The votes clear yet another hurdle toward full House recognition of the Armenian Genocide. `We are very gratified by the House International Relations Committee's broad bipartisan support for today's action towards US recognition of the Armenian Genocide,' stated ANCA Chairman Ken Hachikian. `The Armenian American community deeply appreciates the leadership of Representatives George Radanovich (R-CA), Adam Schiff (D-CA), Frank Pallone (D-NJ) and Joe Knollenberg (R-MI) and the support of all our friends on the panel. As we work to build on the Committee's favorable action, we look to Speaker Hastert to honor his pledge and to schedule a full floor vote on Armenian Genocide legislation at the earliest opportunity.' Rep. Adam Schiff, a lead cosponsor of H.Res.316 and author of H.Con.Res.195 opened the Committee's discourse on both resolutions. Commenting on Turkey's ongoing denial of the Armenian Genocide, Rep. Schiff stated, `Ankara's behavior is as inexplicable as it is shameful. Turkey bears responsibility for its decades of denial and for compounding the suffering of the Armenian people by attempting to blame the victims for the crime.' Rep. Schiff also recognized three Armenian Genocide survivors--Mrs. Rose Baboyan, Yeretzgeen Sirarpi Khoyan and Mrs. Lusazine Tatarian--whose presence at the hearing was arranged by the ANC Washington DC chapter. In his concluding remarks, Chairman Hyde responded to arguments that passage of the Genocide resolutions could potentially harm US--Turkey relations. While noting that, `I very much believe the [US-Turkey] relationship is of great importance to us,' Rep. Hyde stated, `I don't believe that these resolutions will harm that relationship. They merely recognize the fact that the authorities of the Ottoman Empire deliberately slaughtered the majority of the Armenian community in that Empire.' Rep. Hyde went on to note that `denial of that fact cannot be justified on the basis of expediency or fear that speaking the truth will do us harm.' In all, twenty-four Members of the International Relations Committee spoke on the measures, with twenty-one voicing support for Congressional recognition of the Armenian Genocide and three speaking against. The speakers represented a broad bi-partisan spectrum of the Committee, with 15 democrats and 9 Republicans voicing their positions on the issue. Both H.Res.316 and H.Con.Res.195 were adopted by overwhelming margins of 40 to 7 and 35 to 11, respectively. The complete vote tallies will be provided on the Armenian National Committee of America website Following passage of the measures, Representatives Radanovich, Schiff, Pallone and Knollenberg hailed the Committee's overwhelming approval of the legislation. Rep. Radanovich noted, `The US National Archives is replete with thousands of pages documenting the premeditated extermination of the Armenian people. As the Armenian Genocide was being committed, the United States launched an unprecedented diplomatic, political, and humanitarian struggle to end the carnage and protect the survivors.' Rep. Radanovich continued, noting that `I appreciate the bipartisan support for this resolution [H.Res.316], which properly acknowledges the Armenian Genocide, reaffirms the proud and groundbreaking chapter in US history to halt the Genocide, and renews our commitment to preventing other occurrences of man's inhumanity to man.' `This year marks the 90th anniversary of the Armenian Genocide,' stated Rep. Schiff. `We are working to ensure our country recognizes this terrible tragedy while some of the victims are still alive, including the three brave survivors here today.' Congressional Armenian Caucus Co-Chair Frank Pallone stated `Today the House International Relations Committee moved this Congress one step closer to finally recognizing the atrocious acts inflicted by the Ottoman Turks on the Armenian people. It is now up to Speaker Hastert to realize the importance of this legislation, and finally allow a floor vote. I continue to believe that if the entire House has an opportunity to vote on recognizing the Armenian Genocide, the truth will win out and American recognition will finally occur.' Rep. Knollenberg echoed these remarks, noting that, `this legislation will show the world that America is not going to forget this horrible crime. The victims of the Genocide and their families deserve to have the crime recognized for the atrocity that it was. The committee's action today--and hopefully the approval of the full House soon--will help make sure that this terrible offense is never forgotten.' H.Res.316, which was introduced by Representatives George Radanovich (R-CA), Adam Schiff (D-CA), and Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ) and Joe Knollenberg (R-MI), calls upon the President to ensure US foreign policy reflects appropriate understanding of the Armenian Genocide. The resolution includes thirty detailed findings from past US hearings, resolutions and Presidential statements, as well as references to statements by international bodies and organizations. As of today, a bipartisan group of over 140 Representatives have already pledged their support for the measure. H.Con.Res.195, introduced by Rep. Adam Schiff and cosponsored