The National Security Service of Armenia completed the preliminary investigation into the case of the ex- commander of the NKR Defense Army

ARMINFO News Agency, Armenia
July 14, 2017 Friday
The National Security Service of Armenia completed the preliminary
investigation into the case of the ex- commander of the NKR Defense
Army
Yerevan July 14
Alexander Avanesov. In the Investigation Department of the National
Security Service of the Republic of Armenia, a preliminary
investigation was completed with respect to 7 defendants in the
criminal case under investigation on the facts of money laundering, as
well as illegal acquisition, storage and transportation of ammunition.
This was reported by the press center of the National Security Service
of Armenia.
According to the source, the investigation found that in July 2016
citizen Samvel Babayan reliably learned that people living in the
Russian Federation have a large batch of money withdrawn from cash
circulation and euro banknotes filled with special paint. He
undertookMeasures for their acquisition, distortion through chemical
cleaning and processing of their criminal origin and further
introduction into circulation in the territory of Armenia. In these
operations Babayan was assisted by a resident of Yerevan Karen
Kocharyan, Andranik Kocharyan, a resident of the village of Buzhakan,
who has knowledge of chemistry Zhor Zakaryan. In August-September 2016
Samvel Babayan, as the first party, purchased 100 banknotes in nominal
value of 50 euros, paying for them 2900 dollars. Then Karen Kocharyan
organized the transportation of these banknotes from Russia to Armenia
by bus with the help of Yerevan resident David Harutyunyan. However,
on September 20, 2016, banknotes were discovered and seized by NSS
officers in Yerevan.
As noted in the investigation of another criminal case, it became
known that Samvel Babayan, planning to acquire MANPADS "Igla",
promised in summer2016 Vaharshapat resident Sanasar Gabrielyan $ 50
thousand for his illegal acquisition, transportation and storage.
Gabrielyan illegally acquired the complex through residents of
Vagharshapat Armen Pogosyan and Hrachya Mailyana who traveled to
Georgia and agreed to purchase the complex for $ 38,000 through a
resident of the village of Vagharshapat RA living there. After the
delivery to Armenia, Poghosyan and Gabrielyan photographed it to show
Babayan. Samvel Babayan promised to pay 50 thousand dollars. On March
22, 2017, Mailyan voluntarily presented weapons to the National
Security Service. On the same day after Gabrielyan's detention, Samvel
Babayan tried to destroy photographs of weapons and eliminate all
traces, but he was also detained. To implement a comprehensive, full
and objective investigation, the above criminal cases were combined
into one proceeding. Samvel Babayan charged with Part 1 of Art. 190
and Part 2 of Art. 38-235 of the RA Criminal Code. The charge of
smuggling weapons was lifted. The criminal case against the indictment
is sent to the prosecutor who oversees. It should be reminded that the
court of general jurisdiction of Yerevan's administrative districts
Kentron and Nork-Marash granted an application for a 2-month detention
in respect of the former commander of the Defense Army Artsakh Samvel
Babayan within the framework of the criminal case on the smuggling of
MANPADS "Igla" . The former commander of the Artsakh Defense Army
Samvel Babayan was then charged on the grounds of Part 2 of Art. 235
and part 2 of article 235.1 of the RA Criminal Code.
The press service of the Prosecutor General's Office of Armenia
reported on March 25 that Samvel Babayan, the former commander of the
Artsakh Defense Army (NKR), although he does not recognize the
accusations brought against him in the case of the smuggling of the
Igla to the Armenia, during interrogation in the status of the
suspect, together with other Held in this case by suspects,

Armenians in Europe demand equal rights for Artsakh

Aravot, Armenia
July 14 2017

“We, as European citizens and taxpayers, have the right to demand”, said the general coordinator of the Federation of Armenian Organizations of Belgium Shahnur Minasyan, the presentation of “Europe’s Engagement in Artsakh” campaign. The point is that Armenians living in European countries and those who are tax-paying in these countries have the right to demand Europe to show equal approach towards Artsakh and implement various programs, as it does in other unrecognized countries.

