia has been in hot water with Russia, especially with respect to the CSTO, and the deployment will certainly ease some of the pressure from Moscow. An Armenian general, Yuri Khachaturov, had been the secretary general of the CSTO but last summer, following Pashinyan’s coming to power, the new authorities charged Khachaturov in connection with a wide-ranging investigation into the violent breakup of protests in 2008. (Khachaturov was the head of the Yerevan military garrison at the time.)

In November, Armenia formally recalled Khachaturov from his position as secretary-general, whose term was supposed to end in 2020. That prompted a leadership struggle within the organization which has yet to be resolved. Yerevan had hoped to replace him with another Armenian official to fill out the remainder of Khachaturov’s term, but other CSTO members have had other ideas and appear to be coalescing around another candidate: Stanislav Zas, chairman of Belarus’s National Security Council.

As it happens, the day before Armenia’s Syria deployment was announced, Zas told journalists in Minsk that every CSTO member state except Armenia supported his candidacy. And he said that while he had met with the presidents of all the other CSTO member states in December, Armenian officials have yet to respond to his request for a meeting.

“For now, the process [of naming a new secretary-general] is not moving at all,” Zas said. “I sent a proposal [to the Armenians] and am ready to meet at a convenient time for the Armenian side but so far I have not gotten a response.”

The decision is supposed to be made by consensus, but Zas also suggested that a new secretary general could be named without Armenia.

“This isn’t the best variant. These decisions should be made by consensus. This is the guarantee of normal, uninterrupted work. We hope that a decision can be made on a consensus basis in the near future,” he said.

Asked about Zas’ statement, Anna Naghdalyan, the spokesperson for Armenia’s Foreign Ministry, responded: “Considering that important consultations are going on among CSTO members, at the current stage statements and comments do not help the reaching of a legal decision acceptable to everyone, on the basis of a consensus of all six states.”

YEREVAN, FEBRUARY 7, ARMENPRESS. Armenian police and the foreign ministry of India are closely monitoring the case of four Indian nationals who appear to be stranded in Armenia as result of fraudulent Indian travel agents.

The Armenian police said they are aware of the matter and noted that the individuals have been deceived in India.

“The Armenian police is aware of the information,” police spokesperson Ashot Aharonyan told ARMENPRESS, referring to an article by Hindustan Times describing how the four Indian nationals have appealed for help.

“The mentioned information is about a crime committed in the territory of India,” he said.

According to the Hindustan Times, four Indian youths stuck in Armenia have uploaded a video on social media requesting India’s Sangrur MP Bhagwant Mann to bring them back. Kapurthala (Punjab) police have booked six people, for fraudulently sending the four men to Armenia on tourist visa in December last year after promising work visa, according to Hindustan Times.

India’s foreign minister Sushma Swaraj tweeted later that she is also aware of the situation.

“I have seen the news report in Daily Hindustan dated 7th February reg four Indians from Punjab who are stranded in Armenia. Indian Ambassador in Armenia has reached them and is providing all help and assistance”, she said on Twitter.

Swaraj also said she spoke with Punjab’s police chief to apprehend the fraudulent travel agents. “He has promised immediate action on the matter”, she said.

In an alarming article titled – ‘Haven’t eaten in 5 days’: 4 Punjab youth trapped in Armenia send video SOS – the Hindustan Times reported that the four Indian nationals have not had anything to eat for five days and that their landlord is demanding them to leave their home, apparently due to failure to pay the rent.

According to the newspaper, the four Indian citizens have said that a group of seven travel agents from Dhilwan and Patti duped them of Rs 4 lakh each and fraudulently sent them on tourist visa to Armenia.

In 2018, the number of Indian nationals who have been granted residency permits was 1882. 25 received permanent residency status.

The growth in inbound citizens from India in the recent years to Armenia is also associated with visa policy.

Theater: Sundukyan Theatre in Yerevan to have the second stage

The Sundukyan State Academic Theatre will have the second stage that for the black box experimental theater to be launched form February 15. As Panorama.am leant from Theatre Director Vardan Mkrtchyan the new modern stage will open in an adjacent building of the theatre that has been completely reconstructed in line with modern standards.

“This huge theatre cannot have simply one stage as it will ultimately lead to stagnation, while small theatre stages may serve as practice spaces for experiments, new ideas and prospects,” Mkrtchyan said.

Referring to the specifics of the black box theatre, Mkrtchyan noted that the staging director himself decides the number of spectators and the setup at a performance. In the words, the new space of the Sundukyan theatre is designed to accommodate around 150-200 people.  To note, one feature of the black box theatre is  that in the case of experimental performances, unusual arrangements of seating and stage can be offered.

During a conversation with journalists in Yerablur, Foreign Minister Zohrab Mnatsakanyan highlighted the creation of favorable conditions for peace in Nagorno-Karabakh.

“We have not deviated from our position regarding exclusively peaceful settlement within the framework of the OSCE Minsk Group Co-Chairmen. The most important thing we have said is that the status and security of Artsakh remain the most urgent issues for Armenia. The talks are about it.”

According to the observation about what kind of steps have been taken after the change of power to involve Artsakh in the negotiations, Zohrab Mnatsakanyan noted that Armenia cannot take all the obligations without Artsakh.

“This is a practical issue, if everything does not happen at once, that does not mean we have forgotten it.”

“We will maintain peace. The primary issue is the status and security,” emphasized Zohrab Mnatsakanyan.