by over eighty Representatives, was offered following direct negotiations with House International Relations Committee Chairman Henry Hyde (R-IL). The Chairman agreed to Committee-level consideration of Armenian Genocide legislation in return for Rep. Schiff tabling a planned June 8 Armenian Genocide amendment to the House Foreign Relations Authorization bill. The agreement addressed serious concerns on the part of the Administration and Congressional leaders that the Schiff Amendment--which had strong prospects of passing--would overshadow the White House meeting, held that same day, between President Bush and Turkish Prime Minister Erdogan. This measure calls on Turkey to abandon its ongoing campaign of Armenian Genocide denial and to work with Armenia to come to terms with its tragic history. TURKISH GOVERNMENT/STATE DEPARTMENT OPPOSITION MOUNTS IN DAYS LEADING UP TO COMMITTEE VOTE The Turkish Ambassador Faruk Logoglu and his lobbyists--including the Livingston Group--actively made the rounds to members of the International Relations Committee, seeking to block any action on US reaffirmation of the Armenian Genocide. As part of this effort, the Livingston Group distributed a four-page genocide-denial document to Congressional offices. During the mark up, former Congressmen Livingston and Stephen Solarz and their team of lobbyists, were actively seeking to defeat these measures. Earlier this week, American Turkish Council Chairman, former National Security Advisor Brent Scowcroft warned Speaker Dennis Hastert that even the discussion of the Armenian Genocide on the floor of the US House would be `counter-productive to the interests of the United States.' In his September 12 letter, Scowcroft, speaking on behalf of the corporate members of the ATC, accused Congressional supporters of Armenian Genocide legislation (H.Res.316 and H.Con.Res.195) of trying to `pull Turkey away from the West.' He stressed that: `The careless use of genocide language provides and excuse to do so, delivering a direct blow to American interests in the region.' The Assembly of Turkish American Associations (ATAA) also urged Committee members to oppose the measures, arguing that, `disputes over history, such as the Ottoman Armenian Tragedy, should be resolved by open and rigorous historical and legal scholarship, not political resolutions.' In an unusual development, the ATAA urged their supporters to actually use the ANCA website and its powerful WebFax capabilities to attempt the defeat of the measures. The ANCA blocked all efforts along these lines. Both the ATC and ATAA have come under scrutiny in recent weeks as the result of a 10-page story in Vanity Fair detailing FBI whistleblower Sibel Edmond's reports that it's officials were involved in illegal efforts to defeat Armenian Genocide legislation in the fall of 2000. According to the article by contributing editor David Rose, Edmonds claimed FBI wiretaps--including those of the Turkish Embassy and Turkish groups such as the American Turkish Council (ATC) and the Assembly of Turkish American Associations (ATAA)--reveal that the Turkish government and its allies boasted of bribing members of Congress as part of an alleged deal to stop consideration of the Armenian Genocide Resolution. During the mark-up, lead opponent to the measure, Indiana Republican Dan Burton, called attention to a September 15 letter to Committee Chairman Hyde, expressing the State Department's opposition to the measures. The letter noted that, `House floor debate on an Armenia resolution could damage US-Turkish relations and could undermine progress by Ankara and Yerevan as they begin quiet talks to address the issue and look to the future.' 2) Turkey Eyes German Elections Closely 'Nonsense' to let Turkey Join EU, says ex Chancellor ISTANBUL (AKI/Guardian Ulimited)--The 'Turkish factor' is featuring strongly in the final decisive days of the German presidential election campaign, and in Turkey itself the event is being closely followed by the country's media. The early election called by incumbent Gerhard Schroeder--a staunch supporter of Turkey's entry into the European Union--sees him challenged by Christian Democrat leader Angela Merkel. Over the past three weeks, Merkel has made it abundantly clear that she opposes Turkish membership of the European Union. Her Christian Democrat (CDU) party wants to offer Turkey a "privileged partnership" instead. On Thursday morning, Merkel won support for her views from an unlikely source: Germany's former Social Democratic chancellor Helmut Schmidt. In an interview with Die Zeit newspaper, Schmidt said that Merkel had got it right: it would be "unfug" (nonsense) if Turkey were allowed to join the EU, he said. For most Turks, a Merkel victory would mean the loss of a strong ally in EU: Social Democrat leader Chancellor Gerhard Schroeder. Merkel was well ahead in opinion polls but recent surveys show the September 18 vote will be a close race. Schroeder's comeback has excited the Turkish press, which is giving extensive coverage to the run-up to the elections as if the election were taking place in Turkey. Many newspapers and television networks have sent their columnists and correspondents to various German cities