Signature collection of Armenians living in Europe is planned within the framework of the campaign. It started on June 7. Shahnur Minasyan said there are two thousand signatures, but the number is small, as 800,000 Armenians live in Europe. “We urge to join and show that Artsakh aspires to Europe through its system of values and it is not true that it is ignored. This is not a political campaign: it’s a social initiative which aims to establish connections between Artsakh and Europe through European civic organizations”, he said.

After the signature collection, which will probably be summed up in autumn, it will be presented to different European institutions with a demand not to ignore Artsakh.

But the campaign will not end with signature collection, the work will be continuous.

AGBU Armenia’s Director Dalar Kazanjian said that they are implementing various projects in Artsakh, but they especially emphasize this campaign. “EU involvement in Artsakh is not an end in itself: the goal is to change people’s opinions and inform the reality. We want different international institutions to be involved in this. We started with the EU. AGBU’s goal is to ensure a better life for the people of Artsakh, the protection of their human rights”, she said.

BAKU: MPs, senators, ex-ministers urge Macron to put pressure on Armenia

Trend, Azerbaijan
July 7 2017
7 July 2017 15:19 (UTC+04:00)

  •
  • Baku, Azerbaijan, July 7

    Trend:

A number of former and current officials of France sent a letter to President of France Emmanuel Macron and pointed out the July 4 shelling of the Alkhanli village in Azerbaijan’s Fuzuli district by the Armenian armed forces, which resulted in the killing of a two-year-old child and her grandmother.

The letter to French President Emmanuel Macron, was sent by:

Former minister, Member of the European Parliament Rachida Dati

Former minister, Senator representing Upper Rhine department at the French Senate Jean-Marie Bockel

    MP Jean-Pierre Door, Loiret department

    MP Jerome Lambert, Charente department

MP Jean-Luc Reitzer, Upper Rhine department

    MP Andre Villiers, Yonne department

Senator Andre Reichardt, Lower Rhine department

    Senator Nathalie Goulet, Orne department

    Senator Jerome Bignon, Somme department

    Senator Eric Dolige, Loire department

    Senator Sylvie Goy-Chavent, Ain department

    Senator Alain Houpert, Cote-d’Or department

    Senator Christian Namy, Meuse department

    Senator Alain Vasselle, Oise department

Former MP, President of the French Association of Friends of Azerbaijan Jean-Francois Mansell

Former MP, Mayor of Claye-Souilly Yves Albarello,

Former MP, Mayor of Arcachon Yves Foulon,

Former MP, Mayor of Houdan Jean-Marie Tetart

    Former MP, Georges Fenech

In the letter, the abovementioned people noted that Armenia has been violating international law for 25 years.

The letter, which contains information about the expulsion of one million Azerbaijanis from their homes as a result of Armenian-Azerbaijani Nagorno-Karabakh conflict, the policy of ethnic cleansing pursued by the Armenians against Azerbaijanis and the Khojaly genocide, states that 20 percent of Azerbaijani lands is occupied by Armenian armed forces.

They reminded about the resolutions adopted by the UN Security Council and General Assembly on the immediate and unconditional withdrawal of the Armenian occupying forces from the Azerbaijani territories, and urged the French president to exert pressure on Armenia to fulfil those resolutions.

    The letter is as follows:

    “Mr. President,

The 25-year occupation of the Nagorno-Karabakh region of Azerbaijan and seven adjacent districts, by Armenia, adds to the prolonged violation of international law and the fact that tears of the families of countless victims of this unresolved conflict, both among civilians and the military, to which the world remains indifferent, continue to flow.

The killing of two-year-old Zahra and her grandmother by the Armenian side on July 4 once again reminded to more than one million Azerbaijani refugees and IDPs, who were expelled from their homes, from their land, and who became victims of ethnic cleansing, about the terrible Khojaly genocide, where hundreds of people were killed en masse, and about the pain from the occupation of the native lands.

The time has come when negotiations are needed to achieve sustainable peace in the unstable world we live in, because if Azerbaijan runs out of patience, the whole region can engulf in flames.

As you know, the primary basis for the conflict settlement was defined in resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993), adopted by the UN Security Council, and 62/243 of the UN General Assembly.

These resolutions require complete, immediate and unconditional withdrawal of Armenian occupying forces from the occupied Azerbaijani territories.