to test the pulse of the electorate. Pro-EU liberal-left daily Radikal covers the latest developments with a special logo, writing 'Germany`s Choice.' Though angered by his social welfare and unemployment reforms, pro-EU Turkish columnists are also encouraging Turkish-German citizens to vote for Schroeder. An estimated 600,000 of the 2.6 million Turks in Germany are German citizens with right to vote. Aydin Dogan, one of Turkey's biggest media moguls, hosted Schroeder at his media group's offices in Frankfurt two days ago, a clear sign of Turkish media support for the Chancellor and of Schroeder's desire to capture the Turkish vote. "It is very difficult to estimate who will win but one thing is certain. If Merkel comes to power, very tough days will start for Turkey," predicted columnist Seda Serdar in the conservative daily Zaman. She also underlined that although Merkel ignores Turkish votes, Schroeder needs them. Murat Yetkin, from Radikal, stressed in his article that if Merkel becomes the next chancellor of the country, Germany will be a strong partner of the US, but will move away from Turkey. 3) President Kocharian, Ambassador Evans Review Process of Introducing Constitutional Reforms YEREVAN (Combined Sources)--Armenian President Robert Kocharian and US Ambassador to Armenia John Evans met on Thursday to address the process of introducing Armenia's Constitutional reforms. In an August 26 statement, Ambassador Evans termed the revised constitution "a notable step forward," urging the government to take "the necessary steps... to increase public awareness about this important process so that a well-informed public can express its will in the referendum scheduled for November." If adopted, the revised constitution would enter into force two years from the referendum. Armenia's opposition groups vehemently oppose President Kocharian's proposed changes to Armenia's constitution that are backed by the international community. At the Venice Commission's urging, the amendments are intended to pass greater powers from the president to parliament and the prime minister. Among other provisions, the reforms call on the National Assembly to appoint the human rights ombudsman and members of the National Radio and TV commission. The president has also been removed from the Council of Justice, a body that plays a key role in appointing judges. During their meeting, the Ambassador and President also reviewed the pace negotiations on settling the Mountainous Karabagh conflict. Evans also thanked the Armenian government and people for their assistance to the victims of Hurricane Katrina. 4) California-Armenia Trade Office Bill Passes State Assembly and Senate -- Bill Awaits Governor Schwarzenegger's Signature SACRAMENTO (ANCA-WR)--The International Trade and Investment Office: Yerevan bill (SB 897), introduced by California State Senator Jack Scott (D-Pasadena) in February of this year, recently passed in both the California State Assembly and Senate. The bill passed the chambers of the legislature with overwhelming bi-partisan support, having gained a vote of 77-1 in the Assembly and 32-1 in the Senate. The bill was enrolled and sent to the desk of Governor Arnold Schwarzenegger on September 8th for his signature. "Once again through the leadership of Senator Scott and his tireless staff, Californians and Armenians alike can move forward towards establishing closer business and trade relations with one another which will benefit both peoples equally," said Armenian National Committee of America-Western Region (ANCA-WR) chair Steve Dadaian. "We look forward to Governor Schwarzenegger's approval of this commonsense measure aimed to allow the State of California to properly operate its trade office in Armenia." For over five years, the ANCA-WR has worked to improve trade relations between California and Armenia. SB 897 aims to extend the sunset date for the creation and operation of the California International Trade and Investment Office in Yerevan, Armenia which was established by state statue in 2002. The current sunset date for the trade office is set for January 1, 2006. The bill, however, would extend this deadline to 2008. SB 897 was introduced by Senator Scott, with principal coauthors Senators Chuck Poochigian (R-Fresno) and Jackie Speier (D-San Mateo), Assemblymembers Juan Arambula (D-Fresno) and Dario Frommer (D-Glendale), as well as coauthors Sen. Joe Simitian (D-Palo Alto), and Assemblymembers Greg Aghazarian (R-Stockton) and Carol Liu (D-Pasadena). Last month, ANCA-WR Government Relations Director Armen Carapetian delivered testimony in the Capitol to secure passage of SB 897 in key committees and met with Assemblymembers and staff to galvanize support for the measure. the parties discussed the constitutional reform process and Armenia’s
meeting the commitments undertaken at the entry to the CE. Noting
the importance of the constitutional reform the representatives of
the Council of Europe voiced hope that the Armenian people realize
its significance for the future of the republic. Vartan Oskanian
familiarized the CE officials with the current stage of the Karabakh
conflict settlement. On the same day he met with the Portuguese
Ambassador to the CE.

by Governor Valentina Matvienko is arriving in Yerevan, reported
the Press Service of the St. Petersburg Governor. The delegation
includes Plenipotentiary Representative of the Russian President in
North-Western Federal District Igor Klebanov, St. Petersburg Government
members, chairs of committees. The delegation will take part in the
Saint Petersburg Days held in Yerevan within the framework of the year
of Russia in Armenia. The St. Petersburg Days program provides for a
meeting with Armenian President Robert Kocharian, Yerevan Mayor Yervand
Zakharyan and Minister of Territorial Administration of Armenia Hovik
Abrahamyan. Within the meeting framework an exhibition of Petersburg
artist will open as well as a meeting with students and teaching staff
of the Russian-Armenian University and a concert will be organized,

Yerevan, 12 September: [Azerbaijani President] Ilham Aliyev’s
frequent public statements about an increase in the military budget
of Azerbaijan are “moves in wrong direction”, the vice-president
of the International Crisis Group (ICG), Alain Deletroz, said in
Yerevan today.
Addressing a news conference in Yerevan today, Alain Deletroz said
that “the arms race will be extremely dangerous for the sides of the
Nagornyy Karabakh conflict and for the region on the whole”. This is
why, the ICG vice-president thinks, “Armenia and Azerbaijan should
use the chance for the settlement of the conflict given by the Prague
process”.
Alain Deletroz said that on 14 September the International Crisis Group
will issue its report which contains recommendations to the parties in
the conflict for the settlement of the Nagornyy Karabakh problem. The
ICG vice-president mentioned basic recommendations to the authorities
of Armenia and Nagornyy Karabakh listed in the report: to continue
the Prague process; not to allow appearance of new settlements on
occupied territories; to pull out troops from the occupied territories.
As for determining the status of Nagornyy Karabakh, Alain Deletroz
thinks this issue cannot be solved today and it is necessary to return
to it in 10-15 years “by means of democratic procedures”. The ICG
vice-president believes that till that time Nagornyy Karabakh will
be under the protection of international security guarantees.