Unfortunately, due to the non-compliance with these resolutions, the Azerbaijani territories are still under occupation.

The situation today is very clear – the international community has resolutions, adopted in the course of voting, and the OSCE Minsk Group, which is charged with resolving the conflict.

The time has come to put an end to the occupation of 20 percent of Azerbaijani territories and the status quo, which have been going on for 25 years.

International law should be applied everywhere. This is an unconditional factor of the regional and international security. It is important that pressure is immediately exerted by the international community, including France, for Armenia to fulfill the UN Security Council resolutions in the shortest possible time.

France, like Russia and the US, has been a co-chair of the OSCE Minsk Group since 1997. There seems to be no assurance from its partners, in connection with their strategic and tactical reasons, on mobilization to resolve the conflict.

In order to stop the protraction of intermediaries and given the inadmissibility of the conflict resumption, we ask you, Mr. President, to immediately react in accordance with the authority of the OSCE Minsk Group co-chair and a permanent member of the UN Security Council.

France is capable of carrying out active political activities in the Caucasus as well.

Balanced political, economic and friendly relations with Armenia and Azerbaijan enable us to listen to each of the two states. After that we only need strong political will.

Wouldn’t it be appropriate if at the beginning of a new five-year mandate that began with the motto of the return of France to the international stage, the French initiative, related to manifestation of respect for human life and compliance with international law in the Caucasus, was put forward?

Believing in your will to put forward fair initiatives to restore peace in the Caucasus, we express our great respect for you, Mr. President.”

    Reporter

U.S. Marshals have arrested two Turkish men living in U.S. for their role in beating peaceful protesters outside of the Turkish embassy in Washington, D.C. last month, a source with knowledge of the matter tells The Daily Caller.

The State Department confirmed in a statement to TheDC that arrests have been, and the Washington, D.C. Metro police department identified the two men as Eyup Yildirim and Sinan Narin.

“Now that charges have been filed, the Department will weigh additional actions for the named individuals, as appropriate under relevant laws and regulations. Any further steps will be responsive and proportional to the charges,” a State Department official said.

Yildirim, a 50-year-old construction company owner from New Jersey, faces charges of assault with significant bodily injury and aggravated assault. Narin, from Virginia, faces an aggravated assault charge.

The Washington-based Turkish news website Washington Hatti first reported on Wednesday that Yildirim was one of the men arrested.

Minsk mediators and Armenian leadership discussed situation around Karabakh settlement

    ARMINFO News Agency, Armenia
     Monday
Minsk mediators and Armenian leadership discussed situation around
    Karabakh settlement
    Yerevan June 12
Mariana Mkrtchyan. On June 10, Armenian President Serzh Sargsyan
received the co-chairs of the OSCE Minsk Group Igor Popov (Russia),
Richard Hoagland (USA), Stefan Visconti (France) and Personal
Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk.
As the presidential pres service told ArmInfo, the interlocutors
discussed issues related to the process of peaceful settlement of the
Karabakh problem. The situation was on the line of contact between the
Karabakh-Azerbaijani troops and the Armenian-Azerbaijani state border,
including incidents that took place recently on the front line were
discussed. Participants of the meeting noted the importance of loyalty
to obligations towards a peaceful settlement of the conflict in the
negotiation process, as well as the implementation of the reached
    agreements at the highest level.
On the same day, Armenian Foreign Minister Edward Nalbandian met with
the mediators, who drew the attention of the co-chairs to the fact
that Azerbaijan not only failed to fulfill the agreements reached in
Moscow between the foreign ministers of Armenia, Azerbaijan and Russia
in April with the participation of the mediators regarding the agreed
identical text that media published from both Armenian and Russian
sides, but also issued another absurd comment that allegedly during a
meeting in Moscow, the ministers noted not the importance of
implementation of agreements but discussed the agenda of the summit
    talks.
According to the Armenian Minister, despite the fact that the
mediators' statement of May 18 - is not the first address, Azerbaijan
continues to ignore calls of intermediaries. According to Nalbandian,
the situation is coming when the countries co-chairs, as mediators,
must not only make statements, but also resort to appropriate concrete
actions in order to curb the destructive and provocative policy of
    Azerbaijan.