Among the factually unfounded and morally bankrupt points raised by the ATAA in the space of its one-page alert are the following: -The ATAA warns its members: "Inaction on the part of the Turkish American Community will compromise U.S.-Turkish relations, encourage more acts of harassment, violence and terrorism against people of Turkish and Turkic descent, and could potentially lead to territorial and compensations claims against the Republic of Turkey;" -The ATAA urges its members to tell members of Congress that HRes316 and HConRes195 "provide a one-sided, misinformed view of WWI Ottoman history and would deal a great blow to the Turkish American community, and furthermore inflict damage upon the partnership between Turkey and the United States;" -The ATAA stresses that resolutions such as HRes316 and HConRes195 "impede dialogue and reconciliation between Armenia and Turkey, discouraging the Armenian side from engaging in scholarly examination of these complicated historical events;" -The ATAA notes that "As the Armenian American lobby acts up again, we have only two choices: we can be passive and allow these allegations to go on, or we can stand up and defend ourselves, our history, and the future of our children here in the United States;" -The ATAA stresses that its efforts are not "anti-Armenian," explaining that "Armenian people are held hostage by the agenda of their country's ultra-nationalist government and extremists in the Armenian American, European and Middle Eastern communities." Dennis Hastert Speaker of the House of Representatives The Capitol Washington, DC 20515 Dear Mr. Speaker: As Chairman of the American-Turkish Council, I am gravely concerned about plans to debate in the House of Representatives HConRes195, a resolution "Commemorating the Armenian Genocide" and urging the Government of Turkey to acknowledge the culpability of Ottoman Turks for it, and HRes316, a resolution recognizing claims of "genocide" of Armenians by Ottoman Turks. Together with ATC's members, I strongly urge opposition to these resolutions and suggest that floor deliberation of them would be counter-productive to the interest of the United States. Whatever people individually decide on the merits of these resolutions, it is important to note the real world consequences of their adoption. When the French Senate passed such a resolution, it cost France over $1 billion in cancelled contracts and lost business opportunities. Enactment of genocide language would jeopardize our ability to achieve strategic interest with Turkey and in the region. Furthermore, it is quite likely that the business interest of several of our American members would be jeopardized by passage of such prejudicial legislation. The American-Turkish Council strongly believes that the events about which HConRes195 and HRes316 speak are matters for historians to decide-not politicians. Unfortunately, these resolutions express, as matters of law and fact, issues that remain widely disputed by scholars, historians, and legal experts. Accordingly, we strongly urge you to review the attached letter that Turkish Prime Minister Erdogan sent Armenian President Robert Kocharian on April 10, 2005, seeking to normalize bilateral relations as well as address painful long-standing historical issues. Although Armenian President Kocharian rejected his offer, we are encouraged that Prime Minister Erdogan and his government, by reaching out to Armenia with an offer for an open dialogue on difficult issues involving Turks and Armenians, are taking an historic step. Turkish-Armenian rapprochement is in the best interests of both nations, and the ATC believes now is the time for reconciliation. We sincerely hope that President Kocharian and his government will take the opportunity to reciprocate the olive branch extended by Prime Minister Erdogan. Turkey's strategic location at the crossroads of Europe, the Middle East, the Caucasus, and the Balkans places it at the center of American's current and long term strategic interest. As Turkey stands on the threshold of accession talks with the European Union, the US should be doing all it can to encourage positive momentum for Turkey. HConRes195, while purporting to support Turkey's EU accession talks, and HRes316 do exactly the opposite. The resolutions encourage those who would pull Turkey away from the West. The careless use of genocide language provides an excuse to do so, delivering a direct blow to American interests in the region. The ATC believes that legislators should not attempt to resolve historical issues by resolution. Historical commissions, fairly staffed, adequately supported, and afforded full access to the archives, are better suited to attempting the reconciliation that we all support. ARF Bureau member Mario Nalbandian, ARF South America Representative Haroutioun Hovanessian, and other members of the party greeted Bielsa who received applause as he entered the center's restaurant. During his visit to Armenia, Bielsa had meetings with President Robert Kocharian, Foreign Minister Vartan Oskanian, as well as deputy speaker of Armenia's parliament, Vahan Hovhannisian. A video presentation detailed Bielsa's trip to Armenia, and highlighted the Foreign Minister's readiness to help strengthen relations between the two countries. Armenia's Ambassador to Argentina, Ara Ayvazian told the gathering that the Foreign Minister's trip to Armenia is significant when considering the potential for developing business between the two countries. Ayvazian thanked Bielsa for backing Armenia on a variety of political issues. South America Armenian National Committee Representative Pedro Mouradian pointed to the years-long relationship with Bielsa, and the foreign minister's lasting cooperation. Bielsa outlined his formal meetings in Armenia, preferring to rather reflect on the human elements and emotional impact of the visit. As a token of appreciation, the ARF South America presented a piece of artwork to Bielsa. 3) Second Opposition Youth Leader Detained in Azerbaijan BAKU (AFP)--Authorities in Azerbaijan said Tuesday they had detained a prominent opposition youth leader in connection to alleged anti-government activity that received backing from a US democracy group and neighboring Armenia. Law enforcement officers detained Said Nuri, deputy head of the Yeni Fikir youth movement, on Monday, a spokesman for the prosecutor general's office said. "It is likely that charges will be pressed tomorrow," he told AFP. The spokesman said Nuri's detention was linked to the arrest last month of Yeni Fikir's leader, Ruslan Bashirli, who was charged with plotting a Ukraine-style uprising backed by the US-based National Democratic Institute (NDI), a democracy pressure group, and money from Armenia's government. Another deputy leader of Yeni Fikir, Fikret Farmazoglu, said Nuri had been detained for "preparing to overthrow the government of Azerbaijan and receiving funds from groups interested in doing this." NDI has denied training Yeni Fikir members to overthrow the government, while Yeni Fikir claims the allegations against it are a government smear campaign ahead of parliamentary elections in November. However, parliament speaker Murtuz Alasgarov, along with representatives of international organizations, realizes that the developments that happened in Georgia and Ukraine can't occur in Azerbaijan, stressing that "the crisis in the Ukrainian government and the situation in Georgia rule out the possibility of a revolution in Azerbaijan." Alasgarov said that during the meetings he held in the United States, representatives of international organizations and parliament speakers expressed confidence that Azerbaijan's November parliament elections will be democratic. Alasgarov said that the officials he met with have 'certain views' on the forthcoming poll, but all of them believe the elections will be free and fair. "The Azerbaijani people know well who they will vote for at the polls," he added. 4) US, Georgia Agreement Includes Repair of Javakhk Roads TBILISI (Armenpress)--The United States signed a five-year $295.3 million agreement with Georgia through the Millennium Challenge Corporation (MCC), Georgian media reported, citing MCC. US State Secretary Condoleezza Rice and Georgian President Mikhail Saakashvili signed the agreement in New York on Monday. A portion of the funds, about $102 million, will be allocated to constructing roads in Javakhk. Of that, 50 million will go to constructing the Akhaltskha-Akhalkalak-Ninotsminda highway. "MCC is proud to be Georgia's partner in its efforts to reduce poverty in the regions outside of Tbilisi," MCC Vice President Charles Sethness said. Georgian President Mikhail Saakashvili, who was in New York for the 60th UN General Assembly, thanked the United States for its help, saying, "this agreement is a partnership between our two peoples who share the same values and have the same dreams for their children and believe in the supreme value of liberty," according to Reuters. The agreement aims to reduce poverty and stimulate economic growth in regions outside of Georgia's capital, Tbilisi. 5) Armenia, Russia Conclude Military Exercises YEREVAN (RIA Novosti/Armenpress)--The tenth joint Russian-Armenian military exercises concluded Tuesday at the Marshal Bagramyan firing range in Armenia. Collective Security Treaty Organization (CSTO) secretary general Nikolay Bordyuzha, Armenian president Robert Kocharian and a legion of top brass traveled to the testing ground some 30 kilometers outside of Yerevan to watch the exercises between the 545th Armenian motorized rifle regiment and the 128th Russian motorized rifle regiment. About 1,037 soldiers, 294 units of military hardware, including missile air defense complex S-300, four Su-25 assault fighters, four MiG-29 fighters, four Mi-24 helicopters and two Mi-8 helicopters took part in the exercise. The 102nd Russian military base was deployed in Armenia in 1995 in accordance with intergovernmental agreements. The base performs combat duty in the region within the framework of the CIS joint air defense system, with S-300 missile air defense complexes, MiG-29 fighters and some 5,000 military personnel. Diplomatic appointment
Anthony Cantor has been appointed Ambassador to the Republic of
Armenia, in succession to Miss Thorhilda Abbott-Watt, who will be
transferring to another Diplomatic Service appointment. Mr Cantor,
59, is a former Ambassador in Asuncion and deputy consul-general in
Osaka. He will take up his appointment in January.

ARMENIA IS THE 83RD AMONGST 182 COUNTRIES ON LEVEL OF LIFE DEVELOPMENT
YEREVAN, SEPTEMBER 7. ARMINFO. Armenia is the 83rd amongst 182
countries on the level of life development, passing ahead of
neighboring Azerbaijan and Georgia (101st and 100th respectively),
prove the data of the 2005 annual report on human development published
by the UN.
According to the document, in 2005 lifetime of Armenia’s citizen
was higher than of Azeri and Georgia’s citizens. Average lifetime
in Armenia totaled 71 years, in Azerbaijan – about 67 years, and
in Georgia – 70 years. Armenia passes ahead of its neighbors in
literacy level, too. GDP index per capita in Armenia totals $3.700,
in Georgia $2.600.
Norway is the first in the UN report (with about $38.000 GDP). The
lowest level of life development was noted in African and post-soviet
countries.

Speaker Denies Armenia Depends On Russia

SPEAKER DENIES ARMENIA DEPENDS ON RUSSIA

Washington, 7 September: The chairman of the Armenian National
Assembly, Artur Bagdasaryan, disagrees with the view of some American
experts that his country’s political, economic and military dependence
on Russia is very high. “Russia is a friend of Armenia,” Bagdasaryan
said in his address to the Washington Woodrow Wilson International
Centre on 6 September.
At the same time, he noted that there has really emerged an “imbalance”
in Armenia’s relations with other countries. Due to historical reasons
and the geopolitical situation of recent years, relations between
Yerevan and Moscow are incomparably wider than with Washington,
Paris or London.
The “potential” of mutually beneficial contacts between Armenia,
the USA and Europe is not being exploited in full,” Bagdasaryan said.
The speaker of the Armenian parliament said that his country needs
to develop relations with both NATO and the USA, including in the
military sphere. However, the key direction of Yerevan’s foreign
policy, the speaker said, must be integration into European political
and economic organizations.
In a conversation with a correspondent of ITAR-TASS, Bagdasaryan said
that he had discussed ways of further developing American-Armenian
relations with representatives of the administration and leaders of
the US congress.
On 6 September, the speaker of the Armenian National Assembly left
for New York to take part in the second UN conference of parliament
speakers.

Armenian Opposition Still Hopes To Transform Referendum OnConstituti

ARMENIAN OPPOSITION STILL HOPES TO TRANSFORM REFERENDUM ON CONSTITUTIONAL REFORMS INTO REFERENDUM OF NO CONFIDENCE TO PRESIDENT
YEREVAN, SEPTEMBER 8. ARMINFO. The opposition bloc Justice will
continue its meetings with electors to transform the referendum on
constitutional reforms into a referendum of the vote of no confidence
to Armenian President Robert Kocharyan. Secretary of the bloc Victor
Dallakyan made this statement at a press conference at the club
Pakagits today. He said the opposition will act in two stages to
fail the project of constitutional reforms at the referendum. At
the first stage, Dallakyan said, the bloc will carry out an active
anti-propaganda of the document, and at the second stage it will tale
relevant measures to fail the project at the referendum. The deputy
did not specify the measures to be taken. He expressed confidence that
the document will not be passed at the referendum, which will become
the political death of the ruling regime. “Even the authorities do not
doubt in the failure of the referendum, which is testified by their
recent statements that a failure would not mean public distrust in
the ruling regime. Hereby, the authorities try to insure themselves
from the possible failure,” Dallakyan said.
Meanwhile, he said that in the whole democratic world in case of a
failure of a project of Constitution at a national referendum, the
ruling regime that initiated the referendum sends in its resignation.
In some European states such cases have already been registered.
However, Dallakyan said the leadership of Armenia initiated
Constitutional reforms not to secure democratic development of the
country, but to secure Robert Kocharyan’s reelection for the third
term and to legitimize his power.
Dallakyan also said that after the extraordinary sitting on August
29 on the constitutional reforms attended by the parliamentary
opposition as an exception, Justice bloc has receive numerous
letters from electors urging oppositionist MPs to participate in the
parliamentary sittings. Taking it into account, it is not ruled out
the Justice bloc will return to the parliament, Dallakyan said. At
the same time, he said that a possible return to the parliament will
not mean that the bloc refuses from its demands. It should be noted
that another opposition force, the National Unity party, also intends
to stop boycott of the parliamentary activity and to participate in
the autumn sitting of the Armenian parliament.
